EDITDECCAN CHRONICLE | HYDERABAD | SATURDAY | 25 JULY 2020

It looks like India is entering one of the most difficult phases of the spread ofthe pandemic Covid-19. The daily number of new infections has been border-ing on 50,000 of late; deaths stand at 1,000 a day or more. At least two states,Telangana state and Kerala, have openly talked of community spread in cer-

tain areas, even though the Union ministry of health and family welfare has notyet endorsed the development. Reports from across the country, especially thesouth, indicate that the virus, after pummelling the big cities, is headed for the vil-lages.

It was expected that India, the second most populous nation, will face spirallingnumbers despite the assurance by the leaders, including Prime MinisterNarendra Modi, that a win over the virus was a question of a few days. And it ishappening now. One glimmer of hope is that the mortality rate is low and therecovery rate is high. Once the numbers spiral, community spread begins and thevillages are impacted, then the scene could go for the worse. World over, responsible governments regularly rework their strategiesto contain coronavirus taking into account available information on the latestglobal experience. But sadly, In India, such updating does not seem to be happen-ing and the states are left to design their own plans, instead. Even models that havebeen proved successful in the containment of the virus within the country havenot been communicated across the states. The pattern Bhilwara and Dharavi fol-lowed successfully was to aggressively screen, test, isolate and treat. However, such a plan is not followed in many states. Kerala, which resisted the progress ofthe pandemic in the early stages, has started slipping after people took it easy withquarantine and social distancing norms. However, the state government has notyet decided to aggressively screen all the persons in the region where it suspectscommunity spread. Telangana state’s director of health services blames “irre-sponsible people” for the sudden surge but the state government is accused of con-ducting lower number of testing. The latest studies that a large number of peoplein Delhi were asymptomatic underscores the need for aggressive testing as suchpeople could spread the infection.

When it started, even the medical community had little idea as to how to combatthe pandemic but as days passed, the protocol for the treatment became morerobust. Doctors are now more confident about bringing even vulnerable peopleback to life. Testing has become cheaper and results come faster and more accu-rate. Such advancement must be made available to the people in the villages, too.The cities have healthcare infrastructure, though it was overwhelmed in manyplaces; the problem with the villages is that it does not exist in many places. Thelong days of lockdown were supposed to be used to prepare ourselves for the peak-ing of the pandemic but there is little sign of it being done in any state. India’s pre-paredness is going to be tested in the coming days, especially in the villages. Thegovernment must drop ad-hocism and turn to pragmatism.

Can Tamilmedia weather

a Hindutvaonslaught?

Our state ofmind hasreached thepoint whereanything and

everything goes. Call itsome kind of collective“numbing down”, alongwith “dumbing down”.We have virtuallystopped reacting to sto-ries that six months agowould have rattled us.Today, those are metwith a philosophicalshrug and a wry twist ofthe mouth. “C’est la vie”,we sigh and plod on, onelistless day leading intoanother, with a bizarresuspension of time andplace. One stoicallyreads about the saddesttales of grit, survival, defeat and loss duringthese terrible times ofunprecedented sufferingacross the world. Andthen, the tendency is toblank out all the details.Despite these self-preservation strategies,a story that broke myheart all over againinvolved a report whichtalked about the desper-ation of young womenconfronted with a grimfuture selling the oneasset that is still undertheir sole control —their eggs. Yes, you readthat right. The goingrate for eggs is `50,000 —which is enough to feeda family for a fewmonths. There are otherwomen who are willingto hire out their wombsand take on the role ofsurrogate mothers for alakh of rupees. Thisarrangement comeswith a bonus — the pack-age includes food, med-ical care and a place tostay, if the woman con-ceives. Unlike in thepast, these women arenot from our pooresteconomic segments, butfrom middle class back-grounds. They say theyhave taken informeddecisions on the selling

