Recognize that: international cooperation and learning mobility in the field of higher education, especially through the Erasmus+ programme, have enabled the creation of new cross-border partnerships, the exchange of good practices, building intercultural understanding and shared values, and unlocking and harnessing new knowledge, with a view to enhancing Europe's higher education system's world-wide attractiveness and competitiveness

Invites MS to focus on: Further enhancing the efficiency, effectiveness and transparency of quality assurance in order to reinforce mutual trust, strengthen recognition procedures of academic qualifications

and stimulate international mobility.

African Union Agenda 2063: "A Prosperous Africa, based on Inclusive Growth and Sustainable Development", 'driven by its people "Continental education strategy for Africa" (CESA 2016-2025): •mechanisms for harmonisation and quality assurance to ensure comparable higher education in Africa, and for the establishment of a continental Accreditation and Quality Agency as a means to develop and monitor educational quality standards across the continent.

Erasmus+

• Africa – Europe Alliance : ‘facilitate and increase mobility’ and ‘support knowledge creation in universities to become full actors in the complex processes of innovation on which future economic development and job creation will depend’ through Erasmus

• Increase mobilities of African students and staff (35,000 by 2020 and 105,000 by 2027)

• Next call: October 2019

Erasmus+

• International credit mobility: Short-term mobility for BA, MA, PhD students (3-12 months) & staff (5-60 days)

Bilateral agreements between HEIs from Programme & Partner Countries

• Erasmus Mundus Joint Master degrees: Joint Master courses offered by consortia of universities offering scholarships to

best students worldwide for an integrated study programme, leading to the award of a double, multiple or joint degree

• Capacity Building in higher education: Projects supporting new curricula & degrees, learning & teaching methodologies,

staff development, quality assurance, governance, university-entreprise cooperation etc

Next phase of Tuning Africa

Capacities of academia, students and policy makers for the development and acquisition of generic competences strengthened; Non participating universities (staff, students, policy makers) and other stakeholders (secondary schools and professional organisations) trained; A network of African Tuning experts is established and provides support for the reform and harmonisation processes in Africa; African credit transfer system adopted.

Next phase of HAQAA

Quality assurance culture in higher education institutions is further enhanced; Capacities of quality assurance agencies to implement African Standards and Guidelines for quality assurance is strengthened and cross-regional coordination is enhanced; Capacities of the AU in implementing the Pan-African Quality Assurance and Accreditation Framework (PAQAF) are strengthened.
