The world’s most valuable company iscoming to the Brighter Borough.

Tech giant Apple, currently based inRegent Street, will open a new state ofthe art ‘campus’ at Battersea PowerStation, Nine Elms, in 2021.

The company has snapped up half amillion square feet of new office spacewithin the riverside development site,which will make it one of Wandsworth’ssingle biggest employers.

The move will shift a key part ofLondon’s fast growing tech industry tothe South Bank and sets a trend otherbusinesses are expected to follow.

Wandsworth Council leader Ravi

Govindia said: “This is great news forWandsworth. The arrival of such a glob-ally important company shows thatNine Elms is on course to be a high-profile new business district and a newengine room for London’s economy.

“When the US Embassy announced itwas moving to Nine Elms it became amagnet for new investment. Apple’sarrival will do the same and has shiftedpeople’s perceptions about this area’sexciting future as a commercial hub.Local residents are ideally placed tobenefit from the revival of Nine Elmsand we will continue to help our exist-ing communities take full advantage ofthis exciting regeneration.”

Battersea Power Station is one of thebiggest development projects in NineElms and in London. The 42 acre sitewill deliver around 3,500 new homesincluding 581 affordable properties thatwill be offered to Wandsworth residentsat well below market rates. The pri-vately funded scheme is also contribut-ing £211m towards the cost of theNorthern Line extension, which will provide Battersea’s first two Tube sta-tions in 2020.

The Government’s recent decision to supportHeathrow expansion is “wrong on every level,legally undeliverable and will end in failure afteryears of wasted effort”, according to the leader ofWandsworth Council Ravi Govindia.

Transport Secretary Chris Grayling backed a third run-way last October despite the west London airportalready being by far the worst noise polluter in Europeand responsible for illegal pollution levels. Expansion isexpected to create new flight paths across parts of the bor-ough which have never experienced aircraft noise before.

Wandsworth is now working with Hillingdon, Richmond,Windsor and Maidenhead councils and Greenpeace UK todevelop a legal strategy and has jointly appointed a special-ist legal practice to challenge the scheme in the courts.

Cllr Govindia said: “This is deeply distressing news for thecommunities around this airport but this fight is far from over.Ultimately it will be for the courts to decide if this projectgoes ahead and the law is on our side.

“The airport boasts illegal levels of air pollution, woefully

inadequate transport capacity and has Europe’s worst noisefootprint, and that’s with just two runways. Expansion willmake all of these severely damaging issues worse. It’s wrongon every level, legally undeliverable and will end in failureafter years of wasted effort.

“It looks like we’re heading back to the courts just as we didin 2010 after the Brown Government backed Heathrow’sthird runway. We overturned that decision in the High Courtand nothing has changed to make expanding this airportany less damaging.”

Glass raised to pubprotectionEarlier this year Wandsworth made national headlinesthrough announcing plans to protect 120 local pubs fromredevelopment.

The council published an Article 4 Direction which aims tostop pub owners from knocking them down or changing theminto another use without planning permission. Wandsworth isthe first council to remove permitted development rights onsuch a wide scale and many other planning authorities havenow been in touch to see how the process works.Organisations like the Campaign for Real Ale (CAMRA) andthe Music Venues Trust have also backed the council’s move.

Wandsworth developed its pub protection policy after severalhighly valued and thriving local pubs were either lost or cameunder threat of closure. In most cases they were perfectlyhealthy businesses but came under pressure from majorsupermarket chains looking to convert them into shops.

Stiffer fines for flytippers The council is about to strike litter louts and flytippers with a doublewhammy - a beefed up enforcement team and much heavier on-the-spot-fines.

A new squad of litter inspectors will be joining the borough’s existing team whichhas been hitting flytippers hard this year. Since January more than 1,100 individ-uals and businesses have been fined for dumping waste on Wandsworth’sstreets.

These extra personnel will wear uniforms and body cameras and target hotspotsacross the borough seven days a week. They will not be required to hand out apre-determined number of fines nor will they be operating under any kind ofbonus system.

They will however be dishing out much stiffer financial penalties with finesincreasing from £80 to £400 to reflect the council’s zero-tolerance approach to flytipping and to also help recover some of the clear-up costs borne by thepublic purse.

