By Commander STOPFORD C. DOUGLAS, R.N., Inspector for the Irish District. THE passage of this boat from Cowes to Kingstown gave her a. test to which Life-boats are not often subjected. Many'encounter much worse weather for short periods; few have had to con- tend •with the severe gales-which for,, a period of tien days followed in our wake. I use the words "followed in our wake " advisedly. If they had been head winds, apart from the great delays involved, what was mere discomfort for officers and men would have speedily developed into abject misery. It speaks well for the machinery and hull that I have not a single mishap to chronicle, and not once during the •whole time at sea -were the engines stopped to make good defects—a thing which might* reasonably be expected in a new boat. For this full credit must be given to Mr. Grant, Assistant Surveyor of Machinery. Assisted by Motor Mechanic Garner for part of the passage, and Motor Mechanic Magee for the remainder, his careful nursing of the engines achieved this striking success. For the rest Coxswain "Dan " Murphy handled the boat -with the skill one would expect from so fine a type of Irish seaman, and was ably supported by a very excellent crew of five men belonging to Kingstown. The total distance covered was just short of 500 miles, and the actual hours at sea 67, giving an average speed of 7 '3 knots for the voyage. ~ The speed would have been greater but for the high seas and, more often than not, an adverse tide, with which we had to contend. A short winter's day—for the undesirability of navigation by night in a boat of this nature is obvious —^does not permit of regulating one's departure to suit the tides. I therefore found it best practically to ignore them, and to confine myself to an ecstatic murmur of, " Glory be to Allah !" if the tide was in our favour, and a subdued " Kismet ! " if otherwise. This worked very well, and enabled one to keep cheerful under all conditions. Our first day out from Cowes will live in my memory if only for the fact that it is the first time that I have seen an entire crew contentor, at 'any rate, resignedto pass a whole day without eating. For myself, I fasted /also, though I carried things a bit farther, v for whereas the crew had a plus handicap of one breakfast, I had a minus handicap of the same as soon as we tasted the first of the gale ! One'a p$n is really inadequate to do- full justice to the discomforts of a trip in an open boat with practically no cover, no means of cooking food, and fewer opportunities of eating it even if it could.be cooked ;- and with, further, no space in which to take even the most restricted exercise. This latter made us feel the cold very much. None the less, the experience was a most valuable one, and in & few months I shall possibly bring myself to believe that I enjoyed it. Never for one instant did the confidence of officers and men waver in the abilities of their boat, and the value of this can scarcely be over- estimated when one realizes that these same men are liable at any moment to be called out on an errand of mercy in equally bad, if not worse, weather. The Passage of the Motor Life-boat " Dunleary" fromCowes to Kingstown.

This was completed in. under an hour,and .the compass adjusters having beenlanded, we sailed at '10.30 A.M. Theweather in the Solent was fine (thoughit looked threatening), and we madegood progress under sail and motor.One of H.M. destroyers overhauling usat slow speed the following signals wereexchanged:—Dunleary.—Are you bound west. If

so, we should be very grateful for atow towards Weymbuth.

T.B.D.—Much regret I am anchoringat Yarmouth.

Dunleafy.—Thank you. We are boundIreland. "Would you like to changejobs?

T.B.D.—Nothing would please mebetter, I don't think.As we cleared the Needles the wind

was increasing rapidly, and'in less thanan hour we had a shrieking S.E.gale on our quarter. All other smallvessels had run for shelter, but wedecided to stand on for Weymouth—adecision which was the more easilyarrived at through there being noshelter to run for nearer than Poole.

Off St. Alban's Head w? got un-accountably mixed up in the race, andfor an hour or two the waves werewashing right over the boat. Itrepeatedly filled and, happily, asrepeatedly emptied through the reliev-ing ports, but every now and then wewere standing up to1 our knees in water.The boat, however, behaved magnifi-cently, and we won our way to Wey-mquth, arriving much bedraggled andvery sorry for ourselves at 4.15 P.M.—avery quick run under the circumstances.Distance run, 42 miles. Average speed,7-3 knots.

Thursday, llth December.The gale showed no signs of diminish-

ing, so we stayed in the harbour. The' needs of the men for board and lodgingwere attended to by the indefatigableMr. Biggs, Manager of the Missions toSeamen, a staunch friend of the Life-boat. The crew left this excellentHome very little the poorer in pocket,and each man the richer for a pair ofwarm socks or gloves. No praise ishigh enough for the admirable way inwhich the Mission at this and other

ports looked after our men, and thecrew always made for them in preferenceto hotels or lodging-houses.

Friday, 12th December.8.40 A.M.—Sailed. Wind S., force

4 to 6 (23 to 34 miles an hour), moderat-ing considerably towards the afternoon,but leaving a heavy swell. Under sailthroughout the passage to Dartmouth,which we reached at 4.20 P.M. Distancerun, 52 miles. Average speed, 6 • 5 knots.An adverse tide.

Saturday, 13th December.8.40 A.M.—Sailed. A- head wind

until past Start Point, when we 'madesail, the wind having by then shifted toS.W. and commenced to blow halfa gale. Sea very rough, and passingshowers of rain. However, we madegood progress, and secured in theG.W.R. Docks, Plymouth, at 1.40 P.M.Distance run, 38 miles. Average speed,7-6 knots.

Sunday, 14th December.Spent an unsabbatical forenoon en-

deavouring to run 96 gallons of petrolto earth without success. A local dealer,however, came to our rescue, and bynoon we had filled our tanks andwere en route to Fowey. We again en-countered a strong S.W. wind, which,however, counteracted an adverse tide,and we made harbour at 3 P.M. Dis-tance run,' 22 miles. Average speed,7-3 knots.

Monday, 15th December.The day broke fine, and enabled us to

set out for Newlyn at 8 A.M. The windhad decreased to a force of about 3 (18miles an hour), and a heavy swell wasall that remained of the gale of thepreceding day. Onr enthusiasm was,however, considerably damped by asteady drizzle and a thick mist, whichobscured the land and made our where-abouts a matter of conjecture. Happilyit lifted in time to prevent us bumpingthe Manacles Buoy—the result of thecombat would have been uncertain, withthe betting slightly in favour of theLife-boat—-and the rest of the run wascompleted without incident. Newlynwas reached at 3 P.M., and here CaptainBennetts, the local Honorary Secretary,Tiad 96 gallqns of petrol waiting for us.

Tuesday, 16th December.

The trip round Land's End was theone to which we had looked.forwardwith the least anticipation.

Visions of the naval motor launchesat the mercy of the elements off Long-ships a few weeks previously wouldpersist in obtruding themselves. Oneof the said visions materialised in theshape of a glimpse of a pathetic mass ofmatchwood as we passed out of Newlyn—all that remained of _the "movie" launch,which had once been the pride andglory of a Lieutenant R.N.V.R.

However, "blessed is he who ex-pecteth little," for the passage to Pad-stow was one of the best we did. Awarm sun and light S.W. wind che'eredus up more than a little, though, ason previous days, the heavy swell wasvery uncomfortable.

Leaving Newlyn at 8 A.M., we madePadstow at 3.45 P.M., and were skil-fully piloted up its tortuous channelsby the Coxswain of the Padstow Life-boat. Distance run, 60 miles. Averagespeed, 7 • 5 knots.

Wednesday, 17th December.

Sailed at 7 A.M. in a thick mist anddrizzle. Wind S.W., force 4 to 5 (23 to28 miles an hour). Sea somewhatrough. "We shaped course direct for'Milford, and were thus out of sight ofland during the run.

However, we were lucky in making agood landfall, picking up St. GovansLightship at about 3 P.M. 4.30 P.M.saw us safely moored off the littlevillage of Angle, in Milford Haven.Distance run, 70 miles. Average speed,7'7 knots.

Thursday, 18th December.1 Got under way at 10 A.M., andproceeded to Pembroke Dockyard, wherewe embarked a fresh supply of petrol.By the time this was done it was toolate to make a start, so we returned to.Angle in readiness for-an early morningstart. The wind' was, however, inereas-ing rapidly, and by dark a strong•W. gale was raging—a bad augury forthe next day.

Friday, 19th December.Our worst fears were realised when

we woke up and observed immediatelythat the golden weathercock of thevillage church (which faced our hotelfront) had blown down. Not that weneeded it to discover from whatdirection the wind was blowing! Awalk out to the cliffs overlookingSt. Ann's Head satisfied us as to ourwisdom in remaining in harbour ; itwas scarcely possible to stand upright.We therefore resigned ourselves - to theinevitable, and as Angle in winter timeis not exactly the place in which onewould elect to spend even 24 hours, wemade up our minds to leave the momentthere was a lull. Officers and menlived together,in the only hotel thevillage boasts; and it was fortunate thatthis particular day was the one day inthe week that the local butcher openedhis shop, otherwise the food situationwould have become desperate instead ofmerely giving one cause for graveanxiety. The local Honorary Secretary,Mr. Gutch, came to the rescue of theofficers, and we much appreciated hishospitality.

