The Chairman welcomed everyone present and invited the public to speakPublic Session – Residents asked about the following:• A resident started that he had
noticed a Community Land Trust (CLT) had been promoted in the Woodbury Parish Council minutes. He read from the minutes ‘the need of housing for the young and elderly’ and went on to read District Cllr. Longhurst’s report from the minutes which mentioned the need for a development of between 10 – 40 houses in the Woodbury Parish on the outskirt of the Lympstone Parish. He believed that Lympstone Councillors had not been informed of this project. He felt strongly that this would be a detrimental cost to the community and wanted the PC to investigate this matter further.
• Another resident asked if District Cllr. Longhurst had made a statement about this as he is the District Councillor for both Parishes.
• The Chair responded to the concerned residents that Lympstone PC did not know about this and felt District Cllr. Longhurst needed to answer these questions directly himself.
• A resident felt the NP review should be looked at and thought through very carefully.
• Another resident asked about the
PARISH COUNCIL NEWShedge cutting around the village that had not been done and would now have to wait until November. Cllr. Atkins explained that himself and the Clerk would be identifying the overgrown hedges in the Parish and contacting residents who may need a gentle reminder to cut their hedges back in readiness for next year. We have a beautiful village and we all need to do our bit to maintain this.
Minutes – The minutes of 4th February were confirmed as a correct record and signed by the Chairman.DADBRF Landmark trees – EDDC have asked the local councils to become involved in a rolling programme providing a free landmark tree in our Parish. The Councillors all agreed to accept this offer and ask EDDC for a new tree for Candy’s Field since the old Oak in the field had now died. Elections – Local elections are due, if called for, on Thursday 2nd May. Current Councillors and any members of the public who wish to stand must apply in person to EDDC by the 3rd April. The Parish Council are anticipating many vacancies, therefore, if you are interested in standing you can either contact myself, the Clerk directly, or contact Jill Humphries, Deputy Returning Officer, EDDC on 01395 517550 for more information and a nomination pack. nominations will be accepted and must be hand delivered to the Returning Officer at Blackdown House, Border Road, Heathpark Industrial Estate, Honiton, EX14 1EJ from Monday 25th March – Wednesday 3rd April between the hours of 10am – 4pm. The Councillors were also reminded of ‘PURDAH’, this is the time before an election when all current Councillors are to remain out of public domain so as not to be having an unfair advantage to remain standing. This period starts on the 26th March and ends on 2nd May.Report from the Chairman – The Chairman explained to all present that this would be her last meeting.She explained it had been a privilege and a pleasure to work with everyone on the PC. She added that she would continue to be involved in many village groups and activities and would still attend future meetings from the public gallery. The Councillors gave the Chair a vote of thanks for all her hard work and dedication to the Parish and Council. We all wish her the very best in her new ventures, thank you Jenny, you will be missed.The Chair also explained how Cllr. Carter was not present due to ill health and how much the PC were thinking of him. All Councillors wished him the very best for a speedy and healthy recovery. The Workshop, Land Adj Heathfield – Both the sewage pipe drainage into the Brook from this property and a letter of appeal to Planning had been bought
to the PCs attention by concerned residents. It was decided that the PC would send a letter to the EA reiterating the concerns of pollution from this sewage outlet where children, animals and wildlife live, play and bathe. Housing Needs Survey – The PC discussed the proposed housing need survey due out for the NP review. The front cover was amended and the section regarding a CLT was removed. The Cllrs. decided that a public meeting was needed to explain in detail what a CLT entailed and meant before including this on a survey. This survey would be deferred until the NP review group speak to the entire PC at a public meeting before being sent out to every householder. Reports of Lead Councillors: Facilities and Estates – Cllr. Acca reported that he had put up a new litter bin sign in the burial ground. The bin is now kept in the bin store in the Village Hall car park. Please use this bin to remove and clear the litter from the gravesides to keep the burial ground clean and tidy for all users. Thank you to everyone who came along to the Training Band Concert - about 65 all told! Led exuberantly by Roger Riggs, the band played their socks off for us - it was a really exhilarating evening. Don’t miss the next time!The winner of the £25 prize in the February draw of our Lottery was Mrs Hewitt. The next draw will be the last in the 2018/19 round.Last year’s Lottery ticket sales raised nearly £1700 net for our funds. So a big thank you again to those who bought tickets. The ordinary running costs of the Church