Local businesses in Putney andWandsworth Town centres are cur-rently voting on whether to formnew Business ImprovementDistricts (BIDs) which would raisemoney to enhance the local business environment and boost trade.

If voted through, each BID would befunded and led by the businesseswithin each defined area.

Priorities would include making thetown centres more attractive toshoppers, raising awareness of whatthey have to offer, making them saferand cleaner and giving small busi-nesses a stronger voice locally.

Businesses have worked together todevelop detailed business plans forthe BID areas and firms with a 2010rateable value of at least £10,000have been asked to vote on whetheror not to put them into action. Thelegally-binding postal ballot closeson December 1 and the result will beannounced the following day.

The size of each contribution isdetermined by the property’s rate-able value, so small businesses payless and some are exempt.

Students travelvirtual world Children at West Hill primary school became worldtravellers for the day as part of the Google ExpeditionsPioneer Programme.

The new technology can be used by teachers to take theirclasses on virtual field trips, adding an immersive elementto their lessons and making distant places real before theirstudents’ eyes.

Batterseagoes GigafastPeople living on several Battersea council estates can signup for a ‘Gigafast’ broadband service, thought to offer thefastest connection speeds found anywhere in London.

Community Fibre Ltd has been working with WandsworthCouncil to install the network across the Savona, Patmore,Carey Gardens, Doddington, Rollo and Surrey Lane estates.

The service has clocked download speeds of over 1,000megabits per second (Mbit/s) – around 47 times faster thanthe UK average.

North Battersea, recently chosen by Apple as the home of itsnew London headquarters, is the first part of Wandsworth tobenefit from the ultra-fast broadband connection. Longerterm the council’s partnership with Community Fibre Ltd aimsto offer over 20,000 homes access to the Gigafast networkover the next few years.

The next estates to benefit from the service are set to beBattersea Fields and Ethelburga where cabling work hasalready started.

New Wandlewildlife havenWork is well underway on a new haven for aquatic life at the mouth of theRiver Wandle.

The council is removing layers of contaminated sediment and removing a tidalweir to improve water flows in this stretch of the Wandle close to where it joins theThames. This will help restore a wildlife habitat measuring roughly a hectare in sizethat has the potential to become a spawning area and nursery for young fish.

The Thames Water-funded project is scheduled to be completed by the end of March.

The Regenerate-RISE over 65’s lunch club is celebrating after a fun day raisedmore than £7,000 for a new minibus.

Finding homesfor refugeesThe council wants to hear from residents, businesses or other organisationswho could rent one or more self-contained properties to Syrian refugees at anaffordable rate.

The town hall will provide a range of help and support to refugee families, includ-ing a dedicated case worker to help them settle into the local community, accessbenefits, employment and local services like schools and doctors.

To qualify for the scheme homes need to have at least two bedrooms and be avail-able on an assured shorthold tenancy for a minimum of 24 months. This is toensure families have the stability and space they need.

Individuals or organisations providing refugee housing on this basis would benefitfrom long term, secure and well supported tenants.

Galleries, performance venues, festivals, sculpturesand a riverside park…welcome to the new Nine ElmsRegular Brightside readers will know about the thousands of new affordable homes and jobs com-ing to Nine Elms. What is less well known about is the exciting network of cultural attractions thisstretch of the South Bank will soon have to offer.

The plans for this rapidly changingdistrict include new art galleries andstudios, a network of sculptures andoutdoor artworks, a 2,000 seat per-formance venue and new communityspaces which will be focal points forcreative events.

There are also proposals for a newcinema, a ‘Village Hall’ communityvenue, a film production studio, afashion hub, a bandstand and uniquechildren’s play areas designed byworld leading architects.

The redevelopment of New CoventGarden Market will create a new hubfor London’s food industry, called the

‘Food Exchange’, and the revivedBattersea Power Station will be open to the public for the first time inits history.

The area’s cultural revival has beencarefully planned, with each develop-ment required to prepare a culturalstrategy as part of its planning appli-cation. This means the council cancoordinate an ambitious mix of cul-tural, arts and community uses rightacross the area.

