    Front Royal was on a list re-leased by the governors ofce onDec. 8 o communities receivingstate grants or tourism market-ing.

    Front Royal was tabbed, alongwith New Market, Staunton, Har-risonburg and Waynesboro or$50,000 or an SVA OutdoorRecreation and Family ravelMarketing Campaign. It was notclear whether those ve munici-palities would split that amounton a regional promotional eort

    or receive portions or individualpromotional eorts.

    In the governors press release,Alisa Bailey, president and CEOo the Virginia ourism Corpo-ration, was quoted stating, TeVC Marketing Leverage Grantprogram is an excellent resourceor Virginias localities looking toboost tourism. Te communitieswork together on projects that willhave the most impact or the lo-cality or region.

    Te money is part o an an-nounced $635,000 in matchinggrant unds to 35 local tourism ini-tiatives as part o the V C Market-

    ing Leverage Grant program. Tegrants assist local and regional

    tourism entities to attract more visitors by leveraging local mar-keting dollars. Te local organiza-tions match the state grant undsby a minimum o 3-to-1 to createmarketing projects such as web-sites, signage, social media andadvertisements, according to thegovernors press release.

    Ater recently reading a past edi-torial titled Only drunks drown? Iound it necessary to write. My heartgoes out to all the victims and theiramilies surrounding the multipletragedies at the old Riverton Dam. Inparticular, I would like to addressDavid Howard Benners statemento checking blood-alcohol levels othe victims. Although I only knewone victim, hopeully it will showMr. Benners poor ability to speakbeore knowing the acts.

    om Walker was a baker at myrst job where I was hired to cleanpans. Tat was twenty ve years agowhen I was about 1 years old. For-

    tunately, he saw some potentialin my abilities and taught me thetrade. Over the years I continuedworking or om at various Costcolocations, where I eventually be-came a manager. He taught me the

    business in and out and my successwas due largely to his teachings. omwas the best role model one couldask or and is directly responsibleor the man I am today. o this dayI can remember him placing a glass jar above a baking bench and ex-plaining how to save my money. Myamilys rst microwave oven waspaid or out o that jar. I will neverorget the comorting phone callsom made to my mother ater myathers death. He would assure herthat I was on the right track and easeher mind.

    In addition to our proessionalrelationship, om and I had devel-oped a riendship. Actually he waslike the big brother I never had. Byno means was I an angel growing up,but om always put positivity in mylie. Whether it was going shing onhis boat, demonstrating amily val-ues, or motivating me to work orsuccess, he was there or most o thecrucial decisions and lie altering ob-stacles o my past. He always point-ed me in the right direction. My lastshing trip with om was on a boat

    that I had purchased. Needless tosay some o that cash probably camerom that savings jar rom my child-hood. Tat day is one I will neverorget and I hope om realized hispositive inuence on my lie.

    oday I am no longer involvedin the baking industry, but I stillthink o my old riend oten. I amextremely grateul to have crossedpaths with om Walker and havelearned so much rom him. WhenI go out shing on my boat thesedays, there is always a eeling like weare together. I can still hear him withall his enthusiasm, telling me abouthis children Tad and revor. Hewould explain the importance o agood wie and how ortunate he wasto have Cylinda.

    Hallelujah to Glory Bea! a Valley Christmas story shines at Wa

    While an armed holdup wasgoing on at a Middletownconvenience store and copcars were careening up anddown Main Street, an open-ing-night (Nov. 7) audienceor the annual Christmas showwas sedately ling into Way-

    side Teatre to see the worldpremiere o Glory Bea! aShenandoah Christmas storyby Front Royal school teacherRichard Follett and one-timeMiddletown resident LarryDahlke.It was a dramatic start to a

    poignant, sometimes sad playin which, at the end, happinessreigns or all in the cast andthe audience, a sort o Dick-enss Christmas Carol set inthe Shenandoah Valley priorto and during the Christmas

    o 1933. Jody Lee, as one o atrio o musicians, did the storyline while the actors were ledon this night by 11-year-oldAudrey Nakagawa, in the titlerole. A Wayside Young Per-ormers Workshop gradu-ate rom Winchester, Audreywas part o a touching storyo one Valley amily survivingthe Hungry Tirties while

    daddy was away rom hometrying to earn a dollar with theCivilian Conservation Corps(CCC), which in act was thenengaged in building SkylineDrive.wo separate casts will work

    When I was a kid, I knewthats what Id be getting forChristmas. It wasnt the onlything, but as sure as Santaslid down our chimney, I knewId find them under the tree. Ialso knew Saint Nick wasntthe one delivering them. Thatwas my mother. I loved mymother very much, but whatkid wants underwear andsocks for Christmas? Not thisone. And besides, she alreadyknew my inventory levels werehigh. I didnt need any more.

