NO. 9042/130 AT EMIRATES BUSINESS PARK OFF AIRPORT NORTH ROAD IN EMBAKASI, NAIROBI CITY COUNTY

INVITATION OF PUBLIC COMMENTS Pursuant to regulation 21 of the Environmental Management and

Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.

The proponent, Advanced Molecular Imaging Limited, is proposing to refurbish a godown and establish a medical Cyclotron at Emirates Business Park off Airport North Road in Embakasi, Nairobi City County. The project entails setting up of cancer related pharmaceutical production unit, installing the relevant machinery and equipment for the proposed FDG production facility, production of positron-emitting isotopes suitable for molecular imaging in the refurbished godown, production of ancillary molecules, which will include setting up equipment that would be required for production, testing, quality control, distribution, storage, warehousing and any other related activities. The main partitioning and rooms will be as follows: Manager and technicians rooms/offices, quarantine and storage room, incoming material zone, packaging and labelling area, dispatch area, deconcentrating room, waste storage room, cyclotron room and production and synthesis room.

The following are the anticipated impacts and proposed mitigation measures:

• Assess opportunities for reducing solid waste generation in particular of hazardous and undesirable materials.

Impacts Proposed Mitigation Measures

Dispose all unwanted structures, wastes and unused materials in accordance to NEMA Waste Management Regulations.

• Workers to be encouraged to segregate waste from the source, use the 3R Management Approach: Reduce, Reuse and Recycle.

• Limit waste quantity by proper planning.

• Godowns management to be carrying out inspections within and around the building (general, spontaneous and verification types of inspections) to monitor waste, cleanliness and housekeeping status.

• Improvised waste management systems not to be encouraged.

• Godowns management staff to have a functional waste management system.

• Waste disposal bins to be placed in all departments in the godowns.

• Strict adherence to Waste Management Regulations, 2006.

Road accidents • Secure traffic management signage near the during delivery of godown site, e.g. warning sign "Heavy equipment and Traffic Turning" etc while transporting machines equipment and machinery.

• Appoint qualified persons to supervise traffic control procedures (when lorries entering or exit project site).

• Provide all necessary traffic signage at strategic locations that warns motorists of changes to traffic patterns/diverting.

• Ensure regular inspections as required on installed mitigation measures.

Haulage of • Ensure on site speed regulations for haulage materials trucks.

Operations in the • Strict adherence to the set standards in cyclotron room radiation exposure levels in and around the

cyclotron room.

• The radiation exposure levels outside the shielded area of the cyclotron should be minimal, in accordance to PPB standards/any other intern - 'sccepted standard. This will include: ionization chamber, vault door/wall, console and outer wall of the cyclotron.

• There should be no leakage of the radiation outside the vault and all the values are to be below the recommended levels of exposure in accordance to PPB standards or any other international accepted standard.

• The exposure values should be noted before operation, during and after operation of the cyclotron.

National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.

The proponent, Kenya Railways is proposing to construct a 4.153km access road linking the Nairobi inland container depot to the Southern Bypass Road along the inner boundary. of the Nairobi National Park (NNP). Its starting point will connect the west entrance of the lCD running through the inner boundary of the NNP and the end forming a partial "pear-shaped" interchange with the Southern Bypass Road.

INVITATION OF PUBLIC COMMENTS

Pursuant to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.

The proponent, Mombasa Gas Terminal Limited, is proposing to construct and operate a 22,000 metric ton mounded storage LPG terminal in Mbaraki, Ganjoni Division of Mombasa County. The proponent intends to use a 20ft ISO certified LPG tanks to store and transport the gas to different part of the Republic and wider East African Community.

The following are the anticipated impacts and proposed mitigation measures:

Terrestrial (flora • Educate contractors on the importance of flora and fauna) and fauna in the area, including the

appropriate regulatory requirements to preserve fauna and flora.

• Minimize vegetation clearance and demarcate areas of construction.

• Restrict foreign material export to and from the site to curtail spread of invasive species.

Water quality • Earthworks shall be halted when rain conditions are such that excessive erosion and silt loaded run-off can be expected.

• The construction programme will avoid excessive exposure of bare earth surfaces which may be more prone to erosion.

• If appropriate, settlement lagoons to be used to allow silts to be retained prior to discharge of run-off to - the existing drainage channels or direct to sea (through the rock revetment).

• Consideration will be given to undertaking routine maintenance of plant and vehicles off- site in a properly equipped cabro workshop with oil interceptors.

• Avoidance of water accumulation and stagnation.

• Existing drainage channels to be cleared of silt/debris and trash screens installed if appropriate.

Solid waste • The contractor shall put in place a waste management plan aimed at minimizing the production of all wastes.

• Where possible measures will be put in place to recycle materials such as metal off-cuts, some plastics and clean paper/cardboard utilizing existing specialist recycling firms in Kenya.

• A suitable location within site for placing excess concrete and washing down equipment will be agreed to reduce visual impact.

• Non-recyclable materials will be stored in plastic bins, collected and disposed of through the municipal waste system.

Road traffic • Deliveries will be made to site outside of the periods of high congestion on the public road system (i.e. early morning, late afternoon).

• Materials haulage companies to use competent drivers and ensure that shift patterns do not result in excessive working hours resulting in compromised road safety.

• All haulage vehicles shall be maintained in good running order and should comply with the requirements of Road Traffic Act.

• Where feasible, and to limit the number of movements of haulage vehicles to and from the Port area, it is anticipated that bulk materials will be shipped to Port and moved directly to site (i.e. steel reinforcement, geogrid, etc. subject to appropriate port clearance).

Security and public • Proponent should liaise with Mombasa safety County government and County

Administrations during the mobilization phase.

• Ensure that all workers can be ldentified by staff uniform and badges at the site.

• Adequate security measures should be provided, e.g. perimeter fencing and security manning at the site.

• Journey management policy and monitoring to be enforced.

THE following notes are for the guidance of persons submitting "copy" for inclusion in the Kenya Gazette, Supplement,etc.:

The Kenya Gazette contains Notices of a general nature which do not affect legislation. They are, therefore, submitted to the Government Printer directly.

Legislative Supplement contains Rules and Regulations which are issued by the Central Government. Because of this, they must be submitted to the Government Printer through the office of the Attorney-General.

(3). Bill Supplement contains Bills which are for introduction in the National Assembly,

(4) Act Supplement contains Acts passed by the National Assembly.

All "copy" submitted for publication should be prepared on one side of an A4 sheet no matter how small the Notice is, each page being numbered and should be typewritten with double spacing. Copy should le clear, legible and contain no alterations.

Particular attention should be paid to the following points:

Signature must be supported by rubber-stamping or typing the name of the signatory in capital letters.

Must be correct and filled in where necessary.

Care should be taken to ensure that all headings to Notices and references to legislation are up to date and conform with the Revised Edition, of the Laws of Kenya.
