The new lookOFFSHORE

or the past 16 years, OFFSHORE has been theofficial in-house magazine of Australia's premier

ocean racing club, the Cruising Yacht Club of Australia,with circulation restricted to its members and to thelibraries of other major yacht clubs. From August I,OFFSHORE will become Australia's first nationalocean racing and cruising magazine, sold on bookstallsthroughout the country and available to all yachtsmenand yachtswomen.

OFFSHORE, always regarded as the best yacht clubmagazine in Australia, will continue to he the officialmagazine of the CYCA and will be sent to all membersas it is published each quarter.

OFFSHORE will be a new-look magazine, full ofnews and highly informative articles on all aspects ofracing and cruising offshore in Australia and around theworld. Some of the world's best yachting journalists willbe writing for OFFSHORE - Bob Fisher's firstcolourful and controversial column appears in this Issue.An equalling provocative columnist is John Brooks, aPast Commodore of the CYCA, International navigatorand sometimes Qantas captain, whose "Biggles" columnhas become over the years one of the most readablesections of OFFSHORE.

A special feature wry be devoted to the cruisingyachtsman, with articles on where and how to cruise inAustralian waters and overseas. The new OFFSHOREwon't restrict its coverage to the type of offshore racingorganised by the CYCA. We'll look at all aspects ofpopular big boat yachting around the world,

Naturally, as the official magazine of the CruisingYacht Club of Australia, and published under itsimprimatur, OFFSHORE will continue to reflect theviews of Australia's most respected ocean racing club, toreport on all aspects of the club's major activities and itsplans for the development of ocean racing from 1987 andbeyond.

Under a new agreement with the CYCA,OFFSHORE will be published on its behalf by well-known yachtsman and publisher Max Press with prom-inent yachting journalist, Peter Campbell as editor.OFFSHORE will be published quarterly, and in addi-tion we will publish the prestigious programme for theannual AWA Sydney-Hobart Blue Water Classic,

are enthusiastically reorganising thisaspect for next year.

Basically, there were too few ofthe white spherical spectator buoyswhich were used to mark the limits

beyond which the spectators werenot permitted. The buoys them-selves were good, but because theywere so far apart the course bound-anes were difficult, it not impossi-ble, to perceive. The Maritime Ser-vices Board has undertaken to use 50of these buoys next year, whereasthey only had 24 on the course thisyear. This will enable us to dispensewith the use of red in flatables to

supplement their buoys, as we didthis year, and thus remove the con-fusion of some red buoys being usedfor spectator control, and some ascompetitor's rounding marks.

This mixture of buoys caused notonly problems with spectators butlead to the unfortunate situation of a

sizeable group of the rear-line "hot-shots" misreading thebeyond the Heads. A close inter-rogation of one of these competitorsconfirmed what some officials had

Australia is lining up for another challen^e for the Admiral's Cup at Cowes, England, in July/August:!;;,^:if;::;^^^^:^^::^';^^1:11^^:;;^^:';;:^^^:^;j:;^:':;I::::;^^':;^;;^,^^{I^C:^^::tionPeter Campbell reports on the Australian contestants for the three-yacht team and on the ikelyopposition they can expect at Cowes.

ETER KURTS is one of the

eight Australian owners seekingselection for the 1987 Admiral's Cupteam. Kurts, the doyen of Sydneyocean racing yachtsmen, has repre-sented twice previously in the Cup,in 1983 with ONCE MORE DEAR

FRIENDS and in 1985. This year heis campaigning his new Farr 43,MADELEINE'S DAUGHTER.

The Australian team is beingselected on the basis of the first two

yachts on the series pointsscore,with the third boat being the yachtwhich fits into the' Royal OceanRacing Club's new team minimumrating total of 95.0' 10R. in otherwords the team could comprise twoOne Tonners and one higher ratingboat, or two higher raters and oneOne Tonner, provided their total10R ratings do not exceed 95.0'

ways of improving the lot of theowner of a conventionalIy built grpcurlser/racer, there are owners whohave examined other rating methodsand adopted a new style of racingand are having every bit as much funas their compatriots who continue torace under 10R. Fastest growing ofthem all is the Anglo-French Chan-nel Handicap System (CHS) whosestrength (and weakness) is that isdoes not Involve a measurer. Takingthe measurements himself, the own-er is pressed Into an honesty that ismetered by his culpability should hebe later found to have been cheating.Sometimes however, through noreal fault of the the dataowner,

transmitted to the Racing Office canbe in doubt. The anomalies are often

discovered by the computer butsome can go undetected and it isthese which make CHS slightly jin-perfect.

