John calling the Sunday 19th June UTC Neton 20 metres, after setting up the station.

We are indebted to John Maier W8AUV whothrough the cooperation of the Chicago Chapter of theAmerican Red Cross, arranged to have their EmergencyCommunications Vehicle on loan as our Low Band BaseStation during the Convention. The vehicle was parkedwithin the RV Fellowship area which was located adjacentto the Convention Centre containing the “House ofFriendship”.

Secretary Noel McLaren (VK2IWT) withEd Burckart (N9VTU) and CraigDieckman who are both volunteers fromthe Chicago Chapter of the American RedCross placing the Mosley 3 element beamin the rotor and connecting the coax.

John reported that all went well in Chicago except forpropagation. “We set up the station on Friday 17th June and wewere ready to begin operation on Saturday morning 18th.Jim Moran (W1QUO) and Jack Page (KF5BD) were waiting forus to get on the air”.

Our chairman, Laszlo (AD6XX)was up early on Sunday 19th to geton the 1130z International net. Hewas able to contact Jim (W1QUO)and heard Bill (G4YZE) but couldnot work him.

It wasn’t until Wednesday 22nd June that W9R could work G4YZE, G4FZN, JA2ABX,JA0CYL, JA7UBZ and JA4LP. We were able to conduct the 1800 Sunday, 19th June netwith W9R as Net Control Station. John (W8AUV) was operating W9R and check-ins wereK7LVC, KF5BD, W1QUO, WB7RQG and W0TBC. AD6XX, WD8QHD and W4ADUwere listening in at the W9R location. Poor signals and high noise interfered with whatcould be called a good net. We had seven stations check in and three more listening in atthe W9R location. Most operating was on 20 metre, a little on 40 and even fewer contactson 75. 15 and 10 which were not good anytime we checked.Propagation was a disappointment, but not totally unexpected.

Greetings to all of you.

The last Rotary Year 2004-2005 has been quite an eventful one.

First, our Treasurer John KK4IX, after serving ROAR for 7 years, retired from his position. John please allow me to express mysincere gratitude on behalf of ROAR for your devoted service.Hope to "see" you many times on the air and wish you number of5/9++. Stay healthy and of course vertical.

Now we have a PRESIDENT

The flag has been picked up by Bob Butler, WB7RQG of Medford Oregon. Thank you Bob.

Roar experiencing a severe financial problem because many of the ROAR Membersneglected to contribute, some of them for number of year. It has been decided to coordinatenew ROAR treasurer system by introducing Regional Treasurers. This way it is anticipatedthat the Regional treasurer will have a better contact with our members and enhance theirattention. They should set up Bank Accounts which permits Card Payments...the modernway. The "Head Treasurer" will be located in the USA (Bob Butler). This system isimplemented in VK already. Further work is planned after my return to my CT QTH andany idea /input is welcome.

Many of you received some information of the "wrestling" with the RI Directors, (not abouta title), about the Insurance/Indemnity issue. After most Fellowships joined together underthe leadership of (mainly) Yachting, Flying and ROAR the Board of Directors abandonedthis insurance idea and put it - as it seems to be at this moment - "Ad Acta". A new approachemerged since which I will share with you after my returning to my CT QTH. We seems tobe safe from this against the 4-Way Test motion momentarily but we have to keep our eyesopen...HI.

The main event of the year of course has been the Centennial Convention in Chicago whereROAR operated a fine station, W9R. Here we have to express ROAR's sincere thank to theChicago Red Cross for their assistance with one of their Emergency Vehicle with a 93 FtHydraulic Mast and a more than a dream station inside parked at the Soldiers Field with theRecreational Vehicle Fellowship between Noels and my Motor Home. This arrangement hasbeen the results of Our Texaner: John W8AUV who personally operated the station formany long hours. John as for me, it was a privileged to work with you. (Will I miss you inCopenhagen?) The ROAR Booth had a prominently exposed location in The House ofFriendship and yielded some 30 new members. (Noel knows the right number). W9R madesome 100 (?) contacts. Here our Friends from ROAR-J contributed considerably because theGoddess of Propagation favoured the J. direction most of the time. The "G" Stationshowever did not have a "clean living" to get on the list. W9R copied Jim W1QUO rathergood for number of time and he did some relaying towards Europa. We enjoyed a number ofUS QSO's. The propagation was far bellow par excellent most of the time and hadpractically no opening towards Europa.

Laszlo’s Rotary Club, Lagos D-1960 Portugal, erected thisRotary wheel at the entrance to the city. The height of thewheel is 1.2 and the total height is about 2.5 metres. The club thought this would be the best way to enhancepublic awareness and: "Prepare-se para celebrateo centésimo aniversário do Rotary"Laszlo says “It is one of the most attractive demonstrationsof RI I ever saw.”

