One more for Jacor in the Portland, OR market, as it will eventually score its third FM (and fifth station overall) there. It will be a 105.9 MHz class C facility licensed to nearby Vancouver, WA. This one's coming from the rugby scrum of settlement agreements, and here's how it will work: Jacor has entered into a binding agreement with Smith Broadcasting to purchase the CP. Jacor has paid Smith a non -refundable $200,000 and placed another $2 million in escrow pending closing. Then -- Smith entered into a settlement agreement with the dozen or so other competing applicants for the CP. That agreement is worth about $18.4 million, and Jacor is providing Smith with the cash. Jacor already owns AC /talk KEX (1190 KHz), news - talk KEWS (620 KHz), and CHR KKRZ (100.3 MHz), all Portland, and AC KKCW (103.3 MHz) in Beaverton, OR. PORTALS PROBLEMS. . . NEW STICK VALUE FOR PORTLAND: $20.6 MILLION. One more for Jacor in the Portland, OR market, as it will eventually score its third FM (and fifth station overall) there. It will be a 105.9 MHz class C facility licensed to nearby Vancouver, WA. This one's coming from the rugby scrum of settlement agreements, and here's how it will work: Jacor has entered into a binding agreement with Smith Broadcasting to purchase the CP. Jacor has paid Smith a non -refundable $200,000 and placed another $2 million in escrow pending closing. Then -- Smith entered into a settlement agreement with the dozen or so other competing applicants for the CP. That agreement is worth about $18.4 million, and Jacor is providing Smith with the cash. WASHINGTON THIS WEEK Speaking of money and the FCC: President Clinton's proposed budget would give the Commission about $213 million in the next fiscal year, an increase of $26 million. Some of that money would be earmarked to pay for the Commission's relocation to The Portals.

The Commission issues its first renewal- with -EEO fine in a couple of weeks. It renews the license of Valley Communications' AC /talk WFXW, Geneva, IL (1480 KHz), and denies the Petition to Deny filed by the Rainbow -PUSH Coalition. But the FCC does mete out an $11,000 Notice of Apparent Liability and renew WFXW's license with reporting conditions. (FCC No. 98 -16)

Just how is this expanded -band AM thing supposed to work? M Street's been doing some digging, and here's what we found: First, expanded -band AM grants DON'T count against your local ownership limit. (Expanded band runs from 1605 KHz to 1705 Khz; all new radios should have it.) M Street noticed the recent grant to CBS -owned KHVN, Ft. Worth (970 KHz) for a 1630 KHz expanded -band facility, and counted (fingers and toes) up to 9. That's one over the local ownership limit for Dallas -Ft. Worth. But it turns out that FCC rules specify that expanded -band AMs don't count against the local ownership limits. After all -- within 5 years of the grant of the CP, the licensee must surrender either the lower -band or expanded -band license. Other key points about expanded -band: There's no requirement (or prohibition) on the subject of simulcasting the lower -band station. Normally you can't simulcast a same -band pair of stations in the same market. The FCC is indeed issuing separate calls for expanded -band (unless you make a specific request); that should make tracking easier. Licensees CANNOT split ownership by selling either station. As for LMAs: M Street knows of 2 right now (at WJDM, Elizabeth, NJ [1660/1530 KHz] and WCMQ & WNMA, Miami Springs, FL [1700/1210 KHz]). The FCC is studying a Request for Declaratory Ruling on LMAs for expanded -band. Looking ahead: There have been several false starts in expanded -band, and it's possible the FCC's current plan could hit some turbulence in the skies over D.C. It's already in front of the D.C. Circuit Court of Appeals defending its handling of pre- existing TIS (Travelers Information Service) stations.

The action looked like the back alley at a middle Eastern bazaar, as competing applicants for new CPs bid and bargained like crazy. M Street counted dozens of applications for approval of settlement agreements, just prior to the January 30 cutoff date. In cases of some particularly desirable CPs, the money got into the seven figures. This week's M Street Journal lists the latest requests for you.

The NAB fires another salvo at pirates: This time it files a friend of the court brief supporting the government's seizure of a pirate's broadcasting equipment. Minneapolis unlicensed operator Alan Freed continues to wage a public fight on behalf of micropower broadcasters. The NAB says it's a simple case: "Pirate radio broadcasters are illegal. Period."

Looks like Bill Clinton is a fan of CPB and NPR: But even though his proposed budget calls for nice increases in funding, National Public Radio CEO Del Lewis says he's concerned that the government may be underfunding the coming transition to digital radio and TV. NPR says "Public radio's portion of the cost is estimated at $50 million for transmission only."

M Street notes the passing of 84- year -old communications attorney Harry Morris Plotkin. He was involved in many of the key telecom issues of the last few decades -- most notably the famous "7 Dirty Words" case involving the George Carlin routine. Plotkin argued that the comic routine should have been legal under federal law. He lost, but fought the good fight.

CANADA THIS WEEK More commercials, more often? The CRTC approves the Canadian Broadcasting Corporation's request to raise the commercial limit for its national English - language specialty "Newsworld" programming from 8 minutes an hour to 12. CBC also gets approval to broadcast an additional 30- seconds per hour of unpaid PSAs. (CRTC Decision 98 -28)

CANADA THIS WEEK (cont'd) Some additional programming for French speakers in Canada -- and specifically those in the Arcadian community, as the CRTC okays the ARC group's application for a national network license aimed at French and Arcadian community stations. The format would be available 24 hours a day, with stations picking up what they choose. The new network license expires August 31, 2004. (CRTC Decision 98 -23)

M Street notes that Howard Stern has some protective Canadian culture -watchers in near -panic, thanks to overnight successes in Toronto and Montreal. Council of the Canadians Chair Maude Barlow cautions that if something isn't done to staunch the flow of American programming across the border, Canadians will be hearing "All Howard, all the time." Heritage Minister Sheila Copps is even talking in terms of expanding the "Can -con" concept to movie theatres, to keep Canada Canadian. It looks to M Street as if Howard Stern has already moved the margins of Canadian discourse and culture -- whether you like it or not.

ELSEWHERE Utah owner Simmons is adding a fifth FM to its Salt Lake City cluster, as it finally persuades Jim Facer and J.C. McNeil (a local concert promoter) to part with their modern rock KXRK, Provo (96.3 MHz). In the Salt Lake Tribune, Facer (the station's GM) compares independently owned stations to the unicorn: "They are no more." He seems to be satisfied that he's selling to a local owner instead of a big consolidated group. Simmons can now pair modern rock "X -96" with its classic hits KRSP -FM, SLC (103.5 MHz), oldies KMGR, Tooele (92.1 MHz), soft AC KSFI (100.3 MHz) and (soon) modern AC KQMB, Midvale (102.7 MHz). That's just the FM side. Simmons also owns adult standards simulcast KDYL, SLC (1280 KHz) and KDYL, Provo (960 KHz).