    But every year, I got them. Iguess it was a mom thing.Thankfully, she quit buying

    them for me when I got mar-ried. But it didnt stop there.Thats when my wife started. Ithink it was a conspiracy.But there was a change. In-

    stead of underwear and socks,now it was underwear and un-dershirts.Oh boy. I was just as thrilled.

    And no matter how much Icomplained, they kept appear-ing. I think my wife got a kickout of it.The tradition continued, until

    the time she got me underwearthat were, shall I say, snug. Idont care what size was onthe label, they were too small.Id had enough.Thats it!! I told her. No

    more.She got the message. Fi-

    nally.But that doesnt mean all is

    ok under the Engle Christmastree.Every year, we exchange

    lists. And every year, my wifemoans about mine.Thats it? You need to give

    me more ideas.And when I do, s

    At a Dec. 6 work session rep-resentatives o the HumaneSociety o Warren Countyasked the Warren CountyBoard o Supervisors or both

    immediate and long-term -nancial help to head o whatcould be a atal nancial cri-sis. Te humane society is alsolaunching a private-sectorundraising drive within theweek but immediate and long-term help rom the county isalso needed, the supervisorswere told.At the early December work

    session new Julia Wagner Ani-mal Shelter Executive Direc-tor Lavenda Denney and Hu-mane Society Board member

    Amy Turman described theoperational and nancial con-sequences o a two to three-year trend o increased animalabandonments and reducedadoptions that have uppednumbers o animals movingthrough the system by 5 per-cent annually.A major actor cited was the

    expense o keeping pets be-comes untenable or somepeople living on the edge -nancially. ighter nancesmay also be reected in ewerpeople willing to adopt ani-mals simply because they cantaord to incur the additional

    expense o a pet.Were taking in as many ani-

    mals as Loudoun County andthey have a $1.4 million annu-al budget, Denny told countyofcials. Te Humane Societyo Warren Countys WagnerAnimal Shelters current an-nual budget is $144,666.

    When Deputy County Ad-ministrator Bob Childressasked how it was possible thatWarren County (population38,000) could take in as manyanimals as Loudoun Countywith a population cited at300,000, Denny pointed tothe local preponderance hereo unxed animals, both wildand owned.Denny said there are pet

    owners who repeatedly bringin new litters o dogs or catsto the shelter or adoption be-

    cause they reuse to spay andneuter their older pets.Turman also cited the

    positive impact in LoudounCounty o implementationo a program that brings instray or eral cats to be spayedand neutered and re-released Tat took their numbers [ostrays] down tremendously,Turman told the board.Denny said this year the ani-

    mal shelter had taken in over,100 animals and has beenaveraging ,500 annually. Forevery three to ve animals thatcome in the back door [aban-doned], only one goes out theront [adopted], she said.A single situation o housing

    a dog brought in by county an-imal control while a court caseon that animals custody hasevolved has cost the humanesociety shelter $8,000.

    While that case has gonethrough the court system tothe Virginia Appeals Courtshe had ve puppies, Dennysaid.While the Julia Wagner rust

    On Dec. 5 the U.S. Postal Ser-vice (USPS) submitted proposedchanges to its operations to thePostal Regulatory Commission.Te move toward the suggestedchanges began on Sept. 15 whenthe Postal Service announced itwould begin studying changes tomeet a budgetary crisis.Initially the impact on postal

    customers will be a potential one-day delay in delivery o First Classand periodical mail. While the

    loss o one-day delivery o mostFirst Class mail and periodicaldeliveries may seem minor, cus-tomers who pay bills or receivetime-sensitive materials such asdaily newspapers, including somewith one-day retail sales notices,as well as other periodicals couldbe hugely impacted. Tose last-minute birthday cards rom or to

    grandpa and grandma, especiallythose in more remote rural loca-tions will have to be sent earlieror they could become birthday-plus-a-couple-days cards. Expectthat mail-delivered DVD movietomorrow? Not so ast.Tats what postal customers

    Te day prior to Tanksgiving, thelaw ofce o Cliord L. Clay Atheyissued a press release acknowledgingthe current 18th District Delegatesrecommendation by a regional polit-ical caucus to appointment as a 6thJudicial Circuit Court judge.