Saturday, 20th December.We were all called at 5.30 A.M., and,

after a hearty breakfast, had a de-pressing walk of about a mile, in pitchdarkness, through muddy roads, along amuddy beach, and two muddy fields,before we came to the Life-boat house,off which our boat was lying. Varioustrifles delayed us, andxit was 7 A.M.before we finally slipped our mooringsand stood out to sea. We had astrong W.S.W.'wind to flog against asfar as Skomer Island, when we wereable to haul off sufficiently to make sailand set course for Tuskar Bock. Thehigh sea' and strong wind moderatedconsiderably as we closed the Irishcoast, and after sighting Tuskar we gota good lee, completing the rest of therun to Wexford under ideal conditions.Off Rosslare Point we were met by the-Coxswain1 of the Wexford boat witha fresh supply of petrol; having em-barked which we were piloted up toWexford and secured for the night.Distance run, 70 miles. Average speed,7 knots.

Sunday, 21 »t December.Sailed from-Wexford at 8.30 A.M. and

ran up tbe Irish coast with a favour-able tide and the inevitable W. wind,which now became our friend—for awhile. As we drew near "WicklowHead, however, it had increased to agale, and the last hour and a hajfof our run was only equalled by thetrip -to Weymouth for 'discomfort.Rounding the head we were face toface with a furious gale and shortchoppy seas which swept right over theboat, soaking us to the skin. No sailcould be carried, and it took us an hourto do the two short miles from WicklowHead to Wieklow. Sightseers ashoreinformed us that the boat was onlyoccasionally visible in the spray whichswept over her as high as the masthead.But all's well that ends well, and wetied up for the night in Wicklow at3.30 P.M. Distance run, 50 miles.Average speed, 1'1 knots.

Monday, 22nd December.Our last day's run- was commenced at

8.30 A.M., and ended at 11 A.M. inKingstown. The wind had dropped

considerably and rain took its place.The short run of 22 miles was completedin two and a half hours at an averagespeed of 8-8 knots.* Rounding thebreakwater at 11 A.M. we made anunassum'ing entry into Kingstown har-bour, there to be welcomed by Mr.Hargrave, our indefatigable HonorarySecretary. •

'Thus came to a successful conclusionan interesting if rather arduous trip.

Curiously enough, about two hoursafter our arrival, notice was broughtthat a small boat containing a man anda boy was in danger.

The crew had gone to a well-earneddinner, but at once returned and pro-ceeded to man the boat. , A few minuteslater, however, it was'reported' that theboats had been rescued by an Irish Lightssteam launch, so that an opportunity ofinaugurating our arrival by performinga useful service was denied to us., *As Mi. Grant remarked to me, "Th« oldbus seems to realise she's nearly home." Themore matter-of-fact Dan Murphy mutteredsomething about the tide being in our favour,but personally I like to share the former'sview.

The North Deal Life-boat in the Lord Mayor's Show.JDST a week before the Lord Mayor'sShow in November last the North DealLife-boats had carried out the verygallant rescues which are described onanother page, when three vessels were indistress on the Goodwin Sands. It wasfelt to be most appropriate, with thestory of these rescues fresh in the mindof the public, that. the Coxswain andcrew of the Charles Dihdin should takepart in the procession. For the first timefor four years it was a procession of peace,

a pageant of the League of Nations, andnothing could have brought home moreforcibly to the people of London thistruth, which all Life-boat wprkers wishto impress on others, that the end of thewar has .brought the Service no respitefrom its work or dangers, than the pres-ence in the procession of these warriorsof the Life-boats, who had come to italmost direct from a perilous rescue,,ih which several Of them had beeninjured.

a Heavy Gale.of death, and we wish to show in a smallmeasure out gratitude for his miraculousdeliverance. .

I may say that this is a two years' donation,as last year I 'did not know where to send it;but although we may not be able to send -youa large donation every year, we intend to sendyou one, however small it may be, and keep abox for that purpose, whieh we shall open onthe anniversary every year.

R.N.L B.I. Headquarters' Staff in the War.IN The Life-Boat for November, 1918,it was indicated that in due course aneffort would be made to furnish somedetails regarding the war services ren-dered by members of the Institution'sstaff in the Great War. At that time—Lthe month in which the Armistice'was signed—it was naturally assumedthat it would not be long before alloffipers and other ranks whose callingsin civil life embraced work of first-ratenational importance would be releasedto take up again the duties they hadlaid aside in response to the paramountneeds of their country's defence. As afact, however, even more than a yearafter the signing of the Armistkse, therewere still members of the Institution'sstaff whose release from service had notbeen obtained, despite the urgent repre-sentations that were made to the properauthorities. The claims of commerceand industry were, of course, of greatimportance, but it was natural to supposethat the claims of a great national life-saving society, such as THE ROYALNATIONAL LIFE-BOAT INSTITUTION, wouldcertainly have received not less con-sideration than those of business firmsand other concerns conducted rfor profit.In spite of this it was not until theend of 1919 that full details, could beobtained of the war .services of membersof the Institution's staff. The recordwhich follows is enough to show thatthe Institution's noble traditions ofpeace service have been well maintainedduring the war by those members of itsstaff who were eligible for service withHis Majesty's armed forces, and thediversity of that service, rendered inmany different parts of the world, makesit something of a microcosm of the work

themselves for service in the war to. pick and choose the exact form of service; they would render, or even to ensureI that their capabilities should be fullyr" used. The point to be rememberpdf with satisfaction is that the mem-L.iers of the staff who were eligible gaveI themselves freely to their country's

service in a great national emergency,seeking no personal advantage,* shirkingno risk or hardship, and making noreservations by reason of whateverspecial training and abilities theypossessed. Full advantage was un-doubtedly taken by the authorities ofthe qualifications of some, whilst inother, less fortunate, cases men withspecial qualifications for valuable formsof war service found themselves set totasks which would have been as wellperformed by men who had, not 'theirtraining. Theirs not to reason why,but cheerfully and tirelessly to give tothe limit of their capacity, whatever theservice indicated, and no matter whatthe rank it carried with it. • And thatis precisely what these members of thestaff of THE ROYAL NATIONAL LIFE-BOATINSTITUTION did in their war service!Whether as private or field-marshal, noman can do more, and no Life-boatman has done less.

1. Captain HOWARD F. J. ROWLEY,C.B.E., R.N., then Deputy Chief In-spector of Life-boats, received his call onthe outbreak of war, and from the begin-ning was entrusted with the very im-portant task of establishing a Naval Baseat Inverness, arid dealing with the distri-bution of officers and ratings, mails andstores to the Grand Fleet in the Northof Scotland. At different later stageshe was appointed Senior Naval Officer,Divisional Naval Transport Officer, andNaval Representative for the North ofScotland Special Military Area. Apartfrom the fact that it was heavy and un-remitting, the work involved by theseappointments demanded the exerciseof great skill in organization, com-bined with complete mastery of' variedand complex detail. Its importance forthe welfare, and indeed the workingefficiency of the Grand Fleet, couldnot easily be exaggerated. Joiningup as Commander, Captain Rowleyshortly afterwards received a stepin rank, as Acting Captain, inwhich rank he was presently confirmed.He continued to serve right uptill April, 1919, and upon demobiliza-tion the special value of his services was

recognised by the award to him of theC.B.E. This officer's war service thusproved in every way a fitting preludeto his promotion as Chief Inspector ofLife-boats.

2. Commander H. G. INSES, R.N.,now Deputy Chief Inspector of Life-boats, was called up on the outbreak ofwar. He served as First Lieutenant onboard H.M.S. AmpMtrite in the Atlantic,where she was engaged in convoy work,in searching neutral vessels, and in thehunt for armed merchant cruisers. Hethen took command of H.M.S. Circe, amine-sweeping gunboat, in the NorthSea, arid was promoted Acting Com-mander «in September, 1915. Later, heserved as Assistant to the Senior NavalOfficer and Extended Defence Officer,Cromarty, and was promoted to the rankof Commander on the Retired List inAugust, 1916." He served until the endof the war, and was demobilized in 1919.