Capstar actually LEAVES a market -- usually it's adding them. In this case, it's taking the bus out of the Ocean City, MD- Salisbury, DE market by selling its two FMs there to Cumulus. The stations: modern rock WOSC, Bethany Beach, DE (95.9 MHz) and country WWFG, Ocean City, MD (99.9 MHz). M Street notes that Cumulus has begun an LMA.

Capstar is also buying one of the few college -owned FMs left in the commercial band -- KUAB, Fairbanks, AK, from the University of Alaska for $205,000. It's a 104.7 MHz facility that once was the University's main outlet for news and classical programming; now that format's been relocated in the NCE neighborhood at KUAC, Fairbanks (89.9 MHz), which frees the school to sell off the 104.7 MHz KUAB. Capstar's "Pacific Star" operating subsidiary owns country KIAK -FM (102.5 MHz), news /talk KIAK (970 KHz) and AC KAKQ -FM (101.1 MHz), all licensed to Fairbanks, deep in the interior of Alaska.

"Schwartz" is a name M Street is seeing on many deals these days, and it belongs to former Wilks- Schwartz principal Michael Schwartz, who's operating through various investment groups. The Schwartz -led "Capitol City Radio Partners" is buying a couple of stations in the Tallahassee market: country WAIB, Tallahassee (103.1 MHz) and classic hits WWFO, Lafayette, FL (99.9 MHz). Both FMs are coming from affiliates of Catamount for a total of $3.75 million. Brokers: Scott Knoblauch and George Reed of Media Services Group.

Entercom is the Philadelphia -based private group that's been terrifically active in selling /swapping /trading stations so that it's strong in its remaining markets. Its smallest market now would be Gainesville, FL, where it's just bought adult progressive WRRX, Micanopy, FL (97.7 MHz) from David Gregg III's Gator Broadcasting. Broker is Donald Clark. Entercom already owns country WKTK, Crystal River, FL (98.5 MHz) there.

Raul Alarcon's Spanish Broadcasting is mostly a large- market player (with 2 FMs in New York). But last week SBS entered the important Hispanic market of San Antonio with the purchase of Tejano KRIO -FM, Floresville, TX (94.1 MHz).

Former WILD, Boston General Manager Monty Bowens is buying talk WMSX, Brockton, MA (1410 KHz), and that action has Bostonians wondering if he'll take the station urban. Boston is the only top -10 market that doesn't have a full -time urban outlet (WILD, at 1090 KHz, is a daytimer). Price for WMSX: $410,000. Seller is Don Sandler's Metro South Communications.

Veteran urban programmer Steve Hegwood (now VP /programming for the Radio One group) buys his own stations in the Albany, GA market. They are classic rock simulcast WRXZ, Sylvester, GA (106.1 MHz) and WFFM, Ashburn, GA (105.7 MHz). Sellers are K &B Broadcasting (WRXZ) and WFFM, Inc. Price: $650,000. Brokers for the sellers are Media Services Group's John Willis and George Reed.

The most recent purchases: country WWKJ (93.3 MHz) and talk WBEX (1490 KHz), both licensed to Chillicothe. Jorgenson Broadcast Brokerage assisted the deal with seller Pearl Broadcasting. Then there's station #55: Staggs Broadcasting adult standards WIZE, Springfield, OH (1340 KHz). It sold for $525,000 and Jay Meyers brokered.

In the Des Moines market, Jacor is acquiring easy listening KMXD, Ankeny, IA (106.3 MHz) from V.O.B. Broadcasting. Pricetag: $3 million.

$13,646,000,000 is the RAB's final figure for 1997 radio revenue. (Keep these numbers handy, for when you talk to the local newspaper writer.) The RAB says local revenue rose 9 %, to $10,741,000,000. National revenue looked even healthier, with a 15% gain to $2,407,000,000. The rosy picture even extended to network radio, which has looked pretty anemic lately. Network radio advertising rose 7% to $498 million.

Stevie Wonder may BELONG to AFTRA, but when it comes to his own employees at urban AC KJLH, Compton, CA (102.3 MHz), he's "management." The L.A. Times (and M Street) reported a couple of weeks ago that there was considerable sentiment among employees to hold an AFTRA election. Wonder (who owns KJLH through his TAXI Productions) circulated a letter suggesting that he didn't favor an AFTRA union at KJLH. The latest is that KJLH employees have apparently decided to let Wonder have his own way, and drop the unionization effort.

The man who's arguably been the single most successful radio broker of the 90s said what Michael Jordan just said -- "I'm done." Bill Steding, one of the three founding partners in Dallas -based Star Media Group, says he's hanging it up as a broker. (Unlike Jordan, that doesn't mean he'll be playing more golf.) Steding is joining colorful and savvy group owner /operator Frank "Bo" Wood and former KTCK, Dallas owner Spence Kendrick in a new investment company called "The Darwin Group." Steding and Kendrick will manage the day -to -day, with Wood chairing the investment committee. Darwin will look beyond radio, and be open to all kinds of "media and entertainment" investments. Back at Star Media, Paul Leonard and Peter Handy will continue to work on deal -flow.

NABET narrowly wins an election at National Public Radio -- very narrowly. The tally was 39 to 37 -- a squeaker. The NLRB ordered the election after the National Association of Broadcast Employees and Technicians filed a petition for recognition. NPR CEO Del Lewis promised to work with the new union in good faith. National Public Radio's non -supervisory and editorial staffers are represented by AFTRA.

You just re- financed your mortgage, maybe? Florida -based Root Communications has just completed its own refinancing, worth $85 million. $65 million was in senior debt (through Bank of Montreal and SunTrust) with another $20 million in equity (from Fleet Equity Partners). Communications Equity Partners' Jose Echevarria and John Morrison represented Root.

Anybody see Alfred Hitchcock around Wichita? He could've been shooting a sequel to "The Birds ", and it certainly was a scary sight as up to 10,000 Lapland longspurs killed themselves on the guywires near some radio towers. Nobody's quite sure why it happened, though the weather that day (January 22) was very snowy and foggy. One theory is that the lights on top of the towers attracted the birds, then they started circling the towers, and smashed into the guywires. Biologists are studying the remains now for clues.

M STREET BAZAAR: PEOPLE. . .PEOPLE, PRODUCTS, AND PROGRAMMING Superadio and WCRB have moved the launch of their new "Hit Classical Radio" format up to Wednesday, February 9. It appears to M Street that they've wrapped up pretty much all the stations that formerly used the Sony -syndicated SW Networks classical format. That's probably not good news for WTMI, Miami owner Woody Tanger, who's been working on syndicating his own classical music format.