of eggs and the hiring ofwombs based on nothingmore than dire need.Their dependents are inthe know and supportthe women as they goabout finding the rightdoctors and agents forsuch “transactions”.The viciousness of thepandemic has hitwomen in more waysthan are accuratelychronicled. Some of theegg donors have losttheir regular jobs andare facing an economiccrisis which is adverselyimpacting every aspectof their fragile lives. InMumbai, millions ofwomen are rapidly rejig-ging their priorities togenerate an income, regardless of what ittakes. I felt intenselysorry for those 25-year-old to 35-year-oldfemales who are liningup at fertility clinics todonate their eggs andoffer wombs. It cannotpossibly get morepoignant than that.Drastic survival mea-sures during dismaltimes. An inescapablehome truth — a womanhas only her body totrade as the last resort.

The other woman-cen-tric story worth sharingis about the video thatwent viral this week, featuring a womannamed Raisa Ansari, avegetable vendor fromIndore. She was protest-ing in fluent English, oncamera, about theharassment faced by her

and other vendors frommunicipal officers whokept chasing them away, cruelly preventing themfrom earning theirlivelihood. Asked abouther impressive Englishlanguage skills, sheclaimed to be a researchscholar from the DeviAhilya University, witha PhD in MaterialScience. What was shedoing pushing a veg-etable cart? Raisa saidshe had very littleoption, given that shewas jobless and had afamily of 20 to feed.“Because of my Muslimname, no college orresearch institute iswilling to employ me,”she explained. If it istrue, her story under-lines so many social illsall in one go — deprivedof getting gainfulemployment given hereducation, also stigma-tised because of her reli-gion, and helpless in theface of the pandemic,Raisa’s lot is as miser-able as it can get.

Women are fightingheroic battles during thecoronavirus crisis, notjust here in India, but allacross the world. Withno signs of abatement, most of us are nowresigned to a bleakfuture with dark cloudson the horizon. Butdespite the pessimism, there are a few upbeatvoices out there, likethose of Mizga andFaiyaz Shaikh, a youngcouple from Malwani,Mumbai, who have beenfeeding families in theirdensely populatedneighbourhood for thepast four months. Mizga, the principal of a smallschool in the area, firstwaived fees for threemonths, and then wokeup to a far more seriousissue — lack of food! Theparents of her students

barely managed to feedtheir families a singledaily meal. Mizga spoketo her husband, whoworks in a perfume fac-tory and they launched ascheme to provide foodto the needy. But now, somany months down theline, they have exhaust-ed their savings of `4lakhs, and bravely say:“We will continue tohelp people.” They hadsaved up to buy a home, but as Faiyaz admitted:“Allah will help us savefor our home again.”

Market watchers painta cheery picture of theeconomic bounceback,as they follow the listedstocks and quote DalalStreet pundits whoinsist that we will be cel-ebrating Diwali with abang as industry aggres-sively pushes ahead, harnessing and embrac-ing innovations, whilecutting flab. The sameflab that should havebeen trimmed years ago.The pay cuts, staggeredpayouts, heavily dis-counted offerings andmany other such toughmeasures are forcing allof us to press the“pause” button and, ifpossible, go back to thedrawing board and start-ing from scratch. Withsilver and gold pricesshooting skywards, thefestival season has beenrobbed of all enthusi-asm. Mumbai will haveto make do with aseverely curtailedGanesh Utsav, whileRaksha Bandhan nextweek will see far toomany bare wrists as sis-ters struggle to getrakhis across to theirbrothers. Most will set-tle for a virtual celebra-tion — just like we willall get accustomed to allthings virtual, mar-riages included.Though, honestly speak-ing — how does a youngcouple celebrate a virtu-al suhaag raat? For thatmatter, even a non-vir-tual one? What happensto social distancingwhen the bride andgroom get between thesheets?

