New chairman of PASUC Region VII

Dr. Ricardo E. Rotoras, Philippine Association of State Universities and Colleges (PASUC) president, designated Dr. Rosein A. Ancheta as chairman of PASUC Region VII effective August 1, 2016. Advisory No. 98, dated July 29, stipulates the mandate for the new chairman to perform all duties and responsibilities, as well as take over the accountabilities, pertinent to the position. Being the incumbment president of the Cebu Technological University(CTU), Dr. Ancheta now faces an equally compelling

task to further the goals of the association. Dr. Ancheta headed the biggest delegation to PASUC convention for two years in a row, starting last year. Along with him were the heads of eight (8) satellite and eleven extension campuses, as well as key officials in the university. Moreover, Dr. Ancheta is also the National Director of the Philippine Institute of Civil Engineers (PICE). (UPO)

CTU, KP establish ties

Cebu Technological University (CTU) President Rosein A. Ancheta Jr. signed the Memorandum of Understanding to establish cooperative relationships with Korea Polytechnic (KP)III President Kin In-Bae on May 16, 2016 at the institution’s Chuncheon Campus. The two universities agreed to promote mutual solidarity that entails building lifelong vocational and educational system, fostering creative talent, establishing infrastructure for traditional technology transfer, institutionalizing administrative cooperation for faculty and student exchange programs, and promoting volunteer exchange programs. Korea Polytechnic III is one of South Korea’s largest institutions, with 32 branches (in the country). Technical-vocational trainings and courses are offered through departments such as Computer-aided Mechanics, Electronics, Industrial Design and Multimedia.

Dr. Ancheta’s 3-day trip to South Korea included a visit to the five branches of KPIII, and a cultural exchange at Songgok University, which signed the agreement with Cebu Provincial Government in January this year to train students from CTU and UP-Cebu. Dr. Choi Hoon Young, president of the Korea Philippine Educational and Cultural Exchange Corporation (KOPEC), initiated the move for Dr. Ancheta to successfully materialize the agreement with KPIII. CTU expects to ink another pact with Kangnam University, a private institution in Yongin, as the president is set to travel this September. Establishing linkages, has been, by far, the most prevalent accomplishment of Dr. Ancheta who assumed office last year. (UPO)

OJTs spread across the metroMetro Cebu

College of Technology (COT) students are expected to once again take part in Cebu’s growing business sector for their on-the-job training. Last year’s OJT program exposed them to 373 establishments in different industries such as food, hospitality, manufacturing, advertisement, travel, and information technology. This year, similar number of companies is expected as there are about a thousand students to engage in the process.

Lear Corp., Waterfront Hotel and Casino, Shangri-la Mactan Resort and Spa, Mandarin Plaza Hotel, Cebu Mitsumi Inc., TMX Phils., Lexmark Research and Development Corp., San Miguel Corp., Tsuneishi Heavy Industries, Convergys, Ng Khai Development Corp., Innodata Knowledge Services Inc., are some of the companies that accepted the students.

COT offers diverse programs such that the Bachelor of Arts in Industrial Technology (BSIT) students specialize in automotive, garments, cosmetology, refrigeration and air

conditioning, machine shop, civil technology, furniture and cabinet making, power plant technology, welding and fabrication, electronics, electrical, drafting, food preparation, and computer technology. Other degree programs in the college are Bachelor of Arts in Mechatronics (BSMX), Bachelor of Science in Information Communication Technology (BSICT), Bachelor of Science in Travel Management (BSTrM), and Bachelor of Arts in Graphics and Design (BSGD). DOW CHEMICAL:MAKING INNOVATIONS FOR BETTER LIVINGConsidering the full implementation of the ASEAN Integration, CTU aims to improve its offerings to students and help them become globally competent. In light of the mandate, the university fulfills through a partnership with DOW Chemical, a company with a mission to create innovation for the stakeholders at the intersection of chemistry, biology, and physics. It is sending its team of scientists and experts to address the world’s most pressing challenges – enhancing the quality of life for current and future generations and creating long-term sustainable value for the company, its customers and its shareholders. They have chosen CTU as the recipient of their assistance and expertise, helping the school improve its curriculum offerings and develop employability of the graduates. DOW sent one of their team leaders – Josh De Velvis to the site from June 21 to 23, 2016 and assisted the university in assessing its strengths and weaknesses discovering areas for opportunity and