Laszlo (left) and previous Chairman, John (G4HMG) onthe right, who visited an Amateur Radio gathering inSopron (just over the Austrian/Hungarian border). Johnsaid that the hospitality of his Hungarian Amateur friendswas fantastic, as was that of his host Feri when he stayedat his restaurant in Siklos.John was stuck on the southern outskirts of Paris on hisway home with a “blow-up” engine in his motor home.We are pleased to learn it is OK for his next trip.

Our Nets functioned rather well in the year...thanks toour fine Net Controllers who got it together some times

under next to impossible conditions. They had to fight not just the poor propagation but anumber of time inconsiderate contester.

The next Convention in Copenhagen will be addressed soon and we can hope that ROAR's"Mom" Twanda Falconer at RI will further assist like she done it so many times.

Have a fine 2005-2006 Rotary year. Hope to see many of you in Copenhagen till than "StayVertical"

ROAR NEWS FROM JAPAN

Report from: JH1NVZ Tim Masuda (ex VK1TM,VK2CTM & VK3BLN)The vice chairman of ROAR Asia District..Tim is visiting VK-land 30th September to8th October. He hopes to make contact with ROARmembers in Melbourne and Sydney

We ROAR-Japan had our 27th AGM of 2005 on 16-17th July in very ancient andtraditional KURASHIKI City.Totally 47 people joined. We elected new President of this year JJ1KTZMitsu Shigehisa, International Net: JR1JCU Himax Ishihara, Secretary: JH1BEXYuh Kishimura, Treasurer: JE1JQX Yoshi Mutoh..We used to have about 150 members but we maintain 110 members now.We lost 2 active members JR1KYC Katsu Iwaya, JL6QWG Shige Ohmura andJR3QKZ Ichiro Tanaka as silent key.

Next year’s AGM will be held in Hachioji, Tokyo on 8th-9th July 2006.

Congratulations have beenexpressed to the ROAR-J membersfor their success with the 2004ROAR special station, 8N3RI inOsaka.

Ex President Ken Noguchi(JA3LHL) reported, worked on7, 14 and 21MHz.Contacts made - 8587 from JA1 toJA0, 230 from the Conventioncentre; 8444 from Mobile stationsand 104 countries.

On Friday 29th July ROAR-Japanmade its 8000th net on 7MHz.30 stations joined the net whichwas controlled by Past PresidentNao Mohri (JJ1KMW).The net meets every morning(except Saturday and Sunday) on7MHz SSB as well as CW.

Page 9

Page 10

The UK 80 metre nets continue verysuccessfully thanks to the dedication ofour controllers John G4HMG, TonyG4FTA, Brian G3LUW and John G3JJR.They regularly deal with up to 20 call-inssometimes in quite atrocious conditions. We are currently recruiting a fifthcontroller to ease their task. The DX nets become moredemanding as we go towards theminimum of sunspot cycle 23. The Europe-Anzo net survives thankslargely to Klaus HB9CQS. In his moresoutherly and easterly location he gets

any propagation to Australia earlier – and better - than we do in the UK. However,we in the UK do keep trying, John G4HMG, Brian G3LUW, Don G0JWE,John GW4KVJ and Bill G4JVW are always there. Many thanks fellows ! We lookforward to Pete EA7GSU taking a leading part in the Anzo net from his new locationin Jubridque when he gets him beam up. At the Southern end Bill Main has made the transition from VK6ZX in Kalgoorlieto VK4ZD in Gatton near Brisbane, and the transition from a mighty beam on amighty mast to a delta loop above the house and he still makes his presence feltacross the world. Bill’s xyl Diane has also got a new call VK4KYL and gives us afew words occasionally (see page 12). Further south Henk VK2GWK continues tosupport the net when he can despite his Presidential duties. Henk is now the proudpossessor of a three-element SteppIR beam and it works superbly. As conditions getworse the signal from Bill in Waikerie often comes out on top. Despite advancingyears and health problems Bill is always there. An example to us all Bill !Brian VK5CO and Peter VK3KCD do very well at times and we have heard fromNorm VK3DNE.We look forward to hearing from Sam ZL1AOE when propagation permits. Back in the northern hemisphere the International Net struggles with marginaltrans-atlantic conditions. It continues thanks entirely to the heroic efforts and greatsignals of Jim W1QUO from Leominster Massachusetts. Jim, having lost his sightcompletely now is mastering computer-assisted operation with all the drive andprofessionalism we have come to expect of him and he is always there S9+ mostSundays. Coos VE2GTI from Montreal is the other big signal across the pond. Coosis back on the air having had a rotten year with a hip replacement operation whichbecame infected and had to be re-done. Coos manages to join us for twenty minutesor so at the start of the net, before his church duties.