Living in tough times:Drastic survival steps

Can the police book environmental activists under UAPA? It cannot, andhence the notice sent out to the company hosting an advocacy website thatshot off a bunch of petitions to the environment minister against the contro-

versial Environment Impact Assessment Notification, 2020, threatening actionunder the law while ordering it to block access to the website has been withdrawnand a fresh one mentioning the appropriate section of the IT Act issued in its place. The company has complied with said request. The action followed an email sentby the minister to Delhi Police. The letter from the police said the mails to the min-ister had purportedly disturbed the “peace and sovereignty” of India, and hence itwas pondering invoking of the UAPA.

The police’s astonishing “peace and sovereignty” spiel may have had its roots inredflagged portions of the new draft. These aim to limit public engagement andexpand the ambit of the government’s discretionary power in clearing a project.According to the draft, it is the government that decides on the “strategic” tag of aproject and no information on “such projects shall be placed in the public domain”.Additionally, the new draft exempts a long list of projects from public consultation. For example, linear projects such as roads and pipelines in border areas will notrequire any public hearing. That would cover many of the biodiverse regions ofthe Himalayas in the Northeast. Widening of national highways are exempt fromprior clearance. Also, for “ease of doing business”, projects operating in violationof the Environment Act will now be able to apply for post facto clearance. What ismost astounding is that it is the developers themselves or a government authoritywho are the only ones permitted to bring to the ministry's notice violations of theEnvironment Act. The public is no longer allowed to fulfil this role. This is themost pernicious clause in the draft. It is perfectly in line with the Narendra Modigovernment’s new modus operandi of holding 10-minute video-conferences toclear scores of environment-destroying projects post the pandemic lockdown. Nowonder the environmentalists are up in arms against the new notification.

The UAPA “typo”, however, was a Freudian slip on the part of the police thatbetrays the thinking of their political masters. According to them, then, the cli-mate warrior is the new terrorist.

Beyond the Coronavirusinduced retrenchmentsand salary cuts, Tamil jour-nalism faces a challenge

from India’s right wingers.Gripped by a fear of the impending2021 state Assembly polls, theyhave launched their campaign inright earnest, not among the peoplebut in the media. It started with avlogger named Maridhas, whoseadmiration for Prime MinisterNarendra Modi is an open book, targeting a few prominent faces ofTamil television journalism, ques-tioning their neutrality.

His prime quarry, M.Gunasekaran, heading the News18Tamil channel, was suddenlystripped of his powers in the organ-isation and asked just to anchor aprime-time debate in an internalcrackdown that happened a fewdays after the channel officiallylodged a police complaint againstMaridhas. A couple of other jour-nalists were sacked and some oth-ers’ responsibilities reorganised.

But what was clearly evident wasthat it was not Maridhas whoprompted the shuffle in News18Tamil but mightier political forces

were behind it. That enraged notjust mediapersons but televisionviewers and ordinary people, whotook to social media to expresstheir displeasure. Countering thepublic anger was an orchestratedsocial media operation, whichensured that if a hashtag#ShameonyouNews18 trended onthe top in the morning withinhours #WelldoneNews18 came ontop.

So why should Hindutva forcesorchestrate a crusade againstGunasekaran and his ilk?Maridhas’ charge was that theTamils channels were partisan —read as not falling flat at the BJP’sfeet — because their decks havebeen filled with persons subscrib-ing to Communist and Dravidianideologies. Of course there is everypossibility for that since the twoideological streams run deep intorural subaltern societies and suchpolitical thoughts might have influ-enced the first generation learnersfrom poor homes.

But what raised the hackles of theHindutva forces and their acolyteslike Maridhas and SandhyaRavishankar, a freelance journal-

ist, is how those rural youth are inthe newsrooms. Ms Ravishankar’sjuggernaut rolled in to bolster whatMaridhas had spoken againstGunasekaran with a longish articleon her own website.

The common grouse is under-standable given the fact that uppercaste people, particularlyBrahmins, dominate every walk oflife, including mainstream printmedia, in Tamil Nadu.Unfortunately, the Brahmins, whoidentify every emerging field andstorm in as pioneers, had lost outon the Tamil news television indus-try though its precursor,Doordarshan, had its due share ofBrahmins.