The National Religious Broadcasters convention is over (with attendance over 4,600), and the NRB's Brandt Gustayson says the annual meeting has now outgrown the Sheraton Washington Hotel. The final session was keynoted by (future presidential candidate ?) Elizabeth Dole, and featured acoustical sets by Amy Grant and Michael W. Smith. Coming up: The NRB's holding its fourth annual breakfast in conjunction with the Spring NAB in Las Vegas (on April 8, at the Las Vegas Hilton). And next year's "NRB '99" will be at the Opryland Hotel in Nashville. Dates: January 30- February 2.

The twist for 1998 is that BMI artists in country, urban, AC, CHR and rock genres will actually do voiceovers about how great radio is. The package ships in mid -year. First BMI artist is gravel- voiced Isaac Hayes (who's also the morning personality at WRKS, New York).

Jacor continues its buying spree of independent program producers: It's acquiring the "Hot Mix Radio Network" from Andrew Starr (which produces a total of 7 weekly shows) and the production library called "Invasion." Both acquisitions become part of Jacor subsidiary Premiere Radio Networks, and Hot Mix's Andrew Starr takes the title of "Vice President" at Premiere.

Now HERE's a niche specialty show: a proposed show dedicated to the stuff they used to dance the Lindy Hop to. It's coming back, Street Journal reports that the growing club scene is about to give radio show, produced by Swing Time Magazine publisher Michael Moss. to debut this Summer. (M Street will track down a phone number as finished doing the next two dances -- boy, are WE out of shape!)

A new Interep study compares the deregulation of utilities to the avalanche of marketing that came when long distance telephone services were deregulated. PIRATES DELIGHT. . . " Microradio" -- It is an idea whose time has come? The Commission issues a real live Rulemaking on a microradio proposal by Nickolaus and Judith Leggett of Reston, VA. They filed last July, asking for licensing of a new class of very low power radio. Their proposal: One watt or less, maximum antenna height of 50 feet and coverage area of about a mile. Their Petition was handled by attorney Donald Schellhardt of Waterbury, CT, and would require amendment of the AM and FM service rules, designating one AM and FM channel for a microradio service. Licensing would be by "first -in random selection ", and would require a minimum operating schedule and some minimum technical requirements. This is what many current "pirates" have been pleading for, feeling their voice has been silenced by the new giant radio ownership groups. The NAB has traditionally argued that such a new service would potentially cause interference and complicate the introduction of in -band, on- channel Digital Audio Broadcasting; there was no immediate reaction last week from the NAB on this particular rulemaking. Interested parties have 30 days to file comments on the Leggett proposal. (Rulemaking No. 9208, issued February 5, 1998. Report No. 2254)

HOLA, SEÑOR HICKS. More than 300 radio stations, based in Texas -- but Capstar doesn't own a single Hispanic radio station. Until now, that is. It's buying Corpus Christi -market tejano KSAB, Robstown, TX (99.9 MHz) and regional Mexican KUNO, Corpus Christi (1400 KHz), from KDOS, Ltd.; seller is a partnership between Tichenor Media Systems and KDOS, Inc. Most of the Tichenor holdings have been merged into Heftel, but this partnership formed in 1989 stayed with Mac and the family. Capstar is acquiring the pair for just about $3 million. Capstar already owns rock KNCN, Sinton, TX (101.3 MHz); AC KMXR, Corpus Christi (93.9 MHz); country KRYS -FM, Corpus Christi; and Radio Disney affiliate KRYS, Corpus Christi (1360 KHz).

WASHINGTON THIS WEEK The FCC as soap opera? Suddenly the Commission is a lightning rod for congressional criticism and even some internal squabbling. Case in point: Senators John McCain (R -AZ) and Conrad Burns (R -MT) are drafting legislation that would specifically prohibit the FCC from requiring radio and TV stations to give free airtime to political candidates. McCain even says the FCC, as a regulatory agency, would be "overstepping its authority." Then Louisiana Republican House leader Billy Tauzin weighed in and wanted to pass a "sense of Congress" resolution against the Kennard crusade for free broadcast time. And in his own building, FCC Chairman Bill Kennard has encountered immediate opposition from new GOP seatholder Harold Furchtgott -Roth. Mr. Furchtgott -Roth -- he's the guy who has 5 kids and doesn't own a TV, remember -- also blasted the FCC's ballyhooed regulatory review of its own rules, calling it a "paper shuffle." He also claims he was left out of the review process, which Kennard denies. The 1996 Telecommunications Act requires a biennial review of FCC rules.

Also coming out against "forced speech" free airtime for political candidates -- the National Religious Broadcasters. They adopted a number of positions in last week's business meeting in Washington, and one of them decries President Clinton's call for the FCC to require free airtime for candidates. Among the NRB's arguments: Many candidates don't take advantage of time they're already offered in debates and public affairs time. And free time would lead to more negative advertising, which turns off the electorate.

DAB -- Digital Audio Broadcasting -- has popped back into the headlines, courtesy of a February 10 meeting at Electronic Industries Association headquarters in Washington, D.C. M Street Journal readers know that CBS and Lucent are cooperating on the development of a new in -band, on- channel system for DAB. Suddenly, it's a two -horse race again, as new rival Digital Radio Express surfaces and asks the DAB /NRSC committee for approval of its testing schedule for ITS proposed new DAB system. DRE is based in Silicon Valley, and says it's progressed to the point that it's got hardware ready for testing. The NRSC committee has indeed been reactivated, and M Street will be watching the proceedings. Meanwhile, USA Digital also made a presentation at the February 10 gathering, and continues working its own testing protocol. (USA Digital is moving soon, from its Linthicum, MD headquarters, near Baltimore -Washington Airport, to new space in Columbia, MD.)

WASHINGTON THIS WEEK (cont'd) Yet another pirate operating near an airport got a visit from the FBI and the FCC: The Commission says there was "severe interference to air traffic control frequencies" caused by an unlicensed radio operation near the San Juan International Airport in Puerto Rico. The Commission likewise busted unlicensed operators near a couple of Florida airports late last year.

Two new indecency releases last week -- but both were very old news (from 1992 and 1994), and M Street believes we're seeing the FCC clean out the files and dispose of old business. In one, it reduced the $12,500 Notice of Apparent Liability against Agape Broadcasting Foundation to $2,000, based on the KNON, Dallas licensee's showing that it had dealt promptly with the program producer who allowed the airing in afternoon drive of a song called "I Want To Be A Homosexual." In the second case, it's vowing to track down a previous owner of KKLZ, Las Vegas who hasn't paid an $8,000 NAL issued back on August 19, 1994. The licensee, now apparently out of business, was Southern Nevada Radio, Inc.