growth. The three-day program was spent for project review with the local counterparts, thorough discussion on CTU curriculum and programs, interviews with faculty, staff, students and alumni, a tour to its laboratories, a check of its facilities, and finally, the feedback of its findings. To develop the capacity of the CTU staff and administration based on the findings of the assessment, come September this year, the project manager of DOW and the entire team will be back to hold a training that responds to the needs identified in the assessment, focusing on building strategic relationships and partnership with private and other educational institutions as well. Thus this project, anticipates a more empowered faculty and staff, an improved curricular instructions and skills of the students, and a competitive, employable graduates. PetRoey Pascual

10-time winner to do Key role in National gab

CTU-PESO, the 10-time Regional Best PESO in the Non-government Organization (NGO)/Community-based Organization (CBO)/Education Institution(EI) category is one of the key players in the the 16th National PESO Congress. It will be hosted by the Department of Labor and Employment Regional Office VII in cooperation with all the PESOs in the region. Public Employment Service Office (PESO) Managers are set to arrive at Waterfront Hotel Cebu City Hotel and Casino on October 13-15, 2016. CTU-PESO Manager Ms. Nona Fe Y. Estolas, is one of the Technical Working Group (TWG) for the congress. CTU will take charge of the registration of participants from different regions and design/production of the kit, souvenirs and other paraphernalia needed for the congress. The TWG had a courtesy call with Labor Secretary Hon. Silvestre H. Bello III and updated him on the preparation of the upcoming event. The group is looking forward to hearing from President Rodrigo R. Duterte who will be the keynote speaker.National Best PESO Congress aims at recognizing the contribution of the PESO in the employment facilitation programs. The search has four (4)

categories: Highly Urbanized/Component City, 1st-3rd Class/4th-6th Class Municipality, and NGO/CBO/SUC, which will be represented by different PESO Managers coveting for the award.

CTU-PESO is region’s bestCTU-PESO bested other candidates in the recently concluded Regional Search for BEST PESO. It is based on the quality and effective employment services rendered for gainful employment, strong linkage with program partners and for the drive and dedication in providing support to other PESO Managers in Region VII. The award was given by the Regional Best Public Employment Service Office (PESO) on June 30, 2016 at DOLE Activity Center, DOLE Regional Office No. VII, Cebu City. DOLE officials and different PESO managers in the region graced the ceremony. CTU-PESO Manager Nona Fe Estolas (4th from left) received the award) from DOLE Region VII. CTU-PESO Manager Ms. Nona Fe Y. Estolas has served the public for over nine (9) years.The regional award was achieved by CTU-PESO for nine (9) consecutive years also under the Educational Institution (El)/Non-government Organization (NGO)/Community-based Organization (CBO) categories. As Regional Best Performer, CTU-PESO shall represent REPESOM 7 in the 2015 National Search for Best PESO in the same category on October 13-15,

2016 at the Waterfront Cebu City Hotel, Lahug, Cebu City. CTU-PESO serves as referral and information center for the various services and programs of DOLE and other government agencies present in the area. Also, it aims to support the vision, mission and goals of the university specifically in assisting students from enrollment to employment. CTU-PESO submits pertinent documents to the search committee.Said employment center was institutionalized through Board Resolution No. 14, s. 2012 on September 7, 2012 to serve the jobseekers in Cebu City, its nearby cities and municipalities.