Sunspot cycle 23 might bottom out in December 2006 with a solar flux of about71 (SSN 12.5) . The probability of DX contacts will drop from its present 50-75 percent tothe 1-25 percent category. Signal levels might not drop much further, but they might notappear at all.

As Jim W1QUO says “it will require patience persistence and fortitude”.Cycle 24 will be up to maximum about December 2010 and all will be well. Thanks again and best wishes to all, Bill G4YZE.

AD6XX Laszlo Presiding opened the meeting at 12.29 hrs CDTIn his opening remarks Laszlo thanked all for their attendance. He also announced the office of Treasurer had been transferred from KK4IX John Cook toWB7RQG Bob Butler. The Chairman thanked John Cook for his seven years of faithfulservice to the fellowship as Treasurer.Laszlo expressed appreciation on behalf of the Fellowship to John Maier W8AUV for hisarranging for the Special Events Station W9R and for his role in combining with the RedCross in the setting up of the station in South Parking Lot of Soldier Field.

The Reading of the minutes of the previous meeting was by-passed due to their not beingavailable at the meeting time. Those present were directed to the latest edition of TheCommunicator for the report of the meeting and ROAR activities at the Osaka convention.

It was moved by John W8AUV and seconded by Ken W8SOO that in conjunction with theROAR Treasurer, Zone Treasurers be established to facilitate the receipt of contributionsfrom members. In the discussion it was pointed out from a hand out presented to the meetingthat members in some zones have much lower contribution rates than those in other zones. The ideal rate would be that of ROAR – Japan 98.2%.It was brought to the attention of the meeting that most of the costs of the Fellowship –printing and postage of publications was being born by a small segment of the membershipwhile the rest were receiving the same at little or no cost. The motion passed.

It was moved by John W8AUV Seconded by Joe K9OWU that the Treasurer’s Report assubmitted by Bob Butler WB7RQG be adopted. The motion passed.

It was moved by John W8AUV, seconded by Joe K9OWU that the By-Laws be amendedchanging the title of Chairman of the Fellowship to President. In the discussion Laszloexplained that in Eastern Europe the title, Chairman has very little comprehension.

The motion was passed.

It was moved by Joe K9OWU and seconded by John W8AUV that the By-Laws be change toreduce the time of non-contribution from 5 years to 2 years before a member’s name isdeleted from the ROAR database. The motion was passed.

Secretary’s note:The process for such changes, as stated in the ROAR By-laws, is that the ExecutiveCommittee – Chairman, Secretary, and Treasurer, all Regional Vice chairpersons and TheCommunicator Editor – consider the matter and bring a recommendation to the next AnnualGeneral Meeting (2006).

Two countries, one destination - and a newcentury of service! Just as Rotary's missionof peace and understanding unites peopleeverywhere, a spirit of cooperation and

togetherness links the cities of Malmö and Copenhagen, a spiritsymbolised by the bridge that connects them. The 2006 RI Convention isnot only the first such Rotary celebration in the Nordic region - it's also

the first to embrace thehospitality of two host

countries.Page 14Page 15Page 17

RI PresidentCarl-WilhelmStenhammar

Laszlo AD6XX recommended that, on completion ofhis tenure in office that John Maier W8AUV be

considered for appointment as Chairman of the Fellowship. John W8AUV agreed toconsider the proposal.

It was the consensus of the meeting that, as with Rotary International, our Fellowship needsto engage in Membership Development. Several ideas came forth. Our Fellowship shouldconsider appointing a Membership Development Chairman. ROAR members, in areaswhere there are active Interact and Rotaract Clubs, should seek to establish relationshipswith those groups to interest Interactors and Rotaractors in the hobby of amateur radio. Thenthey can become part of the ROAR fellowship.

On the topic of increasing contributions to the Fellowship it was suggested that we considerstamping near the address label on the front of The Directory and The Communicator, inbold red letters, the question, “Is this your last issue?” While the idea has great merit it willrequire some thought to implement.

John W8AUV agreed to take custody of the Booth Signage and Guest Register and toforward them to Denmark/ Sweden for the 2006 convention. He would also return thehistorical materials to Bob Butler WB7RQG for safe keeping until the next convention fortheir display.

The Annual General Meeting was adjourned until the Fellowship gathers again in 2006.

Respectfully submitted,Noel R. McLaren, PDG WD8QHD / VK2IWT