The private Tamil news televi-sion industry started in an unpro-fessional manner with earlier daychannels run by political parties. Those that came in subsequentlydid not offer worthy careerprospects. Besides, those channelsfollowed the early Doordarshanstyle of presenting news through“readers” who were not journal-ists. So, in 2011 when PuthiyaThalaimurai was launched as aprofessional venture, they had to

look for journalists working in theprint media who knew and couldspeak Tamil properly. Thus was acrop from the English print mediaidentified and among them wasGunasekaran, who had worked hisway up the career ladder from aTamil daily to a series of Englishdailies. His wide knowledge of poli-tics and impeccable spoken Tamilhelped him enter and grow in theemerging industry. It was the casewith a few others, whom Maridhasis angry with.

Those new breed of Tamil televi-sion personalities became popularand endeared themselves to theordinary people through theirdebates and selection and presenta-tion of news as they had their fin-gers in the pulse of the ordinarypeople, enabled by their own hum-ble origins. Those who joined themin the middle and lower level edito-rial positions were also from simi-lar backgrounds though the topmanagement honchos of the chan-nels, who vetted their applications, were upper caste elites.

It so happened that when the BJP,realising the role the Tamil newschannels play in shaping public

opinion, started seeking them out, they found out that the channelswere filled with people from subal-tern communities and raised analarm through Maridhas and someothers of his ilk.

Yet, that Ms Ravishankar, whoclaims to be a journalist, could beroped in to spread canards is some-thing incredible. It’s easy to dis-miss it as a case of her settling per-sonal scores. While the fact that shewas recruited in News18 Tamil byGunasekaran himself knocks thebottom out of her prime allegationthat only people from Dravidianbackground were taken into thechannel, her impunity to write ahighly defamatory piece raisesdoubts.

Of course she and Gunasekaranhad had differences of opinion, which had primarily arisen fromthe cultural divide. But can person-al dislike alone prompt a self-styledjournalist to toe the line ofHindutva elements? Perhaps that’show the BJP works. It repulses and also embraces journalists? It just depends on which end of the cultural spectrum onestands.

India has surpassed the 13-lakh mark for the coron-avirus cases by recording48,896 new cases on Fridayalone. The surge in Covid-19 cases was led by fourfairly rich states — Maha-rashtra, Andhra Pradesh,Tamil Nadu and Karna-taka — by contributing asmuch as 60 per cent of thenew case load on Friday.

Data disparity hampers India’s Covid fightKANIZA GARARI I DCHYDERABAD, JULY 24

The disparity in providingreal-time Covid-19 dataacross different states aswell as their inability toaccess public health syste-ms for treatment is reflect-ing on the people’s unwill-ingness to go for testing, astudy published inMedRXiv of the BritishMedical Journal has stat-ed.

The study is yet to bepeer reviewed but is creat-ing ripples in the medical

world, and has started adebate among publichealth specialists over thegaps in real-time data col-lection.

Dr K.K. Aggarwal, pastpresident of IndianMedical Association, said,“To end this confusion wehave been insisting on anational health emergencywhere data collection isunified at the Centrallevel. As that has not hap-pened, each state is report-ing its own data.”

Analysts who reviewedthe mechanism of data col-

lection and representationfound that there were dis-crepancies and omissions.Age, gender and co-morbidconditions were notrecorded in the publicmedical bulletin.

The areas and localitieswhere Covid-19 cases werepresent were not in thepublic domain. There is noclear dashboard and onlyaggregate numbers werebroadcast. Graphical rep-resentation of trends, reporting about the deadand analysis of the causeof death were missing, the

study said. Of the 29 statessurveyed, the study foundthat Telangana, UP, Bihar,Meghalaya, HimachalPradesh and Andamanand Nicobar were theworst in data recording.

