We are very pleased to introduce the Jersey Employment Trust’s business plan for the next 5 years. As the Trust celebrates its 15th birthday, we look back at the many developments made over the years and the changes made to our structure to ensure that the needs of our Clients (people with disabilities and/or long term health conditions) have been consistently met. We are very proud of the successes and achievements of our Clients and of the staff who have supported them to realise their goal and career ambitions.

The future holds many challenges, with unprecedented unemployment rates on the island and the changing landscape of our economy, which means our Clients will require a greater diversity of skills and resilience, to be able to compete within the labour market.

In our last business plan we set out our ambitions to develop a quality framework to ensure continuous improvement. The quality audit undertaken by the University of Dundee in 2013, evidenced the achievements we had made towards this goal by the Trust being awarded 8 outstanding grades across all aspects of management, governance and service delivery. We start from a strong position but we believe there is still much that can be done to meet the growing demands for employment support within the Island.

This business plan makes a clear statement of what we hope to achieve. Our targets are very challenging and ambitious but hopefully do credit to the energy and inspiration our Clients show in their determination to overcome barriers to reaching their employment goals.

We thank all those who have contributed to the development of this plan, Clients, staff, and Trustees and look forward to reporting regularly on the progress we make.

The Jersey Employment Trust (JET) is an independent charitable Trust that provides specialist employment services for people with a disability and/or a long term health condition (our Clients). We have three main service delivery areas; the Employment Service, the STEPS pre-employment scheme and the Acorn Business Group.

Our Employment Services work with approximately 250 people at any given time, supporting them with every aspect of finding paid employment. The Service is individually tailored to meet a person’s unique requirements and can vary from developing an employment action plan, interview coaching, arranging work experience or internships, to intensive one-to-one on the job support. The range of people with a disability and / or long term health condition we support is becoming much more diverse as are the types of employment we support people to find. Job retention is a large part of our work, supporting both the individual and the employer to overcome barriers that may be present when a person has developed a long term health condition or is recovering from a significant trauma. The Transition Service works with young people who have a Record of Need prior to them leaving full time education, providing them with a thorough introduction in JET and gathering as much information about individuals to ensure that they have a smooth transition into our employment services when they leave education.

STEPS (Supported Training Employment Preparation Scheme) provides pre-employment training for people who are at varying stages of their development. We assist over 100 people per year who are unsure what, or even if, paid employment is right for them, providing them with a range of experiences that enables them to make informed choices about their future career. An integral part of STEPS is the supported Volunteering Service that enables people to gain confidence and develop new skills in a supported environment.We provide individually supported placements, with a view to people volunteering independently, and small group projects for people who require more intensive long term support. The main aim of STEPS is to give people the required skills and confidence to access JET’s Employment Services.

Who we are The Acorn Business Group within JET is made up of Acorn Nursery and Acorn Gardens (horticultural training), Acorn Cycles formerly Oakfield Cycles (cycle sales, servicing and repair) and our new social enterprise, the Acorn Woodshack (recycled timber, timber products and kindling). All of our business units are based in Trinity at our Acorn site and exist solely for the purposes of providing employment and training opportunities for our Clients. We offer a variety of vocational training but our main aim is to provide people with the essential generic employability skills that employers require. These include the basics such as punctuality, receiving and carrying out instructions, to understanding health and safety, having a positive attitude to work and working as a member of a team. We are very excited about the new Acorn Woodshack, which is a social enterprise that will remove commercial and domestic timber from the waste stream, at the Energy From Waste plant, and recycle it by either de-nailing it and re-selling, using the timber to make new products or utilising the remaining wood for kindling, that is then sold on to the general public. This new service will expand the range of skills training at Acorn and increase the overall footfall to the site, which will impact on trading across the Acorn Business Group.

Client testimonial

I was unaware that Jersey Employment Trust (JET) existed until I had my accident in 2011. I spent several months at Overdale hospital where one of the Occupational Therapist gave me a referral form to complete. The head injury sustained during my accident meant that I could no longer work as a builder and I would have to completely rethink my career options.