A former station employee who's been making filings against his old employer for about 20 years has gotten a rare and strong rebuke from the Commission. He's Vincent Hoffart, Sr., and the full Commission is backing up a staff decision that found he's been attempting to "cause delay and economic injury to a former employer." Hoffart worked for KISW, Seattle until the late 1970s, under then - owner Kaye- Smith. He left, and since then has persistently leveled charges against KISW and Kaye- Smith, including an early -1980s allegation that Kaye -Smith was getting favorable treatment because of Danny Kaye's friendship with then - President Reagan. Last week's full -commission finding denies Hof fart's Applications for Review and warns him about abusing Commission process, in a case involving license renewal of KISW.

It's not quite the Olympics....but the FCC will be represented at an important international gathering called the 1999/2000 World Radiocommunications Conference. It's moved responsibility for WRC -99 from the International Bureau's Satellite and Radiocommunication division to its Planning and Negotiations Division, led by Richard Engelman. Damon C. Ladson will supervise the FCC's WRC -99 preparations. And on the outside -- Skadden, Arps partner Toni Bush will chair the FCC's Advisory Committee, which had its first meeting on February 10 at the Commission.

Rounding up some other license -related action at the Commission: It cancelled applications for renewals of these four stations: WNJW, Franklin Lakes, NJ (88.7 MHz), per attorney's request. KGNN (AM), Cuba, MO; WIFM (AM), Elkin, NC; and WFXX, South Williamsport, PA. And in a case involving the burned -out KHNC, Johnstown, CO (1360 KHz), the FCC has reinstated its license. The reinstatement was unrelated to the station's publicized blaze; KHNC is now back on the air.

ELSEWHERE The mammoth merger of CBS with American Radio Systems is likely to happen in March, and ahead of that, ARS and CBS have filed to place 12 of their combined stations in a trust run by veteran broadcaster Bill Clark. The stations are in San Francisco, Boston, Baltimore and Sacramento, and M Street believes that CBS still hasn't decided which stations it will spin off because of DOJ or other considerations.

Group owner Del Reynolds sells all 9 of his northern Michigan stations to Chicago - based Calibre Communications, for $7 million. The Reynolds group is mostly around the Petoskey /Cheboygan and Traverse City /NW Michigan markets. The stations: standards WCBY, Cheboygan (1240 KHz). Classic rock WGFM, Cheboygan (105.1 MHz) plus simulcast partner WGFN, Glen Arbor (98.1 MHz). Jazz WLJZ, Mackinaw City (94.5 MHz). Oldies WIDG, St. Ignace (940 KHz). Country WMKC, St. Ignace (102.9 MHz). Classic rock WCKC, Cadillac (107.1 MHz). Jazz WJZJ, Glen Arbor (95.5 MHz). And jazz WAVC, Mio, MI (93.9 MHz).

Pittsburgh -based group owner Burbach files to acquire a couple of more stations in the Parkersburg -Marietta market: Dailey Corporation's country WHCM (99.1 MHz) and standards WADC (1050 KHz). Burbach now owns three stations on the West Virginia - Ohio border: hot AC WXIL (95.1 MHz), country WXKX (103.1 MHz) and talk WKYG (1230 KHz). All five stations are licensed to Parkersburg.

ELSEWHERE (cont'd) More Radio Disney coming to the airwaves, via new group owner Hibernia? M Street notes that Mike Craven and Jim Thompson just filed to acquire their third AM in New England, and their fifth AM in the U.S. So far, their track record would lead M Street to speculate that they're going to put the syndicated Radio Disney format on it. The station: WRDM, Bloomfield, CT, (1550 KHz) in the Hartford market. It's currently doing a mix of Spanish -Tropical, Spanish religion and ethnic. Seller is Ital -Net Broadcasting.

Capstar's also buying additional properties in Lufkin, TX: talk KSFA (860 KHz) and classic rock KTBQ (107.7 MHz); they're both licensed to Nacogdoches, TX, and are being sold by George B. Wilkes III. Capstar's other Lufkin -area stations: country KYKS, Lufkin (105.1 MHz) and CHR KAFX, Diboll, TX (95.5 MHz). They'll go into Capstar's "GulfStar" unit, and there is an LMA prior to closing.

Maybe the tourists could help file CDs at the radio station and cut commercials -- Phoenix Media Group is buying the only commercial radio station in coastal Alaska Seward. It's KSWD (950 KHz), and it's been silent. Population of Seward is about 3,000, but it sees gazillions of tourists pouring off those popular Alaska cruise ships. That must be where Phoenix Media is planning to make its money.

Jacor buys again in Idaho. This time, it's religious "Cross Radio" KRSS, Chubbuck, ID (98.5 MHz), in the Pocatello market. Seller is CSN International, and the price is $800,000. Jacor's other area stations include oldies KPKY (94.9 MHz) and sports KWIK (1240 KHz), both Pocatello; and talk KID (590 KHz) and country KID -FM (96.1 MHz), both Idaho Falls, ID.

The "Zimmer" name just keeps spreading across the Show -Me state: Zimmer Radio of Mid -Missouri files with the FCC to buy CHR KTXY, Jefferson City, MO (106.9 MHz) and country KLIK, Jefferson City (950 KHz) from Central Missouri Broadcasting. And MVP Radio, which M Street believes is associated with two Zimmer brothers no longer involved with Jerry Zimmer's big Missouri group, is acquiring country KATI, California, MO (94.3 MHz).

While we're writing about Zimmer -- Zimmer Broadcasting is adding another pair of stations around Jefferson City, MO: country KFAL (900 KHz) and oldies KKCA (100.5 MHz), both licensed to Fulton, MO. Seller is Ken Meyer, and the price tag is $500,000, in a deal that was brokered by Ralph E. Meador.

Turn on that computer and listen to the radio: M Street suspects that in- office listening has already been affected by stations webcasting their signal. Specifically, we think it could already be benefiting stations with added workplace listening where their broadcast signal is problematic. (Are you listening, Mr. Limbaugh ?) Now along comes consultant BRS Media, which tracks webcasting, and it claims 576 U.S. and Canadian licensed radio stations are now webcasting their signals 24 hours a day. It counts another 403 international radio stations, 32 radio networks, and 91 Internet -only virtual radio stations. USA Today (February 9 edition) did a big profile on satellite radio company "CD Radio." Coverage like that could help CD Radio (and rival American Mobile) sell their radio - from - the -sky idea to the motoring public. Among the highlights in the USA Today feature: 50 signals, beamed from studios being built in the New York metro. Programming "beamed to a silver -dollar -size antenna on the rear window of the subscriber's vehicle." Subscriptions will cost $10 a month, plus a one -time charge of $200 for a radio card that fits into the vehicle's cassette or CD player. Consumers "can install both in seconds." Couple of quotes from CD Radio's David Margolese: "Our mantra is: 'Radio is to the car what television has been to the home." And "The ultimate market is the new -car market. Whether it's cellular phones or FM radio, Detroit will watch the success of a product in the aftermarket and then slowly migrate the product into their product lines."