The first case in each ofthese states was reportedat least 30 days prior toMay 19. There was amonth’s time to assess andbuild a high-quality datasystem but it was not done.Karnataka, Kerala,Puducherry and TamilNadu in South India arecomparatively better at

reporting, but there is stillroom for improvement.

A senior analyst and pub-lic health specialist, oncondition of anonymity, said the discrepancy indata will have a long termimpact in India as the co-ordination among stateshas been lacking. “Whenpeople start moving fromone state to another, therewill be a lot of doubt andsuspicion. These gapsallow mischief mongers totake advantage and createsocial and economic dis-ruptions,” he said.

China threatens to retaliate if USrefuses to withdraw its decision

London, July 24: The chiefscientist of the WHO, DrSoumya Swaminathan, onFriday warned that the con-cept of “herd immunity”, or alarge section of the popula-tion developing antibodiesagainst Covid-19, is still along way off and can be spedup by a vaccine.

In a social media live eventorganised by the WorldHealth Organisation fromGeneva on Friday, the scien-tist said that more waves ofthe infection would berequired to get to a stage ofnatural immunity.

Therefore, she warned, thatat least for the next year or so,the world needs to be “gearedup” to do everything possibleto keep the Coronavirus atbay while scientists work onvaccines. Meanwhile, thera-peutics will help keep deathrates low and allow people toget on with their lives. “Forthis concept of herd immuni-ty, you need 50 to 60 per cent ofthe population to have thisimmunity to be actually ableto break those chains oftransmission,” explainedSwaminathan.

“That’s much easier to dowith a vaccine; we canachieve it faster and withoutpeople getting sick and dying. So, it is much better to do itthat way, to achieve herdimmunity through naturalinfection. We would have sev-eral waves [of infection] andunfortunately also the mor-tality that we see,” she said. She added: “Over a period oftime, people will start devel-oping natural immunity

interestingly, several Telugufilms — Hit, Mathu Vadalara,Jersey, Brochevarevarura, AlaVaikunthapurramuloo and F2,RX100 among others — arebeing remade in Hindi, inquick succession. Interestingly,Telugu filmmakers arebankrolling these Hindi pro-jects!

Earlier Aadi Seshagiri Rao(Padmalaya Studios), RamaNaidu, Atluti PoornachanderRao and Allu Aravind weresome who made films in Hindi.Although they had their shareof failures, they tasted successtoo. And now, producers likeDil Raju, Suryadevara NagaVamsi, Cherry, PuriJagannadh, etc., seem to haverevived the Telugu filmmakers’foray into Bollywood. Can theysucceed?

‘PRODUCERS ARE NOW MERECASHIERS’

While making a film inBollywood is itself a differentball game, what does it take fora film to succeed at the Hindibox office?

Producer Ghattamaneni AadiSeshagiri Rao, who madearound 20 Hindi films, includ-ing the blockbusterHimmatwala, says he was suc-cessful because of meticulousplanning and discipline.

Commenting that manyTelugu filmmakers lack knowl-edge of budget and shootingschedules, he shares, “Backthen, producers used to call theshots; they had complete com-mand over script, budgets, dis-tribution and promotions. Butnow, producers have becomemere cashiers, and most ofthem have become proposal-makers. But if they are makingfilms in Hindi, I urge them toget the hang of filmmaking andmarketing.”

A video supposed to be aninvitation for Rana

Daggubati’s wedding withMiheeka Bajaj has been cir-culating on social media, but Rana’s father SureshBabu says it is a ‘fake invi-tation’, made by a fan.

The video is based on aniconic scene in the fantasyfilm Maayabazar, inwhich a jewel-encrusted

magic box called Priyadarshinireveals what each of the char-acters in the movie wants tosee. “I have seen the video. It isso cool, but it is a fake one,”Suresh Babu says, adding that afilm buff based in the US hadcustomised the scene from thefilm as a wedding invitation(Subhalekha).

“This video has apparentlylanded us in big confusion,”says Suresh Babu.

