I congratulate all the th members on 50 Engineers day, besides Sep.- Oct., 2017 being festival season my best wishes to all the members for Dushera, Deepawali and other festivals occurring in this period. At our State Centre Engineers' Day with the theme 'Role of engineers in a developing India' was celebrated with great zeal & fervour on 15/09/2017. Apart from Engineers' day, World Habitat Day on 03/10/2017, World Standard Day on 14/10/2017 and Deepawali Milan on 22/10/2017 were also commemorated. An all India Seminar on E-waste was organized by the centre on 28-29 October 2017. In all 10 nos. papers/articles were presented in the seminar by academicians / Engineers from different Universities, Engineering Colleges and Firms. th We are also holding 97 AGM of our centre on 19/11/2017 all the members are requested to attend the AGM. He described about the satellite navigation at Global level. He

said that it is Free, Precise, Reliable, can be used in all weather

conditions at anytime & anywhere with unlimited user capac-

ity. There are two types of Major Satellite Navigation Systems

(GNSS). Global navigation satellite systems (GNSS) provide

coverage all over the world whereas Regional satellite naviga-

tion systems provide coverage is limited to one area/Country.

Report on Lecture on 'Satellite Navigation in Indian

Perspective'

The Institution of Engineers (India), UP State Centre, Lucknow

organised a technical talk on 'Satellite Navigation in Indian

Perspective' on 25/08/2017. The Keynote Speaker of the

programme was Er. S. N. Sahoo, FIE, Scientist-F, ISRO

Telemetry Tracking & Tele-Command Network'.

Corporation while speaking on the theme elucidated

that in a developing India for the role of engineers, four

resources are essential viz means of communication,

energy, connectivity & trained human resources.

Informing about the various categories of its applica-

tions he summarised all the five major categorisations

viz. for Emergency Calls Location (Determining a basic

position), for movement from one location to another

location (Car Navigation)), for fleet Management

Tracking (Monitoring the movement of people and

Things), for Creating maps of the World (Mapping) and

for Bringing Precise timing to the world (Timing). He

also spoke about the various spectrums for GNSS and

necessity of different satellite navigation systems and its

implementation.

Earlier Dr Bharat Raj Singh, Chairman welcomed the

guest and Shri V B Singh, Council Member and Past

Chairman of the centre convene the meeting. The

seminar concluded with a vote of thanks by Shri R K

Trivedi, Hony. Secretary.

Report on 'Golden Jubilee Engineers Day'

Golden Jubilee Engineers Day was celebrated on 15th

Sept, 2017 in the Auditorium of UP State Centre,

Lucknow on the 157th Birth anniversary of Bharat

Ratna Sir M Visvesvaraya. Chief Guest on the occasion

Dr S P Singh, Vice Chancellor of Lucknow University &

Guest of Honour Er. Mahendra Kumar, Director

Lucknow Metro Rail Corporation garlanded the portrait

of Er M. Visvesvaraya. Dr Singh while expressing his

views spoke about the role of Engineers in the develop-

ment of Nation, he said that for faster development and

industrialization, Engineers have to be given right place

in the society. Apart from adopting new technology,

engineers should also complete the projects in time with

quality work. Cost and time overruns should be avoided.

Engineers should be proud of the fact that all these four

components are to be provided by them only, which have

an important contribution in nation's development. He

specially mentioned about the service provided by I.T.

Engineers and commended the work done by them at

national and International level. Our engineers have made

the county proud by their capability and dedication and

now they have the responsibility of leading the country

ahead in global perspective.

Dr. Bhart Raj Singh, Chairman of the State Centre while

welcoming the guests told that Sir Visvesvaraya was a

visionary who was awarded Bharat Ratna in 1955.

Engineering fraternity since 1968, is commemorating the

birthday of Sir Visvesvaraya by paying tribute to the great

soul and celebrating 15th Sept. as Engineers Day. Er. V B

Singh, Council Member and Past Chairman while paying

tribute to M. Visvesvaraya said that his works are always

inspiring the whole engineering community. The editor of

UP State Centre Er. R K Pandey presented the life sketch

of Sir Visvesvaraya. Er R K Trivedi, Hony. Secretary

presented vote of thanks. A total of 300 members and their

families attended the programme

Report on 'World Habitat Day'

World Habitat Day was celebrated on 3/10/2017 at UP

State Centre of IEI. The day could not be celebrated on

2/10/2017 being a national holiday. The keynote speaker

on this day was Prof. Subodh Shankar, Dean College of

Architecture and Planning, Integral University, Lucknow.

The learned speaker informed the audience that World

over about 10crore people do not have shelter. In India

alone there is shortage of about 1.75 crores of houses even

developed and prosperous countries in the World like

USA, Germany, England are also facing this problem.