From the overseas wire: Hungary media baron Janos Fenyoe was killed in an apparent professional hit job when a young man fired 10 bullets into his Mercedes - Benz, killing Fenyoe on the spot. Among his other media interests, he published Hungary's TV and Radio guide (though he made his first money in the 1980s publishing calendars picturing scantily -clad women). Fenyoe was 43 years old.

ELSEWHERE (cont'd) In Poland, the government can order you to run fewer spots on your station -- and you have to do it. It can also force you to go commercial -free on public and religious holidays and even weekends. The National Radio and Television Council proposed those and other restrictions as part of a new national debate on public radio and TV in Poland; they're called "public ", but they depend heavily on advertising -- too heavily, says the Council.

And now, oy vey, we've got pirate radio operators in Israel -- and they're Orthodox Jews. AP says Israel has about 40 illegal radio stations with rabbis asking for money and offering (says the AP) prayers for protection against auto accidents and Scud missiles. The stations started appearing during the 1991 Gulf War, when rabbis declared that Orthodox Jews could listen to the radio to hear warnings of missile attacks. They're illegal -- but nobody in the Israeli government wants to raise the wrath of the powerful and growing Orthodox community, so the stations operate very much in the open. Secular Meretz Party leader Amnon Rubinstein says in the next big election, the pirate stations "will be a very important tool. Every rabbi has his own station." One thing may lead to a crackdown -- interfering with the military. The Army learned last week that several of its own emergency frequencies have been hijacked by pirates; it raided two religious stations the day after an emergency drill.

And speaking of religion and radio: Focus on the Family's Dr. James Dobson is considering taking a leave of absence from the Colorado Springs -based media giant to spend more time on political advocacy -- so as not to threaten the non -profit status of Focus. That's according to the New York Times, which got a tape of an hour -long speech Dr. Dobson made in front of the private Council for National Policy. The Times says Oliver North, Pat Robertson, businessman Holland Coors and congressmen Dick Armey and Jesse Helms were in the audience. The thrust of Dr. Dobson's remarks: the Republican party has betrayed conservative evangelical voters, and he might just lead a walkout. No official word from Focus on Dr. Dobson's plans, or how it would handle his possible sabbatical. The Times estimates that "Focus" is heard by about 5 million people weekly.

He shoots, he scores! If you're looking for the NHL playoffs, Westwood One has the radio rights. First round of the playoffs begins Wednesday, April 22, with the Stanley Cup finals beginning Tuesday, June 9. Sam Rosen and Gary Green will call the games.

FCC TROUBLESHOOTING. . . Gambling on the SuperBowl? Computers open to hackers? An employee using an FCC computer to download possible child pornography? Those were the most serious problems identified in the just- issued semi -annual report of the FCC's Office of the Inspector General. The document also shows that the Commission has been moving to correct those problems plus a couple more (like a

subcontractor who overbilled for computer service who got nailed for two felony convictions, and a "potential post -employment conflict of interest violation" by a former employee). The FCC and relevant authorities are of course taking the matter of the child pornography incident very seriously. The Commission's own staff was delegated to see if its computers could be hacked into from the outside (they could), and then made sealed recommendations about fixing the problems. And as for the gambling -- there was apparently an office pool over a recent Super Bowl, and supervisors both condoned and participated. That's against Government regulations, and will result in "administrative action."

UNO, DOS, TRES. . . The syndicated Spanish "La Zeta" format is now joined by "La Buena" and "La Bonita" -- all produced by station owner and program producer Z Spanish out of its facility in Sacramento. "La Zeta" has been around since 1992, doing Spanish hits. But here come the two new formats: La Buena, which is

traditional Regional Mexican (think country) and "in the pipeline" about to launch. And La Bonita, which is "Romantic" Spanish AC, and either heard in or about to launch in Sacramento, Modesto, Seattle, Douglas (AZ) and Gallup (NM). Z Spanish does the three Spanish formats in conjunction with Jones Radio Network. Z Spanish executive Joe Espineta says the fast -growing Z Spanish group owns (or

will ultimately own) 25 stations, with another 28 stations airing one of the three syndicated formats.

WASHINGTON THIS WEEK Radio operators have always suspected that the Department of Justice favored ad agencies and advertisers -- and a recent speech by a top DOJ official in front of the American Association of Advertising Agencies would lend weight to that suspicion. Reid Horwitz asked the ad agency people to turn in proposed radio mergers that might be anti -competitive: "Talk to us when you have a concern." In fact, he even gave out the DOJ's phone number, just to make it easy. And he thanked ad agencies for helping supply information that helped the DOJ challenge and force restructuring in deals in 11 different markets. Horwitz also asserted that Justice has "established standards that much of the broadcast industry understands and appears willing to live by...And where they haven't...we have not hesitated to litigate." The RAB's Gary Fries probably felt like a Clinton supporter at a Paula Jones fundraiser when he spoke up on a panel. His point: if ad rates are going up, it's because of demand, not consolidation.

Not Ready For Prime Time: The Commission was supposed to vote to open a Notice of Inquiry on ownership, as part of its biennial review. But it pulled that item from the agenda for the February 19 Open Meeting, after the agenda had been announced. The word around M Street is that the Mass Media Bureau didn't quite have the item ready, but it's coming soon. (The item was No. 2: Review of the Commission's broadcast ownership rules and other rules adopted pursuant to Section 202 of the Telecommunications Act of 1996.) Several key ownership issues -- mainly cross - ownership of newspaper /radio and radio /TV -- have been growing mold for years. The Commission could seize this opportunity to address them.

If you're wondering where the big CBS /ARS, Capstar /SFX and Jacor /Nationwide mergers are -- they're still under the microscope. CBS either must spin or wants to spin as many as 20 stations, and in some markets (like Boston and the Bay area) it's got Department of Justice concerns. Same for Jacor and its proposed acquisition of the Nationwide radio group: Jacor is already a very big presence in Nationwide markets Columbus and San Diego.

Also at the FCC: The University of Northern Iowa's KRNI, Mason City, IA (1010 KHz) is granted a waiver of the Main Studio Rule.

ELSEWHERE Biggest deal of the week: Chancellor Media's $72 million capture of a prize that had long eluded executive Scott Ginsburg: the Washington, D.C. combo of standards WWDC (1260 KHz) and rock WWDC -FM (101.1 MHz). They're owned by three brothers in the local Bender family and until now, nobody's been able to get all three to agree to terms of a sale. They'll become part of a full eight- station cluster for Chancellor: AC WASH (97.1 MHz); soft AC WGAY (99.5 MHz); country WMZQ (98.7 MHz); oldies WBIG -FM (100.3 MHz); all- sports WTEM (moving in March from 570 KHz up to 980 KHz); and the new business - formatted station at 570 KHz.

