Strategic Infrastructure Investment a Priority for CCA Originally published in the Journal of Commerce, June 10, 2013 - By Richard Glibert

The Canadian Construction Association (CCA) is planning to commission a study from a leading think-tank to show that strategic public sector investment in trade infrastructure increases international competitiveness and economic growth.

“We can put together an investment strategy for ports, pipelines, bridges, railways and border crossings,” said Chris Lorenc, president of the Manitoba Heavy Construction Association.

“The congestion of trade gateways is a barrier to Canadian manufacturers and exporters and the lack of trade infrastructure is an impediment to economic growth.”

This statement was made by Lorenc, during a meeting of the Civil Infrastructure Council at the Canadian Construction Association spring board meeting in Kelowna on May 31.

He said discussions were held recently between the CCA and the Canada West Foundation to produce a study that would make a solid case for strategic public sector investment in trade infrastructure, in order to expand and diversify Canada’s international trade profile.

The three main centres of international trade in Canada are Western Canada, Quebec/Ontario and the Maritime provinces.

“There have been a number of studies that show the link between investment in transportation infrastructure and economic growth,” said John Schubert, past chair of the CCA and the president of Winnipeg-based McCaine Electric Ltd. “So, when we talk about strategic investment in gateways, it all boils down to the same thing. Manufacturing companies can invest in being more productive and efficient, but if they can’t get the goods to market, it all goes for naught. This shows the connectivity, between all sectors of the economy, but they all have to work together.”

The most critical trade infrastructure in Western Canada includes the Pacific Gateway and the ports of Prince Rupert, Vancouver and Delta in BC; the port of Churchill in northern Manitoba, which is a northern trade gateway; and CentrePort Canada, which is Canada’s first inland port in Winnipeg.

These ports are linked to the rest of the country by rail, road and air connections within the western provinces, which are designed to export and import goods to and from international markets.

This critical infrastructure also includes the national petroleum pipeline grid that enables domestic and international business opportunities.

The proposed study on trade infrastructure is designed to follow up on a previous 2012 report to help explain the importance of ongoing infrastructure investment to the economy.

The initial research study by the Canada West Foundation showed a strong link between public infrastructure investment and long-term economic growth. The report concluded that Canada’s governments should not hesitate to maintain a high level of investment in public infrastructure because it is a key driver of economic productivity.

The report was also helpful in explaining the links between investment in infrastructure and economic growth to senior officials in Ottawa. As a result, many of the CCA’s advocacy priorities were included in the 2013 Federal Budget.

“The area that was not covered by the first report was: what do we mean by strategic investments?,” said Lorenc. “It’s not just about crafting a report and strategy around trade investments, it will be also be coupled with a communication strategy.”

He said the second report will fit in with the priorities of the federal government and the strategy to expand trade with Europe, and growth markets in India, China and South America.

Lorenc wants the second report from the Canada West Foundation to be ready with a complete communication strategy by January 2014, to fit in with the federal budget process for 2014.

Former minister of transport and infrastructure John Baird launched the National Policy Framework for Strategic Gateways and Trade Corridors in 2009.

The policy framework was developed to guide investment decisions for the new $2.1 billion fund for gateways and border crossings. It was established by Budget 2007 as part of Building Canada, the federal government’s long-term infrastructure plan.

The Asia-Pacific Gateway and Corridor Initiative was the first application of this new approach. The purpose of the initiative is to strengthen Canada’s competitive position in international commerce by more effectively linking Asia and North America.

Most greenfield developments that need multiple third-party participants start out life looking like a white elephant waiting to happen.

The larger the project, the bigger the potential disaster.

The promoter can say all sorts of reasonable things about how and why the project is fantastic, but doubters will continue to pile on. However, if the project is being properly managed, the momentum will flip around almost immediately when the first anchor tenant is confirmed.

A large Facebook server farm would have changed the tone of the chatter about CentrePort 180 degrees. That shift in dynamic has been delayed, but it's coming.

Martin McGarry was the Winnipeg agent representing Facebook. He said, "Believe me, it was very, very real."

There may not be another Facebook-sized project waiting in the wings, but McGarry and others are convinced demand for CentrePort is real.

And now that a Plan B for sewer and water servicing for the site has been agreed on, things will start to happen.

Like any real estate play, values will increase as the location becomes more attractive. And for a greenfield project -- which starts out empty, by definition -- values will theoretically increase with every new addition.

"We are talking to some other big users who will now start to think of their own plans," McGarry said. "It's a hurdle we've gotten over (having a water and sewer plan in place). Now let's start planning who goes where."

Diane Gray will be ready. The CEO of CentrePort has been out there spreading the gospel and laying the groundwork even though there's not much to show for it. Yet.

CentrePort has operated with a staff of about three people until last month when three professionals were added including John Spacek, the longtime provincial assistant deputy minister of transportation policy with Manitoba Infrastructure and Transportation.

The CentrePort management entity's mandate is to market the project and operate a single-window access for the inland port's Foreign Trade Zone benefits, not to be a developer.

