THE MIAMI TIMES. MIAMI, FLORIDA SATURDAY, NOVEMBER 20, 1948 Dearth Os Funds May Force Private Schools To Become State Wards CHARLESTON, W. Va. tANP) Dr. John W. Davis, president of West Virginia State college, reveal- ed here last week that the scarcity of funds may cause private colleges in the south to seek state aid and become state colleges. Citing Moi*- gan college, Baltimore; and Wilber- force, university, Ohio, as “recent examples of thi s trend,” he said the presidents of 17 Negro land grant colleges in accordance with this belief. H<» pointed out that Tuskegee in- stitute, Fisk and Atlanta universi- ties, and Meharry Medical college "are playing with the regional col- lege idea to obtain financial aid.” The “dollar crisis” of Negro col- leges has prevented “an unemotion- al approach to the vagueness and dangers of segregated regional col- leges,” with college heads “forced into the support of a plan which will saddle states are turing away from segregation in education.” Funds derived from the Smith- Lever, the Smith-Hughes and the Georg e-Dean acts of congress, allo- cated for extension, vocational and agricultural research, are also at stake, he said. Using Alabama as an eample, he showed that two state colleges for Negroes had asked the state “not to discriminate in favor of Tuskegee institute,” which at one time received most of the federal funds given for higher education, funds given for higher education. Trustee boards of Meharry, Fisk, Hampton, Tuskegee and Atlanta are believed to be seeking a solution in regionalism, but Dr. Davi s called the present state educational poli- cies in West Virginia.” i “There is some value in a con- cept of regional education,” he said, “but I refuse to participate in any regional plan of education which supports or countenances in a n y way the maintenance of racial seg- regation in higher education in the south. “It. is generally believed that segregation in education must be attacked from the top. in profes- sional and graduate education. Our southern economy cannot support two strong systems of education. The attempt to support a jim crow system of regional education will merely add to the burden. About 50 students were enrolled at West Virginia State university, Morgantown, last summer.