Gala night forfoster carersOlympian Tessa Sanderson, herself a former foster carer, was the guest ofhonour at this year’s Wandsworth Foster Carers Reception, hosted by thecouncil to recognise the hard work of the borough’s longest-serving, mostcommitted carers.

Awards were handed out to more than 30 people, including Patricia and WestonClarke, who have been foster carers for the past 20 years. As well as welcomingchildren into her home on long-term placements, Pat Clarke is an advocate onbehalf of children and young people and is a member of the Wandsworth FosterCarers’ Association, providing support and advice for other foster carers.

New foster carers are always needed – especially for children over 10 and for sib-lings so that brothers and sisters can stay together.

The council is again scouring the borough’s schools fortop cooking talent with the launch of the fourth annualWandsworth Young Chef of the Year competition.

The inter-school competition run by the Mayor ofWandsworth and the council’s Lifelong Learning Team nur-tures talent, teaches young people how to cook goodhealthy food to a budget, provides a chance to learn fromthe experts and helps local students get a foothold in thecatering industry.

Support is being provided by the South Thames Collegecatering school and major catering company Compass.

Making home ownership affordable Around 800 new shared ownership homes will be built acrossWandsworth over the next three years and the council is making surelocal residents and workers get priority for every one.

A dedicated town hall team ensures new shared ownership homes areoffered to people with a genuine local connection before anyone else canapply. Last year this meant that 96 per cent were snapped up by buyers fromthe Brighter Borough or those who already worked here.

The council also ensures that shared ownership homes are offered to house-holds on incomes below the Mayor of London’s £90,000 cap. Unlike someauthorities, Wandsworth sets a range of maximum household income levels,between £46,000 and £90,000, to ensure lower earners can also get on theproperty ladder.

Buying on a shared ownership basis is much more affordable than the openmarket and there are hundreds more of these lower cost homes now beingplanned and built across Wandsworth.

How does shared ownership work?

• if a home costs £400,000, you could buy a 25 per centshare for £100,000, you could use a 10 per cent deposit(£10,000) and a 90 per cent mortgage (£90,000)

• you would also need to pay the legal fees and moving costs (around £8,000).

• you then pay a monthly rent and service charge to a housing association, and a monthly mortgage repayments (around £1,200 in total for this example).

• Over time you could pay off your mortgage, increasing the share you own.

Wimbledon serves up community fundingWandsworth charities and commu-nity groups are invited to apply forfunding from The WimbledonFoundation, the charity of The AllEngland Lawn Tennis Club.

During 2016 the foundation hasawarded grants worth £195,000 tomore than 35 groups for projects help-ing Wandsworth residents. Thisincludes Age UK Wandsworth’s Outand About service for older people atrisk of isolation, Home-StartWandsworth’s home-visiting schemefor families in need of support, ShareCommunity’s healthy living programmefor adults with learning disabilities, andSt George’s Hospital dance and move-ment class for patients with progressiveParkinson’s disease.

Sharing staff to protect services

Blooming lovelyFloreat School in Earlsfield now has an eco-friendly flower garden on itsgrounds, planted with help from the local community.

The theme of the flower garden is “everyone is welcome”. It is designed to be anoutdoor classroom, play area and space for relaxation, imagination and friendship.

Wandsworth and Richmond Councils have now launched a unique staff shar-ing arrangement which is on course to deliver savings of around £10m foreach authority every year.

Both councils have retained their unique identities and values, while eliminatingduplication in how many services are managed and run across the two boroughs.The councils’ combined buying power could also lead to better deals from suppliers.

The move has been supported by the Government and by saving money on thisscale local councillors are able to protect the frontline services residents rely on andcan keep council tax low.

The transformation of Earlsfield’sTara Theatre is now complete, offer-ing Wandsworth’s culture lovers anew state-of-the-art performancevenue.

Home to the UK’s oldest multiculturaltheatre company, Tara Arts, the GarrattLane venue now boasts a 100-seatauditorium, a sound-proofed rehearsalstudio and workshop space, rooftopoffices, an outdoor patio garden and anew bar.

