President’s Message
If not us, who, if not now, when?
Greetings!
Wow, ladies this year already seems to be flying by.
The VFRW Annual Convention is at the end of April. We are very fortunate, our club has grown and we now have delegate strength of 5. The change in VFRW by-laws in 2016 also added club presidents as voting members of the Board. So this year our club is sending 6 ladies to the convention: Joan Hughes, Laura Logie, Suzanne Obensahin,
Sherry Posey, Betty Reese, and Nancy Stone.
Just a reminder John Adams, candidate for Attorney General will be our at the April 17 th
meeting. Also, Rebecca Mullen will speak to us about nutrition.
We also have Oysters with Obenshain on April 27th, 5PM at the Rockingham County Fairgrounds. More information about this event is within this newsletter. Don’t miss this
great event and an opportunity to show your support for Senator Mark Obenshain.
Also, there are numerous events all over the Commonwealth that give you an opportu-nity to get to know the candidates for Governor and Lt. Governor. Try to get out there and know the candidates and their positions. Then get out there and support your can-
didate. Encourage your friends and family to get to the poles on Primary Day, June 13th.
As the 2017 Election gets going be sure to invite your friends to any and all of our local Republican events: First Friday, City, County and Women’s Meetings. We all have friends and family of like minds, let’s help them get involved. Everyone has a gifts and talents to bring to the REPUBLICAN table; everyone has a voice, let’s make sure we increase our effectiveness in the Valley, the State and Nationally. I challenge you to in-
vite a friend to an event this month!
The 2017 BBQ Committee is forming. BIG NEWS, this year we are moving the location from Donna and Giles Stone’s Farm to the West Rockingham County Ruritan Park on Rt33. While the Stone’s have been very generous to share their beautiful farm with for so many years now, we have out grown it. Last year we had a record number of atten-dees and it has become clear we need a larger facility. So, mark your calendars for Sat-urday, August 26th at 4pm. We will also do chances on our gift baskets again. Last year we had 5 different theme baskets, each worth of $400 that you could buy chances on. The BBQ is the area’s biggest Republican fundraiser. The proceeds from this event are shared by the Harrisonburg Republican Committee, Rockingham County Republican Committee and the Republican Women of Harrisonburg and Rockingham County. To-gether our groups support our local and state candidates. So, mark your calendars, Sat-
urday, August 26th and come on out and support your local GOP.

STATE CENTRAL COMMITTEE
Duties and Membership
The State Central Committee (SCC) is the governing body - essentially the Board of Directors - of the Republican Party of
Virginia (RPV). As such, the SCC provides general oversight over the activities of the RPV as directed by the RPV Party
Plan- analogous to Bylaws:
Formulate and provide for the execution of such policies, plans and measures as deemed conducive to the best interest
of RPV. These include annual budget and fundraising goals for the RPV, strategic campaign planning, coordina-
tion with the Republican National Committee (RNC) activities, maintenance of the Party Plan, special studies
such as the RPV database requirements, etc.
Determination of the method of nomination of candidates for statewide public office - by Convention, Party Canvass or
Primary.
Call for and make arrangements for regular and special State Conventions for the purpose of the quadrennial election
of the State Party Chairman and National Committee members, and if selected, the nomination of candidates for
statewide public office.
Investigate and adjudicate statewide intra-party conflicts if they cannot be resolved at a local party level, as pro-
scribed by the Party Plan. This includes the removal and replacement of Congressional and Legislative District
Chairs if they have failed to function properly.