Solar energy breathes hope: Kinatarcan Island survival

Hidden from the sprawling city life of urban Cebu is Kinatarcan island – a four-hour ride from Cebu City plus a 20-minute boat ride from Daanbantayan wharf. It is home to a population of approximately nine thousand who rely mainly on fishing for their livelihood. It is located along Tanon Strait in the municipality of Sta.Fe, Bantayan Island. Its beaches are immaculate with fine sand that can rival those of famed Boracay. The waters are crystal clear and appear blue and green from afar – perfect for beach lovers and swimmers. Indeed, the island hosts great potential for tourism. However underneath its beauty lie numerous travails borne out of violent forces of nature. The island was almost wiped out when typhoon Yolanda crossed its path. Ninety-five percent of the island’s infrastructures were leveled by strong winds and a storm surge. But despite the circumstances, there was not a single human casualty. Thanks to the local officials’ initiatives, the residents were able to seek shelter in higher grounds or in caves before the storm hit. After the devastation, the Augustinian group led by Fr. Tito Soquino took charge in the rehabilitation of the island. The Augustinians have helped the residents get back to the way things were by utilizing an integrative and holistic approach. This approach addresses all aspects of the rehabilitation process.

Moreover, it utilizes sustainable and earth-friendly initiatives. For one, it gave birth to the Balay-Bao or Turtlehouse Shelter Model – a disaster-resilient house designed to withstand strong typhoons, patterned from our indigenous bahay kubo (nipa hut). It was built for those residents who lost their houses and could not afford to build a new one. The island has also begun benefiting from solar energy through the help of some non-government organizations. Father Soquino’s headquarters in the island is powered by a donated solar panel. School children as well no longer have to worry about studying at night. It was in May this year when Light Up Cebu (LUCE) was given the chance to contribute. It is now possible for children to study at night thus giving them a higher chance at finishing school. Parents themselves have now become more productive in doing household chores. The LUCE team also installed solar-powered lights in an old chapel so it could be converted into a study center. The solar panel is symbolic of hope for a brighter future. LUCE’s mantra has always been empowering individuals toward strengthening the nation. With empowered residents, Kinatarcan Island can be self-sufficient and self-reliant. Island communities need not to be reliant on the main island’s resources. They just need to be given the opportunities and resources to progress on their own.

BIOTECHNOLOGY AND METAGENOMICS: MAINTAINING EFFORTS WITH BIOTEC

Key officials from the National Center for Genetic Engineering and Biotechnology (BIOTEC)visited Cebu Technological University (CTU) on July 3 to 7, 2016 for the signing of Memorandum of Understanding (MOU) on collaboration on plant biotechnology and metagenomics research.

Initial soil sample collection from Balay sa Agta Cave in Argao, Ma-angso Cave in Alcoy and Busay Cave in Moalboal was done from July 4 to 6.

Pet Roey L. Pascual and Maria Lima D. Pascual from CTU-Barili, together with some faculty members of CTU-Argao complete the team for metagenomics research. DNA extraction and cleaning from the soil samples collected will be done by CTU before BIOTEC will have it for further analysis.

BIOTEC team comprised Dr. Lily Eurwilaichitr (Deputy Executive Director), Dr. Verawat Champreda (Senior Researcher and Head of Enzyme Technology), Dr. Supawadee Ingsriswang (Head of Information Systems) and Dr. Pattanop Kanokratana (Researcher of Enzyme Technology).The MOU between CTU and BIOTEC was signed by University President Dr. Rosein A. Ancheta Jr. on July 7 at CTU-Main Campus.

Also present in the event were Vice President for Research and Development Dr. Gloria G. Delan, Research and Development Director Dr. Hemres M. Alburo, Center for Biodiversity Research Director Prof. Rosalyn P. Alburo and CTU-Barili Campus Director Dr. Genes M. Pasaje.

Researchers from the Plant Physiology and Biochemistry laboratory for the research on plant biotechnology are also scheduled to visit CTU on its In-House Research Review towards the end of the year.

STRENGTHENING HORTICULTURE: 25th BATCH IN THE NETHERLANDS

The on-the-job training program in the Netherlands started in 2004 totaling to 193 OJTs under the College of Agriculture. BSA Horticulture majors benefit from this international exposure. Currently, the program monitors its 25th batch.

