People’s Desire

Build more roads and bridgesfor peace and development

The area of Shan State is large and, because of its natural barriers such as riversand mountain ranges, towns and villages in theregion were difficult of access. As a result, national races, though living not far away fromone another, could hardly visit one another.

Nowadays, the Hsipaw-Namlan-Pankaytu and Yaksawk-Kyaukgu-Nawnghkioroads linking Shan State (South) and ShanState (North) have been built. Moreover, withthe opening of the Hanmyintmo-Myogyi-Ywangan and Pinlaung-Pyinmana roads peo-ple living in Shan State are now able to travelto Mandalay Division and other regions easily.

Not long ago, due to insurgencies insome remote areas in Shan State, childrencould not go to school. Now, with prevalence ofpeace and stability in all regions, there areschools in almost all villages. Moreover, youthsare now in a position to pursue the highereducation at Taunggyi and Panglong Universi-ties, Government Technological Colleges, Com-puter Colleges and Education Collegs.

Cultivation of poppy was introducedin remote border areas in Myanmar when shewas under the colonial rule. Now, the govern-ment of Myanmar is trying to wipe out thedanger of narcotic drugs by implementing vari-ous plans to curb the production and use ofnarcotic drugs. Seized narcotic drugs are be-ing torched, poppy plantations destroyed, andpoppy-substitute crops cultivated. In addition, the government has set up businesses for formerpoppy growers. As a result, the socio-economicstatus of national people has become higher.

There are pessimists and internal andexternal destructionists who cannot bear to seeShan State developing and national peoplebecoming more and more friendly. They haveoften accused the Tatmadaw of committinggenocide and uprooting rural populace basedon their invented stories.

Although peace and development isprvailing in most of Shan State (South), localpeople living in some townships in Loilem andLangkho Disticts cannot fully enjoy peace andstability up to now. It is because of destructiveacts of insurgents.

Nowadays, new roads and bridges arebeing built all over the nation for peace anddevelopment. When we can wipe out the dan-ger of insurgents from our soil once and for allwith the strength of the people, the entire na-tion will be able to fully enjoy peace and devel-opment.

India blames US for collapse of trade talks NEW DELHI, 5 July—India on Tuesday blamed the

United States for the face-off at the collapsed WTOmini-ministerial in Geneva and said Washington nowheld the key for forward movement in trade talks byagreeing to climb down on the contentious farmsubsidies.

The adamant posturing of the US at the talks, on theissue of trade distorting domestic support and an attemptto re-negotiate the issue of Special Products that givesleverage to developing countries to protect their farmers,"left no negotiating space".

Indian Commerce Minister Kamal Nath on Tuesdaysaid, this virtually isolated the US at the talks and mostof the other countries like European Union, Japan and110 developing countries including India and Brazildecided to leave the meeting.

While EU has broadly agreed to the developingcountries' proposal to cut import tariffs on farmproducts by 51 per cent, as against the earlier offer of39 per cent, the US wanted more market access for itsproducts without giving in on the issue of cuttingfarm subsidies.

Nath said it was not only India but several othercountries felt there was no use in continuing with thetalks, leading to the collapse of the mini-ministerial.

Briefing reporters, Kamal Nath rejected the attemptsto rewrite the July Framework and mandate of Dohaitself.

He said recent talk of a settlement entailing heavysacrifices by developing countries in terms of marketaccess in agriculture and industrial tariffs with onlymoderate reduction in subsidies was “not acceptable”.

Asked about the future course of action, Nath saidWTO Director General Pascal Lamy has now beenasked to evolve a common ground through individualdiscussions with key players of India, Brazil, US, EU,Australia and Japan.

"If there was convergence, a meeting of G-6 will beconvened to explore ways for another ministerial," hesaid.

Nath, however, appeared to be hopeful of a forwardmovement before August this year but this could beachieved only if the US saw reason and improved itsoffer.— MNA/PTI

ATHENS, 5 July —Cramped housing con-ditions and air pollution inAthens have given rise to a“super breed” of mosquitothat is larger, faster andmore adept at locatinghuman prey, a Greek dailyhas reported. Athens-based mosquitoes candetect humans at a distanceof 25-30 metres (yards) andalso distinguish colours, unlike their colour-blindcounterparts elsewhere inthe country that only smellblood at 15-20 metres,Ta Nea daily reported.

The “super mosqui-toes” of the Greek capitalalso beat their wings up to500 times a second —compared to 350 beats forother variations — and arelarger by 0.3 microgram-mes on average, the papersaid, citing a studyconducted by AristotelioUniversity in the northerncity of Salonika.

According to thestudy, the mosquitoes ofAthens have adapted todeal with air pollution and

insect repellents, and over-population in the Greekcapital of over four millionhas provided them with ahealthy food supply.

“Mosquitoes can laytheir eggs even inside thetrays placed beneaththousands of balconyflowerpots,” AthensUniversity professor ofzoology AnastassiosLegakis told the daily.

