March is Purchasing Month! March is Our Month! March of 1980 is when NIGP granted MPPA chapter status, thus the Birth of Maryland Public Purchasing Association. Happy Birthday MPPA! Throughout the last 40 years MPPA has continued to strive to provide our members with the tools and resources to assist in everyday procurement. MPPA continues to stand out year after year with our grow-ing numbers in membership and training opportunities. Without the support of the entire MPPA family these accom-plishments would not be possible. When success is awarded to our chapter we stand as a family to celebrate because as a family is how we complete our organizational goals. So fam-ily, let’s celebrate our Chapter, our Family this month. Let’s celebrate our Profession and all of the hard work we put into it daily.
What better way to celebrate this month than to provide FREE procurement Training. March 19, 2020 at CCBC, Community College of Baltimore County in Catonsville, MD MPPA will be holding its annual day of FREE training. This training was first developed back in 2012 when a group of excellent leaders decided that MPPA had all of the resources at their fingertips to provide not only our members but those who were interested in the field of procurement, a day of FREE Procurement training. This day of procurement train-ing was jammed packed of hot topics and GREAT speakers. This training continues to be one of the most sought-after trainings each year and fills to capacity within hours of the registration opening. So, thank you to our great past leaders (Carla Tucker, Mark Miller, Suzette Moore… to name a few) for starting this annual training…What a GREAT addition to the education MPPA already provides.

Just a few reminders. Registration has opened for the 75th NIGP Forum! This year’s forum will be held in Chicago IL. Join us for days filled with face to face education, networking with others in our field, Great Speakers, so many take a ways from the forum you will not want to miss this great oppor-tunity…and did I mention all of the things you can do while you are in Chicago?? Millennium Park, you have got to see the Bean! Navy Pier and its 150-foot Ferris Wheel, the many Museums, great Theater, Architectural must see….so much to do! August 23-26, 2020, register today. I know that January is now behind everyone but I did want to take time to recognize a few MPPA mem-bers who received great honors at the January 2020 Installation dinner. These individuals deserve recognition for all that they do for the profession and the organization. The following awards were given January 11, 2020. Mike Haifley was the 2019 Stanley D. Zemansky recipient. Janet Flemming was pre-sented with the Harry H. Bain Distinguished Service Award. Sarah T. Giambra was awarded Buyer of the Year and Jessica Mettle was awarded Manager of the Year. Congratulations to all of you, your ded-ication and perseverance has not gone unrecognized! We are very proud of you!
Lastly, I would like to thank everyone for the opportunity to serve as the 2020 MPPA President. I look forward to continuing working with the excellent public purchasing professionals that make up the Maryland Public Purchasing Association. Here’s to another outstanding year! Manager of the Year Award: The MPPA Officers and Board of Directors grants this award to public procurement professionals who have supervisory or management responsibilities. Public Procurement Manager functions must include responsibility of overall procurement/material management activities in a specific governmental entity to include the supervision of procurement personnel and/or the display of executive abilities involving economic/financial, technical, statistical, legal, and administrative attributes. MPPA offers scholarships for courses and reimbursement for certification exams/recertification fees to help members meet their educational and professional goals. As a MPPA member in Good Standing, the following opportunities may be available for you: Stanley D. Zemansky Educational Aid Program MPPA members can apply for available scholarship funds or reimbursement for classes by filling out and submitting a Stanley D. Zemansky Education application. The newly revised Zemansky application as well as information on the scholarship and application requirements are available on MPPA’s website: www.mppainc.org, under Membership; Stanley D. Zemansky Award/Scholarship. Certification/Recertification Reimbursements MPPA members can request reimbursement for CPPB/CPPO certification/recertification fees. Reimbursement will be limited to candidates who pay for the certification/recertification fee themselves with no financial support from their employers. Candidates will be reimbursed for the certification/recertification fee only. Upon successfully obtaining the certification/recertification, candidates must submit the application, receipt and proof of certification/recertification to the Recognition Chairperson in order to be considered for reimbursement. The reimbursement form can be downloaded from MPPA’s website: www.mppainc.org, under Membership; Certification Examination Reimbursement. Members should request reimbursement within eight (8) weeks of obtaining their certification/recertification. Upon receipt and proof of certification/recertification, the Recognition Chairperson shall request reimbursement directly to the member from the Treasurer. For future Fine Print editions, please share your good news or be recognized for your contributions to the profession by sending your information to the MPPA Recognition Committee.

