Welcome to the online public involvement event for Project Design ID 6995-00-12, the
reconstruction of the East Davis Street in the City of Beaver Dam.
This is the only public involvement events for this reconstruction project. We have
recently completed preliminary plans.

Beaver Dam’s website. In the interest of the recording, please save your comments until
the end of the meeting. You can place comments in the chat window, or use the “raise
hand” function which will indicate your interest in participating.

The presentation will follow the outline of topic shown here. I’ll introduce the project
team, give an overview of the project, discuss proposed improvements and finally
discussion construction schedule, costs, and design schedule.

this presentation.

The proposed project location is on East Davis Street between S. Spring Street and S.
University Avenue. The project includes connecting into the intersection of Spring Street
and East Davis Street that will be completed in 2020 to the east side of the University
Avenue intersection.

This graphic represents the existing cross section on East Davis Street. The
roadway/pavement width is 34’ from face of curb to face of curb. The existing terrace
width (area between the curb and sidewalk) is approximately 4’ and the existing
sidewalk if 4’. The existing right of way is 50’ from the back of sidewalk to the back of
sidewalk.

The proposed improvements include storm sewer replacement, sanitary sewer & water
main, street lighting, ADA Compliant sidewalk (5’ width vs existing 4’ width), and existing
pavement marking and signing.

This graphic portrays the proposed roadway cross section. The new roadway will
reallocate the width within the existing right of way. The roadway corridor will consist of
two 11’ travel lanes and parking only on the south side of East Davis Street. This will
allow for wider 5’ ADA compliant sidewalks while maintaining the existing terrace width
of approximately 4’ on both sides of E. Davis Street. The roadway will match the back of
sidewalks on either side of East Davis Street and will not be wider than it is currently.

Right of way will be minimized to the extent possible but may be needed to construct
ADA compliant curb ramps at the intersections and easements for grading behind the
sidewalk to improve drainage.
East Davis Street will be closed for the duration of construction and a detour route that
utilizes Stone Street will be posted. Access to locals within the project limits will be
maintained during construction.

The project is part of the STP-Urban funding program. This provides State/Federal
funding for 80% of the construction costs. The remaining 20% is provided by the locals
for participating items. For non-participating items (i.e. municipal utility improvements)
these are paid for 100% by the locals. The City of Beaver Dam typically assesses for
those items as noted above. They can only assess for the portion that is paid for locally
(i.e. the 20% portion of the project). The current construction cost estimate is $2.5
million.

After the public involvement comment period, we will be progressing towards
completion of the environmental document in the Fall 2020. Final plans are due in the
fall of 2021. Construction is planned for 2022.