3. Captain CHARLES H, FORBES, R.N.,District Inspector for the NorthernDistrict, was also called up at the out-break of war, and posted to Portsmouth,where he was placed in charge of. theauxiliary service there, that is to say,of merchant ships serving with storesand munitions for the fleet. He heldthis post Until January, 1917, when hewas transferred to the charge of thetransport, still at.Portsmouth, an onerouspost which included the shipping of gunsand tanks across the Channel. ' InJanuary, 1918, Captain Forbes went toSalonika as D.N.T.O., and did not returnto England until a year later. Men-tioned several tunes in despatches,Captain Forbes was promoted to therank of Post Captain, at the end of1918, and was awarded the C.B.E.Climatic and other conditions in theSalonika theatre of war were far fromfavourable, and unfortunately led to abreakdown in health. This compelledCaptain Forbes to relinquish his appoint-,ment under the Institution, and, weregret to state, resulted in a grave ill-ness, which finally culminated in CaptainForbes's death.

4. Commander V. G. RIGG, D.S.O.,R.N., District Inspector for the EasternDistrict, was called up at the outbreakof war, and, 'as was indicated in the

November, 1918 issue of The Life-Boa^,was awarded the D.S.O. for his gallantservice while in command of minesweepers in the Dover Patrol. Lateron he was transferred to the InlandWater and Transport Service, andappointed Naval Adviser to the Officerin Charge of the great Naval Transportestablishment at Rich borough, thefamous " mystery port" of the war.In connexion with his very importantduties here he was given the rank ofColonel, R.E., and on demobilization hejoined a commercial undertaking inwhich his energy and ability are likelyto prove of great value.

5. Captain BASIL HALL, R..N., theDistrict Inspector for the SouthernDistrict, was called up in Noveatoer,1914, and appointed to the "SpeewJService Squadron," familiarly known «sthe "Dummy Squadron," because itwas composed of merchant. - vesselscleverly disguised to look like men-of-war. The duty of these vessels, wasto act as decoys to the enemy'sfleet, and in this, in a number of .cases,they ' were very successful. CaptainHall served altogether in three of thefourteen ships of the squadron, and inApril, 1915, was promoted to Com-mander. When the squadron was paidoff he was appointed Coast-WatchingOfficer for the Norfolk and Suffolkcoast, and, on Armistice Day, was pro-moted to the rank of ^Captain "forservices rendered during the war."

6. Commander EDWARD D. DRURY,O.B.E., R.N.R., the District Inspectorfor the Western District, was called lipin 1914, as Lieutenant, R.N.R.,, and'_'served in the Black Sea, in Syrianwaters, Gallipoli, the Grecian Archi-pelago, Gibraltar, Constantinople, andthe Sea of Azoff. In June, 1917, hewas promoted Commander, R.N.R., andwas given command of the Empress, oneof the first of the sea-plane ships. For „"his excellent services he was twice: imentioned in dispatches, and receivedthe O.B.E. i He has now been trans-ferred to the Northern District asInspector of Life-boats.

7. Commander P. F. M. FELLOWES,D.S.O., R.N., the District OrganizingSecretary for the South of England,

had previously been invalided out ofthe Navy owing to a serious accidentwhich had resulted in permanent lame-ness. He was eager, however, to placehis services at ^he disposal of theAdmiralty, and, in due course, wasappointed Inspector of Steel. Somemonths later he joined the Royal NavalAir Service, and was placed in chargeof the armament of naval aircraft, atthe Admiralty. Subsequently, he suc-ceeded in going on active service asan airplane Observer, and while servingin this capacity he was shot down, offZeebrugge, picked up by the enemy,and kept a prisoner of war in Germanyuntil after the Armistice. CommanderFellowes has now permanently joined theRoyal Air Force; but we may be surethat he will remain a sympatheticfriend of the Life-boat Service. Hisformer colleagues and Ms many friendsia the Southern District will read withinterest this brief outline of his warservice, as they will rejoice in his fortu-nate escape from death at Zeebrugge,*nd his well-earned award of the D.S.O.

8. Major A. ' C. GUST,' 'DistrictOrganizing Secretary for GreaterLondon, was, on the outbreak of war,called up as Captain, and joined thedepot of his old regiment, the SomersetLight Infantry, at Taunton. In 1915he was, appointed Assistant ProvostMarshal to the 14th Light Division,later on to the 9th Corps, and, finally,to the 15th Corps. After actingfor some months as Town Major atArras, he received an appointment atthe War Office, which he eventuallyresigned to take up an important postin connection with the Ministry ofAgriculture. Meantime, -by the deathof his brother, the late Mr. H. C. Cust,Major Cust has become the heir to theBarony of Brownlpw, the present holder$f which, Earl Brownlow, has alwaysbeen a constant friend and supporterof the Life-boat cause.

9. Lieut.-Colonel A. S. MURRAY,O.B.E., 'District Organizing Secretaryfor Greater London, who had served as aregular in the South African War and

of war, and was appointed Major to the9th Battalion (K.I.). He served withit in the Gallipoli Peninsular from the1st July, 1915, to the 23rd August,being mentioned in dispatches. Hewas severely wounded at Savla Bayand invalided home. On leavinghospital and returning to light duty hewas appointed to the command of the6th Reserve Battalion of the NorthStaffordshire Regiment, and promotedLieut.-Colonel in January, 1916. Laterin the same year he took command ofthe 4th Reserve Battalion Leicester-shire Regiment, and in July, 1918,became Commandant of the Officers'Command Depot at Ripon. In- April,1919, Jhe was released, at his ownrequest, to take up the appointmentunder the Institution which he nowholds, and was awarded the O.B.E.(Military Division) for his services.

10. Major CrtciL H. MAPLESON ob-tained a Commission as Lieutenant atthe beginning of the war, after a briefcourse in an Officers' Training Corps,and was posted to the Ordnance. Mostof his war service was done in the East;and the consistent efficiency with whichhis duties were discharged is shown bythe fact that in 1919 he was appointedan Assistant Director at G.H.Q.,Baghdad, with the rank of Major. Ashe is medically advised that life in theEast will be better for his health thana return to. England, Major Maplesonis resigning his post with the Institution,but his colleagues will follow the furthercareer of this successful young officerwith interest and good wishes.

11. Major HENRY WALLINGTON, As-sistant District Organizing Secretaryfor London, obtained a commission atthe beginning of the war, after a briefcourse in an Officers' Training Corps,and was posted to the Ordnance. Hewent later to Egypt, and eventually waspromoted to the rank of Major. Hehas now resigned his post with theInstitution, in order to remain in theArmy.

12. Mr. J. S. P. GRANT, Deputy As-sistant Surveyor of Machinery, joinedup in September, 1914, as a private inthe . Mechanical Transport Section ofthe R.A.S.C., and in due course was

promoted to the rank of Corporal. Hisservice was in France, and his trainingand experience in civilian life made hiswork of the greatest value to theMechanical Transport. It is one ofthe many anomalies of the war thata man of Mr. Grant's educational andexpert training should have beenallowed to remain in the ranks, whenhis qualifications would have been oftenfold value had he served as a com-missioned officer.

13. Mr. S. BONE, the present ResidentAssistant Surveyor of Life-boats, thoughhighly qualified for the appointmentwhich he held before the war, and inspite of several rejections by the medicalauthorities, made repeated efforts tojoin the fighting forces, and succeeded,towards the end of 1916, in enlisting asa private in the R.A.S.O. He servedthrough the remainder of the war, andwas promoted to the rank of Corporal,despite the fact that he had no opportu-nity of using his special training andabilities.

14. Mr. W. PAYNE joined the 2/3County of London Yeomanry (Sharp-shooters), and became an Instructorin Lewis and Hotchkiss guns. Earlyin 1917 he transferred to the MachineGun Corps Cavalry, and went to Meso-potamia with the 25th Machine GunSquadron. He was promoted ActingLance-Corporal in charge of a gun anddetachment, and took part in the opera-tions on the Euphrates in 1917-18,and in the Tigris operations in 1918.Hardly any member of the staff sawmore varied and active, service thanMr. Payne, and readers of The Life-Boat will remember his very enter-taining letters, written from Mesopo-tamia, which appeared in the issue forNovember, 1918. After seeing so muchhard service, it was the worst of luckthat Mr. Payne should have been sentfrom Mozulto India after the signing ofthe ArmLstice, and that he should notreach home and get his release untilDecember. 1919.

15. Mr. RICHARD CHARLES BAVER-STOCK was rejected on medical grounds.In December, 1915, he attested under theDerby scheme and on the 24th April,1916, was called up for service as'a Com-

pany Accountant. He was promoted tothe rank of Lance-Corporal, and serveduntil November, 1917, when he wasdischarged from the Army as being, onaccount of ill-health, no longer fit formilitary service.

