The new fire force was established late last year to add additional fire power to the Selwyn Rural Fire Force and 18 new recruits have recently completed their basic firefighting training, which tested them on the theory and practical elements of the fundamentals of firefighting.

As a result of completing the training, the firefighters now have three unit standards which all firefighters must obtain in order to successfully work on the fire line.

spoken to are almost as excited as she is at the school’s opening next week.

“It has been an amazing journey setting up a school from scratch and building relationships with parents and the wider community.

“Our focus has been on health and safety as well as an awareness of building sustainable environments.”

The school, which has been built to take up to 750 pupils, is being powered by solar energy with the 24kW solar panel array the largest in any primary school in New Zealand.

“While this will obviously save us money in terms of our power bills in also fits in with the school’s philosophy of teaching children about energy efficiency and environmental issues.”

That philosophy continues through to not having rubbish bins around the school grounds and encouraging

parents to provide their children with “nude” lunches.

“We want to reduce the amount of waste and targeting the amount of wrapping in lunchboxes is one way to do that and with no rubbish bins around the grounds it encourages students to think about recycling and waste reduction.”

Ms Fidow said they have received great support for the wider community and the work of the establishment board of trustees had been outstanding.

“The board, and in particular chairman Simon McDermott, have been fabulous and have negotiated effectively with the Ministry of Education.

“Simon has not only lead that team well but he has done everything from negotiating with the ministry to helping us in the last few weeks doing everything from screwing in light bulbs to cleaning.”

Council's road safety coordinator Ngaire Tinning said over 8000 children will be returning to school in Selwyn in early February.

"Children will be travelling on the bus, by car, biking, walking and using a scooter to get to and from school.

"With so many children on the move, and additional traffic from children being dropped off and picked up from school, motorists will need to take extra care before and after school."

Take care around schoolsThe Selwyn District Council is urging motorists to take care around schools when the school year begins next week.

Mrs Tinning said both parents and motorists can help to make the journey to and from school safer for children.

"Motorists can help by slowing down, and showing patience and consideration when children are around.

“Parents can help by talking to their children about road safety, modelling good behaviour and checking their children have the right gear to help them be seen and be safe."

The motion for a vote of no confidence in the chair Diane Chesmar has been tabled by board member Alan French. It calls on Mrs Chesmar to stand down and for a new chairperson to be elected.

Neither Mr French nor Mrs Chesmar, who has sought legal advice, wanted to comment ahead of Wednesday’s vote.

Late last year Mrs Chesmar apologised to Mr French and fellow board member Bruce Russell for comments she made in the media about the two men.

Messers French and Russell had been critical of Mrs Chesmar’s support of an electoral representation review which led the Selwyn District Council to vote to disband the board ahead of this October’s local body elections.

A motion calling for the chair of the Selwyn Central Community Board to resign will be debated at this week’s board meeting.to Bruce Russell, said Mrs Chesmar’s role in the representative review process which led to the disbanding of the board was questionable.

“I felt very uncomfortable that the chair stayed in her well paid position when she should have abstained in the voting process.

“Her position in the (representation review) committee was to represent the community board and she did not have the backing of her board to vote for removing it.

“Had she abstained she would not be in the awkward position she is in now,” Mrs Russell, said.

Meanwhile, an appeal to the Local Government Commission to overturn council’s decision to do away with the board is to be heard in early March.

SDC chief executive David Ward

said objections to council’s final representation proposal closed in December.

“Council received 12 individual objections, and a petition signed by 233 people with all of the objections specific to a request to retain the Selwyn Central

Community Board. “The information was forwarded to

the Local Government Commission and the commission has advised they will have a hearing on Monday, March 7 in the council chambers commencing at 10.30am.”

Ms Walters is supportive of a move by Environment Canterbury to set up a joint committee to oversee the provision of public transport in Christchurch and surrounding areas including Selwyn.

She said repor ts about falling patronage on buses have been misleading.

Ms Walters said while council has yet to vote on the set up of the committee she personally is in favour of the move.

“I think the option proposed to establish a joint committee is a good one as it allows wider membership that reflects the decision making processes

to improve public transport is to improve travel time reliability. This allows people to rely on buses to get them to their ultimate destination or to meet transfer times every time.

“To achieve this will require a coordinated approach across all services and providers.”

She said improvements to be undertaken along Riccarton Road over the next year or two should have a significant impact on improving journey times elsewhere for services travelling between Selwyn and the city.

The arts council turns 25 this year after being formed in 1981 with the aim of promoting art and artists to the people of the district.

Among other things the council runs the Selwyn Art Gallery in Darfield and organises the popular annual Darfield Art Week.

MCAC acting chair Sylvia Townshend said the council is made up of four committees.