In the Orlando market, Steve Lapa is buying religious WAJL, Pine Castle, FL (1190 KHz) from Daystar Ministries. Price: $1.2 million for the current "Love 1190." Blackburn's Bruce Houston is the broker.

Jacor -- which is already a Michael Jordan -size player in Denver -- just filed to acquire two more stations in the general vicinity. Those would be adult progressive KTCL, Ft. Collins (93.3 MHz) and standards KIIX, Wellington, CO (620 KHz). KTCL regularly shows in the Denver Arbitron. Both KTCL and KIIX had been in a limited Sales Marketing Agreement with Jacor, and Tsunami's original backing came from Jacor.

In one of the booming markets of Idaho, Clint Stennett decides he'll sell his modern rock KSKI -FM, Sun Valley (103.7 MHz) to competitor Alpine Broadcasting, which owns rocker KECH -FM (95.3 MHz), Sun Valley. Scott Parker's Alpine group is pursuing acquisitions in resort markets in the West. Broker on KSKI -FM: Media Services Group's Greg Merrill.

Florida bandleader Vic Knight decides that after 33 years -- it's time to sell his radio station. He programs the kind of music on WDBF, Delray Beach, FL (1420 KHz) that he plays in person (standards). Boca Raton -based Mitchell Rubenstein and Laurie Silver will acquire WDBF for $1.1 million in a transaction brokered by Bruce Houston and Joe Sitrick of Blackburn & Company.

New "Freedom Network" starts buying AM properties in or near major markets: Otto Miller programmed ethnic formats for Arthur Liu's WNWK, Newark, NJ (in the New York market). Now he's striking out on his own. He's buying Dallas- market KDFT, De Soto, TX (540 KHz), and just filed to acquire Atlanta- market WATB, Decatur, SC (1420 KHz).

ELSEWHERE (cont'd) The mysterious and fast - growing Cumulus group is buying two more stations in the Florence, SC market: country WHSC (1450 KHz) and oldies WHSC -FM (98.5 MHz), both licensed to Hartsville, SC. That deal is brokered by Michael Bergner. Cumulus has announced plans to acquire black gospel /urban AC WYNN (540 KHz) and urban WYNN -FM (106.3 Mhz) in a separate deal; they're both licensed to Florence.

Want to buy a station on Long Island? There aren't many -- but the NY Daily News reports that 75- year -old owner Jack Ellsworth is putting his adult standards WLIM, Patchogue, NY (1580 KHz) on the block. Asking price: $1.4 million.

Gee, who'd want to talk about MONEY in Las Vegas? M Street notes that current Spokane and Portland, OR money -talk owner /programmer KSBN Radio just filed to buy the CP for KZTY, Winchester, NV (620 KHz). Both KBNP, Portland (1410 KHz) and KSBN, Spokane (1230 KHz) program a money talk format, and we're betting -- 3 to 1

odds -- that KZTY will do the same when it gets on the air.

Dr. James Dobson's stirring speech at a private meeting of the Council for National Policy has left many people in the religious broadcasting world wondering what his plans are. The Focus on the Family founder made a blistering attack on the Republican party for betraying evangelicals who had helped elect the current Congress, and then suggested he's ready to lead a walkout from the GOP. There was even the strong hint that he might take a leave of absence from Focus to do overtly political work. That's because Colorado Springs -based Focus on the Family is non -profit, and open political activity could threaten its tax -free status. More than 5 million people a week listen to Focus programs, and that doesn't include Dr. Dobson's new non -religious family- advice show.

Another warning flag from the folks at Duncan's American Radio about a continuing slippage in radio listening. It comes from Jim Duncan himself, and it concerns APR. (That's Average Person Rating). APR is shown as a percentage of the population, and it represents radio's total audience in any given quarter -hour during the broadcast week. Here's what Duncan found, looking at all 170 continuous -measurements markets: the mean APR dropped from 15.91 in Fall 1996 to 15.71 in Fall 1997 -- a decline of 1.3 %. That finding tracks a similar analysis 6

months ago: APR levels slid from 16.2 in Spring '96 to 15.94 in Spring '97. This is the first time Duncan has done a Fall -to -Fall comparison. The Spring 1997 decline continues a pattern of the last several years. Earlier, J.T. Anderton and Thom Moon at Duncan identified 5 troubling factors they're seeing in radio: #1 Less marketing /promotion. #2 Some listeners' favorite formats have vanished from their market (like classical, soft AC or easy listening). #3 Erosion of "localness" on the local station. #4 Programming segmentation has gone too far, with formats too narrowly -targeted. And #5 Higher commercial loads. Duncan's: (513) 731 -1800.

In Corpus Christi, your window of "fame" isn't even 15 minutes -- it's more like SIX minutes! KZFM, Rockport, TX (102.3 MHz) finally returned to the air at noon on Saturday, February 14 after legal skirmishes with a competitor over its call letters and "Jamz" slogan.... then, just six minutes later, a 65- mile -an -hour wind knocked down power lines at its transmitter site and kept it silent for another day and a half. It finally got back on around midnight Sunday night. M Street Journal readers will remember that the former KXCC was doing classic rock, then went dark and returned as KZJM, playing "Jamz." Then it got hauled into court by competitor KZFM, Corpus Christi (95.5 MHz), and went off the air for more than a week. Now it's back as "The Beat" -- and still doing dance CHR. Oh -- new call letters too, after a succession of calls that included KZJM and KAJM. New call letters will be KBTE, according to PD Chris DeMarco. After all the legal proceedings, he's on the air doing a 10,000 -song launch, and limited by agreement to saying "Jamz" a maximum of 8 times per day.

L.A. radio reporter Richard Choi gets a relatively mild $2,000 fine from a Korean judge, and that hopefully ends the ordeal that began with his arrest just before Christmas. Choi was broadcasting from Korea for KBLA, Santa Monica (1580 KHz) when he was charged with libeling the company that programs a rival Los Angeles - market station. Choi faced a maximum of 5 years behind bars in a Korean jail.

ELSEWHERE (cont'd) There's only one FM translator in America that's rated by Arbitron -- and M Street notes that it's moving. That's because the 106.7 MHz frequency now occupied (at night) by WAMB, Donelson, TN (1160 KHz) has been elbowed aside by new sign -on WNPL, Belle Meade, TN (also at 106.7 MHz). So -- under proper STA authority from the Commission -- WAMB is moving its night -only FM translator to 98.7 MHz. The very existence of an FM translator for an AM station opens up a can of worms, and will likely be seized upon by the growing number of AM daytime operators who think they should be granted FM translators for nighttime broadcasting. M Street notes that Bill Barry got the original STA because of nighttime interference from Cuban signals. And as far as we know, it's the only FM translator that is rated by Arbitron (in the Nashville market).

