Introduction
“Training on Energy Statistics for Afghanistan, Bhutan, Maldives and Nepal” is an
approved programme activity of SAARC Energy Centre, Islamabad for FY 2016. A two-day
training on energy statistics was organized in each of the mentioned member states. The first
training was held in Nepal on June 21-22, 2016 in collaboration with the Water and Energy
Commission Secretariat (WECS), Government of Nepal in the Conference Hall of WECS,
Singha Durbar, Kathmandu, Nepal. The second training was organized in Male, Maldives on
August 02-03 2016 in collaboration with the Ministry of Environment and Energy, Maldives.
Similarly, the training in Thimphu, Bhuatan was held on 15-16 August 2016 and the fourth
training in Kabul, Afghanistan in collaboration with the Department of Renewable Energy,
Ministry of Economic Affairs, Bhutan and the Ministry of Energy and Water, Afghanistan
respectively. The Programme Coordinator for these trainings was Mr. Suresh Shrestha,
Research Fellow (Energy, Transport and Environment).
SEC is mandated to maintain a comprehensive database dealing with different aspects of
energy system in the SAARC Region to provide a basis for facilitating and promoting regional
energy cooperation. The Centre published first SAARC Energy Data Book (2001-2010) in the
year 2013 and subsequently published SAARC Energy Data Book (2001-2011) and SAARC
Energy Data Book (2002-2012) in the year 2014 and 2015 respectively.
These publications are, however, based on the secondary data accessed from the databases of
international organizations and the most recent data of most of the member states are not
available. It is important that the SAARC member states maintain energy statistics and energy
balances of their respective country timely so that the most current energy data and other
information pertaining to energy in the region are available to the end users, policy makers,
researchers and international energy community at large. As most of the SAARC Member
States do not update and publish energy data regularly, SAARC Energy Centre conceptualized
this activity in the above mentioned four SAARC countries with a view to enhancing their
capacities in Energy Statistics.
Objective
The fundamental objective of this activity is to provide training to the relevant Energy
Professionals/ Statisticians in the selected SAARC countries on Energy Statistics. The training
is designed to offer tools and methodologies for collecting, organizing, converting and
presenting national level energy data.

Methodology
SEC engaged a Short Term Expert Mr. Sahibzada Ali Mahmud, Chief Information Officer
(CIO), Khyber Pakhtunkhwa Economic Zones Development and Management Company
(KPEZDMC), Pakistan Peshawar for developing Training Kit and conducting the training. The
Training Kit has been uploaded on the website along with this report.
SEC, through SAARC Secretariat, requested the member states to identify appropriate
collaborating organization from the host countries. Afghanistan nominated the Ministry of
Energy and Water as the collaborating organization for organizing the training. Similarly,
Department of Renewable Energy, Ministry of Economic Affairs, Bhutan, Ministry of
Environment and Energy, Maldives and Water and Energy Commission Secretariat, Nepal were
nominated by the respective countries to collaborate for conducting the training.
Engr. Ahmad Abdullah Nasrati, Hydro Power Manager from the Ministry of Energy and Water,
Afghanistan, Mr. Satchi Drukpa, Chief Engineer from the Department of Renewable Energy,
Bhutan, Ms. Aishath Zuha, Progamme Officer from the Ministry of Environment and Energy,
Maldives and Ms. Kiran Gautam, Senior Divisional Engineer from the Water and Energy
Commission Secretariat, Nepal were the focal persons from the respective countries to facilitate
SEC with required coordination and administrative arrangements. The collaborating
organizations arranged the participants through invitations to the relevant organizations in their
respective countries while all the costs were borne by SEC.
The training was conducted for two days in each of the four countries Afghanistan, Bhutan,
Maldives and Nepal. In each training, there were an inaugural session, technical sessions and
a valedictory session. In Nepal, the training was inaugurated by Mr. Dhan Bahadur Tamang,
Secretary, Water and Energy Commission Secretariat. Similarly, Mr. Mewang Gyeltshen,
Director, Department of Renewable Energy, Ministry of Economic Affairs, Bhutan was the chief
guest at the inaugural session in Bhutan. Besides the inaugural remarks, Mr. Suresh Shrestha
delivered the welcome speech on behalf of SEC and introduced the participants and the guests
about the importance of Energy Statistics and the objective of the training activity.
At the beginning of the technical sessions in each country, a country representative presented
the status of energy statistics in their respective countries. The country presentations were
delivered in Nepal by Ms. Kiran Gautam, in Maldives by Mr. Akram Waheed, in Bhutan by Ms.
Chime Wangmo and in Afghanistan by Mr. Zarwali Habibi.
The training was concluded in each country with the valedictory speech by the chief guest from
the respective countries and the vote of thanks from a participant. All the participants were given
away the certificates by the chief guest. Mr. Dhan Bahadur Tamang, Secretary, Water and
Energy Commission Secretariat, Mr. Thoriq Ibrahim, Minister for Environment and Energy, Mr.
Mewang Gyeltshen, Director, Department of Renewable Energy and Engr. Aman Ul Ghalib,
Deputy Minister for Energy and Water graced the valedictory session in Nepal, Maldives,
Bhutan and Afghanistan respectively.
The introductory presentation slides, the country presentations and the lecture slides have been
uploaded on the SEC website along with this report.

Participation
A total of 18 participants from different energy related organizations in Nepal participated in the
training. Similarly, there were 13, 17 and 16 participants in Maldives, Bhutan and Afghanistan
respectively. Participants list is available at Annexure I. Dr. Sahibzada Ali Mahmud, the Short
Term Expert for SEC was the trainer, who deliberated lectures on different aspects of Energy
Statistics along with the hand on exercises. The contents of the training are available at
Annexure II.
Conclusion
Overall, all four trainings on Energy Statistics can be considered as a success since the
participants’ feedback was mostly very enthusiastic and positive.
The trainings were timely with reference to Nepal working on the development of Energy
Information System and Afghanistan, Bhutan and Maldives working on developing energy
statistics on regular basis. The training was, therefore, perceived very useful in terms of
contents. However, most of the participants in all the four countries expressed their view that the
length of the training was short and it should have been longer with more hand on exercises and
practices. Afghanistan expressed the need for further assistance in the form of trainings,
guidance and consultancy services in order to strengthen energy database system in
Afghanistan. The responses to the objective feedback questionnaires are presented in the form
of chart in the annex III.
