It also has to ensure the rule of law and orderwhenever necessary. Moreover, it is theTatmadaw that actively takes part in regionaldevelopment tasks in order to bridge the gapbetween far-away rural regions with poortransport and developed urban regions.

The Tatmadaw is always ready to give ahelping hand whenever any disasters includingnatural ones befall the nation. In shoulderingnational duties, it keeps the interests of the Stateand the people in the fore.

As the Tatmadaw has been implementingthe seven-step Road Map step by step, a modern,developed democratic nation aspired by theentire people will come into shape soon.

Amid the various hardships and difficulties,the Tatmadaw has tried to safeguard the nationthroughout history and carry out national tasksside by side with the people till reaching thecurrent state of development and prosperity.

Pre-mature explosionkills two would-be suicidebombers in W Afghanistan

KABUL, 24 March— Two would-be sui-cide bombers were killed as their devicewent off prematurely in Afghanistan’swestern province of Nimroz on Monday,police said. “Four Taleban fighters were busyin planting mine on a road in KhashrodDistrict this morning but the device explodedprematurely, killing two and injuring twoothers,” provincial police chief Abdul JabbarPurduli told Xinhua.

Four killed in Baghdad shootingsBAGHDAD, 24 March—Four people were killed, including two

policemen, in shootings in Baghdad on Monday, Iraqi security offi-cials said.

In the overwhelmingly Shiite Sadr City district, two city council-lors were gunned down by men who sped off on a motorbike, BaghdadOperations Command said in a statement.

“Iraqi security forces cordoned off the area, in search of thecriminals. “They arrested three suspects, and seized a motorbike,silencer pistols, kalashnikovs and one IED (improvised explosive de-vice),” it said.

In a separate statement, the operations command said two po-licemen were shot dead in a watchtower in the south Baghdad neigh-bourhood of Radhwaniyah. It gave no further details.

Violence has dropped dramatically across Iraq since its peakbetween 2005 and 2007, but attacks remain common in some areas,especially in Baghdad and the main northern city of Mosul.

LIMA, 24 March — An earthquake measuring 6on the Richter Scale shook on Tuesday the NascaProvince, 480 kilometres south to capital Lima,without reports of victims or material damages tothe moment. According to the Peruvian Geophys-ics Institute (IGP) the epicentre was located 40km southeast to Nasca with a depth of 40 km.

The earthquake was also felt in nearby citieslike Palpa, Acari in Arequipa and Puquio inAyacucho.—Xinhua

BEIJING, 24 March— Two earthquakes meas-uring 5.7 and 5.5 magnitudes on the Richter Scalestruck southwest China’s Tibet Autonomous Re-gion within an hour on Wednesday, said the ChinaEarthquake Networks Centre.

The first 5.7-magnitude quake occurred ataround 10:06 am and the second 5.5-magnitudeone came 38 minutes later, both in northern Tibet’sNyainrong County, Nagqu Prefecture.

MUMBAI, 24 March— India will launch its first pow-erful carrier rocket with the homemade cryogenic en-gine to propel a satellite into geosynchronous orbit nextmonth, said an Indian space official on Tuesday.

The carrier rocket GSLV-D3 with the indigenouscryogenic engine is in the final stage of the assembly,said an official of Indian Space Research Organiza-tion (ISRO).

The official said, “so far, we had been using Rus-sia-made cryogenic engines for satellite launchings.”

After lifting off from the ground next month, thehuge GSLV-D3 will carry an advanced communica-tion satellite into geostationary orbit, he added.

Somali pirates seize Turkishship

NAIROBI, 24 March—Somali pirates had hijacked aTurkish-owned ship on Tuesday with 21 crew mem-bers on board, a regional maritime official has confirmed.

Andrew Mwangura, the East Africa Coordinator ofSeafarers Assistance Programme (SAP), said the Malta-flagged MV Frigia was seized early Tuesday in the pi-rate-infested waters of Somalia. “The Turkish ship washijacked this morning with 21 crew members on boardover 1,000 miles east of Somalia’s Haradhere. The shiphas 19 Turkish and two Ukrainian,” Mwangura told Xinhuaby telephone from Mombasa.

He said the 35,300 dwt ship was seized in an areasome 400 nautical miles outside a shipping corridorprotected by an international naval fleet.—Xinhua

SEOUL , 24 March—South Korean food products designed to be consumed inspace have received certification from a Russian laboratory, the state-run KoreaFood Research Institute (KFRI) said on Wednesday.

A total of 10 types of specially manufactured food products, including traditionaldishes like fried Kimchi, hot pepper paste, bulgogi or beef stew, and bibimbab, abowl of mixed rice and vegetables, have won the certification by the Institute ofBiomedical Problems of the Russian Academy of Sciences (IBMP) last weekafter passing extensive testing, the KFRI said in a statement.