On-the-job trainees experienced pot production, retail test, bulb test, machine production, breeding project, machine operation, packing, repotting of plants, harvesting, hydro-culture, soil culture, cleaning plants, transferring plants from the tents to greenhouses and trellising long/high plants among others.

Training facilities include 22 companies in Netherlands: Royal van Zanten Plants BV, Preesman, Hans Bart Orchideen, Willem Bart Orchideen, Jan Bart Orchideen, Martijn Vis Bloementoko, Rosa Plaza, Rovawee, Landbouwberdrijf N.J.W Koeckhoven, Naktuinbouw, Joore V.O.F. Hydrangeakwekerij, Ubink BV, Nieuwkoop Europe B.V, Bunnik Vrieseas, Tropisch Rozenland, Aris B.V, Marc Bart Orchideen, Gebr. Raadschelders, Excellent Orchids, GM Plant (Meewise), Kēbol BV and Kwekerij van der Lans, where students have their OJT.

All expenses are shouldered by the companies and OJTs are given monthly allowance during their six-months stay in the Netherlands.

The 24th batch of OJTs arrived last April 26, 2016 from Nieuwkoop Europe B.V., Kēbol, Rowawee and JM Plants . The training started last October 26, 2015. The students were junior and senior BSAHorticulture majors: Marife Ubod, Jennel Fariola, Roque Alayacyac, Divine Delima, Jenny Morales, Annabelle Pardo, Renjie Villordon and Macario Tiin.

The College of Technology upholds the commitment of the university to become a premier, multidisciplinary-technological university; hence, it spurred another renewed extension track on May 28 2016, together with Barangay Mambaling to impart livelihoods skills to the identified training recipients.

There are six functional manipulative skills embedded in this Technology Package such as Engine Servicing, Welding, Animation/Auto-CAD, Bread and Pastry, Tailoring and Cosmetology.

The Memorandum of Agreement(MOA)signed two years ago strengthens the conduct of such that signifies alliance between Carmelita Cabije,in coordination with Mambaling Barangay Captain Wilfredo Go, and OIC-Campus Director, Dr. Segundino G. Cuadra.

Both parties promote functional community development and outreach program for the underserved sector of the society.

COT Dean Dr. Marde A. Ponce recognizes the challenge to nourish excellent service as a means of heeding the call for national/internatinal development.

PASUC convenes for

internationalization

Philippine Association of State Universities and Colleges (PASUC) convened on its 49th year for the 2016 Midterm General Assembly on June 27 to 29 to discuss plans for internalization. Paving the Path towards Internalization of State Universities and Colleges is this year’s theme, as primarily discussed by PASUC President Dr. Ricardo E. Rotoras during his talk on redefining the role of state universities and colleges in the Philippines. CHED Commissioner Hon. Ruperto S. Sangalang elaborated on SUC leveling as a positive step towards internalization. Hence the agency presented the Proposed Revision of NBC 461 Framework to heed the call of competitive international leverage. International communities also extended their help in streamlining the country’s aim for internalization. University of Glasglow’s Prof. Michele Schweisfurth shared findings on Philippines’ educational experiences, institutions and networks while California State Polytechnic University’s Emeritus Professor touched on restructuring public higher education as the new framework for 21st century research, teaching and learning. Bicol University President also encouraged participants to ponder on the implications of changing or not the academic calendar to SUC’s quest for internalization. ASEAN trends and practices as well as PASUC partnership programs with Singapore Polytechnic International were also considered in the assembly. As an annual gathering , academics from all over Philippines take part in the major discussions geared toward improving the quality of education. Cebu Technological University, being one the country’s leading SUCs, has managed to send the biggest delegation since last year . (UPO)

ENHANCING DELIVERY OF SERVICES: COE INITIATIVE

Extension-capability workshop, OBE-syllabus formulation, and seminar on college policies are some of the aspects that enhance the relationship between CTU and the stakeholders.

Dr. Nolasco K. Malabago, dean of the College of Engineering (COE) initiated the development of these areas that directly benefit both the university and the clientele. His leadership translated into materializing essential goals reflective of national/international agenda.

