From the Rectory May 2017

Dear Friends,

Since arriving in the parish two and a half years ago, I have written the monthly letter for the front of this magazine, sometimes it is easy to find something to say and other times more difficult. Writing monthly for a magazine was something quite new to me. In my previous parish, I wrote three letters a year at Christmas, Easter and in July and the other months were covered by other contributors. Having contributions from a wide variety of people added interest to the magazine and allowed others to share their view point.

There is absolutely no reason why I should write the letter every month or for it to be religious in content. I would like to see the letter reflect the diversity of the parish and the views of those who live here. I am sure there are people who read the magazine and think that they would like to contribute, well now is your opportunity to be the guest opening letter writer either as a one off or perhaps a couple of times a year. If you would like to do this, please contact me and I will assign you to a month and give you the information you need to proceed.

God has given us many gifts and talents could this be a way to use yours? I look forward to hearing from you and to reading your letters in future editions. Yours in Christ

Parish Council Report 10th April 2017 at Great Plumstead V. H. The Meeting. Cllr. J. Wiley in the chair. Summary scratchings by Cllr. Cawdron. Notes only, not minutes. What a weekend sunshine weather we had. Q’s, Matters Arising and Chairman’s Items. It was noted that the newly appearing 5b and 5c buses in lieu of the 51 and 53 have no posted timetables. Clerk noted this was no longer a Norfolk Council Matter, but was privatized with Konnecta bus maybe. The loss of the 51 Plumstead bus link to Heartsease an example of diminishing private returns. Broadland Drive potholess have been filled in. Walled Garden action has continued with clearance of vegetation. Proposals for a Community Shop at the Glades have been discussed with the Hospital. No report on walls condition yet. Next Public Community Meeting at Plumstead School evening 24th April 2017. No further report on Little Plumstead Lake condition, which with limited rainfall is taking a time to recover. No response from EA and AW. Recovery of Hall brick salvage not yet confirmed. Cllr Johnson would enquire. SAM traffic control location, Church Road Gt Plumstead to be followed by Plumstead Rd TEGV. The Plumstead Road Roundabout (20161873) near Dussindale Drive. Parish and TEGVRA have submitted their roundabout proposal to Broadland and contact continues with Bovis regarding the ‘ransom strip’. No other progress on Trod and this application is yet to come forward. The Chairman welcomed Anne Barnes who will be our Clerk while Tess Scott takes maternity leave. Chairman noted a problem claim on ‘copyright’ with attached costs for Gt Plumstead Village Hall sign. This seemed improbable and would be responded to accordingly for the time being. A football Club is looking for a home on a long term basis. Further discussion imminent and this could affect planning for the changing room facilities currently in feasibility. A change of Conditions application by the Lothbury Trust for the Middle Road link was raised and discussed with the meeting. The Parish Council, TEGVRA and others were strongly objecting on the proposals which provided no guarantee or programme for essential infrastructure. County and District Councillors were also opposed and BDC Officers had not cleared. The matter was therefore ’‘called in” at the Planning Committee. Cllr attendance would be made when the matter was due. Police Report: To find reports, go to www.norfolkpolice.uk Officer attending with 9 reported incidents in March with 6 at Little Plum Hospital, 3 domestic and visible speed check action at Thorpe End. Thanks. NDR Liaison Group. Bridge Beam lifts for the Rail Bridge crossing had taken place and completed. Residents can sign up for news reports via the NCC website [email protected] County Council Report. Cllr. Mackie noted several items of highways interest with provisional dates for Broadland Drive mini roundabout and footpath works programmed for August this year. Chris Mayes of NCC has tried to help with the unsatisfactory unsafe location of the Plumsteads post box. Cllr Jane Jones will see if she can follow up with a recalcitrant Post Office. Wasse mean? Cllr is following up on the NDR tree line and help with the landscape and screening.

Councillor Mackie is standing for re-election in the forthcoming May elections and thanked parishioners for their actions and support. By publication in May, we should all know. Parish Council moved a vote of thanks for the active work and help provided by the County Councillor to the Parish over the last four years and in particular with the difficulties of the NDR. Middle road traffic survey (post NDR) is under consideration plus Toad Lane repairs. For potholes and road maintenance use the NCC website, go to www.norfolk.gov.uk Cllr Mackie mentioned grants were available from the Norfolk Youth Fund for local projects. Also noted were the St Georges Day Event for TSA and that Thorpe Woodlands proposals had not been fully withdrawn, although were not active and not anticipated. District Council Report. Cllr. Vincent reported with an update on the Council matters Laurel Farm Link Road is not yet resolved (20141851) See above. Salhouse Road (20170104), adding a proposed 380 dwellings. Parish Council and TEGVRA have forwarded objections in that Policy issues were not being upheld, the promised separation around Thorpe End had been lost, the link road alignments differed, but neither delivered the connection to the Plumstead Road, via site GT8. (The triangular field site). Outstanding for Planning Committee. Note on National Custom and Self Build Registration with BDC registration charge of 100 pounds. Parish considered there should be encouragement for this. The issue remained that sites were difficult to find and allocate. Parish Council. BDC / Parish Village Hall(s) use by Emergency Services. Parish Council in agreement although 24 hour key contact was not necessarily possible. The dog fouling problem in Great Plumstead and particularly the Playing fields and Playground. Further and larger notices made and will be displayed with the warning that if the problem persists with its impact upon playing teams and children, the area might be closed to all dogs and a prohibition notice obtained. Cllr Johnson is monitoring the area. Volunteers for a community speed watch team were requested. The Tennis Courts in Great Plumstead are available for booking by members of the Public. Senior Scouts and Sea Scout facilities. A request has been made to Parish to see if the Gt Plumstead Village Hall area/Parish could help provide improved facilities. The original hut is not in good condition. There is a need for a boat and maintenance storage area. Parish generally supportive. More details of proposals and needs to be obtained. Parish Council would be writing to Somerset House Swimming Pool in response to complaints about off site, street parking which is not allowed under the consent. This should not be an issue and signs and booking conditions compliance should be made and enforced. Little Plumstead and Alexander Grace Homes. A further letter had been received saying Management and Service charge issues were difficult to organize but asking for support for the Woodland Burial Ground idea. The woodland areas and grass field remained the responsibility of AG Homes (Cllr Cawdron asking about insurance risks for people in the areas) and Parish would reiterate the opinion that

Thorpe End WI "Village Craftsmen",by Stephen Pope from the Gressenhall Rural Life Museum was our topic for March. Once upon a time every village would have had their own blacksmith, carpenter, basket maker, saddler, cooper, shoemaker, brick maker, rope maker, thatcher and mill wright, and Stephen gave us a fascinating insight into the various crafts, illustrated by some wonderful old photos. At our May meeting all members will have the chance to discuss and vote upon the resolutions to be put forward at the national AGM. This is your chance to make a difference and vote for issues that are important to you. The WI has initiated many very worthwhile and successful campaigns in the past and we will continue make our voice heard. Your vote counts. We will also be having a bring and buy to help save Denman, the WI college, for future generations.

The coronation of King George VI and Queen Elizabeth took place at Westminster Abbey 80 years ago this month, on 12th May 1937. It should have been for Edward, of course, but he abdicated. That occasion marked the BBC’s first official TV outdoor broadcast. It was the first coronation to be filmed: the 40-strong camera crew inside the Abbey had to wear evening dress. As in the film The King’s Speech, there was concern about the King’s stutter, but he delivered his speech without a problem. He later wrote to the Archbishop: “I felt I was being helped all the time by Someone Else, as you said I would.”
