I hope your winter break was relaxing and filled with memories to cherish with family and friends. Our students have transitioned back into their academic routines, and believe it or not, the end of the second nine weeks marking period is quickly approaching. Dear Parents,

I want to take this opportunity to wish all our Rosa Lee Carter families a happy and healthy

New Year. I hope your winter break was relaxing and filled with memories to cherish with

family and friends. Our students have transitioned back into their academic routines, and

believe it or not, the end of the second nine weeks marking period is quickly approaching. All

second quarter grades will be completed by January 28th and report cards will go home on

February 10th. As always, please be sure to contact your child’s teacher should you have any

questions about his/her progress.

This year was filled with many challenges. As we review the past year, we can see that our

efforts have been extremely productive. I commend our staff, parents and families for doing

an outstanding job in providing all of our children with so much in the way of academic

support, encouragement, and love. I look forward to our continued partnership in making

Rosa Lee Carter a place where ALL children meet with success.

For our students to be successful it is imperative that they arrive to school on time. The

morning routine provides students with a smooth transition to a day of learning. At this time,

the students review the day’s schedule, copy homework assignments, listen to school

announcements, get breakfast, and distribute notes and materials from home to their

teachers. To provide your children with a positive start to the day, please plan your morning

so your child arrives to school no later than 7:50 AM.

Lastly, I encourage our families to have students engage in extracurricular activities. Our

academics at RLC are very strong, and to balance school work with “play,” it is important to

allow opportunities for activities that develop the “whole child.” Strong collaborative,

communicative, and creative skills are enhanced by children working inside and outside the

classroom. I encourage all our students to engage in community activities and share their

accomplishments with their classroom.

The New Year brings us the opportunity to reflect on the past and plan for the future.

The Rosa Lee Carter staff wishes each of you a Happy New Year full of blessings and good

CogAT Testing Dear Parent/Guardian:

During the period from February 2nd through February 20th, second grade students in Loudoun County Public Schools will take the online Cognitive Abilities Test (CogAT), Form 7, Level 8. The CogAT measures general and specific cognitive skills that allow a student to learn new tasks or solve problems in the absence of direct instruction. Students’ reasoning abilities are measured by three different batteries, or groups of test items: the Verbal Battery, the Quantitative Battery, and the Non-Verbal Battery. Each battery is comprised of three subtests. Students will complete all nine subtests, three per day, on three consecutive school days. The daily test administration period is untimed, however each day’s administration period should not exceed 90 minutes.

Because students cannot prepare for the CogAT, they will have the opportunity to become familiar with test items through practice activities. Students will become familiar with the online testing envi-ronment via practice questions administered before the first subtest.

Score reports will be sent home to parents/guardians no later than April 10th. If you have any ques-tions, please contact your child’s school.

Hopefully you and your student enjoyed the break, and everyone is refreshed and ready to learn again!

The yearbook covers were sent off to Splendid Publishing to begin the printing process. Splendid sent an e-mail to me, saying that they are always impressed by our work, but that this year was amazing! Julie Park was our front cover winner. She used oil pastels to create the picture. It was then uploaded into Photoshop to add the writing. Julie submitted an interesting artist’s statement. The Starry Night background is due to a family trip to Paris, the rock is in the shape of Virginia, and the coyote is smiling as he’s happy! We know our art students are exceptional, but it’s always great to hear others agree!

With two teachers, not everyone’s class is doing the same project. Fifth graders are doing 1 pt. perspective museums, while others are glazing. Fourth graders are either doing simple machine robots to learn how to shade, or fabric crayons. Third grades are creating coil pots and glazing. Second graders are making plaster mummies, while others are doing fantasy castle drawings. First graders are either doing paper sculpture or clay pinch pots. As you can see, we are busy!

student from every class will be nominated this month for

demonstrating fair behavior on a regular basis.

957-4491. If possible, please call before 7:30 am. Also, please call the absentee number if your child will be tardy that day to prevent a phone call having to be made home. The absentee phone line is available for your use 24 hours a day, everyday.