7 extension project proposals ready for approval were basically laid out. They include: Team Building Seminar/Workshop at the Sports Master international Employees, Leadership Training of student Leadership of Tisa National High School, Mathematics Tutorial for Senior High School of San Narciso Secondary School, Simple Logic Trainer, Scaffolding, Plumbing Training, and Training on Basic Bookkeeping.

The college also had completed all syllabi as well as the college policies.

The 4-day research workshop on the other hand became

an important avenue as CTU Vice President Dr. Gloria V. Delan and CTU-ICRM Director Dr. Rachel Luz V. Rica had shared their knowledge on how to craft a publishable research paper .

After the four-day seminar the college had made 9 research project proposals.: (1) Occupational health and safety practices of Small and Medium Construction Industry in Metro Cebu, (2) The Efficacy of a Prototype Model in Restoring Worn-out Ball Joint, (3)The Curriculum Review of the Electrical Engineering Program of Cebu Technological University, (4) Dual Action Windmill Generator for Power Sustainability, (5)Digital Monitoring of Energy Consumption for Residential Houses, (6)The Impact of Cebu Technological University Engineering Students’ Involvement in various Organization on their Academic and Leadership Performance, (7) Lightning of Ergonomics of Work Places in Cebu Technological University Main Campus, (8)Human and Material Resources in the Industrial Engineering Program towards becoming a Center of Excellence, (9)Antenna System for Digital TV Terrestrial reception: An Innovation, Occupational Health and Safety Practices at Cebu Technological University Main Campus, and (10) Piezoelectric Study to Previous Piezoelectric Energy.

Integrated Coastal Resources Management Center (ICRM) of Cebu Technological University (CTU) was awarded the project: “One (1) Lot— SM-6 Stakeholders Satisfaction Rating Qualitative Study for Passengers and Concessionaires Satisfaction Survey through Third Party” on June 12, 2016.Mactan Cebu International Airport (MCIAA) dubs the project “the Works” costing Php 833, 672.00 MCIAA General Manager/CEO Nigel Paul C. Villarete and CTU President Dr. Rosein A. Ancheta Jr. ,who previously signed the document , were represented during the meeting of two parties on Thursday, July 28 (supposed schedule of MOA signing).CTU Vice President for Research and Development Dr. Gloria G. Delan and Acting Assistant General Manager PSUPT (Ret) Melvin A. Gayotin stood in behalf of Dr. Ancheta and CEO Villarete respectively. Technology for Economic Development Project (Tech4ED) Project is ready to bridge the digital divide to enhance socio-economic condition providing inclusive growth to the country.Cebu Technological University inks MOA with Information and Technology (ICT) Office [on July 19th], an office existing by virtue of Executive Order No. 047 under the Department of Science and Technology. ICTO Executive Director Louis Napoleon C. Casambre and CTU President Rosein A. Ancheta Jr. have agreed to “cooperate and jointly commit in promoting community development through the use of information in the country, particularly through Tech4ED program” as reflected in the document. It accommodates the “end-users” such as Out-of-School Youths and Adults (OSYA), women, teachers, Overseas Filipino Workers (OFWs), as well as their families and relatives, Persons with Disabilities (PWDs), senior citizens, indigenous people, and entrepreneurs.

The initiative further highlights the sensitivity of the government to the needs of the marginalized sectors of society. Among other responsibilities, CTU is going to evaluate and conduct periodic monitoring of the university Tech4ED Center performance as means to improve services to constituents who may avail of such. Center operation runs from Mondays through Sundays for at least eight (8) consecutive hours.Computer Information and Communications Technology (CICT) Director Prof. Johannes M. Camasura of CTU was also the signatory to the pact as his involvement in the promotion of Tech4ED Project is of necessity. Prof. Camasura is the newly designated PASUC ICT Representative for the Visayas and member of the Technical Working Group (TWG) of the Nationwide CHED Medium-Term Information and Communications Technology Harmonization Initiative for Higher Education (MITHI-HE) Project.
