APT CONFERENCE PREPARATORY GROUP WRC-19 (APG-19)

APT’s preparatory activities for WRC-19 was started in July 2016 by the 1st Meeting of APT Conference Preparatory Group for WRC-19 (APG19-1) held in Chengdu, People’s Republic of China from 26-28 July 2016.

APG19-1

elected the leadership of APG-19;

formed structure and appointed office bearers;

adopted the Working Methods of APG; and

adopted a tentative workplan for the preparation of RA-19 and WRC-19.

▪ Process of Developing APT Common Proposals

o In general, for a WRC Preparatory Cycle APT organizes five APG Meetings

oThe meetings developed and updated APT Preliminary Views on WRC Agenda items based on the ITU-R studies available and input contributions from Members

oAt the final preparatory meeting, Preliminary APT Common Proposals (PACP) are developed

oTwo Stage procedures are followed for developing APT Common Proposals


▪ Process of Developing APT Common Proposals

▪ Stage One:

▪ Based on the APT Preliminary Views on Agenda Items Proposals are mainlydeveloped by the WPs at the 5th APG meeting

▪ If there is consensus at the Plenary, a proposal becomes a PACP

▪ Stage Two:

▪ All APT Members will be asked to consider inclusion of their country name as a signatory to each PACP

▪ A PACP becomes ACP if it is

▪ Supported by at least 25% of the APT Members (Administrations)

▪ And not opposed by the 50% of the number of Members who support it

The 2nd Meeting of the APT Conference Preparatory Group for WRC-19 (APG19-2)

▪ APG19-2 was held from 17 to 21 July 2017 in Bali, Republic of Indonesia

▪ It was hosted by Ministry of Communication and Information Technology (MCIT), Republic of Indonesia

▪ Substantial work for the preparation of WRC-19 started at APG19-2 based on the contribution for APT Members and status of the studies by ITU-R Study Groups available

▪ The objectives of APG19-2 were:

▪ to review issues associated with each WRC-19 Agenda item;

▪ to finalize appointment of drafting group chairs for individual WRC-19 Agenda items including associated issues under Agenda item 9.1

▪ to consider the results of studies of ITU-R Study Groups and any information provided by AWG in relation to WRC-19 Agenda items, and take necessary actions as appropriate

▪ to develop, to the extent practicable, preliminary views for each WRC-19 Agenda item based on contributions from APT Members; and

▪ to review and revise, as appropriate, the APG work plan including the tentative schedule of meetings.

▪ APG19-3 will be held from 12 to 16 March 2018 in Perth, Australia

▪ It will be hosted by Australian Communication and Media Authority (ACMA) with the support of Department of Communications and the Arts, Government of Australia

▪ The objectives of APG19-3 will be as follows:

▪ to review the results of the APG19-2 meeting;

▪ to review issues associated with each WRC-19 Agenda item and continue developing APT preliminary views based on input contributions from APT Members;

▪ to consider the results of ITU-R studies and relevant information provided by AWG in relation to WRC-19 Agenda items, and take necessary actions as appropriate;

▪ to review the activities of other regional organisations, in particular, their preliminary views/position with a view to fostering inter-regional cooperation;

▪ to undertake an initial review of issues related to RA-19 activities and develop a timetable for the development of harmonised APT Views;

▪ to review, as necessary, the Working Methods of APG in relation to mechanism in coordinating APT activities during CPM19-2, RA-19 and WRC-19;

▪ to contribute, as appropriate, to the activities of APT Preparatory Group for PP-18 with respect to the issues under the purview of the APG;

▪ to review and revise, as appropriate, the APG work plan including the tentative schedule of meetings