“There is an overall executive committee and one each for the running of the gallery, organising art week and one for performing arts.

“In order for the MCAC and its committees to work professionally and effectively we need volunteers.”

She said the Performing Arts Committee is responsible for arranging concerts and musical events, and in the past MCAC has held major concerts and events which enabled the council to open the gallery and finance both the gallery and future events.

“The Gallery Committee is responsible for running the gallery and arranging exhibitions. Helpers are required each month to help hang and arrange the artworks and to help staff the gallery during opening hours.”

‘Who you turn to for tyres’

The event, which was held for the first time last year, is being run by the Two Rivers Community Trust with support from the Selwyn District Council as a ‘Summer of Fun’ initiative.

Darfield’s Bev Elder, who was one of the driving forces in getting the event off the ground, said they are delighted to continue the event they inaugurated last year.

“It was our hope to establish an annual event which has the power to bring everyone in the community together.

“All the attractions people enjoyed last year are back again, and in addition we have a petting zoo with little farm animals where kids can get up close and personal, and learn to handle and appreciate animals.”

The Two Rivers Community Trust will be building a cabin-in-a-day, to showcase the Cabin Build Community project which began in 2015.

“The aim of the day is to create a community day to capture the heart of local talent and aim to really create the atmosphere of a true country fair day.”

As part of the event a scarecrow trail is being set up around Darfield and people can vote for their favourite scarecrows which will be displayed throughout the shops in Darfield prior to Waitangi Day.

A gumboot throwing competition, which is almost mandatory for a country event, will be a part of the fun along with egg and spoon races and other sporting challenges for all ages.

There will be a wide range of stalls from home-made baking and beautiful cakes, to women's wear, children's clothes, art, jewellery, and plants. There will also be many displays including

The Darfield Summer of Fun community country picnic will be held on Saturday, February 6 at the Darfield Domain and Recreation Centre from 10.30am to 3pm.

James Ferris got South Malvern off to a good start hitting 85 in quick time while Patrick Reardon also scored a half-century to guide their side to a big score of 275-9.

Lincoln almost pulled off a remarkable run chase but fell 14 runs short. Lincoln’s runs were scored by Aaron Chapman who was dismissed just short of a century on 96 and Jeremy Benton also scored 85.

Weedons kept its semi-final hopes alive with a 45-run win over Leeston-Southbridge.

Greendale put in a team batting performance to overcome Oxford by 94 runs.

Riley Wilson (44), Blair Chapman (39) and Devon Crequer (37) all contributed in a good total of 246 for eight. In reply Oxford never threatened the total and was all out in the 36th over for 152.

IrrigationNZ CEO Andrew Curtis said farmers taking water from rivers and lakes topped up by West Coast rain have benefited from El Nino’s erratic weather pattern this summer.

“While we support the Minister’s move to extend the official drought in the South Island, it is interesting to note that farmers connected to the big alpine-fed rivers and lakes haven’t struggled this season, despite low rainfall on the East Coast and an early start to the irrigation season with high temperatures in spring.

“While those irrigating from foothills-fed rivers and lakes have been on restriction for several weeks, alpine-fed irrigators have managed to maintain supply.

This reinforces our argument around building additional water storage infrastructure that taps into alpine sources. Even in an extreme El Nino event like this season, alpine-fed supply offers a high degree of reliability for irrigation. For futureproofing we need to move in this direction.”

“We have been able to supply 100% of demand but actual use has been a lot less than farmer expectations. We have had full run-of-river water 89 days and only 12 days when we were using stored water for all of our demand,” he said.

Chief Executive Bill Bayfield said the announcement would give the farmers and their families who need it most continued access to support, and would also highlight the dry weather challenges for farmers to the wider community.

“I’d like to acknowledge the work of the South Island Drought Committee and the Rural Trust,’ Mr Bayfield said.

“Our people in the field are also working with and supporting farmers every day.

“While they are pleased with the recent rain, which has also given rivers some relief, we are seeing farmer stress continuing due to the need to destock and other responses to the ongoing drought.

“It is crucial that farmers have access to the water they need for stock and for consented irrigation. Access to water for these purposes is top priority both for farmers and for Canterbury’s economy.”

Mr Bayfield said some farmers are able to continue irrigating because they have groundwater takes that are not directly linked to rivers on restriction due to low flows.

Drought support continues in CanterburyEnvironment Canterbury has welcomed the recent announcement by the Minister for Primary Industries, Nathan Guy, that the medium-scale adverse event announced last year for drought affected areas would be extended.

“If you see irrigation happening near a low-flow river, for example, that may not be having an impact on its flow,” he said.

The team working on the project include representatives from the Ministry for Primary Industries (MPI), the Red Meat Profit Partnership (RMPP) and OSPRI which manages the national animal identification and traceability programme, NAIT.

