Our Organisation

Our main aims are to promote the economic well-being and quality of life of our members, of the heating,

ventilation, air conditioning and refrigeration industries, and to improve the economic well-being and quality of

life of every New Zealanders through:

➢ representing and promoting the industry interests of our members

➢ advancing and promoting (including the use of standards) the technology used by and activities of

those in our industry

➢ supporting training and education in the industry

➢ promoting a high level of skill, qualifications and continuing professional development

➢ promoting the development of practice guides and other industry standards as the Council thinks is

appropriate for and relevant to our industry that members shall follow

➢ providing a forum for our members, associates and affiliates to discuss and share their knowledge and

experience

➢ providing a forum where our members, associates and affiliates and members of the public can settle

their disputes

With 524 members at the end of 2018, IRHACE over the year saw stable membership numbers with slight

growth.

From the IRHACE President

Dear IRHACE Member

As my term as President of IRHACE comes to a close I have been reflecting on the past 2 years. It’s been a busy

time, for me personally and also for IRHACE and the wider HVAC&R Industry. I have had the luxury of looking at

this industry from the outside in, as a supplier and from the ‘thick of it’ as President and member of the Council.

I can look back on a number of achievements over this time:

• Membership is in better shape than we had anticipated, numbers have been steady and are currently

growing at a rate of 2 per week, bucking the trend seen by most associations.

• The Rotorua Conference in 2018 was another highlight. The varied speakers and meeting with members

new and old is what a conference is all about. To see the progression of the Apprentices as they tested

their skills is always a source of pride for me.

• We are on the cusp of establishing an industry credential. I have already mentioned, if there is one

thing in my tenure that I want to achieve, an Industry Credential is it. The outcome won’t be decided

until May/ June, but we are confident we have done everything we can to get our point across to

government.

• It’s been fantastic to see our 3 entities working together as they work towards the industry credential,

working positively in every way as they head towards a common goal. It makes sense, we are a small

industry and cannot afford to be split.

It has been a pleasure to have had the opportunity to serve as President of IRHACE and I am confident that

IRHACE are in a good position as they head into 2019 and beyond. In the words of Theodore Roosevelt;

“Far better it is to dare mighty things, to win glorious triumphs, even though chequered by failure, than to take rank

with those poor spirits who neither enjoy much nor suffer much, because they live in the grey twilight that knows

neither victory nor defeat.”

From the General Manager of IRHACE

Dear IRHACE Member

I started 2018 with the goal of getting government to consider a form of proven credential for our industry. All

entities saw an uphill battle ahead, but also knew with the changes to refrigerants and the looming HFC

Phasedown we needed to push our cause forward. Little did we know government were working in parallel to

address the issue. We don’t have a credential as yet, but are confident we have put our best foot forward. It is in

the hands of Cabinet now and we hope to find out more mid-year.

There was never a dull moment in 2018, and our small team at IRHACE Centre was constantly stretched,

meeting membership and stakeholder expectations. During the year, of note was of course the credential

above, and also the increased interaction with Government for multiple submissions, working groups, select

committees and meetings with Cabinet Ministers. The President and Chairs of the entities worked together

famously promoting our cause wherever possible. Conference was a first for me in August, it was great to meet

members and get to put faces to names.

We have limited resource at the centre with equivalent of 4 FTE’s including myself currently overseeing 3

entities. Thank goodness for the support of a committed group of volunteers, whose knowledge is unmatched.

You will note in coming pages what was achieved in 2018, along with what we have in store for 2019. We have

some great momentum and want to maintain that, after all we have a well-oiled industry voice now.

Some of the many highlights included:

• Seeing our membership remain stable when so many associations are shedding membership.

• Pushing our cause to government and getting their ear was vital. We are confident we have achieved

more in the past year than in the 10 years prior.

• There were submissions aplenty, we certainly ‘had our say’ on topics vital to our industry. Read more

about our submissions on our website.

• The real highlight had to be the submission government on the Industry Credential, we certainly ‘had

our say’ as did the membership. Thank you, your comments were listened to and we now await

governments response mid-year.

Fun times are ahead, and I look forward to meeting with and working with and for you all in the coming year.

IRHACE Trusteeships

Refrigerant License Trust Board

Refrigerant License Trust Board in 2018 saw continued growth in course attendance as our industry heads into a

more regulated environment. Course content was reviewed and updated. The Approved Filler (Face to Face)

and Flammable Awareness Courses now support Unit Standards.

Recovery Trust

Membership Activities in 2018

Month Event Information APRIL MOTAT Science Fair A Sunday event, the MOTAT science fair once again gave the industry

an opportunity to interact with youth and to learn more about Refrigeration. The Cool Squad brand was launched to further reinforce our relevance to youth.