SCC membership includes:
The State Party Chairman (as elected in 2016-John Whitbeck, Leesburg) and two National Committee members, (
Morton Blackwell, Arlington; Cynthia Dunbar, Lynchburg) elected for four year terms by a State Convention
First Vice Chair(Mike Thomas, Richmond)
A Vice-Chairman and Vice Chairwoman from each of the Eastern and Western parts of Virginia, elected by the SCC
in committee for four year terms
The President and two other representatives from each affiliated group (VFRW, Young Republicans and College Re-
publicans), elected by their own membership for two year terms
The Chair and three members from each of the 11 Congressional Districts (CD), elected by their District Conventions.
Additional members may be given to a District depending upon the latest election results for President (+1) and
Congress (+1) in the District, elected by the respective District Committees
Four members from the Legislature-House (2) and Senate (2) Republican Caucus in the General Assembly, elected by
their respective members
Elected RPV Treasurer and Secretary, plus two Chair appointees; Finance Chair, and Counsel

There are currently 82 members of SCC. The VFRW, YRs and CRs each have three slots-those nine are the only members
of the committee who represent their membership across the entire Commonwealth.
The 28-member Executive Committee of the SCC consists of the Chairman(John Whitbeck), First Vice Chairman
(Mike Thomas), National Committee man and woman (Morton Blackwell, Arlington and Cynthia Dunbar,
Lynchburg), Secretary (Jill Cook, McLean), Treasurer(John Selph), Legal Counsel (Chris Marston, 8th CD),
Finance Chair(Jerry Kilgore) and the Leaders of the VFRW(Ellen Nau-Chesterfield-Huguenot RW), YR
(Daniel Webb), and CR (Nadia Elgendy), the Eastern Vice Chairs-Kevin Gentry- Fairfax and Dianna
Bannister-Fairfax, the Western Vice Chairs-Wendell Walker, Lynchburg and Nancy Dye, Roanoke (VFRW
Roanoke RW). House of Delegates the Honorable Jackson Miller, Manassas; VA Senate the Honorable John
Cosgrove, Chesapeake; and the Chairs of each Congressional District:

The remaining 56 members are two representatives each from the VFRW, YR and CR, one State Senator (the Honorable
Siobhan Dunnavant, MD from Richmond-VFRW James River RW), one Delegate (the Honorable Jimmie Massie, Hen-
rico), and three from each Congressional District (CD). The CDs will have plus one if the district has a Republican Con-
gressional Representative, and plus one if the District voted for the Republican candidate for President. CDs
1,2,5,6,7,and 9 each have 5 members on SCC, and CD 10 has 4-the remainder have 3. In addition there are currently
seven Ex-Officio members who have been elected state-wide and who do not have a vote; Bob McDonnell, Bill Bolling,
Ken Cuccinelli, John Hager, Jerry Kilgore, Jim Gilmore, and George Allen.
There are several VFRW members currently representing their home districts on the SCC. The current VFRW Repre-
sentatives are VFRW Past President, Miki Miller-Chesapeake; and Jenny Mundy-Mechanicsville. The VFRW will elect
two SCC members at the April 2017 Convention in Roanoke. Seven VFRW members submitted applications to run in
April. After interviewing each the night before Legislative Day, the VFRW Nominating Committee selected VFRW Im-
mediate Past President, Linda Bartlett, and 2nd District Representative and York RW President Sheila Noll as a slate
for the convention. However, there is likely to be at least one candidate for the job running from the floor in the election
that will take place during the Sunday, April 30 convention session.

ARTICLE IV – MEMBERSHIP
Section 2. Classes of Membership:
(a) Active Membership: Active members shall: Be residents or have resided in the Commonwealth of Virginia; hold full mem-bership in one Virginia club and pay all dues; and be eligible to make motions and vote, to hold office and to serve on commit-tees and as a delegate to state and national conventions.
(b) Associate Membership: An Associate member: Must be an active member of one club and may hold associate membership in more than one club; shall pay only local club associate dues; shall not be able to make motions or vote, to hold office or to be a delegate to state or national conventions from the club in which associate membership is held.
(c) Republican Men: May be eligible for Associate membership only upon payment of required annual dues. As Associate mem-bers, men do not become members of the Virginia or National Federations of Republican Women;
(d) Student Associate Membership: Young Adults up to the age of 24 are eligible for Student Associate membership only upon payment of required annual dues. As Student Associate mem-bers, the young adults do not become members of the Virginia or National Federations of Republican Women;
(e) Honorary Membership Is extended to any person selected by a two-thirds vote of the club’s board of directors at a properly called meeting.
