FROM: Roger W. Hooker, Jr.

My office has been receiving a considerable volume of outrageous mail and telephone calls in connection with the Vice President's solicitation letter on behalf of the National Republican Congressional Committee. The flak is being precipitated not by the letter, but by the solicitation slip enclosed with it which instructs addressees to make checks payable to "VICE PRESIDENT'S SPECIAL FUND". An example is attached.

I suspect most of the adverse re­action is on the part of those people who are against us anyway. In any case there is not much we can do about it now; any effort to correct the situation might just make it worse.

Per our conversation today, I was in contact last week with Roger Hooker of the Vice President's staff concerning the contribution form accompanying the solicitation letter signed by Vice President Rockefeller.

Once the form in question was brought to my attention, I immediately stopped mailing to our file and changed the form to read, "Please make checks payable to: GOP '76 Victory Fund" on subsequent mailings. Needless to say I regret the uneasiness the original form caused and assume full responsibility for same since I am charged with the direct mail activities of the Congressional Committee.

For your information, I am pleased with the results. we have raised $65,000.as a result of this letter.
