Hello Everyone,
I’d like to thank the RMGPA membership and the Board of Directors for the opportunity and honor to serve as your 2013 President. It has been a pleasure to work with so many dedicated RMGPA professionals and experience their innovative ideas and enthusiasm. I wish to commend and thank the Board, along with all the committee members, for the time and talent you put into volunteering and supporting this professional organization. Please see page 6 of the newsletter for a list of just a few of the RMGPA Board of Directors’ accomplishments in 2013. As we move from December into January, I wish to welcome Kristen Spicola as RMGPA President for 2014! Her valuable contributions will help enrich, educate, and enlighten the RMGPA membership. It has truly been my pleasure to be of service to you.

NationalInstituteforGovernmentProcurement(includingTheInstituteforPublicProcurement,the
NationalAssociationofStateProcurementOfficials,theNationalAssociationofEducation
Procurement,andtheTexasPublicPurchasingAssociation).
ThisisthefirsttimeWYDOT’sProcurementServicesProgramhasreceivedthisaward.Itisoneofonly15stateagenciesnationwidetobechosen,anditistheonlyorganizationinWyomingtoreceivethishonorin2013.

The RMGPA Distinguished Service Award is presented annually to one current and active RMGPA member who exemplifies extraordinary leadership, outstanding integrity, and consistent, excellent service within their entity, their community, RMGPA, NIGP, and the procurement profession. The selection criteria include maintaining high ethical and moral standards, demonstrating exceptional leadership, volunteering on committees and programs organized by RMGPA and NIGP, actively participating in and promoting professional development opportunities, displaying outstanding efforts and creativity in saving time and money for RMGPA and/or their entity, and contributing above and beyond normal expectations. This year’s honoree exemplifies all of that!
This year’s awardee served as RMGPA’s Membership Chair from 2005 through 2007 at which time she was elected as Vice President. She served as our association’s Vice President in 2008, President in 2009, and Past President in 2010. She was integral to the western slope membership drive which culminated in a collaborative effort with the Colorado Public PCard Group for a 1-day professional development opportunity in Grand Junction. She was also one of two members who came up with the idea of a vendor community that could serve as a resource for RMGPA members, and that has now evolved in the Business Advisory Council. She has been actively involved in the BAC effort since its inception in 2009 and chaired the Council in 2012 and is currently co-chairing.
She started with her current agency in 2000 as a Contract Administrator. In 2008, she was promoted to Purchasing and Mailroom Supervisor, leading a group of six professionals, in two unrelated disciplines. This position was not only a recognition of her Purchasing expertise, but also presented an opportunity for her to broaden her skills into the realm of mailroom operations. Both the Mailroom and Purchasing play crucial and highly visible roles within the City organization and have benefitted greatly from her guidance. She is also a highly sought-after resource on JDE and its role in government purchasing.
Our awardee’s purchasing involvement goes well beyond her agency’s borders. She has been deeply involved with a variety of purchasing organizations and served numerous roles within RMGPA, MAPO, NIGP, APICS, FROWUG, CPPG, & NAPM. She holds certifications as CPPO, CPPB, and CPIM.
On a more personal note, she is currently working on an inspirational project, photographing every sunrise for a year.

Volunteer of the Year Award—Adela Gain Submitted by Danielle Hinz, CPPO, C.P.M. Awards Committee Chair
The RMGPA Volunteer of the Year Award recognizes the outstanding contributions that volunteers make to enhance, promote and support the activities and programs of RMGPA.
This year’s winner has contributed to RMGPA over the past few decades by serving on committees, actively participating in conferences and other professional development opportunities throughout the years. Most recently, she has served on the Programs Committee and has been integral in finding and hiring the speakers for our conferences. Her nominator, Skeet McCracken, states the following:
“She has been very dedicated to making sure people walk away from the event with a lot of knowledge from the topics that were presented at the conference… I have had the honor of working with her over the past year. Listening to others who have worked with her, I have heard of the dedication to RMGPA. I can’t say enough about my experiences with her.”