Our goal in Physical Education class at Rosa Lee Carter

Elementary School is to help students acquire the knowledge,

understanding, and skills needed to engage in meaningful physical

activity both in the present and for a lifetime. In January 2015, the

PE program will be emphasizing overhand throwing and catching,

parachute activities, four square, and fitness stations. The students

will continue to learn more about the five intensity levels, and the

five components of fitness while engaging in PE class. Have a

great day!

Physical Education at RLC

The Music Department welcomes in 2016 with great learning experiences for all students during the month of January! Our First Grade Students will be introduced to rhythmic notes such as, Quarter Notes, Eighth Notes, and Quarter Rests during this month. Students will be able to compose simple rhythmic patterns as well as perform these rhythms through singing and instrument playing. Second Grade will start discussing their grade level musical “The Tale of the Chinese Zodiac”. Students will audition, sing songs, and begin learning their speaking parts for the show. Additional details will be sent home in a newsletter. Third Grade will expand their music literacy to sixteenth notes in vocal and instrumental music. Fourth Grade will continue learning about our composer of the quarter, Holst, and expand their rhythmic literacy. Finally, Fifth Grade will complete a melodic composition and explore counter melody throughout the month of January. We look forward to a great month of music making!

Our library continues to be a busy and vibrant learning environment each week with all our students coming in for lessons, story times, research, checkout, and more. We are also busy helping our teachers obtain the resources they need for their classroom lessons. Parents are welcome to drop by the library anytime to experience the library in action or volunteer to help with simple library tasks! Throughout the week, we do have some students forgetting to return their library books on their library day. Although we stress that keeping track of library books is the students’ responsibility, we would appreciate if you could ask your students when their library day is and help them remember to bring their library books back to school on that day. Thank you so much for your help with this.

The Loudoun County Public Schools Special Education Advisory Committee (SEAC) works with the school board, administrators, parents and teachers who are responsible for students receiving special education. Special Education Advisory Committee News

The December 2nd SEAC Meeting – featured a presentation on Partnership Between Families and Schools presented by Mary Kearney, Director of Special Education for Loudoun County Public Schools. The presentation provided an overview of the importance of building a collaborative and mutually respectful relationship between schools and families to benefit our students and the pathway for resolution of concerns. Director Kearney advised parents to address concerns with the child’s teacher and/or case manager as an initial point of contact then proceed to the Assistant Principal, Principal, Special Education Supervisor and finally the Director of Special Education if assistance is still needed. A copy of the presentation is available at www.lcps.org/seac under “Presentations”. In addition, parents may contact the Office of Special Education at 571-252-1100 or the Parent Resource Center at 571-252-2185 to identify the Special Education Supervisor for their child’s school.SEAC Annual Report – On December 1st, Jodi Folta, SEAC Chair presented the Annual Report of the Special Education Advisory Committee to the school board. The report provides a summary of the 2014-2015 SEAC activities for the school year as well as identification of the top priorities, needs and areas of concern for students with disabilities. A copy of the annual report is available at www.lcps.org/seacInclusive Schools Week – LCPS celebrated Inclusive Schools Week December 7-11. The is an annual event sponsored by the Inclusive Schools Network and Stetson & Associates, Inc. held each year during the first full week of December to celebrate the progress schools have made in providing a supportive and quality education to an increasingly diverse student population, including students who are marginalized due to disability, gender, socio-economic status, cultural heritage, language and other factors. This week also provides an opportunity for educators, parents and students to continue the discussion to explore improvements in our schools to continue to successfully educate all students. Parent Resource Center – The Parent Resource Center (PRC) helps inform and educate families including siblings, grandparents and friends, about special education. What it means and how services are provided to children and youth. The PRC gives families the tools they need to fully participate and collaborate with school staff during each phase of the special education process – from the initial referral through the development and implementation of a student’s Individualized Educational Plan (IEP). The PRC offers a wide variety of services at no cost to include training workshops and seminars on a wide variety of topics to inform, educate and encourage parent participation in the educational decision making process. PRC staff are available to meet with parents individually whose children are experiencing difficulty at school, at home or in the community to explore available options to provide assistance and/or to assist parents to prepare for special education meetings at school.

