The mayor called the meeting to order at 5:30 PM, and the Pledge of Allegiance was recited.

Finance Officer, Becky King, called the roll: Johnson, Fowler, Jarvis, and Gillaspie were present.City Administrator Brett McMacken was present. City Attorney Frank Bettmann did not attend.

A motion to approve the consent calendar containing the agenda, minutes, and claims, was madeby Gillaspie and seconded by Fowler. No discussion was held . Roll call: Johnson, Fowler, Jarvis,and Gillaspie all voted aye.

Public Comment:

None.

Action items:

The first action item on the agenda was the approval of a special event permit submitted by theChamber of Commerce for the annual Art Extravaganza to be held Saturday, May to", on MainStreet. Various artists will line the sidewalks of participating merchants . There will be musiciansplaying as well. Motion to approve the special event application and waive the fee was made byJohnson and seconded by Jarvis. Roll call : Johnson, Jarvis, Fowler and Gillaspie all voted aye.

The council next addressed the approval of the Engineer's agreement for the reservoir project,which had been continued from the April 14th meeting. City Administrator, McMacken, statedthe agreement had blank areas that had needed to be filled in and it now was complete. He alsostated the liability insurance has been submitted to city hall. This agreement is the same as thepreliminary agreement, had been reviewed by the city attorney, and is routinely used by RuralDevelopment. Motion to approve the agreement was made by Jarvis, and seconded by Fowler.Roll call vote: Johnson, Jarvis, Fowler and Gillaspie all voted aye.

The final agenda item was a proclamation by the Council and mayor to recognize the Alpine Innfor 30 years of doing business in Hill City . Motion to approve the proclamation was made byGillaspie, and seconded by Jarvis. All voted aye. The proclamation will be presented to theAlpine Inn at the next council meeting.

Reports-

Chamber of Commerce Report:

Chamber Director, Jerry Cole, reported on the Art Extravaganza coming up May loth. He statedthe membership committee was working on a new membership structure that would have severallevels of benefits, based on the desired promotion level of members. Higher advertising exposurewould increase the membership fees accordingly. Cole said expected revenues would be aboutthe same or slightly higher, but they anticipated an increased membership number as this newstructure would offer a fee schedule tailored to the needs of members .

Mayor 's Report:

The mayor said the Mayor' s luncheon and meeting was in Hill City April 24th. BH Bronze had a

special pour that day durin g the tour of the facility. He stated EDC had mo ved into the VICbuilding and was getting an office set up. The y have established a budget committee for theorgani zation' s planning purposes.

Council reports-

Jarvis stated he had attended the library board meeting after the last council meeting, April 14th.

Johnson reported he had attended the ambulance meeting held April 15th, and the service is

looking into acquiring a compression machine for CPR purposes. Fowler said there was no Sr.Cente r report. Gill aspie, no report.

City Administrator-

City Administrator McM acken reported he had redone Title 10 of the Hill City codebook andhanded out the new version. Title 7 is the only ordinance not revised yet.

He reported the state finall y sent a new agreement for the sidewalk project. Many of the errorswere fixed, but it still contains some. It is po ssible the project will be completed by the end of2015 . Any costs over the original plan will be the responsibility of the city. Also, the cityreceived additional funds from FEMA for the damaged storage building at the VIC. Hill Cityreceived a letter from DENR for the quality water report s as part of the Safe Drinking Water Act.

Discussion on when the city was opening the parks restro oms was held , and the council and thepublic were reminded that since it still got below freezing at night , it would be foolish to openthe unh eated restrooms and freeze the pipes, even though the daytime temperatures have, attimes, been nice. No further discussion was held .