16. Mr. C. H. SCOFFIELD tried toenlist at the beginning of the war, butwas rejected on medical grounds, andonly after several attempts succeeded,in March, 1917, in joining the MotorTransport Section of the R.A.S.C.,with which he served in France untilthe end of the war.

17. Mr. D. W. NISBETT, joined the2/3 County of London Yeomanryas a trooper, and in. due courseearned promotion to fhe rank of Cor-poral. He transferred to the PayCorps in August, 1918, and servedthere until demobilised in March1919.

18. Mr. L. F. GILDING, who is em-ployed at the Storeyard, enlisted in the25th (Cyclist) Battalion London Regi-ment on the 9th December, 1914. Hewas on coast defence until the beginningof 1916, when his battalion went to India.There he saw service in the Waziristansummer campaign in 1917, in thefighting, with the Afghans in 1919,when he took part in the relief of ThaiFort, and was present at the AmritsarRiots. It was not until December, 1919,that he reached home again.

19. Mr. GEORGE R. SMITH joinedthe R.A.S.C. in November, 1915, as aTechnical Storekeeper in MechanicalTransport, and eventually won promo-tion to the rank of a First-class WarrantOfficer, as. Machinist Sergeant-Major,before being invalided out of the service,in which his work had been verysatisfactory throughout.

20. Mr. H. G. GILDING enlisted as atrooper in the Middlesex Hussars, andlater was sent to Ireland. He becamea Sergeant-Instructor in Physical Train-ing and Bayonet Fighting, and in spiteof several applications to be sent over-seas he was retained with his draftingunit as an instructor.

21. Mr. JAMES EDWARD MAETIN, thelate Chief Rigger, was a First-classPetty Officer, and had already seen

twenty-four years' service. He wascalled up on the outbreak of war, andtook up duty on the Baralong. Later,he joined the Ben-My-Chree, the fastLif erpool-Isle of Man steamer, whichwas converted into a sea-plane carrier,and which, under the command ofFlight Commander Samson, was en-gaged in the Bed Sea, off the coastof Palestine, and with the Frenchships patrolling the Eastern Medi-terranean. It was on board the Ben-My-Chree that First-class Petty OfficerMartin died, on the 25th July, 1916.

22. Mr. JOHN NUNJT, a Bigger atthe Storeyard, was called up in August,1914, as an Able Seaman, .B.N., andserved throughout the war in the NorthSea and on the west coast of SouthAmerica. Mr. Nunn has the distinctionof having served on board H.M.S.Warspite through the Battle of Jut-land, and of having seen a great dealof the naval side of the war. Hehas now resumed his work as anexpert Bigger.

23. Mr. BICHARD HUMPHREYS, As-sistant Storehouseman at the Storeyard,joined up as a Rifleman in the MiddlesexBegiment on the 5th August, 1914, andhas seen active service in France andBelgium, Italy and Germany. Hespeedily earned promotion to Lance-Corporal. That his service was indeed

" active" is amply proved by the factthat he was wounded on three separateoccasions. Mr. Humphreys provedhimself a gallant soldier, and returnedto his civilian employment with a recoi'dof which any man might justly be proud.

24. Mr. L. J. PEACH, employed at theStoreyard, joined the Trawler Section ofthe B.N.B. as Deck Hand, in November,1915, and served throughout the re-mainder of the war. At one periodhe had to be invalided, as the result ofan accident, but for the rest servedcontinuously and always with credit.

25. Mr. E. W. CALVER, also employedat the Storeyard, was called up as First-class Petty Officer, B.N., on the out-break of war, and served with creditthroughout the war in patrol and minesweeping in the North Sea, one of themost arduous and dangerous of all theduties of the fighting forces.

26. Mr. S. BEER, of the Stcreyard,joined the King's Boyal Bines, asBifleman, in December, 1915f Heserved in France, Belgium, and Itary,and was three times wounded.

27. Mr. CHARLES DIXON, the assistantmessenger and an. old regular, was calledup on the 8th August, 1914, and wentto France with the Coldstream Guards.He was promoted Lance-Sergeant in1917, and died of wounds in hospitalon the 7th July, 1918.

Centenary of the Institution, 1924.Appeal to Honorary Secretaries.

THE Secretary of the' Institution pro-poses, if possible, to compile its historyfor publication in 1924, and he will bemost grateful to all Honorary' Secre-taries, especially of Station Branches,for every assistance which they may begood enough to afford in connexion withthe history of their respective Branches(Stations), and for photographs dealing•with such history, e.g., photographsof past coxswains, previous Life-boat-houses, past Life-boats, and othervaluable records. All such documentsshould be marked "Centenary Becords,"

and should have an accurate descrip-tion, with names, dates, etc. It ishoped that they can be placed per-manently at the disposal of the Insti-tution, but, where it is particularlydesired, every effort would be made toreturn them eventually. In the case ofphotographs, it should also be statedon each photograph if it is necessary,to obtain permission to reproduce itand, if so, to whom such applicationshould be made.

Twenty-five Years of Life-boat Work.By CAPTAIN BASIL HALL, R.N., Late Inspector of Life-boat,.

IT was in February, 1895, that I firstentered " the House of the Institution "in order to submit my name as acandidate for the vacancy of DistrictInspector of Life-boats, caused by adecision of the Committee of Manage-ment to add a new Inspector to thealready existing four. The " House"was then situated at No. 14, John Street,,Adelphi; and though it had merits ofits own, as have all the houses madefamous by the Adams Brothers, it wasill - adapted to the requirements of amodern office, with its gas-lit and ratherincommodious rooms, which the staff hadalready out - grown when I joined theInstitution. Nevertheless, those few ofus who still remember it maintain asentimental regard for the old building,

(and the peace and quiet of that historic'quarter, so near to, and yet so far from,the roar of the Strand. There are signsthat the new building in the CharingCross Road is itself becoming too smallfor its requirements, and it seems possiblethat the day may come when the Institu-tion will again have to seek a new home.How good if the forthcoming Cen-tenary could see it housed in a buildingworthy of this great National Service !The imagination conjures up the visionof a noble edifice, fronting the greatriver—that highway of the shipping ofall nations which our Life-boats help tosafeguard. However, it is not for thepurpose of recording my dreams of thefuture, but rather my recollections ofthe past, that the Editor has put thisspace at my disposal.

I was appointed first to the IrishDistrict, where I remained nearly fiveyears. The first year was marked byone of the most appalling disasters thathas ever overtaken the Life-boats of theInstitution, when, on December 24th,1895, two splendid Life-boats, bothstationed at Kingstown, were wrecked,and the whole of the crew of the largerboat drowned, in their attempt to savelife from the Norwegian barque Palme,stranded in Dublin Bay during theheight of a heavy south-easterly gale.

I was living in Kingstown myself atthe time, but knew nothing pf what hadhappened until an overheard word ^inthe street told me of the disaster. Ihastened down to the shore, but wasonly in time to meet the bodies of thegallant men as, one by one, each cladin oilskins and life-belt, they werewashed up, and reverently laid out bytheir mates. Late.in the night of thatChristmas Eve we worked on the beach.It was a scene which will never fade frommy memory.

The only other Life-boat availablewas a small pulling-gig, stationed atPoolbeg, inside the bar of the Lifiey.Nothing more could be done that night;but at day-break on Christinas morningI attempted, with the aid of a tng, totow this boat out of the river andround to the Bay; however, the heavyseas on the bar made this impossible,and after two had broken on board thevessel and found their way into theengine-room, we were reluctantly com-pelled to give up the attempt. If onlya Motor Life-boat had been stationedon the Irish Coast in those days t Thecrew of the Palme were eventuallyrescued in a very gallant manner byMr. Thomas McCombie, an officer ofthe Irish Lights Board, who was able toget his own boat to sea from KingstownHarbour, after the weather had some-what subsided.

During the five years I spent inIreland I covered many a long " Irish "mile by road, as a great number ofthe Stations were" at long distances fromthe railway. The motor-car had, indeed,been invented, but had not then beenbrought into use, and I did all mywork in that extraordinarily convenientvehicle, a jaunting, car. My beat layalmost entirely on 'the East Coast,as, owing to the absence of shipping,

' and consequently of wrecks, on the WestCoast, no Life-boats are stationed there,with the exception of one on the distantisland of Aranmore, off the coast ofDonegal, a visit to which ̂ involved adrive of fifty-four miles from the nearest

railway station, followed by a long tripin a boat.

