THE NEED FOR A STRONG UNOCHA
NGOs recognize the important and vital role of UNAMI in Iraq. When it comes
to humanitarian issues, we believe that a strong and autonomous UNOCHA is
essential.
We request the Emergency Relief Coordinator office to support the
humanitarian response in Iraq by taking the necessary steps to ensure the
presence of a strong an autonomous UNOCHA, for the following reasons:
1. Although UNAMI is an integrated mission, there is ample evidenceand no doubt in any ones mind that the political mandate is the most
prevalent in the mission. When coordination of humanitarian
interventions is done under the umbrella of UNAMI, this may lead to a
perception that humanitarian agencies could be led by political
considerations and not only by the humanitarian imperative.
Coordination by an autonomous UNOCHA, clearly distinct from
UNAMI, would make it clear that political issues play no role in the
delivery of humanitarian assistance.
2. The presence of a strong and autonomous UNOCHA will ensure ahigher engagement by NGOs. At this point, they are reluctant to share
some information through UNAMI, feeling it may be used in ways
they had not intended. UNOCHA could offer a neutral and response-
oriented analysis of the humanitarian information.
3. An autonomous UNOCHA will ensure a wider outreach and bettermeans of coordination of the humanitarian work and will also be able
to engage with non-State actors on behalf of the humanitarian
community.
4. UNOCHA is best positioned to host a Civil-Military Liaison Officer toensure a level of interaction between humanitarian agencies and Iraqi
or foreign, military or military-related actors in Iraq (private
contractors, Provincial Reconstruction Teams etc.), as is the case inother countries.

5. UNOCHA has already played a role in mobilizing resources for humanitarianinterventions by UN agencies and NGOs, but a UNOCHA, recognized by all to be
overseeing all humanitarian matters would be in a better position to do so.

remaining sanctions against Iraq, the secretary-
general has said. Ban Ki-moon made the

ending Latin America's military presence there.
Five Salvadoran soldiers were killed and 20
wounded over the country's five-year deployment.

that I hope never changes. After a four-year-long
absence, each of my meetings here with former
friends and fresh acquaintances seems to suggest
that adversity has taken its toll on everything

Kurdish region while the Kurds may set up an office

Kuwait and Iraq have reached a preliminary
agreement over oilfields in a border area at the
heart of Saddam Hussein's 1990 invasion of
Kuwait, an Iraqi official said. The agreement sets
out the technical and legal mechanism to invest in
oilfields shared by the two countries, Iraq's Foreign
Ministry under-secretary Mohammed Haj Humud

Foreigners who enter Iraq through the Kurdish
north of the country without a visa issued by the
authorities in Baghdad will face arrest and legal
charges, the interior ministry warned on Monday.
The announcement came after an Italian national
was detained in the former rebel stronghold of
Fallujah, in western Iraq, after having been issued
with a 10-day visa in the autonomous Kurdish
north of the country.

moon visited Iraq on 6 February 2009, following
the provincial elections held on 31 January 2009.
He was last in Baghdad in March 2007. A keen
follower of the electoral process from the early

preliminary results showed that Prime MinisterNouri al-Malikis State of Law coalition had made