The Edwardian building has beenextended and modernised throughout,and incorporates traditional Indianhandcrafted features as well as solarpanels and green roofs.

The development was approved byWandsworth Council in 2012 and has

been funded through Arts CouncilEngland and other donors.

The council has approved plans to install up to 125 new electric vehicle charging points across Wandsworth to help fuel the growth in clean andgreen motoring.

Currently there are only a handful of public charging points in the borough,which is limiting the number of people switching over to zero emission electriccars or hybrid models.

The new charging points would be spread right across Wandsworth and wouldbe part of the Source London network, operated by BluePoint, so residents whosign up can also refuel their vehicles at hundreds more locations around the city.

The expansion plan comes amid increasing demand from residents to embraceelectric vehicles. Currently there are 414 registered electric vehicle users withinthe borough, up from 97 registered in 2013. Source London has also recorded amajor increase in membership requests in 2016 as demand continues to rise.

The initial roll out would see 20 to 25 ‘charging stations’ created across the bor-ough, each of which would include two to five charging points. Highly visiblelocations have been proposed to help raise awareness and encourage a highertake up. Many would be in areas with no parking restrictions or in place of singleyellow lines to minimise the parking impacts.

The initial installation programme is expected to take around six months andwould be funded by Source London’s parent company Blue Point, with zero costto the taxpayer.

As well as supporting growth in the fledgling electric car market the council isalso encouraging cycling, walking and the use of car clubs, all of which help toreduce driving rates and improve air quality.

Wandsworth now has the fastest growing cycling rate in the entire country andthe biggest car club membership in London. The charging point expansion planaims to put the borough at the top of the charts for electric motoring as well.

Wandsworth residents are beingasked for their views on the latestplans for new ‘Quietway’ cycleroutes.

Quietways are being developed acrossthe capital by Transport for London toencourage inexperienced and less con-fident riders to make more journeys bybike by utilising quieter and less con-gested back streets and parks.

In Wandsworth two routes are pro-posed – running from ClaphamCommon to Wimbledon (Quietway 4)and Waterloo to Norbury (Quietway 5).These latest proposals have beendrawn up following earlier rounds ofpublic consultation and have beendesigned to reflect the views of

local people.

Wandsworth’s transport spokesmanJonathan Cook said: “We support theconcept of Quietways and want to playour part in encouraging more peopleto take up sustainable modes of trans-port. However it’s vitally important toensure these routes are as welldesigned as possible and do not havean adverse impact on other road users,pedestrians and visitors to our com-mons and open spaces.”

Night Tube comes tothe Northern lineThe Northern line joined thenight tube network on November18. The service, which stops in theborough at Balham, Tooting Becand Tooting Broadway, now runs allnight on Fridays and Saturdays.The council is now pushing for nightservices on the Wimbledon branchof the District Line.

Rail strike miserycontinuesCouncillors have restated their callfor the Government to intervene inthe long-running dispute betweenthe RMT Union and SouthernRailway after more strike dates wereannounced. Queenstown vote resultThe Labour Party has retained its seat in the Queenstown ward by-election.

Aydin Emre Osborne Dikerdem received 1,551 votes and has been elected toserve as a member of Wandsworth Council. The by-election was held followingthe death of Queenstown councillor Sally-Ann Ephson.

Conservative party candidate Rhodri Morgan came second with 987 votes. The turnout was 23.75 per cent.

Local Vocals for people aged over 55 is for people, many with health issues, whowant to get out of the house and sing with others. People with dementia can takepart, as they can often remember the lyrics to old songs.

To enter the £500 Golden Ticket prize draw, just cut out a Golden Ticket from the back of this page, fill it in and

pop it in your clear sack or orange-lidded recycling bankalong with the clean and dry items listed opposite.

You can submit a Golden Ticket each time you fill a clear sack or useyour recycling bank. But remember, only tickets found with the correct

recycling items at the recycling plant will be entered into a draw.

The winner will also be invited to nominate a local community group*to receive a £2,500 cash prize.

If you run out of Golden Tickets you can collect more from your locallibrary or leisure centre, the council’s Customer Centre at the Town Hall,
