THE QUALITY VIRTUOUS CIRCLE, AN OPERATIONAL METHODOLOGY TO FOSTER SUSTAINABLE DEVELOPMENT PROCESSES The originlinked quality virtuous circle approach is based on four main steps to ensure that all the key elements for a territorial process to optimize an originlinked product are taken into account, thus allowing the creation of economic value and the preservation of associated natural and cultural heritages. 1. Identification The first stage is absolutely essential, inasmuch as it involves identification of the potential for developing an originlinked strategy. Such potential concerns: the product: Does it have an originlinked quality? the area : What are the resources brought into play? The local stakeholders : Are they motivated by this approach? Without these elements, the originlinked strategy is compromised... Mobilization of stakeholders Carrying out of an evaluation, followed by a market survey and a value chain study Studies of biodiversity and sustainable practices Study of the identifying link between the community and saffron An important potential for developing an originlinked strategy! The methodology is described with the implementation of two FAO technical cooperation projects in Morocco to support: The establishment of the national system of signs of quality and origin The optimization of Taliouine saffron for local development 2. Qualification of the product This stage entails the establishment of local rules in a participative way for recognition of the originlinked product on the basis of its definition as agreed among the producers. In other words, it is the formulation of the specifications and the associated control plan, with which the GI name may possibly be registered and protected. Improvement of quality (Training, good practice guidelines, recommendations and equipment supplied for better drying) Support to producers in drawing up specifications and a monitoring plan (choice of the name, delimitation, description of the product and of practices) Official recognition Appellation of origin “Saffron of Taliouine” officially published on 582010 and certificate handed to producers by the King at the Saffron Festival

TO FOSTER SUSTAINABLE DEVELOPMENT PROCESSES  

 

The origin‐linked quality virtuous circle approach is based on four main steps to 

ensure that all the key elements for a territorial process to optimize an origin‐linked 

product are taken into account, thus allowing the creation of economic value and the 

preservation of associated natural and cultural heritages. 

1. Identification

Support of public policies

Producers’ organization (Support for the creation of new cooperatives and of the Federation of Saffron Producers, which becomes the organization in charge of the appellation of origin)  

Marketing 

(Trainings and facilitation of economic partnerships with stakeholders 

from France and Italy)

3. Remuneration

This stage consists of paying for the value of the GI system through the market (promotion and marketing) or other non‐market systems (payment for environmental services, for example). In this stage, coordination between the value chain stakeholders is essential in order to formulate and implement the marketing strategy. The definition of the roles and creation of the producers’ organization is a key element, as such organization plays a vital role in internal coordination among the producers and within the value chain, and also in representation vis‐à‐vis society. 

4. Reproduction of local resources This stage corresponds to a regular evaluation to be carried out to ensure the sustainability of the system, by verifying the effects of the process in economic, social and environmental terms, so that the necessary adjustments and modifications can be designed. The reproduction of local resources is valid for the whole area and hence for all the stakeholders and activities found there. The search for an increasingly sustainable process leads toward the development of an extended territorial strategy, which consists of extending the benefits of the reputation to all activities and creating synergies, for example through local tourism with its effects in terms of direct sales.

recommendations for participatory conservation)  

Extended territorial strategy, thanks to the involvement of the 

NGO Migrations&Développement   (Development of solidary tourism, annual Saffron Festival since 2008, 

Saffron House in Taliouine) 

Throughout this cycle, public policies (national and local) provide a legal and institutional 

framework  capable  of  creating  conditions  favourable  for  taking  into  account  the  key 

factors  of  the  origin‐linked  strategy  process,  fostering  positive  impact  on  local 

development and boosting environmental or social sustainability.   

National policy The Green Morocco Plan supports promotion of origin‐linked products to contribute to solidary agriculture. The Law on Distinctive Signs of Quality and Origin recognizes Geographical Indications for agricultural development, cultural heritage preservation and consumer protection.  

The project supported the finalization of the regulation, built capacities of the national commission in charge of evaluating the GI requests; as well the stakeholders involved in the control and certification, sensitized stakeholders and supported communication on the new schemes, and supported pilot product cases  

Local‐level support The project on Saffron strengthens the coordination and technical capacity of the Ouarzazate Regional Agricultural Development Office, in charge of leading the project, as well of the Souss Massa Drâa Regional Council and other partners.