Cooperative Contracts are Perfect Solutions for Emergencies but Will They Qualify for FEMA Reimbursements? The “go-to” solution when you find yourself paying too much, having too little time, needing to test new innovations, and when an emergency hits and you don’t have a contract in place are cooperative contracts. In this issue of the Fine Print, we want to take a closer look at cooperative contracting for catastrophic emergencies. These emergencies are of such a magnitude that you may be entitled to Federal Emergency Management funds. So, when is the right time to plan ahead for that emergency with the right contracts in place, and determining whether they will qualify for Federal Emergency Management Agency (FEMA) reimbursement? You guessed it; BEFORE the emergency hits. Now, I know what you are thinking---how will I know the kind of emergency to hit, and what I need? And, what stops FEMA from changing requirements? While you can’t stop FEMA from making changes to their grant requirements, you can make strategic decisions with the information you have. Let’s start with the commodities that the National Association of State Procurement Officials (NASPO) recommends to be pre-positioned:

• Water
• Ice
• Medical Supplies and Pharmaceuticals
• Vaccine Supplies
• Cleaning Supplies
• Rubber Gloves
• Shelter Supplies
• Generators
• Batteries
• Home Repair Kits
• Tarps
• Sandbags

Another important tip made by NASPO is that a Procurement Response Kit is kept electronically and in paper copy, in multiple locations to ensure copies are available during an emergency. This kit “should include as a minimum: emergency-related contracts, procurement office emergency contact information, other state and local government emergency contract information, other agency procurement staff contact information that can be used to supplement emergency procurement staff, commodity group/vendor emergency contact information on commodity/service categories likely to be needed during the response; and materials that can be used to establish and maintain a written log of activities.” OK, great….we got that but what about ensuring these contracts will qualify for reimbursement? While the State Government must follow certain competitive federal guidelines, “grantees and subgrantees that are not states are required to follow Common Rule (for example, Procurement Standards that prescribe specific requirements for competition and sourcing. 44 CFR§13.36)”, and certain other requirements when using cooperative contracts (2 CFRpt. 200.) The consequences for not following these federal rules may jeopardize reimbursement funding. And here is the catch, if you wait until the time of the emergency to determine if your competitively bid contract or competitively bid cooperative contract complies with FEMA requirements for grants, you may be too late and lose important funding opportunities. Here’s the catch:
1. Your competitively bid contract and/or competitively bid cooperative contract may not contain the necessary requirements to ensure FEMA compliance;
2. States have additional Federal requirements that must be contained in the solicitation and con-tracting documents to ensure compliance with FEMA requirements.
3. Even if a State contract is compliant with State and FEMA requirements, it may not be compli-ant for local and tribal governments, Institutions of Higher Education, Hospitals, and private non-profit organizations.
It is almost certain that during a catastrophic emergency, you will need to supplement your existing base of contracts with cooperative contracts. Taking the extra step to prepare for a catastrophic emergency is a sound business practice and taking the extra step to ensure that FEMA requirements are incorporated is a best practice confirming your professional responsibilities to provide sound, risk adverse procurement solutions. When catastrophic emergencies can cost significant sums of money, it’s worth the effort to ensure your employer is properly safeguarded. Specific Responsibilities:
• Select a committee of members to assist in carrying out the duties of the committee.
• Establish criteria for types of information to be collected, including: MPPA Buyer, and Manager of
the Year.
• Honorary members;
• Years in which MPPA won national Chapter of the Year awards; Stanley D. Zemansky awardees;
• Distinguished Service awardees.
• Officers, directors, committee chairpersons (including date(s) of service to MPPA).
• Special events, such as year(s) MPPA hosted NIGP annual Forum; members who have held national
office and received national awards (e.g. NIGP’s Albert Hall award, and Distinguished Service
recognition).
• Verify information and data, to the extent possible to be made a matter of record for the Association.
In the event data, such as that which predates the committee is not authenticated in Association
minutes or other records, make appropriate notation that the information is deemed correct based
upon collaborative interviews with (name the) authorities.
• Collect, catalog, and file the information for future Association purposes.
• Inform the Executive Board in advance for purpose of planning regarding upcoming special pro-
grams or ceremony as may be appropriate, e.g., for the 25th Association anniversary.
• Coordinate with other Association committees as appropriate such as Program, Recognition, and In-
formation and Research regarding announcements, programs, special events, and awards.
• Turn over to the succeeding chair Association archives, records and materials relating to the commit-
tee’s work and responsibilities.