MAY Industry Credential Committee Formed

To address the issue of the looming HFC Phasedown and as government interest increased, the Industry Credential Committee was formed. Representative of all entities and all refrigerant types, the committee have assessed the wider needs industry will face in the future. Recommendations have subsequently been made to the government to illustrate our industry view on how the credential might be implemented should it be signed off by government.

JUNE Submission Health and Safety at Work Strategy – Worksafe

JULY Submission Zero Carbon Bill – Ministry for the Environment

Submission Electrical Workers Fees Review – MBIE

MBIE & Worksafe Engagement Event

To support our approaches to the government for a credential, Rob Morgan and our GM hosted a group of officials from MBIE and Worksafe. All are involved in the development of the credential. The tour illustrated the vast variance of refrigerant used in built situations, from office fitouts, through to transcritical supermarkets, to large ammonia installations.

AUGUST HVAC&R Industry Trade Exhibition and Conference

The HVAC&R Industry Trade Exhibition and Conference hosted by IRHACE was held this year at the Rotorua Events Centre. Hosting 40+ exhibitors, 100+ delegates, and even consultants from Auckland, all were informed, entertained and trained over 2 information packed days.

Wallie Askew Workskills Competition

The 20th Annual Wallie Askew Competition was held in conjunction with the Branches and HVAC&R Conference. Further details of the competition and winners are detailed on subsequent pages of this report.

HVAC&R Industry Dinner and Awards Night

The following awards were presented at the HVAC&R Industry Conference Awards Dinner:

Submission On Amendment to the Montreal Protocol (Kigali amendment)- Ministry for the Environment

Submission in Person To the Select Committee on the Environment, allowed us to personally make our case heard. The focus was on the cost to industry, health and safety considerations and concerns regarding loopholes in the legislation.

Submission Improvements to the Emissions Trading Scheme – Ministry for the Environment.

Meeting with Minister David Parker

Called in by Minister Parker, Minister for the Environment, to discuss amongst other things H&S concerns as the HFC Phasedown is ratified the entity President/ Chairs and GM put their viewpoints forward.

October Submission Healthy Homes Standards on Housing Quality - MBIE.

Submission Consultation on Draft Regulations to Amendment to Montreal Protocol (Kigali Amendment)

Meeting with Ministers Parker and Shaw

Heartened by the meeting in September, Minister Parker asked our group to meet with Minister Shaw, Minister for Climate Change, to discuss the issues we had previously highlighted, but this time from a climate change perspective. Both were receptive to our concerns and the needs of our industry.

November Have Your Say In response to the discussion document and in conjunction with branches in Auckland, Wellington and Christchurch, Karl Burke and Branch Chairs supported the industry view to over 100 interested members.

Submission Discussion Document: Ensuring effective regulation of health & Safety risks associated with toxic or flammable refrigerant gases – MBIE. Of immense importance to our industry, separate submissions were made by each entity along with a template submission sent to members to utilise. Clearly encouraged to submit in their own right 230+ members had their say in this way

Wallie Askew Workskills Competition

In 2018, the 20th Annual Wallie Askew Workskills Competition for Apprentices was held. With a regional

competition in July. The national finals were then held at the HVAC&R Conference in August. This was once

again an outstanding opportunity for apprentices to showcase their skills in the trade. The competitors develop

markedly during the course of the regional and national competitions and the kudos of a win or even a finals

place stands them in good stead. National finalists and placings were:

Current Projects in 2019

IRHACE Council have big plans in 2019. Following on from the theme of 2018, they will include development of

the Industry Credential. But that’s not all, and more initiatives are listed below:

pushing to achieve change and to benefit our industry.

Submissions We have already made several significant submissions. One being the proposed Vocational Educational Changes. The outcome of this will regardless be of huge importance to our apprentices and employers in years to come.

Industry Credential We are hoping government is committed to change. Our industry knows what it wants and how to get there, we will continue to push and push government to provide regulation and recognise our industry’s needs. Will 2019 be the year? We anticipate the credential will be far reaching, including enhanced training along with some real benefits to technicians, engineers and employers.

G4 Seminars and Training

A refresher from earlier courses. Spear-headed by the Council who see the need to progress this with some urgency, events are planned to support training programmes which are also in development.

Enhanced Member Benefits

To ensure relevance to members a review of current benefits and new opportunities will be carried out. These along with the initiatives listed here will ensure ongoing benefits for members far greater than their membership fee.

Membership Recruitment

Engagement programmes to retain membership and attract new members is a key focus. There has been an upsurge in numbers, but we must take more than a passive approach. Recruitment plans are in place which will target potential memberships in various sectors.
