of the Act due to the following reasons-

(b) Interswitch Limited is a newly incorporated undertaking and

does not have any turnover in Kenya^ and

(c) Paynet Services Limited sales turnover for the year ending 30th

September, 2013 was KSh. 320,000,000 which is below the

NOTICE is given to the general public in the area of Athi WaterServices Board (AWSB) which has a license to provide water servicesin the counties of Nairobi. Kiambu and Gatanga area of Murangacounty has applied to the Water Services Regulatory board for aregular tariff adjustment for its agent Nairobi City Water andSewerage company for the period 2014-2015 to 2017-2018. Thewater company serves the Nairobi Area.

AWSB proposes an upward tariff review to enable Nairobi CityWater and Sewerage Company to attain full cost recovery, undertakeinvestment and meet conditions for improving service delivery.

The Ministry of Industrialization and Enterprise Development

(MOIED) is the proponent of the Master Plan for the Mombasa

Special Economic Zone (SEZ). It is one of the Kenya Vision 2030flagship projects aimed at transforming the country into a newly

industrialized middle income ccononny providing high quality life for

all citizens by the year 2030.

The Master Plan for Mombasa SEZ targets about 3000 acresproperty owned by the Kenya Ports Authority (KPS) and situated in

the Dongo Kundu area of Mombasa County. The site can be accessed

from the Mombasa — Lunga Lunga Road, turning off at the Mtongwe

Comer and the proceeding up to the Comer Mbaya , then proceed bydirt road all the way to the Mbuta Medical Centre which marks the

eastern limit of the Master Plan area. The Norther and the Western

boundary of Dongo KundU id defined by the Port Reitz and BomboCreek shorelines.

The land use plan for Mombasa SEZ at Dongo Kundu has takeninto account the following:

The SEA findings are alsoexpected to integrate the existing sectoral plans and programs toestablish sustainable urban development mechanisms.

The primary goal of Strategic Environmental Assessment (SEA) isto provide a high level of protection to the environment by integratingenvironmental considerations at the earliest stage in the plan-makingprocess with a view to promoting sustainable development andinforming the draft development plan of any significant environmentalimpacts.

The Proposed Red Coral Development plan proponent - Red CoralProperties Limited is in possession of a 387-acre parcel of land on theoutskirts of Limuru town and is desirous of developing the land tomeet the growing demand for housing, commercial and light industriesdevelopments away yet proximal to the Nairobi City Centre. Red'Coral Properties Limited has thus commissioned a StrategicEnvironmental Assessment of the proposed development master plan.

The objective of the Proposed Red Coral Development plan is toprovide a quality environment which affords pleasant, clean and safemixed communities for living, work and play, away from the CapitalCity. Execution of the plan will contribute in the meeting part of thehousing demand in the Nairobi Metropolitan region as well as providechoices and options for existing residents wishing to live in a highquality environment provided with a wide range of amenities and easyaccess to services and employment opportunities.

The Proposed Red Coral Development SEA study entailed thefollowing:

(a) Collection of baseline information on the physical, biologicaland socio-cultural environment as identified during theseeping studies. This also included extensive' review oflegislative framework with the bearing on the plan andassessment of its compliance with the legislation;