The referral process to JET only took a few weeks and I was assigned to an employment coordinator and support worker. I was so impressed with the service, nothing was too much trouble, they helped me write my CV, search for jobs, practice interviews, (they even helped me to get new interview clothes!) and they also sourced a placement for me where I could continue to rehabilitate and develop new skills.

With JETS encouragement, I was able to retrain and gained qualifications which included health and safety courses such as IOSH, COSHE and the NPTC training. I was selected for the internship scheme in partnership with the States of Jersey. Having completed the programme at TTS, I applied for and was successful in achieving a full time permanent position.

Without the support of JET and their dedicated team this would not have happened and I am not sure where I would be now. I am confident that with their continued support my career has no boundaries.

Our valuesJET was founded on, and adheres to, a strong value base. The staff and board of Trustees strongly believe that all people with a disability and / or long term health conditions:-

How we are governedJET is managed by a board of Trustees which consists of an independent chair, three States Members, representing the Departments of Social Security, Education and Health & Social Services, plus six representatives from the business community, one of whom has first-hand experience of a disability. In addition there are five people with a mutual interest and or represent other professional agencies who act as advisors to the board. The Trustees meet with the JET Management team on a quarterly basis to ensure good governance, agree strategy, and review up dates on progress of the Organisation.

User Involvement and the development of SpeakoutSpeakout are a group of like-minded JET Clients who want to help and support others in a similar situation and to become a voice of disability in Jersey. The group want to raise awareness, increase understanding and recognise the positives of seen and unseen disabilities.

The group have previously participated in JET Conferences, provided disability awareness training for JET Clients, JET staff and other employers, participated in disability awareness events and played a key role in the Changing Places Campaign for wheelchair accessible toilets. Speakout have also been involved in various consultations with JET staff and Clients, helping to shape the vision for JET and have been involved in interviewing for new JET staff. Speakout are the sole producers of Enabled Maps in Jersey and have worked in partnership with other agencies to determine popular routes for map production.

In the short term future, Speakout already have plans in progress to roll out disability awareness training on a regular basis to Liberty Bus, Condor Ferries and the Women’s Institute.

In the medium to longer term, Speakout will be building on the short term activities and working towards increasing the audience for their training to include employers, schools, youth clubs, colleges, parish offices, emergency services, key transport providers and various clubs and organisations in the island. The group would like to work towards achieving independent charitable status. Trustee Testimonial – Susan Barette

I joined the Board of JET in 2008, after seeing an advert for a vacant trustee position for a person with a disability. The constitution of JET includes a specific requirement that at least one trustee must have first-hand experience of a disability and this inclusion is demonstrated throughout the organisation. I am also the Board representative with the Speakout group of JET Clients, ensuring that the group also have a voice on the Board.

Although my position on the board is voluntary, the experience, knowledge and benefit to my own personal development has been worth more than any reimbursement could hope to achieve. I am regularly heartened by the inspirational stories and determination of the Clients and the unending passion and positivity of the JET staff, who, when challenges arise, use innovative thinking to overcome them. This is especially true in respect of the growth of the organisation, year on year, in terms of Client numbers, services provided and facilities available.

I am proud to have been part of the JET journey so far and to continue to be part of it in the years to come.

Over the past few years, in response to the demands and needs of our Clients, we have developed three areas of expertise; 1) Employment Services, 2) pre-employment & skills development through STEPS and 3) the Acorn Business Group.

We have a strong foundation to build upon and we intend to capitalise on this to take JET forward in the future, in each of these areas making them distinct and defined areas of service delivery. This will enable us to target service developments specific to each area, by refining staff recruitment, training and development and focusing marketing to the different audiences. The development of unit cost will enhance our ability to demonstrate value for money and make JET more accountable to its funders and key stakeholders. We aim to excel in all we do, and to achieve this staff and trustees have signed up to six commitments to our Clients, Employers and other Stakeholders. We will:-

When I was searching for a new career, I took my time because I wanted something that would provide me with a challenge, stimulate my mind and it was key to me to find an organisation that understood the importance of supporting and investing in their people. As an Employment Coordinator at JET I get all of this and more! I have the opportunity to use the skills, knowledge and experience which I developed throughout my career in Human Resourses, but with the added benefit of more satisfying and rewarding outcomes on a personal level. Helping our Clients to achieve their potential, then to watch as they move into open employment is the most inspiring experience that I have encountered during my career.