M STREET BAZAAR: PEOPLE, PRODUCTS AND PROGRAMMING Oliver North is leaving Salem Radio Network after 3 years, and his current post - Rush 3 to 6 p.m. timeslot will be assumed by Seattle -based Michael Medved. M Street notes that the tide of talk radio has been flowing away from political talk toward a broader mix of current events, popular culture and politics -- and that describes Medved's current act on KVI, Seattle. Salem Radio Network President Greg Anderson also hires former KLIF, Dallas personality David Gold to handle the two hours just before Medved. (Gold is known as the "Conservative Freight Train" because of his blunt views.) YOU RUN IT, YOU SHOULD BUY IT. . . That's what Bloomington Broadcasting management just did. Management -led buyouts have been rare -- partly because aggressive new groups like Cumulus have huge warchests they can mobilize overnight. But the Ives - family owned Bloomington apparently let a select number of companies look at buying the group -- then allowed a new company led by President /CEO Ken Maness to actually take it. Financial details weren't disclosed because it turned out to be a private transaction. Financing was provided by Boston's M/C Partners and First Union National Bank. Bloomington has stations in Grand Rapids; Chattanooga; Johnson City- Kingsport -Bristol, TN; Columbia, SC; and Bloomington, IL. Bloomington was founded over 60 years ago by members of the Ives, Stevenson and Merwin families.

DO YOU BELIEVE. Religious broadcasters are getting a further EEO hiring break from the FCC, which should remove some ongoing problems many licensees have had. They'll now be able to take religious belief or affiliation into account when they're hiring for "non- espousal" positions. That means jobs like chief engineer or secretarial /clerical positions. Current FCC policy allows religious broadcasters to consider religion when hiring air personalities or show producers. The latest ruling broadens the policy to include many more station employees. Next question: How the Commission will define "religious broadcaster."

WASHINGTON THIS WEEK An amazing thing just happened at the FCC: FCC Chairman Bill Kennard makes a forceful argument about the Commission's authority to order broadcasters to give political candidates free airtime based on the public interest standard. (Those are his "preliminary views ", according to a 5 -page release.) The same day, Commissioner Harold Furchtgott -Roth releases the text of HIS letter to Democratic House leader John Dingell, agreeing with Dingell that the Commission has no such legal authority. President Clinton made a strong pitch for free (or still cheaper) airtime in his State of the Union address.

3 to 1 odds Bill Clinton loses in court on THIS one. He may be winning other court battles...but the Administration keeps losing on the issue of legalized casino gaming ads. This time it got shot down in the U.S. Supreme Court -- though this ruling affects only the 9th Circuit Court Valley Broadcasting case, and not the entire country. Monday (2/23/98), the Supreme Court rejected the Justice Department position that the Valley Broadcasting case should be remanded back to the 9th Circuit Court in San Francisco for more hearings. Justice claimed the court wrongly relied on a 1995 commercial- speech case involving the advertising of the liquor content of beer. It's a victory for casinos (and broadcasters who'd like to take their ads), but it's not the whole enchilada, since Monday's ruling didn't really touch on the merits of the case. Still -- the NAB says it's confident the Supreme Court will ultimately strike down the ban on a national basis. (U.S. vs. Valley Broadcasting, 97 -1047)

Micropower radio picks up more power -- M Street notes the filing of a very thorough Petition for Rulemaking by TRA Communications Consultants' Rodger Skinner, and it's the second one this month urging the FCC to create a new class of low -power FMs. The idea is just what many pirate broadcasters have been agitating for: a community -based operation that gives "power to the people ", to use the old phrase from the 60s. Skinner proposes that the FCC sanction a new class of Low Power FM operations, so that "for the first time, people of limited financial means [could] have a voice in broadcasting in America." He tells the Commission that he's not advocating unlicensed pirate stations, but notes that more and more people are risking lega]. trouble "just to be heard." Skinner's vision of LPFM /micropower is much bolder than the Petition for Rulemaking (RM- 9208) put out a couple of weeks ago. That one talked about allowing stations 1

watt at a maximum height of 50 feet. Skinner's proposing up to 3 kw at up to 328 feet, for a signal that would provide about 15 miles of coverage. To discourage consolidation, he'd have local ownership restrictions and require the owner to live within 50 miles of the station "to keep the big guys from grabbing the channels." Chicago TV owner Fred Eychaner has no trouble getting permanent waivers to add a couple of Chicagoland AMs to his WPWR, Gary, IN (Channel 50). They are ethnic WSBC, Chicago (1240 KHz), to be acquired from Diamond. And the silent WCFJ, Chicago Heights, IL (1470 KHZ, and currently in bankruptcy with Liberty Temple Full Gospel Church as Debtor -In- Possession). The Commission finds that WCFJ meets the "failed station" standard for a permanent waiver, and that the combination of WCFJ, WSBC and Channel 50 meets the Top 25 markets and 30 voices threshold. It also finds that the two same -service stations (WCFJ and WSBC) don't have overlapping 5 mV /m signals. M Street notes that WSBC will remain a great radio trivia answer for years. It's the answer to this question: What station was in a shared -time situation with no fewer than 3 different owners?

ELSEWHERE In Orlando, Cox buys one and sells one -- though the one it's acquiring is a Class A FM (its fifth one there) and the one it's selling is the 950 KHz WZKD, Orlando. It's doing both transactions with members of the Moffitt family. Deal #1: Cox acquires WTLN -FM, Apopka (95.3 MHz) from Thomas H. Moffitt, Sr.'s Alton Rainbow Corp., for $14.5 million. WTLN -FM is currently doing religion as "Joyful 95." Deal #2: Cox sells former Radio Aahs affiliate WZKD, Orlando (950 KHz) to Thomas H. Moffitt, Jr. for $500,000. M Street notes that Mr. Moffitt, Sr. retains another local AM: southern gospel /religion WTLN, Apopka (1530 KHz). As for Cox, here's what it will own in the backyard of Disney World: five FMs, including country WWKA (92.3 MHz); adult alternative WMMO (98.9 MHz); classic rock WHTQ (96.5 MHz); urban AC WCFB, Daytona Beach (94.5 MHz); plus the new WTLN -FM, in whatever new format Cox puts it in. Cox also has two AMs there: heritage news /talk WDBO (580 KHz) and standards WHO() (990 KHz). All the foregoing stations are licensed to Orlando, except WCFB and WTLN -FM.