The greatest strength of CHS isthat the calculations which are madefrom the measurements which theowner has taken are secret. No one,except those who work in the RatingOffice, has any idea of the way inwhich the TCF is calculated fromthem and this means that boats are

not being designed to take advantageof the rule. So long as that state ofaffairs remains, CHS will continueto flourish. And flourish it certainlyhas. Since its introduction, in 1984,its popularity has grown until, in1986, threre were 1,272 certificatesissued and this year that number Isexpected to increase to over 2,000In 1986 there were just eight more10R certificates issued in Britain

than in the previous year and thetotal was slightly under a thousandBy the end of this year, therefore,there will be twice as many boatsable to race in CHS events as thereare in 10R races

One of the other benefits of the

CHS is that it is inexpensive. Theissue of a new certificate costs 225

and the revalidation, each year, is5:20. A new 10R certificate for aboat of 40 ft overall is over 5:500.

Perhaps this is why so many of thosepeople with older 10R boats havedecided to measure for CHS

Even the relatively low cost of theCHS certification has not developed

requiring some subjectivity, like thehull type factor, are reviewed in thelight of performance. it is not,however a performance relatedmethod of rating and even if theRating Office doesn't disclose themethod of calculating the TCF, it ispatently obvious that it is based onthe speed producing factors of theboat; length, beam, weight, draftand sail area are the main ones with

keel and rudder type, keel materialand rig being secondary.

Penalties are Imposed for exoticsail cloth, oversize spinnaker poles,oversize down wind sails, full lengthbattens and, as of this year, theabsence of guardrails. in additionthe CHS certificate has an SSS (Sta-billty and Safety Screening) factorfor the yacht. The number is derivedfrom certain basic design features ofthe hull and can be increased byImproving certain safety equipmentstandards as well as some designfeatures, like self-draining cockpitsand the lack of openings into theboat. Race committees can thenchose an SSS limit for their races in

the CHS system was evolved anddoubtless there will be another when

the life of this system is found tohave run its course. .

The big drama began in the earlyhours of April I when Castaway Fijiwas some 600 nautical miles east of

Townsville, well on its way to OSa-ka and in second position behindNakiri Daio. The Laurie Davidson

designed 16m SIoop had been builtin New Zealand in only 12 weeksusing the lightest possible exoticmaterials for the hull. it was sailed

across the Tasman, reaching Me I-bourne only three days before thescheduled start. On the eve of the

race, the crew were still working onthe yacht. it was not slipped beforethe start and apparently no underwater check was made of the hull.

The fact that one man survived is

due to the provision of an Argosbeacon which had been placed onboard all competitors yachts and thisnot only automatically provided theyacht's position several times daily,but also had an easy-co- activatealarm button should be a distress orMay Day situation arise; in fact twoother yachts accidently triggeredtheir Argos'.

The alarm was activitated about

an hour after the yacht capsized,when Taylor managed to climbaboard the foundering SIoop andthrow the Beacon in the direction of

Akhurst who was being swept awayin the darkness. The signal waspicked up by the next passing satel-lite about two hours later and within

20 minutes of it being processed bythe Argos computer in France, SeaSafety in Canberra had been alerted.When Castaway Fiji failed to reportat the morning radio "sked", SeaSafety called a marine alert whichincluded an aircraft on a scheduled

flight across the Pacific being di-verted to the area. This aircraft thenpicked up the signal from the EPIRBwhich Taylor had also activated anda May Day situation was declared byCanberra.

vities to a sedate game of bowls orgolf, or watching the footie onSaturday. No so A1bie Burgin, whoin March sailed through wild gales inthe Tasman Sea and Bass Strait toreach Melbourne aboard his 16mcutter ALSTAR.

On Sunday, March 21, ALSTARwas among a fleet of more tlian 60yachts which set sail from MeI-bourne's Port Phillip in the in augu-ral Yamaha Cup ocean race fromMelbourne to the Japanese port ofOsaka. To A1bie Burgin, one of AUStra-Iia's greatest old salts, the distance,the time at sea, the two-handedcrew, and certainly not his age, willmake no difference.

The retired builder from Belmont

on Lake Macquarie, NSW, is out towin this race, adding to an 111ust-rious career of ocean racing in thePacific Ocean and the Tasman Sea.

Sailing with him is 28-year-oldGreg Cowan, a professional deepseadiver also from Belmont who has

already partnered the 71-year-oldgrandfather in two major short-handed ocean racing successes.