Analysts urge Russiato diversify economy

MOSCOW, 6 July—Russia has come a long waysince its 1998 default on $40 billion of Soviet-eradebt, burying its image of a handout-hungry giantand positioning itself as one of the world's energysuperpowers.

But with oil revenuesgushing in and its state-controlled oil and natural-gas companies in theascendancy, the Kremlin'soft-stated goal ofdiversifying the economyaway from its reliance onhydrocarbons and turningRussia into a high-techhub seems far in the future.

That's hardly surprising— the oil sector's numbersare spectacular enough todistract almost anyone —but economists say it couldbe problematic for thecountry's economy downthe road.

At current prices Russiarakes in about $550million a day in oil andnatural-gas revenues — or$380,000 every minute, around the clock. The stategets 65 percent of that. Oiland gas exports accountfor about 60 percent offederal budget revenuesand 60 percent of itsexports.

The oil windfall hasmeant that, since theAugust 1998 collapse,Russia's hard currencyreserves have soared froma feeble $12.5 billion to$247.1 billion.

Meanwhile, the govern-ment is busy funneling oilcompanies' profits above$27 per barrel into aninflation-fighting stabili-zation fund, which as ofthe end of June stood at$76 billion.

This year it will use $22billion of that to pay downall of its remaining debtsto the Paris Club ofCreditor nations.

THE NEW LIGHT OF MYANMAR Friday, 7 July, 2006 9

YANGON, 6 July — Ayeyawady DivisionWomen’s Affairs Organization organized the ceremonyto mark Myanmar Women’s Day at the City Hall inPathein on 3 July.

In her address, Chairperson of AyeyawadyDivision WAO Daw Yi Yi Aung said that local peopleliving in Ayeyawady Division are now witnessing all-round development of their region. An increase ofnearly 200,000 acres of arable land has resulted inputting 3.6 million acres of land under monsoon paddyand 1.6 million under summer paddy. 29 per cent ofpaddy cultivation of the country is conducted inAyeyawady Division and it produces over 384 millionbaskets and its food sufficiency stands at 296 per cent.It can easily feed its residents of over 7.5 million peopleand the surplus has been exported. With the aim ofincreasing the yield of paddy, the State has managed tobuild Kwamchaung dam benefiting 21,000 acres inKyangin Township, Ma Mya Dam benefiting 10,000acres in Myanaung Township and Kanyin Dam benefiting25,000 acres in Ingapu Township. Thanks to the buildingof these facilities, yield of paddy will reach 400 millionbaskets.

Moreover, Panhlaing and Mezali sluice gates inNaungdon Township each benefits 20,000 acres,Nankathu dam in Ingapu Township 14,000 acres andWadaw and Htani sluice gates in Maubin Township15,000 acres plus 23 river water pumping stations in theregion contribute much towards agriculturaldevelopment.

In its drive for all-round development of theState, the government has established industrial zones inAyeyawady Division namely Pathein Industrial Zone,Hinthada Industrial Zone and Myaungmya IndustrialZone. Factories in these industrial zones manufacturenot only Agricultural marchinery but also other machines.Kyangin cement plant, Myaungmya jute factory, Patheinplywood factory and 200-ton pulp factory in Thabaungalso contribute towards socio-economic developmentof the region.

Fish ponds with the area of 103,000 acres in thedivision produce 163.4 million viss of fish and 56,855.45acres of prawn breeding ponds, 44.6 million viss. Fisheryindustry in the division has an export quality and thus itbenefits local people and many job opportunities haveopened up. Jobless rate is very few in the division and thecase of trafficking in persons has been very rare in thedivision.

It is known to all that with abundant of riversand creeks in the division, locals had to rely on waterwayin the successive eras. But, in the time of the TatmadawGovernment, six 180 feet and above major river-crossingbridges and other small bridges and a network of roadshave been constructed in the division. As a result, localsare now enjoying smooth transportation. With bettertransportation flow of commodity from one region toanother is swift and regional economy has developedmarkedly. At the same time, education, health and social

sectors have developed.Regarding the health sector, 13 new hospitals

have been built in the division and thus the number ofhospital stands at 78.

For the development of the education sector, thegovernment has opened 6,518 basic education schoolswith the increase of 1,329 schools after 1988. In thehigher education sector also, there are13 higher educationlearning centres including Pathein University, HinthadaUniversity, Maubin University and other technologicaland computer colleges. Thanks to the emergence of theseeducational facilities, youths in the regions are now ableto pursue higher education within their arms reach.

At such a time, some corners led by some bignations who do not want to see the progress of thecountry are hindering the endeavours for developmentof the country resorting to various ways such as barringinvestment in the country and cutting aids. They madefalse accusations saying authorities are incompetentcoupled with mismanagement that have led to economicdownturn of the country.

Nevertheless, development of economic, transportation, health, education sectors and significantdecrease in crime rate in the division are tangible proofthat these accusations are false.