All food products were adjusted to fit the European astronauts’ different tastes,and were specially repackaged to have longer shelf life, according to KFRI, asthey were produced under high pressure and heat with below-five percent mois-ture content.—Xinhua

India, US consider holding training drillin nuke, chemical and biological warfare

NEW DELHI, 24 March—India and the United States areconsidering holding a joint training exercise in nuclear,chemical and biological warfare at a US proposal, the Indiannewspaper The Tribune reported on Tuesday.

The exercise featured on the agenda of the 14th meet-ing of the Army Executive Steering Group, comprisingtop Indian and US army officers that began at Head-quarters Western Command near Chandigarh in north-western India on Tuesday, said the report.

The four-day meeting is due to review the Indo-USmilitary cooperation in the past year and work out pro-gramme for this year, said the report.

The Prime Ministersaid that for years the Pyay-Paukkaung-Toungoomountain road across thecentral Yoma was not safeto travel due to the dangerof insurgents and the exist-ence of many up-and-down sections.

Thanks to the guidanceof the Head of State, the120-mile-long road hasbeen upgraded into a tarfacility. Because of theYoma mountain range, ittook over eight hours totravel over 300 milesbetween Pyay in thewestern part of BagoDivision and Toungoo inthe eastern via Yangon.

According to coun-try’s geographical condi-tion, most were north-south-running railroads andmotors roads. So, the gov-ernment has built networksof motor roads, railroads,communications lines andflights covering the everycorner of the country.

Junior, you fell in action in a frontline more thana couple of decades ago, but you are still deep in theheart of all of the family members of us. Your fall is,indeed, the very loss of a brave, loyal soldier for thecountry, as well as loss of a good son for the family. Youupheld the oath "I solemnly take a vow to sacrifice mylife for the country, the people and the Tatmadaw". So,your premature demise is a noble sacrifice in a holybattle to defend the mother country.

The Methawaw Battle, in which you engaged,was a decisive battle not only for the military field butalso for the political field of the nation. While the unrestreigned supreme the whole nation due to the 1988unrest, KNU insurgents waged Methawaw Battle toget the nation into military and political crises.

That day, enemies approached in bulkMethawaw military base under the control of theTatmadaw, and opened fire with artillery and assortedsmall arms on the outpost where a platoon was de-ployed, at dawn. Enemies vastly outnumbered yourplatoon. Normally, no way you were able to repulsetheir attack. However, you showed your lion heart toconfront the enemies although you were helplesslyoutnumbered, because you servicemen adhere to thefour oaths and Our Three Main National Causes.

If they had occupied your outpost, it wouldhave been easy for them to infiltrate the Methawawmain base. So, enemies attacked your outpost to theirutmost, but in vain since you Tatmadaw members arewell-trained and experienced militarily. After all, theyretreated from the battlefield with heavy losses. There-fore, the State Flag remained flying on the hill of youroutpost. In the battle, you showed the 12 fine traditionsof the Tatmadaw: a patriotic Tatmadaw, a self-disci-plined Tatmadaw, a loyal Tatmadaw, a harmoniousTatmadaw, an efficient Tatmadaw, a Tatmadaw thatmakes self sacrifices, a noble-minded Tatmadaw, abrave Tatmadaw with capabilities, a Tatmadaw withtenacity, a diligent Tatmadaw, and a Tatmadaw thatupholds Our Three Main National Causes. So, youwere worthy of great honour. However, in the fiercebattle, you made final sacrifice for themotherland together with Chin private Kyin Zakhok,Kayin private Saw Khu Maw , Mon private NaingKyaw Tun, Kachin private Lun Khaung, Kayah pri-vate Bya Rai, Shan private Sai Lu, and Rakhine privateSan Shwe Maung.

Showing brilliant performance, the Tatmadawundermined the KNU's plot to form a government anddeclare an independent region after occupyingMethawaw, and managed to regain control of thewhole Methawaw. In the historic battle, 12 officers and245 other ranks sacrificed their lives for the country. Itis a fine tradition of the Tatmadaw that Tatmadaw

members are ready to make final sacrifices if necessaryfor the mother country.

Junior, the Myanmar Tatmadaw is a patrioticone that came into existence according to the historicalnecessity and national necessity. In its very infancy, theTatmadaw hand in hand with the people successfullyaccomplished a national duty of helping the mothercountry regain independence.

Tatmadaw members are those born of nationalpeople, so the Tatmadaw is a force of national brethrenthat always readies itself to defend the nation. In timesof emergencies, the Tatmadaw stands by the people anddefends the country. In that regard, in his speech to theGraduation Parade of the 52nd Intake of DefenceServices Academy, Commander-in-Chief of DefenceServices Senior General Than Shwe said, "There are somany profound evidences in the course of the nation thatthe Tatmadaw stood firmly by the nation in times ofemergency."