That’s according to a recently completed a study by Farmax 2015 Dairy Consultant of the Year Phil Journeaux.

Mr Journeaux is an AgFirst farm consultant based in the Waikato and part of his prize package for winning the dairy consultant of the year title last August was 40 paid hours to carry out a study that could benefit New Zealand’s agriculture sector.

He chose to research the impact of environmental constraints such as reducing nitrogen, phosphorous, sediment and microbe discharges, on land values in New Zealand because he had a personal interest in the topic.

“As part of my work on agri-environmental issues, I was aware that a negative impact was acknowledged but that there was little work to quantify it,” he said.

“The price of land is often a key component in determining the entry into a farming career because farming traditionally requires ownership of land, and is a major aspect of farm profitability, as it is the price of land which usually determines the level of debt being carried by the farming business.

“Currently New Zealand farmers, particularly dairy farmers, are carrying high levels of debt and factors that have the potential to reduce land prices are generally regarded with concern.”

The study considered the impact environmental constraints had on the three main drivers of land value: productive, consumptive, and speculative values. It found that the relationship between the profitability of the farming operation and land value is not that strong – the other factors also have a direct influence.

Working on the assumption that dairying is currently the highest use of pastoral farming in New Zealand, Mr

Journeaux found that dairy land values will be mostly impacted by environmental constraints that affect profitability.

These include reducing diffuse discharges to water with the cost of improving effluent systems, fencing off streams, developing riparian margins and wetlands, putting in feedpads and wintering barns, as well as implementing a range of farm management practice changes.

“The increased cost for farmers to mitigate the discharges and also reduce the flexibility of future land use change both have the potential to impact the price of land significantly,” Mr Journeaux said.

“It is probably also only a matter of time before the Emissions Trading Scheme covers agriculture, meaning that carbon charges in the future were going to be inevitable and costly for farmers.

The impact on farm profitability could therefore be significant, over time, which would feed through to reduced land values.”

Mr Journeaux said his study also found that the effect on forestry, under-developed land and sheep and beef land values will also be felt keenly for a number of reasons, the main one being a reduced ability to intensify and or for conversion to dairy.

“At a national level, the implication of the impact of environmental constraints on land values is that the credit risk of farming, and the credit risk of banks, would be significantly increased,” he said.

“However, this will likely be a transitional effect with current

landowners bearing the brunt of the impact, before a new level of stability is reached.”

Mr Journeaux has been a member of the New Zealand Agricultural and Resource Economics Society for 23 years and on the executive team for

10 years, most recently as treasurer. His qualifications include two Masters’ degrees: MAgSc (Hons) and an MBA.

The Farmax Consultant of the Year Awards will be held again in 2016, with nominations opening in May.

It is a common headache for dog owners that their dog pulls too hard while on a walk. This makes for an unpleasant walking experience and may even discourage owners from taking their dogs for regular walks.

There are many products on the market that may help reduce your dog’s pulling but none of them are cures, they are all just band-aids to a problem.

The only way to solve the issue is to train your dog to walk nicely on a loose lead. This is important because it makes going for walks a fun and pleasant experience and it means you are in full control of your dog whilst out and about.

This is something every dog owner should do, however it is easiest to

achieve while they are still young. The same principles apply for older dogs but it may just take a little longer.

One important aspect of any training is that you’ll need everyone who takes the dog for walks to agree to do the same thing. If one person follows the rules and another allows the dog to pull, your dog will get confused and the process will take a very long time, or the dog may never learn how to walk nicely.

To start, try and pick a time when your dog is calm for training, use a collar and lead (preferably not a retractable lead).

Have one hand holding the end of the lead and the other hand on the same side as your dog holding the lead only a small distance from your dog so they can’t pull too far forwards.

Start walking, as soon as your dog pulls, stop walking. Get your dog to come back level and beside you facing forwards and then start walking again. As soon as your dog pulls, stop walking. Repeat this process.

You may start training in the garden or just down your driveway with as few distractions as possible. You probably wouldn’t get very far to start with but it will improve with time.

Reward them with treats and praise when they achieve a few or several steps without pulling. Set them up to succeed.

You will have to do this over and over and over again. Your dog will soon learn that he or she will not get anywhere if they pull on the lead and that is no fun. They also learn that if he or she walks nicely and the lead is loose they get to go on fun walks.

Some people like myself teach dogs

to heel and walk alongside you on command. Most obedience classes will teach this and the principles are the same, you just have to incorporate the word ‘heel’ while they are walking nicely and reward them as above.

There are lots of methods on teaching

your dog to walk nicely on a loose lead. This is one of them and please remember you should not use force or fear for any training at all. Training with rewards works better and you are likely to have a happy good canine citizen for life.