But Gray and her team are working at planning a common-use rail facility as well as a rail-intensive industrial park that would be adjacent to it. The idea is to aggregate some kind of all-access rail component to the road and air cargo pieces at the site. Gray says it would become a differentiator for CentrePort. It's also of a type that requires leadership to pull together otherwise-competing stakeholders -- in particular the three class-one railways, CN, CP and BNSF.

"That project has been moving forward quite well," Gray said. "A service plan that allows us to be able to attract rail-intensive business into that industrial area will become an important catalyst for the future of CentrePort and really what it means to have a tri-modal solution for supply-chain management within the capital region."

But the point is, none of this is going to happen until investors are satisfied the appropriate infrastructure is in place.

McGarry has sold all 66 hectares of Brookside Industrial Park West south of Inkster Boulevard and is preparing another 40-hectare project for a subdivision within the CentrePort footprint.

The 60-hectare Brookside Business Park on the northwest side of Brookside and Inkster boulevards has sold most of its lots to smaller-scale trucking, distribution and servicing companies. Both those developments on the eastern edge of CentrePort were in place before the inland port idea was conceived.

All those new tenants have dug their own wells and retention ponds but it's impossible for large-scale operations to develop there without sewer and water services.

The province's engineers are now busy designing the new water-service plan for CentrePort. They are expected to have a schedule for construction of a treatment plant -- if that's necessary -- and water pipes ready in a matter of months.

It might not happen right away, but once the timing of construction is announced, many believe we'll see that greenfield start to fill up.

Canada and the United States Announce First-Ever Binational Border Infrastructure Investment Plan

The governments of Canada and the United States recently released the first-ever joint Canada-United States Border Infrastructure Investment Plan (BIIP). The development and release of this initiative fulfills a commitment made under the 2011 Canada-United States Beyond the Border Action Plan. The BIIP is an interagency and binational planning mechanism developed to establish a mutual understanding of recent, ongoing and potential border infrastructure investments. It outlines the approach that Canada and the United States will take to coordinate plans for physical infrastructure upgrades at small and remote ports of entry. This initiative will be updated and disseminated annually.

sales from 2000-08 in emerging markets increased on average by 17 per cent annually, and only shed 12 per cent in 2009. The growth spread has increased the share of machinery exports to emerging markets steadily from 5 per cent in 2000 to 18 per cent in 2012. The top emerging market destinations include China, Russia, Brazil, UAE and Singapore, led by Russian growth averaging 19 per cent annually.

So much for past performance. Is the future as bright? Although the Canadian dollar is relatively strong, it has been stable at parity with the US dollar for the past two years, and has recently drifted lower. In this context, a reviving US economy is helping. Industrial capacity is getting tight, and US corporations have begun to invest again. On top of that, corporations in the OECD are cash-rich, and able to invest heavily for years to come. For their part, emerging markets are expected to see growth accelerate, feeding the need to increase their industrial capacity. All this points to sustained growth of machinery and equipment investment in the medium term.

Will they invest in Canadian equipment? The next growth cycle is bound to reignite demand for commodities, and the myriad global resource projects currently on the table - suggesting strong demand for oil and gas and mining equipment. World growth will continue to add tens of millions to the ranks of the emerging market middle class - feeding these will require substantial global investment in agricultural equipment for a long time to come. The world auto market presents a strong opportunity for Canada's auto-related machinery industry. Technological progress and the need to find mechanical solutions for labour-constrained, aging populations suggest a need for specialized machinery. As such, Canadian machinery exports are forecast to rise 10 per cent this year and next.

The bottom line?

Canadian machinery might not be our most visible export, but it's a $28 billion industry with substantial future growth potential. It's also a great illustrator of the transformational effect that superior growth to the fast-paced emerging world is having on all Canadian exports.

Mention Canada to an international crowd, and immediately they think commodities. Far less is known about our prowess in higher value-added goods and services. Machinery and equipment is one of the lesser-known and under-appreciated export industries, yet it boasts decent trend growth and an enviable breadth of destinations. Does the higher Canadian dollar spell the end of this industry's good run, or will nascent world growth re-ignite its prospects?

The last global economic cycle was a particularly long one, and towards the end it put big demands on machinery and equipment providers. Canada's industry capitalized on the good times, growing exports by 6 per cent annually between 2003 and 2008, slightly above the all-industry average. Recession saw sales collapse in 2009, but by much less than other exports. Since then, weak global investment has held annual growth to a more modest 4.3 per cent annually.

Most machinery sub-sectors have performed well in the past decade. Mining together with oil and gas equipment have capitalized on high commodity prices, increasing sales on average by 13 per cent annually since 2000. Agricultural equipment sales have also fared reasonably well, averaging 5 per cent per annum over the same period, reflecting robust global demand for food. Metals and woodworking machinery have posted soft results, buffeted by the currency and the US housing debacle. It's hardly a surprise that construction machinery was the sub-sector the most affected by the Great Recession, falling back by 37 per cent in 2009.

Although the principal market for Canadian machinery and equipment, sales to the United States were flat from 2000 to 2008, and tumbled 21 per cent in the recession. In contrast,