“Some people are calling andthanking me for inviting themwhile others say they haven’tgot the video and tell me theyfeel bad that I haven’t invited

DISTRIBUTION, A MAJORCHALLENGE

A filmmaker’s success inone industry doesn’t guar-antee him success else-where. While the factremains that every indus-try has its own challenges, logistics are critical inany region.

Producer Cherry, who isremaking his hit Telugufilm Mathu Vadalara (inassociation with MythriMovies) in Hindi, admitsthat it is because he does-n’t have the required dis-tribution clout that he isproducing the film as ajoint venture with a Hindiproducer. “A South film-maker cannot directlyproduce a film in Hindi;he needs to have distribu-tion support there to takethe film to all corners.Hence, he needs to enterinto a joint venture withan existing player inMumbai,” Cherrybelieves. No player inHindi will be interested indistributing an unknownSouth player’s film, hefeels.

WHAT’S IN IT FOR DISTRIBUTORS?

Entering uncharted terri-tory (Hindi market) mayexpose the filmmakers’vulnerabilities, whilstremoving the advantage ofreaching out to a wideraudience (distribution).

From Baahubali, Sahooand Sye Raa NarasimhaReddy (which released inHindi) to Fighter, F2 —Fun and Frustration, Hit,etc., all films have tied upwith renowned producers-distributors like T-Series,

Excel Media, DharmaProductions, etc., toachieve wider release. While it is safe for out-siders to enter into anassociation with aBollywood distributionset up, what’s in it for thelocal distributors? RiteshSidhwani, co-founder ofExcel Entertainment(along with FarhanAkhtar) that distributedthe Chiranjeevi-starrer

‘IT’S A CYCLE AND FLAVOUR OF THE SEASON’

At every point of time, therewere South players who madefilms in Hindi. Before us, AVM

Studios, LV Prasad, Gemini Studios, etc., made films, so it’s just a cycle.Usually people from the South preferto produce remakes. Aamir Khan,Shah Rukh Khan, Hrithik Roshan, etc., never wanted to do remakes; butagain, heroes like Shahid Kapoor areinterested, so it’s just a cycle and

flavour of the season. We made several films in Hindiearlier. I haven’t been making films in Hindi thesedays because I can’t keep doing the same thing againin life.

— Suresh Babu, Producer

ASouth filmmaker cannotdirectly produce a film inHindi; he needs to have distrib-

ution support there to take the filmto all corners. Hence, he needs toenter into a joint venture with anexisting player in Mumbai

Vadalara (in association with MythriMovies) in Hindi

Engaging content and grippingtreatment are what fascinate afilmmaker. And if the plotlines

have global appeal, then it makes foran exciting collaboration, as moreaudiences would get to see such afilm, thereby bringing more revenue

Chess players are alwayson the lookout for sacri-fices; much less so, bridgeplayers. Thus, when theopportunity for one arises,it is often missed.

This deal was played in awomen's knockout matchin Australia.

At the first table, Southcouldn't open one no-trump, because it wouldhave shown only 12-14points: the weak no-trump.(In my opinion, if youwish to get better results, take up the weak no-trump!) So, she startedwith one diamond. Thisallowed West an easychance to overcall oneheart. North-South thenreached three no-trump

played by North. East ledthe heart six, declarerholding up her ace. However, knowing thatWest had at least fivehearts, North won the sec-ond round of hearts withher ace. Then it was a mat-ter of establishing the dia-monds without lettingWest get on lead. Northplayed a low diamond. IfEast had put up the king, declarer would haveducked in the dummy. Butwhen East played low, declarer won with the aceand led another diamond. The contract was homefree.

At the other table, thestrong-no-trump openingkept West quiet. Here, declarer made the error ofducking the first two heartleads. This gave East thechance to play the leadingrole. On the third heart, she could have discarded

her diamond king! Instead, though, East parted with alow club.

If East had made thatsacrifice, bridge colum-nists would have thrownverbal incense on her!