It was in 1899, shortly after theoutbreak of the Boer War, that I leftIreland for the Western District, mystay in which must have correspondedalmost exactly with the period of theWar, for I remember hearing of. thedisaster of Colenso on my first visitin the new district, which was to thatsplendid Life - boat Station, Apple-dore; and I celebrated the signingof the Peace in a remote village inWales with my successor the nightbefore I turned the district over to him.One of our party on this occasion was

! that first-class officer, and very dearr friend of mine, Commander Charles

Cunninghame-Graham, who during thefirst fourteen years of my service withthe Institution was Deputy .ChiefInspector of Life-boats. One of themany duties of the Deputy ChiefInspector is to visit the coast whenproblems arise which require thedecision of a superior officer, as, forinstance, the opening of a Life-boatStation in some spot- where none hasexisted previously, or the closing of anexisting Station. The Inspector, for thedistrict always accompanies him onthese occasions,'and many a delightfuland. instructive trip did I have withGraham. The great charm of hismanner, no less than his keen interest

' *in, and knowledge of, men and things,made him the most delightful com-

, panion, and endeared him to all withj^whom he came in contact. Moreover,

his knowledge of Life-boat work wasf unique, and his loss to the Institution,! when he retired from its service, wasf irreparable.'*! From the West Coast I went to Scot-pland, which is known officially as the^Northern District, as.it includes the^counties of Cumberland and Northum-I berland. In the latter county I made•acquaintance with one of the bestpLife-boat crews with whom it has beenimy privilege to go afloat, consistingsfentirely of miners from the famous(Cambois coal mine, which extends for

iles under the bed of the NorthIn Northumberland, also, I was

to make a pilgrimage to Bam-igh and its little churchyard by

the sea in full' sight o| the FameIslands, and pay the homage of a Life-boatman at the tomb of the intrepidgirl whose blameless life, ho less thanher famous deed, might surely fit herfor canonisation as :the patron saint ofthe Life-boat Service.

In 1908 I moved on to the EasternDistrict, and here I realised that, inspite of my thirteen years' experience,.I still had much to learn about thehandling of Life-boats. When I leftthe Royal Navy in 1895 I was underthe fond impression that I knew allthat was to be known about boat work ;but I was soon undeceived, and cameto learn that in this particular branchof the seaman's art, the sailor, as theman who sails the deep sea in a ship iscalled technically, has much, if noteverything, to learn from the coastfisherman, whose business is entirely inopen boats. It was on the East Coast,however, that my education in thisrespect was completed, if it can be saidthat any man's education is ever com-pleted. The hardy fishermen of Norfolkand Suffolk are, I suppose, second to noother men in the world ia their skill asboatmen. Such' skill is doubtless in-herited from their Scandinavian fore-bears, whom so many of them stillresemble in type and feature; but it hasbeen nurtured by generations of serviceto the long, low, outlying sand-bankswhich fringe this portion of the coast of ,England, making it more dangerous toshipping than any other portion of theUnited Kingdom. When it is remem-bered that it is right in the track of alarge proportion of all the vessels boundfor the port of London, it is not to bewondered at that on the HasborbughSand, lying some ten miles off the coastof Norfolk, there are the bodies of morewrecked vessels than on any other shoalin the -world, not even excepting thefamous Goodwins.

In 191JJI made my last move, beingappointed'to the Southern District, andin the following year I had the goodfortune to realise the.ambition of mycareer in the Life-boat Service by takingpart in -a Life-boat rescue. Hitherto,in all my long experience of Life-boatwork, though I had many and many atime taken the boats afloat for exercise

in bad weathers I tad never had anopportunity of being present at " thereal thing." The story of the hospitalship BoJtitta, wrecked off Whitby,was fully told in The Life-Boat forFebruary, 1915, and need not be re-peated here. Nor will I attempt todescribe the thrill I felt as we left thenarrow harbour in the grey dawn ofthat .November day, and headed for thetremendous seas which were breakingover the doomed vessel; nor my feelingsas we lay alongside her and the fiftysurvivors—-who had been for two daysand two nights huddled together on thebridge, washed by every sea that swepther—dropped one by one into the Life-boat. But I know that, as each man,when he reached safety, uttered themost heart-felt thanks I have ever heardfrom the lips of men, I became conscious,perhaps for the first time fully, of the |real value of the Life-boat Service, andrealised that my past labour in it hadnot been altogether in vain.

Incidentally, this rescue conclusivelyproved two things: The immense valueof oil in smoothing a sea alongside awreck, for it is open to doubt whetherthe task on this occasion would havebeen safely accomplished without it;and the inestimable importance of theMotor Life-boat, for not only could noother kind of boat have come forty-fourmiles, as this one did, in order to per-form the service, but I am prepared toStake my professional reputation on thestatement that, owing to the tortuousnature of the passage between the rocks,no other than a Motor Life-boat couldhave safely reached the vessel at all.

My appointment to the SouthernDistrict completed the round of thewhole coast of these islands, so that inmy time I have inspected every Life-boat Station in the kingdom. InNovember, 1914, 1 was called up onactive service, and, after nine monthsafloat, was appointed Coast WatchingOfficer for Norfolk and Suffolk, where Iserved till the end of the war.

During this period I was able, withthe permission of the Admiralty, torender, some assistance to the Institu-tion in a voluntary capacity by inspect-ing the Life-boat Stations in these twocounties. It was whilst I was thus

employed that I witnessed the finestpiece of Life-boat work that has evercome under my notice, when the CromerLife-boat, manned by the old men leftbehind by the war, after twice beingbeaten back to the beach by the heavyseas, saved the crew of the Fernebo. Idescribed this scene fully in The Life-Boat for February,'1916.

It is, of course, impossible in thespace at my disposal to review all thechanges which have taken place in theLife-boat Service since I joined it; butlooking back over the quarter of acentury which has elapsed, one appearsto stand out more conspicuously thanthe others. This has been the gradualincrease in the size of the Life-boats. Forsome seventy years the general policyof the Institution had been to buildboats light enough and small enough tobe transported on a carriage to a spotas nearly opposite the wreck as possible,and there, launching off the beach,to approach it under oars to leeward.The modern tendency is to station alarge and powerful boat in an advan-tageous position where she can launchinto deep water, and, if possible, cut offthe doomed vessel before she reachesthe shore; or, if too late to do that, canapproach to windward, and, droppinganchor at a convenient distance, veerdown to the wreck. The invention of aparticularly powerful sailing boat byG. L. Watson, the famous yacht de-signer, shortly before I joined theInstitution, gave a considerable fillip tothis tendency, which the subsequentadoption of motors in Life-boats hasdone much to augment. The presentscheme of the Institution to build afleet of Motor Life-boats and stationthem at salient points round the coast,not, if possible, more than fifty milesapart, is the final fruition of this modernpolicy. I recall a conversation I hadwith Cunninghame-Graham in the earlydays of my Life-boat career, when hesaid, "It is not small boats, as atpresent, stationed in the bights, but-large ones -in the horns of bays whichthe future will see." He did much inhis time to bring about this result, andperhaps I may claim to have done alittle, also, to help in this direction.

The perfect Inspector of Life-boats

should be a man of many parts. Firstand foremost, he must, of course, be aseaman; but he must add someknowledge of the art of the boatbuilderin order adequately to report on thestate of the b/>ats he "inspects, and onany necessary repairs to them; of thewheel-wright, for he must examine theLife-boat carriages, and be sure oftheir condition for transporting theboat over rough and uneven ground; ofthe builder, in order to examine andreport on any defect in the Life-boathouses; of the civil engineer, that hemay do the same for the slip-ways ; ofthe marine engineer, when he is in-specting a Steam Life-boat; of themotor mechanic, for Motor Life-boats;of the accountant, as he has to examinethe Branch accounts, and see thatthey are properly kept; of the orator,for he must on occasion speak inpublic on behalf of the Institution;and lastly, a little of the writer's craftmust be thrown on to the heap, if hisreports are to be lucid, and clearlyunderstood at headquarters. In additionto such knowledge, he must show tactand patience in dealing with all classesof men, from the lord of the manor,whom he seeks-to interest in the localLife-boat, to the fishing-lad whosegrievance against the Institution itmay be his business to inquire into and,if possible, remedy; nor is it alwayswith men alone that he has to deal, foralas! it is sometimes his painful dutyto call on and condole .with widowswhose husbands have been lost in theservice of the Institution.

I have described an ideal, one which,indeed, I have fallen far short of myself-;but some of all these multifarious dutiesI -have had to perform at various timesduring my career.