What are their race tactics for this

unique race up the Australian EastCoast, past Papua New Guinea, theSolomons, the Phillipines, Okinawaand finally to Osaka passingthrough three seasons and a varietyof weather changes? "To get toJapan as quickly as we can, " A1bietold me, adding that he aimed tobreak 40 days, which means averag-ing about 138 nautical miles a day.

A1bie has already gone down inthe record books in this fleet of

international yachtsmen and womenfrom nine nations, including entriesfrom Australia, Japan, New Zea-land, the USA, France, Britain,Canada, West Germany and De-rimark

At 71 he is the oldest competitorand has logged more sea miles inracing and cruising than other yach-tsman in the fleet - more than275,000 nautical miles in the past 35years' He has cruised to Hawaii,Papua, New Guinea, the Solomons,many times to New Zealand, andhas won just about every major raceon the Australian East Coast intothe South-west Pacific.

He won the 1961 Sydney-Hobartwith Rival, the Sydney to Suva, Fiji,with Boomerang of Belmont, and

was navigator aboard the remarkableSIoop Gold Coast Express when sheswept unbeaten through the ClipperCup fleet in Hawaii.

It was with Rival that A1bie Bur-

gin experienced - and survived -one of the most amazing experiencesin Australian offshore racing. Rivalwas caught in 150 knot winds andhuge seas at the centre of CycloneEmily off the Queensland coastmidway through the 1971 Brisbaneto Gladstone ocean race.

As skipper Burgin tried to steerthe 35-footer away from the danger-ous lee shore, the wind and seasworsened, with massive wavescrashing down on the boat andunder storm jib only she clawedherself away from the coast.

"I was the only one on deck,lashed by a line to a wooden cleat,the cabin hatch battened down, thecockpit full of water, with Rivalawash from stem to stern, " theveteran yachtsman recalled "Wewere coping until this enormouswave hit us, rolling Rival completelyupside down and screwing out themast.

Those successes, and dramas,were all with fully crewed racingyachts and it has been only in thepast few years that he turned hisattention to short-handed ocean rac-

ing. "I'd certainly done manycruises with a minimal crew, and theconcept of short-handed racingoffered a new challenge, " A1bie ex-plained.

So during the winter of 1985 A1bieBurgin supervised the building ofAIStar, designed by Joe Adams andmodified by Burgin for his newprogramme of short handed oceanracing. Since launching the 16maluminium cutter, Burgin has wonhis three major short-handed longocean races - the two-handed Syd-ney-Coffs Harbour (NSW) race inrecord time, the two-handed Trans-Tasman race from Sydney to NewPlymouth, and then, on his own,the singlehanded Trans-Tasmanfrom New Plymouth to Mooloola-ba, Queensland.

"I don't enjoy solo sailing, but Icertainly get a kick out of two-handed ocean racing, " said A1bie, afreckled, ginger-haired man whocertainly belies his age. "The race toOsaka will be a great challenge butGreg and I are confident that we willdo well. We have a fast boat, idealyrigged for two-handed sailing, aboat that we know can stand up togaleforce conditions. " Why take onsuch a voyage at his age? "My wifeand daughters weren't too keen, butI enjoy short-handed ocean racing, "he answered "And after all, I'venever been to Japan - so why notsail there and win a race in doingso.

ONE sailor extraordinaire 10nSanders appears to have

achieved one of the objectives hisidol, Captain James Cook, failed todo nearly two centuries ago

The lean solo circumnavigatorwith the unkempt raven hair hascharted a three-kilometre-highundersea mountain in the South-West Pacific.

The peak, which rears up from afive-kilometre-deep sea bed could bepart of the so-called Great SouthLand that Cook unsuccessfulIy sear-ched form his 18th Century voyagesof discovery in his ship the En-deavour.

Sanders, a 47-year-old formershearing contractor, found the peakwith a sophisticated 12KHZ Rayth-eon echo sounder he is carryingaboard his 14.5m SIoop Parry En-deavour, in which he is attemptingto shatter all records (mostly hisown) by circling the globe threetimes non-stop and alone.

Scientists at the Centre for Marine

Science and Technology at the Cur-tin University near Perth are thrilledabout Sanders' discovery because itsupports Information from satellitedata from a 1978 deployment of theUnited States Sea-Sat device, whichused aircraft radar estimates of the

height of the sea surface to infer thelikely structure of the seabed be-neath.

The director of the centre, DrJohn Penrose, who was excited ab-out the discovery when he phonedme about it, said the satellite datahad guided the lone sailor's search.

"The charting of the peak hasadded to 10n's epic feats of naviga-tion and seamanship with the sub-stantial achievement of carrying outworthwhile science during this re-cord-breaking voyage, " the beardedbothn said.
