• Coentunnel is an Availability Payment DBFM contract
• Activities o Renovation of the first Coentunnel
o Construction of the second Coentunnel and the connections to the A8 and A10 motorways
o Reconstruction of the Coenplein motorway junction
o Construction and renovation of 36 fly-overs and bridges

What is Performance Management System?
• Performance Measurement System (PMS) calculates the net availability payment per quarter
• Within DBFM contracts, evidence for performance provided by contractor (concessionaire)
• Represent the state of physical assets outside, in an automated software system that calculates Availability Correction
• The Electronic Data Processing (EDP)-certified system is web-based and therefore 24/7 accessible (also for the government)