The life of an Inspector of Life-boatsis in many ways an arduous one.When visiting a Station he alwayslaunches the Life-boat and takes her-afloat however bad "the weather; indeed,the worse the weather the more usefuland necessary the exercise; but thismeans that very frequently, especiallyin winter, he gets wet to the skin, and

is unable to change till he can get backto the place where he is stopping, whichis often not till some hours afterwards,when he has completed his. inspection.He has practically no home life; hesees little of his family; he spends histime among strangers; he lives in un-comfortable hotels. But there aremany compensatory advantages. It isa free, open-air, healthy life; it is fullof adventures; it brings him into con-tact with all sorts and conditions ofmen. He receives much hospitality,and makes many friends, some of whomhe keeps for life. Of these none standout more conspicuously in my memorythan the various coxswains of Life-boats whom I have met round thecoast. The pick of a picked body ofmen, they combine the simplicity ofcharacter of the fisherman with themoral qualities which go to make leadersof men. Was it not on just such thatthe great choice fell in Galilee of old?" Greater love hath no man than this,that he should lay down his life for afriend."

These men and their crews are readynot only to lay down their lives fora friend, but for the stranger withintheir gates. National in name, but farmore than national in scope, the Insti-tution recognises no difference of raceor creed or status. No one can readthe record of each boat's service whichis set up in every Life-boat housewithout being struck by the largenumber of foreign vessels served, whichis nearly always out of all proportion tothe numbers of British 'and foreignvessels sailing the seas.' Words fail me in which to expressthe regret I feel at now severing myconnexion with the Life-boat Service.I am more proud than I can say tothink that I have given the best yearsof my life to be a humble servant insuch a cause, which shines in the dark-ness of a material age with all the gloryof a great spiritual light.

Four Gallant Services.AT 11.30 on the morning of the 28thAugust, 1919, during a strong southerlygale with a very heavy sea and thickrain, the Bembridge Life-boat waslaunched to the help of an Americansteamer, the s.s. Wakvlla, of LosAngeles, which had driven on shoreat . the West Wittering shoal, nearChichester, with a crew of forty-five.

On arriving near the scene the Life-boat was taken in tow by a Govern-ment tug, until she was to windward ofthe Waknlla, when she dropped downto her through a mile of heavy break-ing sea. With great difficulty she gotalongside, and as the Captain fearedthat the ship would break up, at oncebegan to embark the crew. Owing tothe heavy sea it was only possible totake thirteen on board, and this notwithout great difficulty. , '

The return passage was very dangerousowing to the heavy sea and the floodtide, which had now set in; but thethirteen men were safely landed, andthe Life-boat returned at once to theWaliulla. At the request of the captainshe " stood by," and remained so, rightthrough the night, although there wasa continuous risk that the heavy break-ing seas would throw her against thevessel; and <the men had to lash them-selves to the boat, or they would havebeen washed overboard.

By the morning the wind had shiftedto the west, and the weather becameless wild, and just before four o'clock,her help being no longer required, theLife-boat returned to Bembridge. Shehad been afloat in a heavy sea for nine-teen and a half hours.

It was* decided to award the Silver•Second Service Clasp to Coxswain J.Holbrpok, and an additional monetaryreward to him and to each member ofthe crew. A Letter of Thanks' was alsosent to Mr. D. G. Watney, Jun., of theBembridge Sailing Club, who servedwith the crew as a volunteer. TheSilver Medal, to which Coxswain Hoi-brook was awarded a Second ServiceClasp, had been won by him for a gal-lant service during the war, when the,

Bembridge boat, -with great difficulty,rescued 110 men from, the militarytransport Empress Queen, which wentashore in the neighbourhood of theForeland on the 3rd February, 1916.

North Deal.

In then* long record of service the.men of the North Deal Life-boat haverarely been so severely tried as theywere in the galea, at the beginning oflast November. A whole gale fromE.N.E. started on Friday, the 1st No-vember. It blew through the Saturdayand the Sunday, and at times rose tohurricane force. On -the Saturdaynight two of the Goodwin Sands light-ships were .firing guns and rockets atthe same time, and just before eleveno'clock the Charles Dibdin was launched,with two extra hands on board.

Against the head-wind, even withthe extra hands, it took the Life-boatthree hours to reach the Sands, whereshe found a three-masted schooner—theToogo, of Esthonia, with eight souls onboard,, including the captain's wife—being swept broadside on towards theSands. Some of the crew were in therigging crying for help. Before theLife-boat could reach her, the Toogostruck and sank. Owing to the dark-ness and the heavy seas the Life-boatcould do little or nothing. She cruisedamong the wreckage, for her men couldhear cries for help, but it was not untildaybreak that she found two of the crewclinging to an overturned boat. Theyappeared to be the only survivors of theeight who had been on board. Withgreat difficulty, and only after repeatedfailures, they were got into the Life-boat, terribly exhausted and on theverge of collapse. Throughout thework of rescue the Life-boat had beencontinually washed by heavy seas, andone of these, breaking right in the boat,had knocked down and injured theCoxswain, the Second Coxswain andtwo of the crew.

The shore was reached again at half-past seven in the morning, just aspreparations were being made for the

launch of the Reserve Life-boat, for twoother vessels had been, seen to be indifficulties on the Sands. The CharlesDibdin was at once taken over by thecrew of the Reserve Life-boat underCoxswain William Stanton, and put tosea. The gale was, if anything, heavierthan before, and it took the Life-boatbetween five and six hours to make thepassage. She was full of water nearly thewhole way, and by the time the Sandswere reached her crew were all but ex-hausted. .There the Coxswain sighted awreck, with three men in the rigging. Itwas the ketch Corinthian, of London,homeward bound from Antwerp, withfour on board. ?She had been caught inthe gale on the Friday night, and hadhad her mizzen sail blown away. Hercaptain decided then to run for Dover,but on the Saturday his mainsail gaveway also, and early in the night the boat,being now out of control, went agroundon the Sands. By the time the Life-boat reached them her crew had beenclinging to the rigging in the full furyof the gale for sixteen hours, and one ofthem had already been washed away.A line was thrown into the rigging, andthe three men were got aboard the Life-boat, but one of them was already dead.The Life-boat reached the shore againeight hours after she put out. :

Meanwhile, as it was reported that aman had been seen floating on wreckage,the reserve Life-boat put out under thecommand of William Hoile as Coxswain,and made a thorough search, but found nosurvivors from the Toogo, the Corinthian,or the third vessel which had been ob-served to be in difficulties. Her crew,however, took on board and landed athird member of the crew of the Toogo,,who had been picked up by a steamer.

It was-not the least heroic feature ofthese gallant rescues that WilliamStanton, who was Coxswain to thesecond crew, was not only in very badhealth, but knew that in a day or twohe was entering a hospital to undergo aserious operation.

;_• For these gallant and arduous services; it was decided to award a Third Servicei/Clasp to the Silver Medal to WilliamI Adams, and the Bronze Medal toijWilliam Stanton. Extra monetary re-Iwagds were made to the two Coxswainsr"- v

and to all the members of the crew whotook part in the three services, and theThanks of the Committee of Manage-ment, inscribed on Vellum, were sent tothe Secretary of the Branch, Mr. JohnPrior, who had taken charge of affairsthroughout the day.

The ceremony of presenting theseawards took place in Deal Town Hall,on the 15th January, with Admiral SirReginald Henderson} G.C.B., J.P., thechairman of the Branch Committee,presiding, and the presentations weremade by Lady Henderson.

Sennen Cove.

On Saturday, the 29th November,1919, three naval motor launches left•Queenstown, escorted by a destroyer, oatheir way to Southampton to be paidoff. During the night the wind got upfrom S.S.W., and by Sunday morningit was blowing a gale. One of thelaunches was being towed by thedestroyer, but the other two were undertheir own power. All the launcheswere shipping a great deal of water,and in the middle of the forenoon,as a result of this, the engines oflaunch No. 378 stopped. The littleflotilla was then" off Land's End. Thedestroyer with the launch in tow wasnow some way ahead, but the .thirdlauuch, No. 173, managed to get arope to her disabled sister, and tookher in tow. For a time the two madeheadway. Then the tow-rope parted.Another rope was got across. This also'gave way, and the disabled launch washelpless in the gale, which blew withever-increasing strength. Less than amile to leeward of her was the danger-ous reef of the Longships Lighthouse,and she was drifting rapidly towards it.The launch was now in extreme peril;she began to fire minute guns,, and, atone in the afternoon, word reachedthe Life-boat Station at Sennen Cove.The Life-boat put out at once, but bythe time the helpless launch wasreached she was already close to theLongships reef, where .a furious sea wasbreaking. The crew had put on theirlife-belts, and now, as a last hope, weretaking to the dinghy; but such a boathad no chance in such a sea. Shecapsized almost at once, and the nine

men aboard her were thrown into thebreaking water. Four of them managedto get aboard the launch again, and withher were flung upon the rocks; theother five were left struggling in the sea.But by now the Life-boat had anchored,and was veering down towards the reef.She was just in time to save four of thefive, but the fifth, who was the second incommand of the launch, was drownedbefore the Life-boat could help him.