Junior, multicoloured insurgency came out inthe nation in 1948, following independence, such asCommunist (White Flag), Communist (Red Flag), Yebaw(White), Yebaw (Yellow), and KNDO that stuck towrong concept and narrow-minded racism. At the time,the ruling AFPFL (Anti-Fascist People's FreedomLeague) government could rule only one region "Yangon"due to the nationwide raging inferno of the civil war. So,foreign media named the government Yangongovernment. Rural folks came under tortures andmessacers of the multicoloured insurgents, while urbanpeople were in a state of panic due to the sound of gunsand cannons. Gradually, the multicoloured insurgencywas leading to disintegration of the Union, and the nationwas on the verge of loss of recently-regained independ-ence. Therefore, the then prime minister entrustedduties to the Tatmadaw to put an end to internal armedconflicts, and ensure community peace. At that time, theTatmadaw had only 10 regiments, but managed tosuppress the nationwide armed insurgency and putdistricts and townships under the rule of the government.The storm of the internal armed insurrection abated to anextent and community peace and the rule of law couldbe restored owing to the operations the Tatmadawlaunched at risk to life. Then, the Tatmadaw handedover the entrusted duties to the prime minister, and paidfull attention to its original duty or national defence duty.

The internal armed strife was still active tillJanuary 1950, and since then Kuomintang troops intrudedinto Mongmao in Shan State, then Kachin, Kokang, Wa,Tangyan, Kengtung and Tachilek. Then, they infiltratedMongmao, Mongyu, Muse, Kyugok and Pungpahkyem.Kuomintang troops posed grave dangers to the entirepeople by harming sovereignty of the nation.

So, the Tatmadaw had to open another front tosuppress the attack by the Kuomintang troops. It launchedoperations "Kengtung", " Pharok", "Maw" and "Panlon"in 1950; Operation "Mogyo" in 1952; operations "Maha"and "Naganaing" in 1953; operations "Yuzana","Bayintnaung" and "Hsinbyushin" in 1954, Operation"Yangyi Aung" in 1955; and Operation "Mekong" in1960 to drive the intruders out of the nation's soil. In theoperations, a large number of Tatmadaw members hadto sacrifice their lives.

While the situations were running high, theruling AFPFL government split into two factionsnamely Stable AFPFL and Clean AFPFL, vying eachother for power. The ruling government was notcapable of restoring stability and peace due to intra-party disunity, thus leading to group-wise clashes.Political parties founded pocket armies in order to

gain power, and leading role in the government.Taking full advantage of the terrible mess in theruling government, insurgents accelerated theirinsurgency. Therefore, the people were going throughthe hell of stresses and strains sparked by politicalparties and pocket armies and insurgent groups. Inconsequence, the nation was again on the edge ofcollapse. Being incapable of restoring the nation'sconditions, Prime Minister U Nu of the AFPFLgovernment asked the Tatmadaw to restore Statestability and peace as a caretaker government. On28 October 1958, he handed over State power to theTatmadaw. As the Caretaker Government, theTatmadaw tried to restore stability and communitypeace, and then held a secure, free and fair electionon 6 February 1960. Then, the Tatmadawsystematically handed over State power to thewinning Pa-Hta-Sa government.

In 1962, the nation encountered the dangerof Federal Policy that posed great danger to thenation. Some chieftains who were unwilling torelinquish Feudal power and some faithless political

parties secretly contacted SEATO (South-East AsiaTreaty Organization) under the influence of theWest Bloc. And they flagrantly submitted FederalPolicy and coerced the Pa-Hta-Sa government withthe intention of seceding from the Union and joiningSEATO. Their scheme was to secede from theUnion whether the government gave green light ornot. Again the nation was standing on the point ofcollapse into pieces. The then government was in noposition to tackle the situation. In the end, theTatmadaw saved the Union from disintegration byrestoring the State's sovereign powers on 2 March1962.

In 1988, the people took to the streetsbecause of general crises and discontent with theruling Myanmar Socialist Programme Party. Inter-nal and external subversive elements fueled thesituations and generated public outrage into awholesale unrest that dragged the image of thenation through the mire. The then government wascompletely unable to control anarchic disturbancesthat were strife across the nation. In addition, thegovernment's whole administrative machinery cameto a halt. So-called protest leaders, demonstrationunion leaders, public leaders and even the person,who claimed himself to be forever legal primeminister could do nothing to control and prevent theanarchic demonstrations. Old and neo-colonialistswere waiting and seeing what sorts of changeswould happen to seek their interest. A fleet of navalvessels of a power had intruded into the nation'swaters. The entire people were totally helpless.The nation was to fall into the abyss. On 18September 1988, the Tatmadaw saved the nationfrom the collapse by assuming State responsibilities.

