Members of the Michigan House of Representatives serve two-year terms. The following votes took place during the 2001-2002 legislative session. Not voting counts as a negative in the score. Representatives Humell, Drolet, and Palmer were elected mid-term. Those votes taken before their election to the House do not count against them in their Overall Score. Rep. Kilpatrick left the Michigan House upon his election as the Mayor of Detroit. Those votes taken after he left the House do not count towards his Overall Score.

1 Subsidizing Air Pollution (HB 4792, PA 49 of 2001)HB 4792 reauthorized the fee placed on power plants and large stationary sources of air pollution, which pays for the Department of Environmental Quality (DEQ) air permit and inspection program. However, the bill that passed the legislature will not raise enough money to run an adequate program. A "Yes" vote on this amendment offered by Rep. Kolb would have ensured adequate funding. Failed 37-60.

2Banning Directional Drilling 1 (HB 4259, PA 44 of 2001)The scorecard contains two House votes on directional drilling under the Great Lakes because of its high-profile nature. This first vote was an amendment offered by Rep. Shackelton on the 2001-2002 Department of Natural Resources (DNR) Budget. A "Yes" on this amendment would have added one year to the moratorium on new directional drilling. Failed 53-54.

3Banning Directional Drilling 2 (HB 5118 , PA 148 of 2002)Later in the session, due to intense public pressure brought by environmental groups, directional drilling was revisited by the legislature in the form of a stand-alone bill. A "Yes" vote on this legislation, sponsored by Rep. Shackelton, placed a permanent ban on new directional drilling. Passed 98-7.

4Raiding Game and Fish Fund (HB 4912, PA 50 of 2001)HB 4912 was an attempt by the Engler administration to raid the Game and Fish Protection Fund. The Fund is comprised primarily of dollars paid for hunting and fishing licenses and is dedicated to habitat improvement. A "Yes" vote on this amendment, offered by Rep. Birkholz, retained the fund as a Trust Fund, which will help ensure the integrity of the fund and protect it against further raids. Passed 96-7.

5 Banning Mercury Thermometer Sales (HB 4599, passed House and Senate)Mercury is a potent neuro-toxin that has been shown to cause birth defects in infants and reproductive harm in women of child bearing age. Digital thermometers are readily available and are relatively inexpensive substitutes. A "Yes" vote on this bill, sponsored by Rep. Minor, makes the sale of mercury thermometers illegal beginning January 1, 2003. Passed 97-9.

6Promoting Beach Safety Awareness (HB 4719, passed House and Senate)Beach closings due to unsafe and contaminated water have been a chronic problem in Michigan for the past decade. A "Yes" vote on this bill, sponsored by Rep. Birkholz, required public beaches to post a notice stating whether or not they test and, if they do, where beach users can obtain the most recent test results. Passed 94-11.

7Exercising Government Oversight (SB 1104, Sent to Governor)Earlier this year, the Senate passed the DEQ budget with language designed to correct a failing wetland mitigation program and report on enforcement of our environmental laws. However, the final version stripped this language and further cut program budgets. A "No" vote on this bill means taking more responsibility for government oversight to ensure the DEQ is protecting public health and natural resources. Passed 60-44.

8Protecting Pollution Prevention Programs (HB 4626, PA 165 of 2001)During the process of reauthorization of hazardous waste fees, the law was changed to allow funds previously dedicated for pollution prevention programs to cover operating expenses. In the past, program costs have been paid for directly using hazardous waste fees. A "Yes" vote on this amendment, offered by Rep. Callahan would have stopped the raid and ensured full funding of pollution prevention programs. Failed 40-60.
