The new role of municipalities
– Local Authorities do not only act supportively of bottom-up suggestions and initiatives, but act as catalysts, social brokers, mediators, of a broader mediators, of a broader societal engagement, so that proposals are catered for in a participatory and more empowering and enabling way and networking among stakeholders is facilitated.

The project, introduced by Udine, has received a recognition at
European level. It states that “playing” and games should be used
as a tool to improve social inclusions and relationships, promote
healthy ageing, place-making and reusing of public buildings,
addressing inequities, addictions and discomforts.

TO COUNTERACT PROBLEM GAMBLINGProblem gambling is increasing especially among young, unemployed and vulnerable people. Almost 25,000 of children aged between 11 and 16, are defined as problem gamblers, with a further 36,000 at risk of developing a problem.

THE HISTORY
Udine has a long experience on gamification strategies. Everything started with
National Law 328/00, passed by Livia Turco (Legge di riforma dei servizi sociali –
Dal centralismo sociale al federalismo solidale), which introduced the
possibility of launching the Ludobus-initiatives in cities. This was the starting
point for raising awareness on the value of games.
Ludobus (Travelling Games Library)
It transports toys, organises recerational, cultural and
entertaining activities (music, teather, circus).
It creates new opportunities of socialisation and
revives old places of the city in a cheerful way.
THE HISTORY
In 2012 the Municipality decided to make the Ludobus-initiative a permanent
experience and recovered a public building in the city centre to host the public
Toy Library. Since 2013 40.000 people have visited this place, which is fully
accessible with no age, gender, language limitation. The Municipality has
invested financial resources (about 150.000€ yearly) for maintenance and
equipment and training the staff (not less than 3 permanent employees).

Also, this law states that the FVG region recognizes the 28th of May as the
WORLD GAMES DAY as promoted by the ITLA (Italian Toy Libraries Association)
THE HISTORY
On 25 November 2017 Udine became the hosting city of the National
Games Archive, the first one in Italy. It has been financed by the Region
FVG 400,000€ for the period 2006-2020) according to the Regional Law
n. 30/2017. Local initiatives have been scaled up at the regional level.

PI DAYIt begins a little before 16.00 hrs on March 14 (guess why? Π=3,14 159…) and brings together associations, individuals, schools to foster Mathematics and Scientific Literacy among the community.In 2017, 1.793 participants have been registered.

Darwin Day
February 12 (Darwin’s Birthday). Organized by the Toy
Library and the Friulian Museum of Natural History: it is
an international event dedicated to the promotion of
scienOfic topics through the values of raOonalism and
secularism, with special activities for children and adults.
It is an occasion made up to remember Darwin’s book,
the “Origin of the species”. In addition his life and work
can be used to inspire people and help them think more,
reflect and act with intellectual strenght , curiosity,
researching knowledge.

Why Transfer this (good) Practice?
Games are pointless as music, mathematics or poetry. Games are
bridges which tear down walls and barriers. Games are holistic,
ecological activities, they involve the cognitive, physical, emotional,
relational sphere of individuals.