Then began the hardest part of theLife-boat's task. While the four menwere being rescued the launch, with theother four aboard, had broken to pieces.Within a few minutes of being flung onthe reef she had disappeared, and the/nen were left clinging to the rocks,and half - buried in the water. Butthey managed, in spite of the cold andof the seas breaking furiously overthem, still to hold on.

There was only one way of reachingthem, and it was taken, although itinvolved the greatest risks. Theanchor was got up and the Life-boatwas worked through a gap in the reef.There she was carefully manoeuvredclose under the rocks, the anchor letgo again, the four men dragged onboard with life-lines, and the Life-boatgot safely away. From first to lastthe actual work of rescue had lastedan hour, and the slightest mistakeduring that time would have meantdisaster, the certain loss of the crew ofthe launch, of the Life-boat, and of allthe Life-boat men. But no mistakewas made, and a most gallant andskilful rescue was successfully aceom-

'plished. The Committee of Manage-ment felt that so fine a service deservedsome special recognition, and it wasdecided to award Thomas HenryNicholas, the Coxswain, the SilverService Medal of the Institution, andThomas Fender, the Second Coxswain,and each member of the crew theBronze Service Medal. Double mone-tary awards were also given.

Kessingland.

On the night of the 11th December,with a gale blowing and a very heavysea, the Kessingland Life-boat was calledout to the rescue of a sailing smack, theA.J. W., of Rye, which had stranded on

the New'coinbe Sands. As she wasbeing launched", the Life-boat shippedthree heavy seas, the haul - off warpparted, and she was driven back almostto the beach; but sail was made verysmartly and she drew clear, still shippingheavy seas as she went through thebroken water. It was a cold night andvery dark, and when the Sands werereached no vessel could be found. Aftercruising about for some time the Life-boat heard shrieks, and by their helpfound the two masts of the sunkensmack showing above the water andfour men clinging to them. The seaswere breaking heavily over the wreck,and she was rolling to the shock ofthem, so that it was a difficult anddangerous task to approach her. TheCoxswain anchored, veered, down, andmade fast with a grapnel to the rigging.The first man was then dragged throughthe water and got aboard the Life-boatin a 'state of collapse, for during fourhours he had been lashed in the riggingwith the seas breaking continually overhim. To rescue the remainder of thecrew in the same way was found to be^impossible, for they were higher up inthe rigging. There was orfly one wayto do it, and the risk of it to Life-boatand crew was very great, but the riskwas taken. The Coxswain veered theLife-boat right over the rail of thesunken vessel, until she was betweenher masts. From there it was possibleto reach the three men, and all weresaved, but only just in time. The tidewas flowing, and had the Life-boat comeonly half-an-hour later all four menwould harve been drowned.

Such a rescue was only made possibleby great daring and skill on the part ofthe Coxswain and crew, and the Com-mittee of Management felt that theservice would be fitly recognised byawarding the Silver Service Medal ofthe Institution to both the. First andSecond Coxswains, G. Knights andE. Smith, and the Bronze Medal toeach member of the crew. A doublemonetary reward was also given.

Owing to a sudden change in thewind, which blew with a force of a wholeN.N.E. gale, one of H.M.. motor launcheswas seen to be in difficulties and driftingrapidly towards the shore. The Life-boatwas launched but arrived too late to be ofassistance, as vthe motor launch struck arock and blew up. Unfortunately ten liveswere lost, the only survivor being rescued byS. Hart, who went into the water and seizedthe man when he was washed towards theshore. Sergeant Escott, who had been search-ing the rocks at the fcot of the cliff, made hisway to the top, and seeing another man inthe water with a life-buoy on, at once volun-teered to go in after him. A rope wasfastened round him and he was lowered intoClodgy Cove, which is 10 feet to 12 feet deepat the lowest place, and in which a heavy seawas running. The sailor was on the otherside of the gully, but Escott managed toswim to him and fastened a rope round him.Unfortunately the rope broke, but Escott wasable to secure it to the man's life-buoy forthe second time. Again it broke, a few feetfrom the life-buoy, and again Escott seizedthe end and by twisting it round his legs wasable to hold the man. Another rope wasthen lowered and made fast to the man, butfor the third time it broke, and the sailor fell-into the sea and was drowned. SergeantEscott, who all the time was himself sus-pended by a rope, was by theta exhausted.On seeing this Seaman Gunner W. Boase hada rope fastened round him and was loweredinto the Cove and succeeded in saving thesergeant. The four other men, to whomawards were made, also rendered valuableassistance on this occasion.

Voted £1 to two men for saving two personsin a small fishing-boat off Llandudno on the4th December.

Voted £1 10s. to three men for putting offfrom Goverack, on the 13th February, andbringing ashore a Coastguard man who wasclinging to a boat which had capsized. Hewas unconscious when brought ashore, andunfortunately all efforts to restore life failed.

"wrecked at Porthcurnow on the 17th March.The Sennen Cove Life-boat had beensummoned, but before she arrived Jackson

"pot off from Portbgwarra (about a mile'distant) in a 14 ft. punt. With considerable

difficulty and at great risk on account of theheavy seas, which were making a clean breachover the vessel, he succeeded in getting thewoman (aged 68), who was in a state ofcollapse, into his boat and safely to land.

Also awarded the Bronze Medal of theInstitution, together with copies of the Voteinscribed on Vellum and the sum of £2 each,to THOMAS HICKS, EDWABD SLEEMAN andDAVID SLEEMAS, junior, for saving seven ofthe crew of the same vessel. Two of th^e crewhad been brought ashore by the rocketapparatus, and the salvors put off from themotor-drifter Ben-ma-Chree in their smallboat and succeeded in saving the remainingmen on board.

Awarded the Bronze Medal of the Institution,together with copies of the Vote inscribed onVellum and £2 each, to CHABLBS SLATEB,P. O..H.M. Coastguard, and PATRICK BICKABD,for their endeavours to save life at Howth, onthe 18th May. £4 2s. was also voted to twoother men for assistance on the same occasion.A message was received from the Coastguardsaying that a soldier had fallen over the cliffs,and asking for a boat to be sent. Slater andRi.ekard, with two other men, put off in amotor-boat. A strong S.S.E. breeze wasblowing, with a rough sea, and on reaching thespot where the man had fallen Slater jumpedoverboard from the launch and swam to therocks. He found that the soldier had,unfortunately, been killed, and as he wasunable himself to bring the body to the launchRickard also jumped ovetboard and swam, tothe rocks to help him. Afterwards the twomen, with the body, were dragged with ropesthrough the sea to the launch.

Voted £1 17s. 6d. to three men for savingthree others in a small boat, which was indanger of being swamped off Montrose, on the18th May.

Voted £4 10s. to three men for saving threeothers from a motor-boat Our Minnie, whichwas on fire off Port Isaac, on the 5th June.

Voted £2 to eight men for patting oft fromBerwick-on-Tweed in a motor-boat to renderassistance to a small boat with three men inher who, owing to a strong W. breeze, wereunable to make the shore, on the 7th June.

Awarded the Bronze Medal 'of the Institu-tion, together with copies.of the Vote inscribedon Vellum and £2 each, to WILLIAM ROBINSON(Second Coxswain of the Life-boat) andGEORGE BOYNTON, for saving two men whowere thrown into the sea through the capsiz-ing of the fishing coble Leslie, off.Piley, onthe 12th June. The salvors, who were onboard another coble, saw the accident andsucceeded, at very great risk, in saving thetwo men in the water, who were in a veryexhausted condition. A whole S.S.W. galewas blowing with a very heavy sea.

Portsmouth arid Southsea.

A special effort is now being made todevelop the Portsmouth and SouthseaBranch of the Institution. Until re-cently there was a Station at Southsea,but this has been closed, for this partof the coast is well served by two otherStations—Hayling Island on the west,and Bembridge, in the Isle of "Wight,where it is proposed to station a MotorLife-boat. It is felt in Portsmouth,"however, that the financial supportwhich it has given in the past—theamount in 1918 was £73 odd—andwhich is much below that given bysmaller and inland towns, has beenaltogether unworthy of such a 'city.Its size, its importance as a navalstation and dockyard, with one of thefinest harbours in the world, and, aboveall, its long and famous naval history—going back to the tunes when KingAlfred assembled there the first Englishfleeti—all point to Portsmouth as a citywhich should understand better thanany other the value of the Life-boatService, and take the greatest pride ingiving it generous support.

