Performance Agreements

Statute gave Regents authority to: review and approve agreements provide technical assistance to institutions

to develop, implement & revise agreements annually determine the amount of new

state funds awarded (if new state funds are allocated by the Legislature)

Foresight 2020 In 2010, the Kansas Board of Regents

adopted Foresight 2020 Ten year strategic plan Plan sets achievement goals that are

measurable, reportable, and ensures the state’s higher education system meets Kansans’ expectations

Aligning Performance Agreements and Foresight 2020

In February of 2012, the Regents adopted a new model that aligns performance agreements with Foresight 2020

Misconceptions About New Model

Performance agreement reporting IS NOT Foresight 2020 reporting

Institutions, not Regents, choose indicators and set targets

Page 9: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Model for Community Colleges and Technical Colleges

Four sector-specific indicators

Three institution-specific indicators

Page 10: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Model for Community Colleges & Technical Colleges

Sector-Specific Indicators were chosen by the community and technical colleges

1. Increase Distance Education 2. Increase Completion/Transfer 3. Increase Success in Initial College-

level Writing Course 4. Increase STEM Completion/Transfer

Page 11: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Model for Community Colleges & Technical Colleges

Institution-Specific Indicators develop three indicators specific to the

institution and which support Foresight 2020

Page 12: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Model for Universities

Sector-specific indicators (two required, third is optional)

Five institution-specific indicators (required)

Page 13: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Model for Universities

Sector-Specific Indicators were chosen by the universities

1. Increase Student Success/Student Learning 2. Increase Diversity 3. Increase Research/Entrepreneurship/

Commercialization 4. Increase STEM Graduates

Page 14: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Model for Universities

Sector-Specific Indicators Institutions will have two or three sector-

specific indicators Include at least one, and up to two,

indicators chosen from Indicators 1, 2 or 3 Indicator 4 is required

Page 15: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Model for Universities

Institution-Specific Indicators Universities required to develop five

indicators specific to the institution and which support Foresight 2020

one of the five indicators must address Foresight 2020 Goal 6

Page 16: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Getting Started

Use a team approach to draft agreement Though one person often writes the

agreement, input about the indicators should be broad-based

Create buy-in across campus Tailor indicators to fit institutional mission

and purpose

Developing Narrative

Page 41: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Using Narrative Template

Keep audience in mind• Regents• Trustees (technical & community colleges)• Legislators • Campus community members

Some may have limited knowledge of higher education

Page 42: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Using Narrative Template

Be clear and concise Limit to narrative for each indicator to one

paragraph Limit the total narrative to two pages Explain acronyms and avoid jargon Use 11 or 12 point font and ½ to 1 inch

margins

Page 43: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Using Narrative Template

Include the following elements in the narrative• Description of indicator, including the data

collected• Rationale for selecting indicator• How indicator will be accomplished

Page 44: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Tips on Narrative

Keep a notebook detailing how the data was collected, who collected it and what elements were included

This will ensure the same elements are included in the measurement from year to year

Common Questions

Page 46: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Common Questions

Q. Why are agreements on a three-year cycle?

A. The statute specifies that agreements must be renewed at least every three years

Page 47: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Common Questions

Q. Why are agreements on a calendar year instead of an academic year?

A. Using an academic year would cause a six month delay in an institution’s ability to access new funds

Page 48: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Comparison of Calendar vs. Academic Year

Calendar Year Reports due March 1 BAASC reviews in April

and May Board approval June Funding distributed in July

Academic Year Reports due September 1 BAASC reviews in October

and November Board approval December Funding distributed in January

Page 49: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Common Questions

Q. Can we pull data from KSPSD for the agreement?

A. KBOR is implementing a new Business Intelligence tool, which will be demonstrated at the June KBOR data conference. Full implementation is estimated in Spring or Summer of 2013.

Page 50: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Common Questions – 2yr sector only

Q. How do Perkins core indicators of performance relate to performance agreements?

A. Performance on Perkins core indicators affect the awarding of Perkins funding. Institutions are not required to incorporate Perkins core indicators into their performance agreements, but may choose to do so.

Page 51: The New Performance Agreement Model June 13, 2012 jredeker@ksbor.org KBOR Data Conference

Common Questions – 2yr sector only

Q. How do Outcome Metrics relate to performance agreements?

A. The goal of outcome metrics is to determine program eligibility for tiered and nontiered state funding. Institutions are not required to incorporate outcome metrics into their performance agreements, but may choose to do so.