The extent of collaboration at Jersey Employment Trust is amazing. Working within a group of very talented, motivated individuals constantly reminds me of why I chose this job. No day is exactly like the one before, and one thing I truly appreciate is that this job will never be boring. Whatever new challenges I face, I always know that I have access to a large network of willing colleagues ready to lend advice, share knowledge, and help me perform at my best.

Client testimonial

After losing my job in January 2012 due to deterioration of my eye sight, I was, for obvious reasons, at a bit of a down stage in my life.

After what seemed like a long period of time looking for new work and trying to prove to the Social Security Department that my eye sight loss was for real, I was eventually awarded Long Term Incapacity Benefit. At this stage, I was transferred over to JET. I have to be honest, at this stage of my life, I was not in a good place. I had lost my job, having been a chef for 37 years and having no other trade. I was also registered blind. I had no real prospects of a new career.

After meeting with April, who is my support person at JET, she has convinced me that there are other ways of using my skills gained within the catering trade and that I can do other things. To cut a long story short, with the help and guidance of April, I am moving forward with my life. I may not be in a wage earning position at present but I am working as a voluntary youth worker and will be starting a course at Highlands College in September on Counselling. I also work two times a week for the Jersey Blind Society.

These projects may or may not lead into full or part time paid work. However, even a blind man can see that there is light at the end of the tunnel and JET has played a big part of that so thank you.

I greatly value our partnership with Jersey Employment Trust, we have managed to provide excellent work opportunities for JET Clients either for work placement or full time positions.

Jersey Employment Trust matches the Clients to the work place that enables them to use their skills in a work environment. JET supports you from pre employment and continues with their full induction and support ‘on the job’ the advisors at JET have been available to both us and the Clients.

One of JET Clients started at the Merton Hotel as a seasonal Gardener and has been with the hotel for two season and has nowbeen promoted to Head Gardener on a full time contract. He is highly competent, reliable, self motivated and part of team. I am delighted to recommend the JET to any prospective employer.

I am leader of a large department of 260 people. My responsibility is within a larger organisation of over 800 people. It is a stressful and demanding position. I usually work 10 hours per day. I am 47 years old.

In November 2013 I had to stop work due to the physical and cognitive effects of a brain tumour. The tumour was also likely to end my life within a few months. I had an operation at the National Neurological Hospital in London in December 2013. The operation removed the bulk of the tumour and significantly reduced its effects.

Within a week of returning to Jersey I was contacted by the Jersey Employment Trust who offered support for getting me back to work. Until I was contacted I was not even aware that there was such an organisation as JET and had no idea how to manage my return to work.

In my three months of contact with JET I have been supported, guided and advised as I have sought to recover from the effects of my tumour and return to work. The support has been exceptional.

I have had weekly meetings with Occupational Therapists and Wellbeing advisers based at JET. They have helped me come to an understanding of the psychological and emotional impact of having a life-threatening tumour, the effects of a serious operation, and the need to rebuild myself after these events. This has been a massive role, and one that I was not expecting to need as I had always considered myself a fairly resilient person.

I have also had considerable guidance and advice in creating a Return-to-Work plan, based on a phased return model. The experience of good practice and successful models that JET brought has helped me frame a realistic plan for my return to work. JET have also supported me negotiating this plan with my employer (who has been enlightened and supportive throughout).

Therefore, after five months absence from work, I am now beginning a phased return to work. At this stage I spend two hours a day at work, rebuilding relationships, familiarising myself with events that have occurred in my absence, and developing plans for the future. It is hoped that my working hours and the complexity of tasks will increase over the next few months so that I can return to my full role shortly. JET is continuing to support and monitor my return.

I firmly believe that the work JET has done with me has given me the best possible chance of a successful return to work, as well as helping me return to normality after a very traumatic time in my life. I do not believe I could have reached this stage as quickly and positively as I have without the support that JET has provided.