    Te appointment would ll a seat vacated on March 1st by the re-tirement o Judge John R. Prosser.Prosser led papers indicating his

    intention to retire rom his 14-yearcareer on the circuit court bench onJan. 1, 011. Prior to his appoint-ment as a 6th Circuit Court judge,Prosser had practiced criminal law

    out o a Winchester ofce.Rumors the 50-year-old Athey was

    in line to replace Prosser began y-ing rom within the warren CountyRepublican Committee as soon as heannounced on March 9th he wouldnot seek re-election to the VirginiaHouse delegates seat he has held ora decade.

    I was contacted earlier today byDelegate Steven Landes, who in-ormed me that I was the consensuscandidate o the Shenandoah ValleyCaucus to ll the current Circuit va-

    cancy in the 6th Judicial Circuit,Athey stated in a Nov. 3rd press re-lease. I am humbled and very appre-ciative o the support o my ormercolleagues in the General Assembly.

    On Dec. 5th we spoke withsoon-to-be-retired 18th DistrictVirginia House Delegate CliordL. Clay Athey about his poten-tial uture as a 6th Judicial CircuitCourt judge. As recounted else-where in this issue, talk o Atheyeventually replacing retired JudgeJohn R. Prosser began almost im-

    mediately upon his March 9thannouncement he would not seekreelection to the Virginia Houseseat he has held or a decade.

    What does a potential legisla-tive judicial appointment meanor him proessionally and per-sonally, we asked.

    Itll denitely be a loss o in-come, Athey said o a move romprivate-practice business law intothe courtroom. One thing aboutthe private practice o law is thereis no time that you get to work inthe morning and time to go homeat night. You kind o live withuid hours and work on the week-

    ends. Just because the courthouseis closed when youre in privatepractice doesnt mean youre notstill in the ofce.

    Salary estimates we got or cir-cuit court judges varied between$130,000 and $150,000 annually.

    Athey reiterated a point hemade earlier in announcing hislegislative retirement, that hewants a more stable home lie orhis amily as his children reachschool age. So while court docketsmay be heavy and trials may occa-sionally run over hours, the morestable hourly environment anda regional court circuit closer tohome than his legislative orays toRichmond is a happy trade o.

    I still think its going to be achallenge. Teres going to be alearning curve obviously, Atheysaid o adjusting rom a law prac-tice now ocused on civil, corpo-rate and business-municipal law.Teres no question that in re-cent years I havent practiced a loto criminal law. I think my prac-tice has been like a lot o peoples:those rst ew years it was mostly

    criminal and then over time it be-came more civil than criminal, andthen at a certain point it becamealmost exclusively civil. And cer-tainly the last seven to eight yearsit has been mostly civil litigationand/or local government law thatI have spent most o time in. ButIve done a little bit o everythingover the last 0 years.

    coming rom, youre supposed toapply the law to those particularacts. And the outcome should bebased upon the law as it applies tothose acts. And Ive been doingthis a long time. Contrary to pop-ular belie Ive had a pretty exten-sive law practice in addition to mylegislative responsibilities, Athey

    laughed about public perceptionso his proessional lie.

    What next?

    How did he go rom knowing a

    judicial appointment was a pos-sibility to the decision to activelypursue that appointment?

    Well, theres been some timepassed, he observed o the seven-plus months since he announcedhe would not seek reelection. Tereason I am stepping down romthe legislature is my children are

    now kindergartners and I didnteel like it was a good idea to con-tinue to take them back and orthto Richmond. When I got out Iknew thered be some opportuni-ties. I thought about teaching a

    little and may still do some o thatat some point in the uture. I dis-cussed staying in the private prac-tice o law. I even had one particu-lar group in Richmond approachme about doing some lobbying inRichmond. So Id even toyed withthat idea.

    But Athey points to his experi-

    ence on various legislative com-mittees devoted to legal issues asperhaps setting the groundworkor his nal decision, as well asreceptiveness to that decision inRichmond where judicial appoint-

    ments are made by tor on an interim basernor.