Big -deal Deal of the Week: Chancellor and Capstar agree on how they'll digest Capstar's $2.1 billion -- yes, "billion" -- purchase of the SFX Broadcasting stations. Despite the fact that Tom Hicks (Chancellor Media) and Steve Hicks (Capstar) happen to be brothers, the sailing wasn't all that smooth. But they hammered out an agreement that makes sense: Large- market operator Chancellor will get SFX's top -20 market stations (11 of them). And it will aid Capstar in financing the SFX purchase. In return Capstar will get "several small- and medium- market stations that will be identified by Capstar and paid for by Chancellor." There are two large- market stations that won't be acquired by either group, "to comply with federal regulations." Those are sports WTAE, Pittsburgh (1250 KHz) and modern AC KKPN, Houston (102.9 MHz). Star Media broker Paul Leonard will handle that sale, as he did the $637.5 million purchase of the 11 SFX stations that Chancellor IS keeping. And here they are, ranked by market size: in Dallas, rock KTXQ, Ft. Worth (102.1 MHz) and soft AC KBFB, Dallas (97.9 MHz). In Houston, soft AC KODA (99.1 MHz), classic rock KKRW, (93.7 MHz) and standards KQUE (1230 KHz). In San Diego (a new market for Chancellor), AC KYXY (96.5 MHz) and classic hits KPLN (103.7 MHz). And in Pittsburgh, rock WDVE (102.5 MHz), modern rock WXDX (105.9 MHz), jazz WJJJ (104.7 MHz) and modern AC WVTY (96.1 MHz).

And say, Mr. Hicks -- where do you see your company 5 years from now? We know the Tom Hicks answer, based on a Chicago Tribune interview: He'd like to have Hicks Muse own 600 to 700 radio stations, and 50 to 100 TV stations by 2003. He predicts the radio industry will "end up having 2 or 3 or 4 long -term leading companies, and we plan on being one of the top 2."

Journal Broadcasting Group adds another FM in Tucson (its third), with the purchase of KLQB, Oracle, AZ (106.3 MHz). The Ted Tucker -owned station just flipped from news /talk to rock. It will join Journal's other stations in a nice Tucson cluster: AC KMXZ (94.5 MHz), modern AC KZPT (104.1 MHz) and all- sports "Fan" KFFN (1490 KHz). All three are Tucson -licensed. Kalil & Company brokered.

It's unclear WHY, but David Kennedy's Susquehanna radio group is buying itself a relatively low- powered FM west of Charlotte, NC. The station is southern gospel WABZ -FM, Albemarle, NC. Susquehanna will get it after a two -part maneuver: #1, James Haber buys the stock of William and Suzanne Norman's Jenni Communications, for $1,275,000, in a deal brokered by Doyle Haddon (for the Normans) and Larry Patrick (for Haber). #2, In an asset sale, Haber sells WABZ -FM to Susquehanna for $1,650,000; that deal is brokered exclusively by Patrick. But why? Susquehanna doesn't own anything else in Charlotte, and the station's CP to move from 3,000 watts at 200 feet to 1820 watts at 541 feet (directional) won't exactly blow a hole in a car radio speaker. M Street keeps thinking about Susquehanna's plans in Atlanta....

M Street's been getting questions about the new "Calibre Communications" group that's buying 9 stations in northern Michigan from Del Reynolds. Here's the scoop: Calibre is a four -way venture involving SuperSpots principals Dave Gariano and Michael Harnett, veteran GM Palmer Pyle and Goldman Sachs Senior Partner Wade Setzer. Superspots is a Chicago -based production house that creates TV spots and marketing campaigns for radio stations. For now, SuperSpots and Calibre share the same phone number: (312) 751 -8999. Gariano tells M Street he'd like to build a group of Midwestern stations in states like Michigan, Illinois, Iowa and Indiana.

Country KGOK, Pauls Valley, OK (97.7 MHz) is being sold by Wright and Wright, Inc. to AM & PM Communications, Inc. for $500,000. The deal was brokered by Jim Moore of George Moore & Associates and Dave Garland Media Brokerage.

ELSEWHERE (cont'd) This IS the weekly M Street Journal, and not Architectural Digest -- but we enjoyed reading the St. Louis Business Journal's account of how The Lawrence Group is converting the former KSHE "Real Rock Cafe" at Union Station into the new home of Emmis -owned modern WALC, Jerseyville, IL (104.1 MHz) and country WKKX, Granite City, IL (106.5 MHz). They join Emmis rocker KSHE, Crestwood, MO (94.7 MHz) at the downtown location. The Lawrence Group's Jeff Smith says "We took the cafe space, which had very limited light. The [radio] studios, to some degree, float in the middle of an open space that used to be a dance floor. WALC is on one side of the entrance. WKKX is on the other." Sounds pretty cool to M Street!

Nashville, country fans and just plain fans everywhere are sorry about the death of 84- year -old "Grandpa Jones." He was just a 22- year -old kid when he came up with the inspiration for the corny "Grandpa Jones" act at WBZ, Boston. But it caught on, and eventually -- he didn't need the fake whiskers! He was a member of the Grand Ole Opry for exactly 50 years, and he was taken on January 3 directly from the Opry to Nashville's Baptist Hospital, where he died last week. He'd suffered a couple of strokes. His appearances on "Hee Haw" and his act belied the fact that he was a gifted comedian and musician.

After two years (1936 and 1937) on Kate Smith's phenomenally popular CBS radio show, Henny Youngman became a star. Network radio in radio's Golden Age played a huge role in Youngman's career. His trademark "take my wife -- please" line originated when his wife showed up close to showtime for the Kate Smith variety show, and he asked a CBS usher to take care of her. Henny Youngman died February 24 at age 91 at New York's Mt. Sinai. He'd been working up until Christmas.

M Street would also like to remember Harry Caray, the one -of -a -kind sports announcer who made baseball a very special experience to generations of listeners. Caray's funeral was actually carried live on various Chicago media outlets. He will be missed.

Another note about a death that got less attention last week: Ann McCullom, the former co -owner of KACE, Inglewood, CA (103.9 MHz) died at the age of 65. The former school teacher owned and managed then -KYOK, Houston, and later bought KACE in 1976 with her then -husband, NFL star Willie Davis. Hey, isn't that pirate -- er, "unlicensed" -- radio operator Alan Freed, airing his dance "Beat Radio" format on a bunch of Children's Broadcasting -owned stations? Sure is -- and it's all quite legal. Minneapolis -based Freed is leasing 12 hours a day on 10 CBC stations for his dance CHR format. Those stations plus 4 other CBC -owned stations were supposed to have been sold to Global Broadcasting -- but that deal cratered, and Children's cut the deal with Freed while looking for new buyers. In fact, Children's Broadcasting head Chris Dahl says he DOES have buyers for 7 of his stations. But he won't disclose their identities or the terms of sale.

United Stations announces two new shows for country stations: One is a two -hour weekly series. If we told you it was called "Thunder Road ", would you guess it was about country music and NASCAR? You'd be right. The other USRN show is a
