    INTRODUCTIONThe Port of Kolkata is a port in the city of

    Kolkata, India. It is the oldest operating port in

    India, and was constructed by the British East

    India Company.

    The Port has two distinct dock systems - Kolkata

    Docks at Kolkata and a deep water dock at

    Haldia Dock Complex, Haldia.

    In the 19th century Kolkata Port was the premier

    port in British India. After independence its

    importance decreased because of factors

    including the Partition of Bengal (1947), reductionin size of the port hinterland and economic

    stagnation in eastern India.

    It has a vast hinterland comprising the entire

    Eastern India including West Bengal, Bihar,

    Jharkhand, UP, MP, Assam, North East Hill States

    After the independence, the Commissioners for

    the Port of Kolkata was in responsibility of the

    port till January 1975 when Major Port Trusts Act,

    1963, came into force. The Port is now run by a

    Board of Trustees having representatives from

    the Government, Trade Bodies, various PortUsers, Labour Unions and some nominated

    members.

    PORT MANAGEMENT (Docksystems)Kolkata Dock System (KDS)

    It is situated on the left bank of the Hooghly Riverat 22 32' 53" N, 88 18' 5" E about 203 km(126 mi) upstream from the sea. The pilotagestation is at Gasper/ Saugor roads, 145Kilometers to the south of the KDS (around 58 kmfrom the sea).

    Kidderpore Docks (K.P. Docks) : 18 Berths, 6Buoys / Moorings and 3 Dry Docks

    Netaji Subhas Docks (N.S. Docks): 10 Berths, 2

    Buoys / Moorings and 2 Dry Docks

    Budge Budge River Moorings : 6 PetroleumWharves

    Anchorages : Diamond Harbour 1. Saugor

    Road 2. Sandheads

    Apart from this, there are around 80 major quays,

    and many minor quay, and a large number of ship

    Haldia dock complex (HDC)

    It is situated at 2202' N, 8806 E 60kilometers away from the pilotage station. Thecomplex consists of:Impounded Dock. System with 12 Berths3 Oil Jetties in the River3 Barge Jetties in the River for handling Oilcarried by Barges.

    Haldia Anchorage for lash vessels. All the docks are impounded dock systems withlocks from river

    PILOTAGEDue to the constraints of the river (like silting ,sandbars etc.) no seagoing vessel above 200GRT is allowed to navigate without a qualifiedpilot of the Kolkata Port Trust. The total pilotagedistance to KDS is 221 km (comprising 148 km inriver and 75 km in sea) and for HDC is 121 km(comprising 46 km in river and 75 km in sea).

    CARGO STATISTICSKolkata Port handled 43.248 million tonnes oftraffic in 2011-2012 against the traffic of 47.545million tonnes handled in 2010-2011.

    Kolkata Dock System (KDS) handled a traffic of12.233 million tonnes in 2011-2012 as against12.540 million tonnes in 2010-2011. At HaldiaDock Complex (HDC), 31.015 million tonnes oftraffic was handled in 2011-2012 as against35.005 million tonnes in 2010-2011.

    Kolkata Port ranked Third amongst all Indian

    Major Ports in terms of Container Traffic handling

    Number of vessels handled at Kolkata Port during

    2011-2012 was the highest amongst all Indian

    Major Ports. KoPT handled 16% of the total

    number of vessels, which worked at Indian Major

    Ports in 2011-2012. During the year 2011-2012,

    3183 vessels called at KoPT.

    PRIVITIZATIONIn keeping with general policy of liberalization andglobalization of economy of the Government ofIndia, the Port sector has been thrown open toprivate sector participation.

    In order to handle increased volume of sea-borne traffic on account of increase in foreign andcoastal trade, major expansion has been plannedin the port infrastructure sector in the country ,entailing upon mobilization of substantialresources.

    Accordingly, in 1996-97 the Central Govt. hasissued comprehensive guidelines for privatesector participation in the arena of portdevelopment . These were followed byfurther guidelines issued in 1998, 2000, 2003and 2005.Recently, comprehensive guidelines forFormulation, Appraisal and Approval ofPublic Private Partnership (PPP) Projectswith RFQ, RFP and ModelConcession Agreement have been finalised atthe Ministerial level.

    CONCLUSIONThe process of churning a new and expansivetrading hub, on a port-centric customer base withmatching logistics and competitive facilities/ tariffstructure is one of the defining challenges theport faces in the years ahead as it has catapulteditself to the new millennium. The Look East Policyof the country, the proposed Trans-Asian Railwaycorridor, opening of India-China road andproximity to Lhasa will all contribute tomaking Kolkata the hub port of the region.