    On Dec. 6 the Warren CountyBoard o Supervisors approved$190,000 or the purchase o 5.8acres as the uture site o theShenandoah Farms trash conve-nience and recycling site. Closingon the property purchased romJames and Andrea Stuart will oc-cur within 30 days, County Attor-ney Blair Mitchell told the board.

    Mitchell also explained action onthe purchase was required that

    day because a deadline on deliv-ery o a letter o intent that thecounty would proceed with thepurchase would come the ollow-ing day.

    Only board Chairman ArchieFox voted against authorizingthe purchase. Fox cited nancialconcerns and other potential ex-penditures the board is acing.However the majority appeared

    to agree with County Adminis-trator Doug Stanleys observation

    that the county was not likely toget a better price in the uture onland earmarked or a new armscompactor-recycling site.

    Some supervisors observedthat while the site may not be per-

    ect, it is the best available at thistime or such development in thearea. Several board members saidthey had explored other poten-tial sites in the three weeks sincethe CUP public hearing and hadound no viable alternative. How-ever Richard raczyk, in whoseShenandoah District the site lies,observed that since developmento the site isnt orecast or two orthree more years, should an al-ternative site be ound the boardcould move to alter the location.

    As or nancing concerns,Stanley told the board the countyhas already put $50,000 aside ora new Farms trash conveniencesite large enough to include a re-cycling component.

    Deputy County Administra-tor Robert Childress later told usthe two-plus year timerame ordevelopment o the site was dueto a county policy to pay or suchcapital improvements as the ullnancing amount became avail-able. Current cost estimates ordevelopment o the site, whichwill also include a county roadmaintenance building or theFarms Sanitary District, are be-tween $750,000 and a milliondollars.

    Tis cost would include allpreliminary engineering typetasks, design, and construction,Childress says. Since the Boardo Supervisors has recently ap-proved the purchase o the prop-erty, one o our next tasks willbe to develop site plans or the

    project. As these design plansare developed, we will be able torene our cost estimates or bud-geting purposes.

    While the pay-as-you-go planand incremental unding alloca-

    tions will draw the project out orseveral years, since a Farms trashcompactor site currently exists -albeit with no recycling capacity- about a mile rom the proposedsite, a more immediate resolution

    is not deemed a board priority,Childress explained.

    So the county will eat the ad-ditional costs and landll con-sequences o trash disposal orecyclable materials and gamble

    project costs wont increase incoming years as the balance isapproved or unding.

    Warren County re investigatorsdetermined the cause o a Dec. 1stresidential house re in the HappyCreek area was accidental. Te causewas ruled a malunction o a gasreplace in the home. It was also de-termined that several smoke alarms

    were not operational in the homedue to missing or dead batteries. Teone electric detector ailed to operateas well.

    Te re was discovered by an oc-cupant o the home, who alerted therest o the amily. Even though all

    were out and accounted or prior tore and rescue arrival, two occupantswere treated on scene or smoke in-halation. Tere were no injuries toreghters.

    Fire units arrived within min-utes at 690 Loop Road to nd re

    venting through the roo and heavysmoke rom the eaves o the splitoyer home. An aggressive attack putthe re under control in 10 minutes.Units rom Stations 1, 4, 10, ankers and 8 responded and remained onscene or approximately two-and-a-hal hours. Tere were 10 occupantso the home. While the home wasrendered uninhabitable by the re,smoke and heat damage, the Win-

    With winter cold approaching in-creasing the use o alternative heat-ing sources, the Warren County De-partment o Fire and Rescue Serviceswould like to remind everyone to usecare and caution when heating yourhome.

    Keep anything that canburn at least three eet away romheating equipment, like the urnace,replace, wood stove, or portablespace heater.

    Have a three-oot kid-reezone around open res and spaceheaters.

    Never use your oven toheat your home.

    Have a qualied proes-sional install stationary space heatingequipment, water heaters or centralheating equipment according to thelocal codes and manuacturers in-structions.

    Have heating equipmentand chimneys cleaned and inspectedevery year by a qualied proession-al.

    Remember to turn portableheaters o when leaving the room orgoing to bed.

    Always use the right kindo uel, specied by the manuactur-er, or uel burning space heaters.

    Make sure the replace hasa sturdy screen to stop sparks romying into the room. Ashes should becool beore putting them in a metalcontainer. Keep the container a saedistance away rom your home.

    Ensure a Working SmokeAlarm is present in the Home andtest each smoke alarm monthly.