With the population of 7.5 million, AyeyawadyDivision is home to such national races as Kachin,Kayah, Kayin, Chin, Bamar, Mon, Rakhine and Shan.Among them the number of Kayin nationals in thedivision stands at 1.5 million and thus they are thesecond largest community in the division. It can bevividly seen that every national race living in the divisionis sharing equal amount of development. Externalelements and some big nations accused the governmentof ethnic cleansing. But in reality, Kayin nationalsliving in the division have the right to practise their faith

and conduct their social affairs freely. Moreover, allnational races are living in the division with unity andamity. In addition, Kayin nationals are able to participatein the activities of departments and NGOs as they wish, there is no limitation on them and accusations that thereis racial discrimination is totally false.

To overcome evil with good, acts of destructiveelements are to be subdued through the strength ofconstructive forces. The look-west-spirit of those wholove aunt more than mother is to be cleansed. Accordingto the saying which goes “The strength of the nation lieswithin”, unity and solidarity among members of MWAFand brother and sister organizations such as UnionSolidarity and Development Association, MyanmarMaternal and Child Welfare Association, MyanmarWar Veterans Organization, Myanmar Red Cross Societyand the Fire Brigade is of most importance. Under theleadership of the MWAF, the Division Women’s AffairsOrganization and other women organizations at differentlevels are striving to reach the goal of MWAF. Coursesare being conducted and talks being held for 254,770members of WAO.

Eight years after their Zidane-inspired home triumph,Les Bleus will feature in the title match of the showcasetournament for the second time when they face Italy onSunday in Berlin.

The 34-year-old Zidane, who retires after the finalsand will play the last game of a glittering career at theOlympic stadium, got the winner after 33 minutes byconverting a penalty after Thierry Henry's ankle wascaught by Ricardo Carvalho. Portugal, playing in theirsecond semifinal after a 1966 appearance with the greatEusebio, have to be content with meeting hosts Germanyfor third place on Saturday in Stuttgart.

"What matters now is to go all the way," said Francecoach Raymond Domenech. "We can't be content withthat. We have to recuperate and start focusing. We mustgive all we have in that final to make sure we have noregrets."

Henry added: "I think the thing that made the differenceis that after the penalty we defended amazingly. Wedefended like lions. We were not in much in danger.

"You could see that that team has desire andcommitment and everything, plus a lot of technique. I'mtrying to shine with the team. Today I got my reward."

It was the first loss in 13 World Cup matches forPortugal coach Luiz Felipe Scolari after 11 wins and the

draw against England in the quarterfinals that his teamwon on penalties.

Portugal, the Euro 2004 runners-up, have a reputationfor losing ill-tempered battles against the French, whomthey have not beaten since 1975.

Wednesday's clash on a warm, still night at the high-tech Allianz Arena was tense, as expected, but largelyfree of ugly scenes though Scolari remonstrated withofficials at the end.

"There are situations that are difficult," he said. "Wedid everything we could, we did our best. Congratulationsto France. We have to accept this. We knew it would bea difficult match. We had a few chances but unfortunatelydidn't do it and lost."

France, relying on a bunch of gifted thirty-somethings,started the tournament in sluggish fashion before steppingup a few gears to recapture their winning ways, dumpingout champions Brazil in the previous round.

MNA/Reuters

Zinedine Zidane's first-half penalty doomedScolari, who had guidedBrazil to victory in 2002in Japan, to his first WorldCup finals defeat in 13matches.

After the final whistle,Scolari angrily berated theofficials on the field forthe 33rd-minute penaltydecision against RicardoCarvalho but he laterconceded that France haddeserved to go through toSunday's final againstItaly.

"It was deservedvictory, definitely, forFrance. "There are si-tuations that are difficult. We did everything wecould, we did our best.Congratulations toFrance," he told reporters.

"We have to accept this.We knew it would be adifficult match and had afew chances but, unfortunately, didn't do itand lost."

Scolari's future asPortugal coach will nowbe open to further

speculation after he wasreported in British andPortuguese media to beon the verge of becomingEngland boss before theWorld Cup finals.

"I have a contract untilthe end of July then we'llsee what happens," hesaid.

England have sinceappointed Steve McClarenas manager but Brazil, wholost in the quarterfinals toFrance too, are widelyexpected to have a vacancyas coach open shortly.

Dementieva's serve is her biggest flawand she failed to hold her opening servicegame. Sharapova took charge and shewas a set up after only 27 minutes.

Sharapova broke the 2005 US Opensemifinalist twice at the start of the secondset and seemed to be cruising to victorywhen, at 3-0, the streaker ran on to court.

The 19-year-old averted her gaze as hecart-wheeled in front of her before beinghustled away in a red blanket by security.

Sharapova was soon 4-0 up but her aimsuddenly went awry and Dementievabroke serve to trail 4-2 and then held againto narrow the gap to only a game.

Still apparently rattled, Sharapova hadto save two break points before holdingserve for 5-3. Composure restored, sheserved out the match to love, securingvictory when Dementieva netted a servicereturn.—MNA/Reuters
