BACKGROUND The Provincial-Wide Monitoring and Evaluation System [PWMES] aligned to the Government-Wide Monitoring and Evaluation System [GWMES] is a results-based system. Key to the operation of this system is an effective indicator and data management process system. Indicator frameworks are necessary to conduct integrated and coherent monitoring, evaluation and reporting within the context of the PWMES. As a means of sustaining the PWMES, the Indicator Frameworks and Monitoring and results Frameworks (phases 3 and 4 of the PWMES process system) need to be updated and aligned to the current provincial policy priority areas of focus of the Provincial Government. Therefore, indicators are developed in order to measure the performance of the Provincial Government against areas of focus it has identified. The Monitoring and Results Frameworks provide the attributes of the outcome indicators, the appropriate data sources for the indicators, the frequency of data collection and its responsible data producers. This guides the collation of data for all monitoring and evaluation processes within the Department of the Premier.

INTRODUCTION For the purpose of Provincial-wide Monitoring and Evaluation (M&E) in the Western Cape, an indicator framework needs to be developed periodically for the measurement of the progress the province is making in terms of its identified strategic objectives. The PWMES updates and aligns its indicator frameworks in relation to the key strategic objectives identified at a provincial and national level. The 6 Month Report Card was conceptualised as a means to measure the progress of the PGWC against its identified Strategic Objectives. The Strategic Objectives are: 1. Maximising inclusive economic and employment growth 2. Improving school education outcomes 3. Increasing access to efficient and safe transport 4. Maximising health outcomes 5. Reducing crime 6. Optimising human settlement integration 7. Maximising sutainable resource management and use 8. Increasing social cohesion 9. Alleviating poverty 10. Clean, value-driven, efficient, effective and responsive government

This Monitoring and Results Framework provides indicators clustered under the identified 10 Provincial Strategic Objectives.

TYPE OF INDICATORS The quantitative indicators selected are based on the reporting in terms of the number, the mean, the median or percentage concerned. The latter was either in a particular outcome category, below a target outcome or above a target outcome. It was also noted that the number (in positive) does not relate to the rate of success, and the percentage (increase or decrease) does not relate to the size of the success. On the other hand, the qualitative indicators implied the qualitative assessment, compliance with quality, extent of and level of an outcome. The indicator development process acknowledges that despite there being a role for qualitative data, it is more time consuming to collect and harder to verify because it often involves subjective judgments about circumstances at a given time.
