Project "The development of rural areas in Moldova using the approach of LEADER/CLLD" Expert mission in Moldova Summary Time of the mission: 16 th to 18 th of October, 2019 Experts: Kristiina Tammets (project manager), Victor Guzun (project expert), Kadri Tillemann (project expert) Wednesday, 16 th of October Meeting with representatives of Moldovan Ministry of Agriculture, Regional Development and Environment (MARDE) – Georgeta Mincu, Minister; Sergiu Tirigan, Head of Marketing and International Relations Department, Andrei Balan, Advisor to the Minister; Viorel Chivriga, IDIS Viitorul. At the beginning of the meeting the project team gave a brief overview about the project background, it’s progress and current state. It was agreed that the documents (guidelines for the application process and measure sheets) prepared in the earlier stage of the project will be shared with the ministry. The discussion continued with sharing ideas about mutual interests and collaboration ideas. MARDE representatives pointed out that an agricultural fair will be held and co-organized in spring 2020 by them, it was proposed that option to merge the business-ideas marketplace foreseen within the project with the fair could be considered. It was agreed that IDIS Viitorul and MARDE will exchange information about the events and the potential merging of the events will be decided later this year. MARDE

information boards, the landscaping works and installed benches make the placemore attractive both for the locals and visitors. A leaflet about the site was alsopreparedtoraisetheawarenessaboutthesiteamongpotentialvisitorsofthearea.

Photo3.Theinformationbannerofthesite2) Project name: Packaging and quality advertising – the key to success, projectapplicant: HC ”Eni Victor”, project budget 3347,83 EUR (co-financing share of theapplicant819,72EUR).Project supported a rural entrepreneur producing honey and herb products – afamilyenterpriseledbyMrs.IraidaEni,sheproducesdifferenttypesofhoney,bee-wax products and herbal teas. As a result of the project, products could bemoreeffectively marketed since they have attractive packages, entrepreneur hasimproved possibilities to introduce and display the products in different events(shelves,roll-up).Fortheprojectvisitacomprehensivedisplayofavailableproductsinrenewedpackageswassetupandinformationmaterialswerealsoready(roll-up,leaflets).

aswellasanumberofdifferenttypesofglasses.Bythetimeofthevisithigh-qualityglassesfordifferenttypesofwineaswellasthewaterglassesweredeliveredtotheguesthouse,guesthouse isexpectedtobefullyoperationforthenextseasononcethefinalinteriorworksandthelandscapingisfinished.

Photo5.Glassesdeliveredtotheguesthouse,temporarilystoredinthemaindininghall.4) Project name: Rehabilitation of the villagemuseum as a potential tourist spot,project applicant: Local Public Administration, Teșcureni village, project budget2563,79EUR(co-financingshareoftheapplicant348,14EUR).Tescureni primary school has been accommodating local museum to displaydifferentitemsrelevantforlocalhistoryandheritage,thespecialityofthemuseumismemorizingtheeventofWorldWarIIsinceTescureni isclosetothefrontlineofthewar.With thesupportof theproject the roomstoaccommodate themuseumare to be renovated, new furniture to be purchased that are more suitable formuseum functionsandnewdoors tobe installed.During the visit final renovationworks were still ongoing, some of the special museum furniture (from 20 piecesaltogether)wasalreadydeliveredtotheschool tobe installedwiththerestof thefurnitureoncetherenovationworksarefinished.Theprojecthelpstousemuseummoreeffectivelyforeducationpurposesaswellastoattractvisitors.