Parents are encouraged to reach out to the Parent Resource Center at www.lcps.org/prc to learn about upcoming programs and workshops of interest to the disability community and to seek information about LCPS special education programs and services. This is a wonderful parent resource and parents are urged to utilize the PRC.

The next SEAC meeting will be held on January 6, 2016 in Room 100 of the Loudoun County Public Schools Administration Building at 7pm. The presentation topic will be “Transition and Lifesource”.

Who May Attend SEAC Meetings?

All meetings are open to the public. SEAC welcomes anyone interested in special education. There is a designated time for public comment during the meeting. This is an opportunity to share successful educational experiences and express general concerns regarding educational issues for students with disabilities.

What Are The Functions of SEAC And What Do We Do?

• Advise LCPS of the needs in the education of students with disabilities• Participate in the development of priorities and strategies for meeting the identified needs of studentswith disabilities• Submit periodic reports and recommendations to the superintendent for communication to the schoolboard • Assist LCPS in interpreting plans to the community for meeting the special needs of students withdisabilities for educational services• Review the policies and procedures for the provision of special education and related services prior tosubmission to the school board and the Virginia Department of Education• Participate in the review of the school division’s annual plan• Informative presentations for parents and educators at the monthly meetings• Provide helpful and timely information via the SEAC website and Facebook page www.facebook.com/loudounseac . REMINDERS & TIPS

Tips for Proper Hand Washing: Use warm water and plenty of soap. Work up a

good lather. Clean the whole hand, under the nails, between fingers, and up the

wrists. Wash for at least 10-15 seconds (as long as it takes to say the ABCs or sing

“Happy Birthday”). Rinse well. Let the water run down the fingers, not up the

wrists. Wipe hands with paper towel. This is the best way to fight germs!

Contain the illness: If your child has a fever, diarrhea, or is vomiting, they must

remain home for 24 hours (symptom free) before returning to school. Sending a

child back to school too soon puts the other students and staff at risk for contract-

ing the illness. If the child is not able to fully recover with proper rest, complica-

tions can arise.

Preventing Falls: Shoelaces that are untied and pants that are too long are a com-

mon cause of kids tripping at school. Wearing a belt and double knot-

ting shoelaces will help prevent injuries.

Chapped Lips: Using lip balms for chapped lips or a small dab of Vaseline

will help keep dry lips from chapping.

Hats and Gloves: Besides wearing a nice warm coat or jacket, please remind your

child to also wear gloves and a hat or hood during cold weather.

As we head into the winter season, here are some reminders from LCPS about delayed openings and early dismissal due to inclem-

ent weather.

Two-Hour Delayed Opening – Schools and Administrative Offices will Open Two-Hours Late

All schools and administrative offices will operate on a two-hour delayed opening.

Early Closing

It may become necessary due to inclement weather or emergency to dismiss students prior to the scheduled time. Notification of the exact time of

closing will be provided to the schools, parents, media and other essential parties.

Lunch will be served in schools where it has been prepared and time for serving is available.

Extracurricular activities, interscholastic contests, team practices, and non-school activities requiring bus transportation will be canceled for

the rest of the day and evening.

Field trips will be canceled unless already departed. Recall efforts will be made by school principal or designee.

In-service programs and classes for teachers and adult education will be canceled.

All community use of facilities and grounds will be canceled.

Exceptions to any of the above not requiring bus transportation service will be at the discretion of the school principal or designee.

One-Hour Early Closing

All bus routes will operate as usual except for beginning one (1) hour earlier than the normal time.

Two-Hour Early Closing

All bus routes will operate two (2) hours earlier than the normal time with the following program adjustments/exceptions.