are over £1000 a week. The Friends is a village charity which helps meet the extra capital spending necessary from time to time to maintain the fabric. It is our grandest and oldest building, used not only for regular services and festivals but also for weddings, christenings, funerals, civic occasions, and increasingly for concerts - two in this coming month alone! - see copy elsewhere for the Hildegard of Bingen evening and the Isca Singers. The building is an irreplaceable asset in our community, as it has been for over six centuries. The Lottery is there to help us all ensure that it can stay that way into the future.The Friends will be selling Lottery tickets for the 2018/19 year between now and the end of April. We do this door to door but cannot cover the whole village so if you’d like to buy a ticket and no-one calls please let me know and I will happily oblige! -- £6 gives you a chance of a £25 prize every month for a year -- and the certainty that you are helping to keep our church in good repair.The Friends have their Annual General Meeting on Thursday 28 March, starting at 7.00pm in the Church social area. An Organ Concert with a Difference.This really was an organ concert with a difference. A unique and highly entertaining evening recital at Lympstone church demonstrated the wonderful versatility of the organ by the excellent musicians, Stephen Tanner and Andrew Downton. Our new Viscount organ with 3 manuals and 50 stops, giving a vast spectrum of tonal colours, was installed on 8th August 2018 and was put through its paces and came out with flying colours. Organ2 showcases the organ for its ability to combine with other instruments through a programme of duets featuring popular pieces from the world of Classical music and beyond. Each player also performed an organ solo, Andrew A Trumpet Minuet by the blind organist, Alfred Hollins, a cheerful tune whose contours follow the notes available on the natural trumpet, using the fine solo stops on our new organ; Stephen performing Fiat Lux (Let there be Light) by the French composer Theodore Dubois, a piece using the full resources of the organ building gradually from very soft ppp to as loud as possible ffff!All the arrangements were hugely varied and presented a wide range of characteristics, timbres, voices and moods. There were a number of well-known tunes with exciting arrangements.
Bach’s complete Trio Sonata number 1 in E flat was brilliantly executed. The two Irish reels played on the tin whistle were great fun and the jazz-études were wonderfully playful. The encore item was Hornpipe Humoresque by Noel Rawsthorne played to honour the composer who had died less than two weeks earlier. This is a humorous piece based on the Sailor’s Hornpipe.A big thank you to these exceptional musicians for a brilliant concert. So many people have said how much they enjoyed it. I had told people to expect a great evening and a musical treat but it surpassed my expectations. The bonus is that it raised a good sum for church funds and was enjoyed by an audience of over 70. Stephen Tanner returns on 30th March at 7:30pm for an evening of choral dexterity from sacred to jazz with the renowned female vocal ensemble, ISCA Voices, the ex-girl choristers of Exeter Cathedral. In 2017 the choir on a tour to Paris performed in prestigious venues including the Cathedral Notre Dame de Paris and L’Eglise de La Madeleine. In 2018 they toured in Rome and sang at a Mass in St Peter’s Basilica. VILLAGE HALLANNUAL GENERAL MEETING The village hall charity will hold its AGM at the hall on Tuesday 26th March at 7.30pm. As usual this will receive the annual financial report, reports by officers and endorse trustees (from village organisations and co-opted) to run the hall for the next year. There will be refreshments afterwards, a chance to discuss how the hall should develop, and (perhaps?) for you to volunteer to help the hall’s operations.Don Mildenhall

FLOOD RESILIENCE GROUPThe Environment Agency is continuing their important work to upgrade our flood defences in lower Lympstone. The work by Bridge Engineering to reinforce the car park wall, which provides protection for the Village from the floodplain, is going well. The piling for the new foundations of the wall is now completed and brick work has commenced. Later this month work will start on modifications to the Brook retaining wall in Chapel Road; we hope there will be minimum disruption to traffic flow at that time, but please check the the Lympstone website for further updates later this month. Television and RSC actress Teresa Banham has appeared in Dr Who. She will also being doing some time travelling when she appears in Lympstone Church on 22nd March as the 12th century nun, Hildegard of Bingen.
Hildegard was an amazing woman, who wrote some of the most beautiful music from mediaeval times. Her wonderful songs will be performed by the early music ensemble The Telling. Hildegard herself (played by Teresa Banham) will tell us about her extraordinary life, in which she was destined to become the most celebrated woman of her age.
THE NUN’S STORYShe was a naturalist, a playwright, a poet and a composer, and founded a monastery. She called herself “A feather on the breath of God”. Apart from all her music, she wrote two books on natural history and medicine (Physica and Cause and Cure), and the first ever morality play.
Her book of visions occupied her for ten years, and this performance of her music by The Telling is called The Vision. It promises to be an evening of candlelight, atmosphere and music, taking the form of Hildegard’s imagined testimony.