According to the historic events I have saidto you, no one can deny that the Tatmadaw stoodfirmly by the people and safeguarded the country intimes of emergency that posed dangers to sover-eignty and integration of the Union.

Junior, since 18 September 1988, on whichit unavoidably took State duties, the Tatmadaw hasbeen upholding Our Three Main National Causesand carrying out nation-building tasks the length andbreadth of the nation. As a result of the Tatmadaw'searnest efforts, the whole nation, hilly and plain,enjoyed rapid development. The whole nation hasseen networks of roads and railroads, and bridgesspanning rivers and creeks one after another. Thatensured smooth transport and swift commodity flow.The government has been implementing the BorderAreas and National Races Development Project,the 24 Regions Special Development Project, andthe Rural Development Project for equitabledevelopment of all parts of the Union. Now, it is inpursuance of the 15-year drug elimination plan(1999-2014) to ensure that the nation will be a drugfree land. The Tatmadaw government managed toachieve national reconsolidation for whichsuccessive governments worked in vain. So far, 17major national race armed groups have returned tothe legal fold. And they have been working hardjoining hands with the government for developmentof their regions. It is very encouraging to learn thatsome of the peace groups have transformed them-selves into Tatmadaw members to shoulder nationaldefence duties as border guard forces.

Junior, despite a variety of disruptions causedby internal and external elements, the nation hasenjoyed all-round development with stability and

peace in two decades due to the Tatmadaw govern-ment's all-out efforts. In its time, the Tatmadawgovernment has improved infrastructures to a cer-tain degree for a better future of the nation. It hasbeen implementing the State's seven-step RoadMap to shape the nation into a peaceful, modernand developed democratic one. Free and fair elec-tions will soon take place to complete the fifth stepof the Road Map. The people will have the right tofreely elect people's representatives who are capa-ble of serving the national interest faithfully. Afterthat, as the sixth step, parliamentary sessions willbe held with the elected members of parliaments.Then, as the final step, a peaceful, modern anddeveloped democratic nation will be built with Stateleaders elected by the hluttaw, and governing bodiesand administrative bodies formed by the hluttaw.The Tatmadaw government will continue to see tothe seven-step Road Map one step after anotherfor successful completion of the democratizationprocess.

Junior, as a result of the hard work the

Tatmadaw government has exerted with a strongsense of bounden duty, there have beennumerous infrastructural buildings to generatea prosperous future of the new nation. Theregions of national races that were once rever-berated with the s ound of gun fire are nowcovered with traditional songs and music oflocal national races. Now, the whole Union haswitnessed stability, peace and development atthe unprecedented level, along with the vast,peaceful new capital "Nay Pyi Taw", which isthe pride of the nation. May the fallen Tatmadawmembers see the signs of the nation's significantdevelopment from the heaven! The Tatmadawwill continue to defend and guard the Union ofMyanmar as long as the world exists.

I write this article in honour of theTatmadaw members who sacrificed their livesin action and as a gesture of hailing the 65thAnniversary Armed Forces Day.

The study also found lungmetastasis rates were 80percent less in the micepre-treated with noscapinewhile the noscapine groupsuffered no cancer-relatedweight loss, compared withsignificant weight loss in thenon-noscapine group.

Noscapine has been usedworldwide since the 1950sas an ingredient in over-the-counter coughmedicines and was origi-nally suggested as an anti-cancer agent in the early1960s. But major studies ofits anti-cancer propertieshave only taken place inrecent years.

LANZHOU, 24 March— At least four workers died and three others were injuredafter molten ore spewed from a furnace of a chemical plant in Gansu Province onTuesday, the local authority said on Wednesday.

The suspect then issued another online threat in Oc-tober 2008 that he would set the Judiciary Police Head-quarters and a downtown bank alight.

Japan’s export jumps 45.3% in FebTOKYO, 24 March—Japan’s exports surged 45.3 percent from a year

earlier to 5,128.67 billion yen (56.99 billion US dollars) in February, Fi-nancial Ministry data showed on Wednesday.

The rise is the third straight monthly expansion, confirming the ex-port-oriented economy is recovering from the worst economic down-turn in decades.

The overall trade surplus came to 651.0 billion yen (7.2 billion dollars)in the month, soaring from the year-before surplus of 70.8 billion yen.The surplus was bigger than market expectation.

By region, exports to China expanded for the fourth consecutive month,up 47.7 percent to 902.42 billion yen, with demand for passenger cars,auto parts and high-tech devices strengthening.

Imports from China, Japan’s No 1 trading partner, grew for the firsttime in 16 months, up 54.3 percent to 926.98 billion yen.

With the rest of Asia, Japan’s exports rose 55.7 percent to 2, 775.59billion yen.

With the United States, exports increased for the second month run-ning, up 50.4 percent to 837.07 billion yen, as shipments of cars in termsof value ballooned a record 129.9 percent from a year ago.