, With the idea of furthering this pur-pose a meeting was held in Portsmouthat the end of January, and Sir GodfreyBaring, Bt., the Deputy-ChairnSan ofthe Institution, came down to addressit. The Mayor of Portsmouth, Coun-cillor J. Timpson, J.P., presided andsaid that it was' not through lack ofsympathy for the splendid work doneby the Life-boat Service that Ports-mouth had not subscribed to it moregenerously in the past, but because ofthe many other claims made on thecity, and that now that these specialappeals had come to an end he -hoped

to see Portsmouth take its properplace in supporting the Institution.

Influential committees have beenformed. The Mayor himself is Presi-dent of the Men's Committee, and LadyPink President of the Ladies' Auxiliary,with the Mayoress as Chairman. Thenew Hon. Secretary is Mr. E. S. Butler,and Mrs. Arnold Forater, who took aleading and enthusiastic part in organ-i^ing the War Charities of Portsmouth,has become Hon. Secretary of theLadies' Auxiliary.

Cambridge.

A special effort is being made todevelop the Cambridge Branch, which,up to the present, has not received thesame widespread and generous supportthat has been given to the Branch atOxford. The President of the CambridgeBranch, the Vice - Chancellor of theUniversity, is showing the greatest in-terest in its work, and personally ar-ranged a very successful meeting, whichhas just been held, in aid of the funds ofthe Branch. At this meeting CaptainCarpenter, V.C., who commanded theVindictive at Zeebrugge, and won theV.C., and who is now in charge of thenaval students at Cambridge, verygenerously gave his lecture on thatbrilliant attack. He had" already de-livered this lecture fifty times inAmerica, in aid of war charities, butthis was the first time that it had beenheard in this country. The annualmeeting of the Branch is to be held onthe 29th April. The Vice-Chancellorhimself will preside, Sir Godf rey Baring,Bt., will represent the Committee ofManagement, and Lord Jellicoe has

^ promised to come down and speak atthe meeting.

Port of Liverpool.

The Annual Meeting of the Port of, Liverpool Branch was held on the 21st| January, and the chair was taken by

the Lady Mayoress, in the unavoidableabsence of the Lord Mayor. Amongthose present were Mr. H. D. Bateson,the Deputy-Chairman of the LiverpoolCommittee; Mr. C. Livingston, Presi-dexA of the New Brighton Committee ;Mn. W. E. Mounsey, the Honorary

"Treasurer, and Mr. E. H. Garnett.

For the nine months, ending the 30thSeptember, 1919, a sum of over £900was raised. This was exclusive of thecontribution, for the nine months, of.£750 from the Mersey Docks andHarbour Board,' and of the sum collectedby the Ladies' Auxiliary, which ̂ for thetwelve months ending the 31st Decemberamounted to over £1,275. This fineresult is very largely due to the splendidwork done by the Ladies' Auxiliary, towhom a special vote of thanks was passed.In addition to this, the special appealfor the building of Motor Life-boatsbrought in a sum of over £3,600. Thenew Assistant Secretary, Mrs. Tilby,showed great energy and enthusiasm inorganising this appeal, and in promotingthe success of the financial work gener-ally. The Committee of Managementhave just decided to design'and supplyfor Liverpool a new and very powerfultype of Motor Life-boat, which will bethe largest hitherto contemplated,having a length of 60 feet and aspeed of about 10 knots. A generousgift of £7,500 has been received bythe Branch towards the cost of thisboat, which will probably amount tosome £15,000 or £16,000. It willtake the place of .the Steam Life-boatwhich is stationed at New Brighton.

Worthing.The Annual Meeting of the Worthing

Branch was held on the 5th February,with Mr. H. Hargood, J.P., D.L., thePresident, and a member of the Com-mittee of Management, in the chair.The Mayor and Mayoress (Alderman'J. Farquharson Whyte, J.P., and Mrs.Why to), Colonel A. F. Randolph, C.M.G.,D.S.O., Chairman of the Branch, CanonW. B. Ferris, the Rev. C. J. Hollis, andCouncillor H. C. B. Bowles, HonorarySecretary of the Branch, were alsopresent. The Branch collected £490during 1919, and had been able to sendto the general funds of the Institutionthe record sum of £153 19«. 4d. Duringthe year the Committee suffered twosevere losses by the death of Mr. JohnRoberts, for many years the energeticHonorary Secretary of the Branch, andlater its Honorary Treasurer, and ofMr. E. C. Patching, J.P., a valuedmember of the Committee.

The Coxswain, Mr. Henry Marshall,who has recently retired, after- servingfor three years as Bowman, six as SecondCoxswain and twenty-one as Coxswain,was then presented by the Mayoresswith the framed Certificate on Vellumand the Aneroid Barometer which, to-gether with a pension, had been awardedhim by the Committee of Managementin recognition of his long services. Mr.Hargood pointed out that though theWorthing Life-boat Station, dated backnearly sixty years it had had, in all thattime, only three Coxswains.

Eastbourne.The Annual Meeting of the East-

bourne Branch was held on the 6thFebruary. The chair was taken by theChairman of the Branch, Mr. C. A.Leatham, J.P., and there were alsopresent the Mayor and Mayoress(Alderman and Mrs. Duke), Mrs. AstleyRoberts, President of the Ladies' Aux-iliary, and Mr. A. E. Infield, HonorarySecretary. The Branch collected over£544 during 1919, and of this sum£425 was remitted to the general fundsof the Institution. The Chairman spokeof the great loss which the Branch hadsustained in the death of Councillor0. W. Bolton, C.S.I., J.P., a memberof the Committee, and a firm friend andhelper of the Life-boat Service.

Kingstown.The Annual Meeting of the Kingstown

Branch, where a new Motor Life-boathas just been stationed, was held on the10th February. The chair was takenby the Chairman of the Committee,Mr. H. R. Tweedy, and there were alsopresent the Rev. Canon John Pirn,B.D., Mr. Arthur H. Scale, and Mr.J. H. Hargrave, Honorary Secretary.During 1919 a sum of nearly £76 wasraised. This very satisfactory resultwas largely due to the untiring effortsof the Ladies' Auxiliary, to whom a voteof thanks was passed. The Earl ofFitzwilliam was elected President inplace of the late Marquess of Ormonde.

A Coxswain's Legacy.

Mr. Henry Stapleton, for many yearsCoxswain of the Bude Life-boat, hasleft the Institution £5 " in token of his

appreciation of the value of theInstitution and in memory of hisassociation with it as Coxswain of theBude Life-boat." Mr. Stapleton joinedthe Life-boat Crew nearly 60 years ago.He became Second Coxswain in 1867and Coxswain in 1891, serving asCoxswain for 16 years.

Such a bequest from such a man is ahighly valued tribute to the work ofthe Institution. We do not rememberany legacy of exactly the same nature,though the Institution received notlong ago a legacy of £10, being, if weremember aright, the whole property ofa seaman who died at sea. But it isno uncommon thing for a crew to makea present to the Institution when theyreceive a good sum on a salvage case.Thus the Brixham crew recently sent£25 as a gift to the Institution on suchan occasion.

Forty Years in the Plymouth Life-boat.After serving forty years in the

Plymouth Life-boat, and for eighteenof these as Coxswain, Mr. DavidMumford has just retired. He joinedthe Life-boat crew in 1880, and elevenyears later became Bowman. In 1899he was chosen Second Coxswain, and,two years Liter, Coxswain. In recog-nition of his'long career as a Life-boat-man, the Institution has awarded him apension and a framed Certificate record-ing his services, and at the end ofJanuary this^ Certificate was presentedto him on behalf of the Institution bythe Mayor of Plymouth, Mr. L. R.Dunstan.

Presentation to an Irish Coxswain.In September last a presentation was

made to Mr. J. FOLAND, who for fiftyyears had served in the Life-boat atNewcastle, County Down, first as amember of the crew,'then for twenty-six years as Coxswain, and after he hadresigned the Coxswainship for a numberof years as Signalman. The presenta-tion took the form of an IlluminatedAddress, which recorded his services tothe Life-boat cause, and was signed byLady Mabel M. Annesley, President ofthe Branch, the Rev. Otway Woodward,Chairman, and Mr. Robert Hastings,J.P., the Hon. Secretary.

'T'HE great services which were rendered by the Life-boats to the Allied cause

during the War have been referred to in precious numbers of THE

LIFE-BOAT. The full list of the services in the last year of the War,

during which rewards Were granted for the saving in all of no fewer than

852 lives, including 233 saved by Fishing and other Boats, shows their

extent and variety. In addition to the 852 saved, 293 persons were

landed by Life-boats, some of whom had taken refuge on lig'it-vessels,

while others were brought ashore as a precautionary measure.