Hildegard’s part is written by Clare Norburn, who wrote the script for Beethoven when he also appeared in Lympstone Church to introduce his string quartets, played by the Dante Quartet two years ago. The Dantes will be returning on 7th June with a programme of quartets by Haydn, Debussy and Szymanowski.
The Hildegard of Bingen concert begins at 7pm on 22nd March, and tickets at £12.50 can, as ever, be had from Demelza, or [email protected]. Payment by BACS is now available.

VILLAGE HALL BOOKINGS AND CHARGESMichael Wilkes has retired from managing the bookings for the village hall, after 13 years’ splendid service. Under his tenure, the hall has become ever more popular - bookings have more than doubled.To replace Michael, Caron Winter has become bookings coordinator, working with myself, Steve Morgan and Miles Freeman to do the many administrative tasks needed in a busy hall. Bookings should now be made via our website (see the Book Now button on the Bookings page), or by calling 01395 262640. We are now taking bookings to August 2020.We have revised charges and removed the distinction between ‘Event’ time and ‘Prep time’. This means our basic hire rates have reduced, and in some cases are now lower than in 2006. JENNY MOXOM: SCHOOL IN GAMBIAI’ve recently returned from a 10-day trip to The Gambia. Whilst spending some of my time on a beautiful sandy beach, I did take time out to visit a junior school up river.
The school was 179km from my starting point in Gunjur. A couple of very long bus journeys ensued, before I was met by my “taxi” – a donkey and cart – for the last short trip through the village. It was 35 degrees C.
The villagers were friendly, welcoming and cheerful, despite having nothing in the way of resources. The male teacher had been drafted in from Gunjur. The remoteness and poverty had been a shock to him too. He has been there for two years and is loved and respected by local villagers. He’s giving the children a chance to be educated.
The villagers are predominantly ground nut farmers. Their horses and donkeys appeared well cared for, currently having time off until the planting season (which starts when the rains come) when they will be put to work ploughing the fields.
The teacher, Pa Dodou Janjue, has had to learn their language as he is Mandinka and they are Fula. He is dedicated beyond belief, having built the school with the help of half of the village
men, without any government funding. The school is the size of a portacabin! It houses 48 pupils who sit on the floor for lessons. His wish to me was that each child could have an exercise book for each subject. Currently they have one book each. At the front is English, in the middle Maths, with a third subject in the back.
I would like to fulfil his wish, and also send some money to pay for tables and chairs to be made locally. I’ve been sending clothes and goods to Gunjur for some years, and after a meeting with a local friend of mine, the teacher has been taking these clothes to the remote school village. I saw a man wearing one of my husband’s old shirts!
There are three pupils who are speech impaired. I’m hoping to get some signing books from our local Deaf School, to help them learn a way to communicate. The village is predominantly Muslim, with some Christians, all living happily together.
The houses that I visited were incredibly poor. Some just had mattresses on the floor for beds, and the teacher’s room was the same. They all work hard, and seem grateful for what they have. I don’t want to change their world, just make it a little more comfortable.

New members and guests were welcomed.Our speaker at the meeting on 6th March was Valerie Sutherland who regaled us with her experiences of a career in acting. Beginning with her days at drama school in Manchester through her Variety Theatre and TV days to joining a Repertory company, constantly travelling and rehearsing; there were a couple of lapses ‘into character’ for some story telling. Val managed to describe the glamorous and the inevitably more mundane side of being ‘On the Stage’. A vote of thanks to Norma and her team were proposed for the hugely successful curry lunch.The Spring Council meeting in Torquay and the Group Meeting in Exmouth are imminent.

HARBOUR MATTERSThe annual craning of boats from the Harbour hardstanding to the brook is planned to take place on Saturday 6th April 2019 from dawn. As this is a potentially hazardous operation, all public access to the Harbour will be denied during this time. LYMPSTONE HISTORY SOCIETYThe East Devon Detectorists gave us a fascinating insight into metal detecting, the discovery of the Seaton Hoard, and the regulations around the notification and sharing of ‘treasure’ finds. They are always on the lookout for new fields to explore, so do contact them if you have a suitable area. Formal groups like this declare and share the profits from theiir important finds.Our next talk will be on Thursday 21st March when Tony Burges will be telling us about The Jurassic Coast and its Hinterland, a UNESCO World Heritage Site. IN MEMORYIt is with sadness that we announce the passing of Mrs Jackie Clarke, on February 12 th,after a short illness. Jackie was a co-founder of Lympstone Tennis Club, formed in 1980’ when she was living in Underhill Crescent, Lympstone, and was the first Chairman of the club. She still had many connections with and friends, in the village, even though her latter years were spent in Woodbury.
