PUBLIC NOTICE THIRD FIVEYEAR REVIEW COMPLETED Riverfront National Priorities List Superfund Site New Haven, Franklin County, Missouri December 2019 The U.S. Environmental Protection Agency (EPA) Region 7 has completed the Third FiveYear Review for the Riverfront National Priorities List (NPL) Superfund Site (site) in New Haven, Franklin County, Missouri. FiveYear Reviews are required by the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), commonly known as the Superfund Law, when hazardous substances remain onsite above levels that permit unrestricted use and unlimited exposure. FiveYear Reviews provide an opportunity to evaluate the site remedy to determine whether it remains protective of human health and the environment. The site includes groundwater contaminant plumes, vapor intrusion, and associated contaminated soils. The primary contaminant of concern is tetrachloroethylene (PCE), which was historically used during industrial processes by several entities in New Haven. Additional site contaminants include trichloroethane (TCE); 1,2 dichloroethane (DCE); and vinyl chloride (VC). Six operable units were designated by EPA to facilitate investigating and responding to the contamination. EPA has selected remedies to address contamination at each of the six operable units and those remedies have been implemented or are being implemented. This FiveYear Review report describes how the remedies at Operable Units (OUs) 1, 3 and 5 were determined to be protective currently and in the future. The recently selected remedial actions for OU2 and OU6 are in the early phase of implementation, and decisions regarding their protectiveness were deferred pending additional sampling and evaluation. The remedy at OU4 was determined to be protective in the shortterm; additional sampling and evaluation is needed to ensure longterm protectiveness. The Third FiveYear Review was signed Nov. 15, 2019. EPA has assessed the ability of the public to access this FiveYear Review through an internetbased repository and has determined that the local community has this ability. As a result, the Third FiveYear Review, previous FiveYear Reviews, and additional site information may be found through this website (under Site Documents & Data): www.epa.gov/superfund/riverfront. Riverfront National Priorities List Superfund Site  New Haven, Franklin County, Missouri – December 2019 

The U.S. Environmental Protection Agency (EPA) Region 7 has completed the Third Five‐Year Review for the Riverfront National Priorities List (NPL) Superfund Site (site) in New Haven, Franklin County, Missouri. Five‐Year Reviews are required by the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), commonly known as the Superfund Law, when hazardous substances remain on‐site above levels that permit unrestricted use and unlimited exposure. Five‐Year Reviews provide an opportunity to evaluate the site remedy to determine whether it remains protective of human health and the environment.  The site includes groundwater contaminant plumes, vapor intrusion, and associated contaminated soils. The primary contaminant of concern is tetrachloroethylene (PCE), which was historically used during industrial processes by several entities in New Haven. Additional site contaminants include trichloroethane (TCE); 1,2 dichloroethane (DCE); and vinyl chloride (VC). Six operable units were designated by EPA to facilitate investigating and responding to the contamination. EPA has selected remedies to address contamination at each of the six operable units and those remedies have been implemented or are being implemented. This Five‐Year Review report describes how the remedies at Operable Units (OUs) 1, 3 and 5 were determined to be protective currently and in the future. The recently selected remedial actions for OU2 and OU6 are in the early phase of implementation, and decisions regarding their protectiveness were deferred pending additional sampling and evaluation. The remedy at OU4 was determined to be protective in the short‐term; additional sampling and evaluation is needed to ensure long‐term protectiveness. The Third Five‐Year Review was signed Nov. 15, 2019.  EPA has assessed the ability of the public to access this Five‐Year Review through an internet‐based repository and has determined that the local community has this ability. As a result, the Third Five‐Year Review, previous Five‐Year Reviews, and additional site information may be found through this website (under Site Documents & Data): www.epa.gov/superfund/riverfront.  EPA encourages community members to ask questions and report any concerns about this site. Questions or requests for site information and/or the Five‐Year Review process can be submitted to:
