    cially opened. It is located in thechinked log building across romthe Laundromat and diagonally across rom the outlet store.

    Inside Seven Sisters Books, youwill see the childrens section tothe le t. A sel -serve Keurig co eemachine is available on the right.Tere are several genres to choose

    rom on the rst and second oors.Upstairs, you will nd the history section, science ction, genealogy,religion and philosophy, dramaand literature, home and garden,romance, westerns and mystery.According to owner Cindy Roach,all the books are gently used andhave been donated. She says thereare books rom $.79 to $ 00.00.Te book she has priced at $ 00is about the Hungarian/Austrianregion be ore World War I. It isby P.W. Seton-Watson and wascopyrighted in 1911. Tis bookwas one she almost threw out until

    she did some research and oundout how valuable it is. Cindy alsohas autographed books and hasthree mentors who help her withveri ying the authenticity o theautographs.

    Cindy chose the name SevenSisters or her bookstore becauseshe has six sisters. hey giveCindy moral support and o erinput on her store as well. Herdaughter Mikaela and son Brenthelp manage the store or Cindy when she has to be away. Whenasked why she wanted to open abookstore, Cindy replied that she

    loves to read and has been sellingon-line or seven years, althoughshe says she has never workedin a bookstore be ore now. Shechose Stephens City as a locationbecause it has never had a book-store be ore. Cindy also observedtra c and walking patterns priorto choosing this location. SevenSisters has been getting busierevery day and would be busier i the weather would cooperate.     6th District State Senate seatwhen ellow Republican incum-bent Mark Obenshain maneu-vered or a rumored run or Lt.Governor in a year or two; or thatredistricting might alter the 18thDistrict in a way not conducive tohis reelection.     In addition to my role as yourDelegate, I serve as Chairman ofthe House Republican Policy Com-mittee. In that role, I was respon-sible for shepherding a number ofbills of statewide importance topassage this Session. I am relievedto report that the following PolicyBills are on their way to GovernorMcDonnells desk.

    (1) HB 1447 - Allows incometax credits for individuals andbusinesses for qualified research

    and development expenses. Thereis a $10 million cap on the totalamount of credits allowed in anytaxable year. (Passed House 87-12;Passed Senate 38-0)

    (2) HB 1820 - Creates an incometax credit for licensed farm winer-ies equal to 25 percent of the costof certain winery equipment andmaterials for taxable years begin-ning on and after January 1, 2011.There is a $250,000 cap on the to-tal amount of credits allowed in acalendar year. (Passed House 85-0;Passed Senate 40-0)

    (3) HB 1837 - Creates an income

    tax credit for licensed farm winer-ies equal to 25 percent of the costof certain winery equipment andmaterials for taxable years begin-ning on and after January 1, 2011.There is a $250,000 cap on the to-tal amount of credits allowed in acalendar year. (Passed House 99-0;Passed Senate 39-1)

    that provides financial incentivesto companies that manufacture orassemble equipment, systems, orproducts used to produce renew-able or nuclear energy, or productsused for energy conservation, stor-age, or grid efficiency purposes. Tobe eligible for a grant, the manu-facturer must make a capital in-vestment greater than $50 millionand create at least 200 full-timejobs that pay at least the prevail-ing wage. A wind energy supplier

    must make a capital investment ofgreater than $10 million and createat least 30 full-time jobs that payat least the prevailing wage to beeligible for a grant. (Passed House99-0; Passed Senate 40-0)

    (6) HB 2324 - Creates the Vir-ginia Research and TechnologyInvestment Program, consistingof the Commonwealth ResearchCommercialization Fund (CRCF)and the GAP Fund program ad-ministered by the Innovation andEntrepreneurship Investment Au-thority. The bill makes significantchanges to the existing CRCF,

    including creating a Commer-cialization Subfund, a ResearchMatch Subfund, and an EminentScholar Subfund, and sets up anew process for the application,review, and award of funds fromthe CRCF.     In its monthly meeting on Monday,March 8, 011, the MiddletownPlanning Commission rejected the inal site plan submitted by Dol-lar General. Te plan called or thedestruction o a 1900s our squarehouse, outbuildings, and old trees, at7695 Main Street, in the north endo Middletown, and the building o a box store on the one acre site.Te meeting, which at times becamecontentious between own PlannerFred Wharton and the other memberso the Planning Commission, lookedat the pros and cons o the develop-ment, the site, and the Dollar Generalstore.

    As the commission began its dis-cussion o the proposal, Mr. Wharton

    produced a new dra t version o thestore. Tis version removed the gable,and added windows. Mr. Whartonalso said the building could be coveredin hardy boy, as opposed to brick.Although most members o the com-mission agreed that the new versionwas a step in the right direction, it wasnot enough to save the plan.

    he commissioners expressedconcerns that the process was goingtoo quickly or proper decisions to bemade. Te sketch plan was deliveredtwo months ago, and the revised planswere distributed recently, with a new version o the building delivered onthe night o the vote. Te commission-ers elt that the Dollar General was nottrying to work with them. Tere were

    no meetings or conversations betweenthe store and the commission. Onetelephone call with the developer,during which the commissioners eltthey had conveyed what they thoughtwould be appropriate or the site, dis-appointed the commissioners, sincethey were told that the company hadone design, and would not compro-mise on its design. Te developer sug-gested on the call that the town couldpay the extra money or any changesthey required.

    Commissioner Anita Holley cameto the meeting armed with photos o prior general stores in town, and thebuildings that would surround theDollar General. She was hoping thatthe developer could use the picturesto see what town looked like. Since theDollar General re used to do a to-scaledesign, she hoped they would review the photos o the local buildings to

    urther understand the size o localbuildings. She was concerned thatan $11 billion company would notspend $40,000 to t into the town, butwould ask the town or money. Com-missioner Holley also did not thinkthe plans were nal, since there wereno landscaping plans attached to theproposal. In discussing the design o the building, she noted that Mark and

    June Brown spent a lot o additionalmoney when renovating their buildingin town, so it would continue to t thetown character.

    Mr. Wharton insisted that theplan submitted was the inal plan,even though commissioners believedpages were missing, and that changesneeded to be re lected in the inalplan. Insisting that the plan was nalmeant the commission needed to voteon the plan.

    Commissioner Mark Davis, theown Council Representative to the

    Planning Commission, iterated hismany concerns as ollows:

    1. Te decisions made by the Plan-ning Commission must be made inaccordance with the ComprehensivePlan. Te plan provides rm guide-lines to be ollowed and en orced.

    . Te plan requires that any new

    development must be compatible withthe density, type and character o thetown and its goals. Although the new design is better, it is not to scale. A bigbox store at 7695 Main Street will notcomply with this directive. Big storescan, and do, make changes to t intosmall towns, but the Dollar Generalre uses to make changes.

    3. Te plan requires that the com-mission maintain the visual characterand historical architectural abric o Main Street. Te proposed store isout o context with the town, and willlook signi cantly di erent to scale.Small scale in lls, with mixed usesand parking in the back, are moreappropriate.

    4. Te commission can deviate rom

    the plan, but in this case there is nojusti cation or a deviation. DollarGeneral did not provide any nancialin ormation to the town. Tere is aquestion o the businesss viability, i itcannot a ord to buy a commercial lotin town. Te developer noted on thephone call with the commission thatthe store will not spend any additionalmoney to t the store into the town;in act, the developer asked the townto contribute money to the project.Dollar Generals pro t margins appearrisky; there is no head room to absorblosses, especially i the economy im-proves, and the Dollar General losesbusiness.

    5. Te Strasburg store is only 4,000square oot, and is in a town with vetimes the population o Middletown.Te Strasburg store had $130,000 inreceipts last year. Te town receives1% o this amount, or $1,300. Justbecause the Middletown store wouldbe bigger, that does not guarantee itwill make more money.

    6. I the Dollar General does notsurvive in Middletown, the town willbe le t with a big empty box store onMain Street. Tis is not conduciveto attracting the small scale storesMiddletown wants to attract.

    7. Te Dollar General would almost

    certainly hurt some o the other storesin town. Tis would result in a loss o revenue.

    8. Te store hires a limited numbero employees, mostly part time. Only managers are ull-time. Commis-sioner Holley pointed out that at theKernstown store, which is a largerstore than Strasburg, there are only seven employees, and only three are

    ull-time.9. I the plan is deviated rom in

    this instance, the commission losesits ability to use the plan in the utureto maintain appropriate growth.

    10. Te store will replace a con-tributing property in the historicdistrict.

    11. Tere are other commercial sitesin Middletown where the store would

    t better, or example, at the ormerRoute 11 Chips site.

    Commissioner Peter He ern doesnot believe that the nal plans meeteither the intent o the plan, or thesite plan zoning ordinances. He has le-gitimate concerns about the site itsel .One acre o land is probably too small

    or what the Dollar General wants todo. He asked or additional in orma-tion regarding the water drainagesystem; a nine oot high retaining wall,that would require moving a gas pipeto another property; and the act thattrucks entering the property rom thenorth, which is the closest exit rom I-81, would have to stop tra c on MainStreet to back into the unloading lot.Commissioner He ern asked Why approve something when you know it is less than ideal to start with?

    Commissioner He ern also notedhis dissatis action with the handlingo the proposal. He said he elt he wasbeing pushed into voting or or againstthe proposal too soon; two months is

    At its monthly meeting, onMonday, March 8, 011, theMiddletown Planning Commis-sion had a ull agenda. A ter ap-proval o the Minutes rom the lastmeeting, the commission movedto a review o the Fi th Dra t and

    nal review o the MiddletownPlanning Commission By-Laws.

    his is the irst set o by-lawsever dra ted or the MiddletownPlanning Commission. It is aninternal document o the commis-sion that will be shared with, butdoes not need approval rom, the

    own Council. Commissionershave been reviewing by-laws o other municipalities in order tocompile their own. Much to thechagrin o commissioner AnitaHolley, changes were made; a nalreview will take place at the nextmeeting.

    Tere were no permits issuedto report. However, own Plan-ner Fred Wharton noted thatthe owner o the site o the now-burned-down Carters Family Store is planning to rebuild. Mr.Wharton does not know what theowners plan on rebuilding.

    In addition to voting against thenal site plan or the proposed

    Dollar General store at 7695 MainStreet, Middletown, the com-mission reviewed and updatedthe status o the Land Use Plan

    or Reliance Road. Middletownproposes to annex certain proper-ties on the east side o I-81, nearand around Reliance Road, romFrederick County. Te plan calls

    or certain commercial and otherdevelopment or the proposedannexed land, a redesign o theI-81 interchange, and the movingo Brockton Road, among otherthings.

    Chairman Walter McCauley and other members o the com-mission attended the meeting o the Frederick County Board o Supervisors when it discussed theproposal at a Board o Supervisorsmeeting. A ter discussion, theFrederick County Board o Super-visors voted to orward the issueto a public hearing. However, thechairman distributed copies o adocument regarding the Freder-ick County proposal or the landuse plan, and it did not con ormto the proposal put orth by the

    Middletown Planning Commis-sion. In addition, three tractsowned by the Molden amily that

    were originally in the plan havebeen removed without reason. Aproperty owner that did not wantto be annexed has been added tothe plan by Frederick County.

    Mr. Robbie Molden, repre-senting the Molden tracts to beannexed into Middletown, asked

    or the commissions help inbeing re-added. He said he hasreceived numerous responses to

    his questions about the removalo his tracts, but has yet to get asatis actory answer.

    In reviewing the documentput orth by Frederick County,the county will put the onus onMiddletown to nd water or any development prior to the develop-

    ment. Te countys plan also givesthe county all rezoning approval,which takes away Middletowns

    ability to develop the land inaccordance with the plans o Middletown, since zoning is itsonly tool to control development.According to commissioner PeterHe ern, Middletown receives allo the baggage while receivingnone o the perks in the coun-tys plan. Mark Davis, the ownCouncils Representative on thePlanning Commission, said thecommission needs to meet withindividual members o the Fred-erick County Board o Supervisorsto get the project back on track, orit will not be worth proceeding.
