RECORDS OF THE FOREIGN OFFICE D EXECUTIVE The records currently referred to as Foreign Office and Executive (F.O. & Ex.) resulted from Robert Crichton Wyllie's collection and informal management of two separate sets or groups of government documents. The first group is identified as the official records of the Foreign Office that Wyllie maintained and created in performance of his duties as the Minister of Foreign Affairs. These formal documents and reports, notes, papers and items of correspondence define and record Hawaii's international relations during the Monarchy era. Thus, details of official actions, situations and events occurring locally and abroad, that involved the Hawaiian Kingdom and various foreign powers are to be found in this record group. Wyllie occupied the position of Minister of Foreign Affairs under Kamehamehas III, IV and V. During his long term of service, he upheld a firm commitment to locate, collect and maintain all records relating to this particular function of government. Over the years, with the valuable assistance of the chiefs and the King, Wyllie was able to gather earlier, related documents that dated back to the reign of Kamehameha I. RECORDS OF THE FOREIGN OFFICE AND EXECUTIVE

The records currently referred to as Foreign Office and Executive (F.O. & Ex.) resulted from Robert Crichton Wyllie's collection

and informal management of two separate sets or groups of government documents.

The first group is identified as the official records of the Foreign Office that Wyllie maintained and created in performance of his duties as the Minister of Foreign Affairs. These formal documents and reports, notes, papers and items of correspondence define and record Hawaii's international relations during the Monarchy era. Thus, details of official actions, situations and events occurring locally and abroad, that involved the Hawaiian Kingdom and various foreign powers are to be found in this record group.

As there was no centralized repository for the secure keeping and formal care of government documents, officeholders like Wyllie, or agencies themselves retained their old records independently and assumed responsibility for their use and disposal. During the years of post-monarchy transition, some of these records of irreplaceable value were segregated and quietly placed in private offices and vaults in the city. On occasion too, records that were no longer of current use to government, especially records of predecessor or defunct offices, were sent for storage outside of an agency. As a direct result, a great number of trunks and containers of official government documents and correspondence became housed on different floors of Iolani Palace without much concern for order or arrangement.

It was during the decade prior to the approval, establishment and construction of the Archives building in 1905 that these stored records were first examined. As no one had been tasked with the continuous and consistent maintenance of these retired records, they were in deplorable disarray. For years, the records had been deposited and stored and generally, they were unidentified. Some were badly shuffled. The Foreign Office records had become co-mingled with the Executive papers of ruling sovereigns and heads-of-state of the time.

A serious threat by the United States to remove these government documents to a federal repository on the mainland, forced action to first, bring the records under control. Next, a commitment was made to plan for the proper and permanent maintenance of the records in Hawaii.

Dr. Emerson, a noted Island historian of that day, was chosen to create document order out of a chaos of paper. He decided that the most expeditious way to arrange records was to file them chronologically. Through the years, a card index catalogue was begun and completed to assist staff and public to locate, retrieve and use each document in the Foreign Office and Executive record group.

The records of the Foreign Office and Executive have since been arranged and re-arranged during the 20th century to allow for better access and control.

REVISION OF TIIE P.O. & EX. FINDING AID

The finding aid for the Foreign Office and Executive record group is being revised.

When it is completed, it will replace the lists of records that are currently filed in the binder,

Government Records Inventory, P.O. & Ex. (CD 3189.14 .H39 v. 10). Indeed, parts of the

lists have already been replaced; others are obsolete.

The revised finding aid will contain administrative histories of the executive agencies

and of the Department of Foreign Affairs; a scope and content note; series descriptions; and a

container list. Some of the revised finding aid has already been completed.