Breaking News:
The Membership Committee has experienced some recent changes.
Molly McLoughlin has been elected to serve as Vice President of RMGPA in 2014 and is thereby passing the committee over to the new Chair, Pat O’Neal.
Pat currently works for CDOT and comes to the membership committee with prior membership experience. If you are interested in serving RMGPA as a co-chair for the Membership Committee, please email Pat. patricia.o'[email protected]
Membership Reminders:
If you change agencies, the membership stays with the agency. If you are adding new members to replace those that have left your agency, please contact membership so the active membership positions can be filled.
If you are at a new agency, please contact membership to help with the change
so you do not lose any recertification points.
Lifetime Membership:
Upon retirement, members can apply for lifetime membership in RMGPA. Lifetime members receive recognition of many years of service in public purchasing and participation in the Rocky Mountain Governmental Purchasing Association.
Lifetime membership is for those members that intend to remain active in the Chapter after retirement, and plan to attend conferences and other functions as they are able to do so. Annual membership dues will be waived, and in return, lifetime members are asked to update their contact information on an annual basis.
If you or someone you know is transitioning into retirement please let the membership committee know so we can contact them about lifetime membership.

Professional Development Committee Chair, Karen Herman, organized six successful NIGP Classes and awarded scholarships to attend these classes

Awards Committee Co-Chair, Mary Jablonski, presented awards to: Distinguished Service Award, Terri Kindsfather, from the City of Lakewood
Volunteer of the Year, Adela Gain, from the City of Greeley Business Advisory Community Committee Chair, Pete Toth, represented the

received 56 solicitations to add to the RMGPA specification library Elections Committee Chair, Linda Meserve, serves as resident expert on
Board policy and conducted a successful election of the 2014 RMGPA Executive Board
Historian Committee Chair, Vera Kennedy, has worked to document the RMGPA yearly events by taking pictures and posting them to the website
Legislative Committee Chair, Cindy Lombardi, continues to keep the membership informed of current and pending legislation which affect our profession
Marketing Committee Chair, Farrah Bustamante, encourages vendor promotional opportunities through sponsorships on the RMGPA website
Membership Committee Chair, Molly McLoughlin, ran new member campaigns and increased membership by 30 over the 2012 membership count
Newsletter Committee Chair, Marcia Sieben, created and posted four creative and informative newsletters

SPOTLIGHT ON... Vivian Harvell
RMGPA Treasurer

Vivian enjoys her position with the Harrison School District, as it offers a great deal of variety. She oversees all of the purchasing for the District, as well as the p-card program. Their District just recently finished construction of a new administration building. This was one of the most challenging and rewarding projects that Vivian has been involved with during her purchasing career. Vivian works out of the District’s warehouse building, where she is often times the only one in the building. As a result, Vivian has learned various aspects of the Warehouse including how to operate and drive a forklift.
In December of 2008, Vivian became a member of RMGPA. She loves helping people, so when she was invited to fill the position of Treasurer, she was honored and felt very privileged to take on more responsibility within the organization.
In addition to working for the Harrison School District, being Treasurer of RMGPA, and being the owner of a Laundromat, Vivian enjoys watching the Broncos, and traveling and spending time with her grandchildren. Currently, she has four loving grandchildren with one more who will arrive before the end of December. Vivian and her husband traveled to Europe last April, where they went through ten countries in ten days. After that whirlwind trip, Vivian is ready for calm (and perhaps a Super Bowl win for the Broncos).

Vivian Harvell
Vivian was born in Missouri, but attended and graduated high school in Rawlins, Wyoming. After high school, Vivian moved to Trinidad, Colorado where she lived for seventeen years. A local lumber yard in Trinidad gave Vivian her first exposure to the purchasing profession. In 1997, she moved to Colorado Springs to get away from the small town atmosphere.
For the past three years, Vivian has been employed with the Harrison School District 2 in Colorado Springs. Prior to the Harrison School District, she worked for the Falcon School District in Colorado Springs for fourteen years. Overall, Vivian has been involved in the Purchasing profession off and on for thirty years.