The headmaster of Tescureni primary school Mrs.Maria Sasu (projectinitiator/manager)andthepieceofmuseumfurnituredeliveredbythetimeofthevisit.5) Project name: Exhibition pavilion with handicraft products and local cuisine,projectapplicant:LocalPublicAdministration,RădeniiVechivillage,projectbudget4900,43EUR(co-financingshareoftheapplicant565,56EUR).Withtheprojectsupportapavilionwasbuiltintothecentreofthesettlement,itwillserve as a place for the local handicraft producers to introduce and sell theirproducts.Theplaceiseasilyaccessible(besidesthemainroad)andprovidesenoughroomandcomfortableplace for localhandicraftproducers.ThepaviliondisplaysabigillustrativemapoftheLAG’sare.Duringthevisitasmallerkioskwasbeingbuiltadjacent to the pavilion, it will for the local producers. The kiosk building wassupportedbyPolishAid–thecombinationofEstonianandPolishfundinghelpsthemayoralty to set up a centre that serves the interest of both local handicraft andfoodproducersandmakeslocalproductioneasilyavailableforlocalpopulationandvisitors.Thepavilionfitsperfectlywiththeneedsoflocalcommunityevents,aslocalhandicraftmastersexhibitionplace(morethan20localmasters),neighbouringPlaiulFagului nature reserve guests and events as well the local festivals organised byUngheni regional Council. The official opening is set to November 8-9 during theHoneyFestivalorganisedbyUngheniRegionalCouncilinthearea.

With theproject support two industrial washing machines and one tumble dryer waspurchasedandalreadyoperational.EtCeterawineryhasanagreementwithnearbyguesthousestostartofferingalaundryserviceforthemaswell.

2) Project name: Changing the lighting system, project applicant: The CrocmazEthnography Museum, project budget 3646,85 EUR (co-financing share of theapplicant410,90EUR).Crocmaz village schoolhouse accommodates a rich local museum – three hallsdisplayacomprehensivecollectionofhistoricalexhibitsandmaterials,museumoneof the few local museums which collection is registered in national registry, it’shighlyvaluedamonglocalcommunityandvisitors.Themuseumhalls lackaproperilluminationandreliableelectricitysupply–therelevantsystemsinoldschoolhouseareoutdatedanddonotfunctionproperly.Withtheprojectsupportpowersupplysystems and illumination of the museum will be renovated and updated. Themuseum is set and ledmyMrs. EugeniaClașevici and is in the list ofmuseumsofnationalimportanceofMoldovaduetothehighvalueofthemuseumpieces.

Photo10.LocalmuseuminCrocmaz3) Project name: Fountain from Căplani, project applicant: Local PublicAdministration, Căplani village, project budget 5400,51 EUR (co-financing share oftheapplicant576,21EUR).Căplanivillagehasasitewithcultural-historicalsignificanceandwithnaturalvalues–CăplaniWells. It’sahillsideparkwithnumberofnaturalwells, thewellsandthewater supply from the wells is related with historical legends about theestablishmentofthevillage.Withtheprojectsupportadditionalattractionswillbebuilt near the site – one historical building is being renovated into the smalltraditionalruralguesthouse,smallpoolwithafountaintobebuiltforthechildren,fencedandgatedarena/castlewasalreadybuiltaswellasystemof2smalllakesfor

recreation.Asaresultoftheprojectbothvillagersandvisitorswillhaveadditionalpossibilitiestouseandenjoythesite.

Photo11.Historicalhousetoberenovatedtoserveastraditionalruralguesthouse.Saturday,19thofOctoberProjectvisitinStefanVodadistrict1) Project name: At Nistru, at the marble, project applicant: Limited LiabilityCompany ,,AniscencoConsalting,,PalancaVillage,projectbudget4818,02EUR (co-financingshareoftheapplicant989,44EUR).VillagePalancaborderswithNistruriverandtheriversideholdsastrongrecreationalpotential.Theneedforrecreationalinfrastructureisalsorelatedwiththenumberofguesthouses/hotels in the region offering a bicycle rental service: Palanca-Tudora-Crocmaz existing route and projected extension from Crocmaz to Olanesti andPurcari villages. (set up with the support of Polish Aid) and the existence of thebicycle route connecting the guesthouses/vineyards. With the project support arecreationalarea/restingplace(benches,smallpavilion,signsetc.)aswelladditional2smallerrestingareasontheroutewillbeestablishedatthebankoftherivertobealsoconnectedwiththebicycleroute.Thiswillofferthelocalsandvisitorsadditionalpossibilitytospendtheirtimeinpicturesquenaturalsurroundings.
