The Australian and NSW governments are upgrading The Northern Road as a part of the $4.1 billion Western Sydney Infrastructure Plan to improve safety, increase road capacity and reduce travel times and congestion in the future. The Northern Road upgrade between Mersey Road and Glenmore Parkway covers about 16 kilometres and will provide access to Western Sydney International Airport at Badgerys Creek and the growth areas of South West and Western Sydney.
The project is being constructed in three stages. The project was fully approved in June 2018 and Roads and Maritime Services has now awarded major construction contracts for all three stages.

Mersey Road, Bringelly to Eaton Road, LuddenhamExpected completion 2021(the section of road required for the construction of the Western Sydney International Airport will be complete by April 2020)
Roads and Maritime awarded the major construction contract to a joint venture between Georgiou Pty Ltd and Ertech Pty Ltd in July 2018. Construction started on site in November 2018.
Progress so far includes:
• archaeological investigations
• installing concrete barriers along the roadway to create a safe work space behind the barriers
• setting up the main site compound on Eaton Road
• building two temporary roundabouts on The Northern Road at Bringelly and Luddenham to provide safe entry into construction compounds
• major earthwork to level the ground for the future road around the new airport site
• building new stormwater drainage.
Key features
• Constructing around 5.7 kilometres of a new four lane divided road with median, diverting the existing The Northern Road around the site of the Western Sydney International Airport.
• A left in/left out intersection at Dwyer Road.
• New traffic lights and u-turn controlled lights for access to the Leppington Pastoral Company and service entry to the Western Sydney International Airport.
• New traffic lights for the western entry to the Western Sydney International Airport.
• New traffic lights at the t-intersection with The Old Northern Road, north of Eaton Road.
• A left in/left out intersection for Eaton Road (East).
• Bus priority lanes at all traffic lights.

Roads and Maritime awarded CPB Contractors Pty Ltd the contract to construct this section in March 2019.
A modification to the design for this section was proposed in September 2018. The modification was for the replacement of twin bridges over Adams Road with a set of traffic lights. Pedestrian and cyclist crossings were also included at the lights improving safety for road users.
Consultation took place with the community and a modification approval request was lodged with the Department of Planning and Environment in December 2018.
Planning approval for the modification was received in June 2019.
Key features
• Constructing around 2 kilometres of a new four lane divided road with median diverting the existing The Northern Road around Luddenham town centre.
• Upgrade around 2 kilometres of The Northern Road between Elizabeth Drive and Littlefields Road to a four-lane divided road with median.
• Realignment/upgrade of around 1.8 kilometres of Elizabeth Drive.
• Reconstructing around 1 kilometres of Adams Road to tie-in with the new traffic lights.
• New traffic lights at the realigned Elizabeth Drive.
• New traffic lights at the intersection of Adams Road and The Northern Road.
• Bus priority lanes at all traffic lights.

Littlefields Road, Mulgoa to Glenmore Parkway, Glenmore ParkExpected completion 2022
Roads and Maritime awarded the contract for this section of the upgrade to CPB Contractors Pty Ltd in October 2018 with construction starting on site in February 2019.
Progress so far includes:
• archaeological investigations
• setting up the main site compound at The Northern Road/Littlefields Road with an entrance off The Northern Road
• removing some buildings and vegetation
• fencing private properties near construction areas including the Defence Establishment at Orchard Hills.
Roads and Maritime and Sydney Water Corporation collaborated to relocate and upgrade the water assets in the area in a timely manner so road construction could progress efficiently.
What will happen in the coming months?Construction will progress on all sections of the upgrade and information will be provided to those directly impacted by construction.
Construction hours will generally be between 7am and 6pm, Monday to Friday and 8am and 1pm on Saturdays.
To minimise the impact on road users and keep workers safe, some work will need to take place at night. We will notify residents and businesses in advance of any night work. Access to properties will be maintained.

– four lane divided road with median between Littlefields Road and Bradley Street
– six lane divided road with median and bus lanes between Bradley Street and south of Glenmore Parkway
• New traffic signals at Littlefields Road with a roundabout and link to Gates Road via new Gates Link Road.
• Left-in only at Gates Road.
• Left-in, left-out only at Longview Road.
• Left-in, left-out only at Grover Crescent.
• New traffic signals at Kings Hill Road.
• New traffic signals at Chain-O-Ponds Road with u-turn facility.
• Access to Defence Establishment Orchard Hills with traffic lights and u-turn facility.