'Standards make cities smarter' spoke about the role of

Standards, Aims of Standardization, Benefit of Stan-

dards and their role in making cities smarter. He defined

smart city as -

A smart city is an urban development vision to integrate

information and communication technology (ICT) and

Internet of things (IoT) technology in a secure fashion to

manage a city's assets. These assets include local

departments' Information systems, schools, libraries,

transportation systems, hospitals, power plants, water

supply networks, waste management, law enforcement,

and other community services.

He elaborated in details, how facilities like efficient

transport system providing clean drinking water,

In all 10 articles/papers were presented by various

academicians from different Engineering Colleges,

Universities & Engineers working in E-waste manage-

ment firms at different places.

Engineers from Sofy Group International & Siddha

Development Research & Consultancy Ltd, which are

engaged in E-waste management works at Bhubaneswar,

the first smart city of the country presented their talks.

Er. R. N. Bhargava, the keynote speaker enumerated the

following objective of the seminar & suggested that these

should be recommended to State Govt. for implementa-

tion :-

1. Awareness creation in Govt. employees, General

public, Students and all Stake holders.

Regarding affordable houses Govt. of India has initiated

construction of low cost houses and has planned to

provide houses to all the citizens of the country along

with electricity, Water and W.C by 2022. To promote

affordable housing Govt. is providing loan also on very

nominal interest. On this occasion Dr. Ashok Jain, Ferro

Cement specialist presented his proposal for construction

of low cost houses between 2-4.5 lakh cost using Ferro

Cement techniques.

On this occasion Er. V.B. Singh, Council Member & Past

Chairman of IEI, UP State Centre who presided the

meeting welcome the guest and apprised them about the

activities of UP State Centre. In the end Hony. Secretary

of State Centre Er. R K Trivedi gave vote of thanks.

Report on 'World Standards Day'

World Standards Day was celebrated at UP State Centre

of IEI on 14/10/2017. Dr Irfan Ahmad Mir, Manager

(Technical) at Central Institute of Plastic Engineering &

Technology, Lucknow was the Keynote Speaker & Chief

Guest on this occasion. Prof.(Dr.) Bharat Raj Singh,

Chairman of State Centre welcomed the Chief Guest &

spoke about the Standards in every sphere of life.

adequate green power, effective health services to masses

waste management etc. can be developed by using

standardization.

Council Member said that international standards can be

implemented as per local condition for providing above

mentioned facilities to the citizens.

Report on All India Seminar on 'Electronic Waste'

UP State Centre of IEI conducted two day All India

Seminar on 'Electronic Waste' on Oct. 28-29, 2017.

Convener of the seminar was Er. S. V. Pande, FIE,

Industrial & Environmental Consultant and SCC

member. The well attended seminar critically assessed

apprised & synthesized the knowledge, expertise and

views of the Producer/Generator, Regulator, Handlers,

Institutions, Scientist & NGOs of E-waste under various

themes. Dr. D. K. Srivastava, Joint Director, Council of

Science Technology was the Chief Guest & Er. R. N.

Bhargava, Chairman Ecomen Laboratories & an eminent

environmentalist was the keynote speaker. Dr. Bharat Raj

Singh welcomed the dignitaries and guests and lauded to

enhance thrust on awareness amongst stakeholders in

Indian contest.

2. Rules of E-waste management framed by Central

Govt. in 2016 to be identified & implemented.

3. Recovery/Re-use/Re-cycle/Save and disposal of

various components of discarded Electronic/

Electrical equipment may be done in systematic

manner.

4. To minimize effect of E-waste on Environment/Air

water etc. Skilled persons should be deployed in

management and disposal of E-waste and not the

unorganized ragpickers.

Noted city environmentalist Mr.RN Bhargava (Fellow),

Chairman, Ecomen Laboratories & Secretary General,

Club of Lucknow has recently been felicitated as

'Eminent Environmental Engineering Personality' for

his valuable contribution in the field of Environmental

Engineering at the 33rd National Convention of

Environmental Engineers of the Institution of Engineers

(India) held at Dhanbad. This is a very prestigious

honour bestowed upon only two eminent engineers

selected out of the whole country - a rare feat. Mr.

Bhargava is the first person from the State of Uttar

Pradesh to receive this coveted award. Congratulations

to him.

Periodicals/Magazines: A total no. of 03 periodi-

cals/Magazines and Newspapers were subscribed

per month regularly during the year.

F. Accounts

Statement of Income & Expenditure and Balance-

Sheet of the State Centre for the year ending 31st

March 2017 were prepared & audited by Chartered

Accountant as per schedule.

G. Building of U.P. State Centre & Facilities

available

The U.P. State Centre is having its own spacious

building which was constructed during the year

1954 to 1958. U.P. State Centre building presently

having a multipurpose air-conditioned Auditorium

with seating capacity of 400 persons, Technical

Library, Air-conditioned Conference Room and

Guest House with 4nos. Air-conditioned and 2nos.

Air Cooled double bedded suites. All these

facilities are available on nominal maintenance

charges. The facilities are available for Technical

Activities and Examination purposes or any

activity related to these and of professional nature.
