We have been seeing all four seasons here lately, sometimes in the same week. Those who attended the EANGUS Legislative Workshop and Reception got to experience this. There were over 90 in attendance. The agenda moved smoothly, we heard from knowledgeable speakers to include National Guard Leadership, and overall a good time ended each day. Debbie Newton and her Legislative Committee did an outstanding job, from preparing, facilitating, and communicating. Barbara Rains and I were truly Side By Side through the entire event. Barbara has submitted an article in this issue. We was able to meet most of the Senior Leadership to include, Chief Master Sergeant Denise Jelinski-Hall, SEL NGB, CSM Brunk W. Conley, 10 th CSM of the ARNG, and CSM Michael D. Schultz, 10 th SEA ASD RA. They briefed the audience and took questions. The new Command Chief of the ANG, Jim Hotaling could not be with us as he was in processing in his new position. We look forward to working with all of them. General Frank J. Grass, 27 th Chief of NGB and serves on the Joint Chiefs of Staff introduced himself and briefed everyone. He served as an enlisted soldier for 12 years in the Missouri NG, prior to commissioning. We are proud to have him serving in this position and we look forward to working with him. Seth Waugh, Director of Government Affairs has asked that we email him at [email protected] whenever we contact a congressman or senator on an issue so he can be informed. He is visiting the hill often and this would give him an opportunity to follow up. Seth encourages you to meet with your congressman/senator when they are in your state. Find out when they are holding a town hall meeting, as this is a great opportunity to meet them. Get to know who the MLA is in each office as they are they ones that receive our CALLS. We will need to finalize many things at the visit. Area V is busy preparing to ensure we have a memorable conference. I will pass along information as we receive it. Edna Steinberg (SD) is our Auxiliary Conference Coordinator. We are working closely together to meet our requirements. I am happy to let you know I located one of our Auxiliary Past Presidents from 1975-76, June O’Dowd. She and her husband Al are living in Louisiana. I contacted Area IV Chair John Harris and the state association is paying for their Life Memberships. June and their daughter will be attending the Louisiana State Conference. I have asked for pictures so I will publish them in the March Signal. It was such a pleasure talking to her. I mailed the January Signal and the crystal bell with her name engraved with years of service, the same ones I presented to the past presidents in attendance at Long Beach, CA. Her current address is in our updated listing at the end of this issue. Heather Stevens and her husband will be following the Appalachian Trail, therefore, she is leaving her position at the national office. She was such an asset to all of us and will be missed. We want to welcome, Joan Gardiner, who has been shadowing Heather over the past few weeks. Joan assisted at the Legislative Workshop and Reception and did a great job. I am confident she will fit in perfectly. I have put a full page ad in this issue for USAA and Grantham University as we appreciate all the support they give to us as we reach out to all the military and their families. Get the word out to everyone on the Grantham University Scholarship and the USAA EANGUS Credit Card. We thank USAA for continuing to give us $1000.00 donation towards our Scholarship program. This is given every year to a qualified individual who meets the requirements. There is lots of great information, so please email this on to your members, family members, and co-workers. EANGUS AUXILIARY

MEMBERSHIP COMMITTEE

EANGUS Auxiliary member recruiting and retention numbers show some growth. While we are pleased with the numbers, more growth is needed for greater strength to support EANGUS as they advocate issues to Congress that directly affect the National Guard and the families. Growth is strength— strength comes from the size of our membership.

Due to some issues with Phase I of the new EANGUS website, there has been a delay in beginning Phase II.

Phase II will include additional online membership features for the Auxiliary (which will offer new and renewing members a complete online membership process to include a computer generated membership card).

Currently, new and renewing auxiliary members may access a printable/fillable membership application, dues

structure and directive for making dues payment by using the following link: http://www.eangus.org/about_auxiliary/membership.aspx.

A membership confirmation letter (for reproduction/dissemination to every new and renewing member) was

sent via email to EANGUS Auxiliary Officers, Area Directors, State Presidents/Treasurers and Points of Contact. If you do not have a copy of the letter due to a change in state auxiliary leadership/position, please request. Membership Cards

Annual and national associate membership cards are available upon request by the state auxiliary president, treasurer or point of contact from the Membership Chair at [email protected]. With the anticipation of computer generated membership cards, President Jenny Lainhart made a cost-saving decision to have a more compact inventory than in previous years. We ask for your help in making the inventory as adequate as possible. Please make a first request for only the number of annual and associate cards needed for your current membership. You may request additional cards as needed (for state conference/other special recruiting opportunities)—these requests will be satisfied based on the available inventory.

The Committee has agreed to continue the annual EANGUS Auxiliary Member Recruiting Recognition Awards Program and Drawing Contest. The criteria:

State recognition – annual, life and associate memberships according to membership category – for the largest member increase and largest percentage increase in membership Individual recognition - Recruiting Member of the Year – the individual who recruits the largest number of members, Recruiting Member of the Year (Runner-up) - the individual who recruits the second largest number of members and every other individual who recruits at least five new members from August 2012 through 31 May 2013 and the information is received by the EANGUS Auxiliary Membership Chair at [email protected] not later than 01 June of 2013. Drawing Contest - the recruiting member’s name is entered into the drawing one time for each member that the individual has recruited from August 2012 through 31 May 2013 and the information is received by the EANGUS Auxiliary Membership Chair not later than 01 June of 2013.

Veteran Status for Title 32 Guardsmen HR1025/S491 Background: It may come as surprise to most that a Guardsman, who serves twenty years in uniform, is not automatically considered a veteran. Currently, if members of the National Guard and Reserve have not served a qualifying period of active duty service, they are not considered to be veterans under Federal law. Just one of the requirements, barring many Title 32 Guardsmen from being recognized as veterans, is that they did not serve at least 180 continuous days on federal status.

During the 112th Congress, Congressman Tim Walz and Senator Mark Pryor introduced, H.R. 1025 and S. 491, the Honor America’s Guard-Reserve Retirees Act of 2011. During the 112th Congress, the House of Representatives passed H.R. 1025, which amended Title 38, United States Code, to recognize the service in the reserve components of certain persons by honoring them with status as veterans under law. EANGUS will seek to accomplish the goals of the previous bills and finally extend honorary veteran status to National Guard and Reserve members who qualify for retirement after 20 years, but were never activated long enough to meet current statutory requirements in order to attain veteran status. The National Guard and Reserve perform an invaluable role and are an important component of our overall force structure. They support the active duty component by responding in times of national emergency, stand ready to be called to active duty service and to deploy to overseas missions in times of need. During consideration of the Honor America’s Guard-Reserve Retirees Act of 2011, the House Veterans Affairs Committee declared that, “…steadfast service of 20 years in the National Guard and Reserve, even absent qualifying Federal service, deserves recognition of the service and sacrifice of these men and women. This legislation is intended to recognize that, like their counterparts in the active duty component, Guard and Reserve members volunteered to serve their country and were available for activation at any time. The Committee believes that providing honorary recognition to these individuals is appropriate.” Additionally and most importantly, the Congressional Budget Office ruled that the bill would have no budgetary impact.

Recommendation: The Enlisted Association of the National Guard of the United States applauds Senator Pryor’s and Congressman Walz’s dedication to recognizing Title 32 soldiers and airmen as veterans after twenty years of service, and asks that each member of the House and Senate cosponsor and vote for their respective chambers bill in the 113th Congress.

Maintaining the National Guard as an Operational Reserve Force

Background: The National Guard and Reserve perform an invaluable role and are an important component of our overall force structure. They support the active duty component by responding in times of national emergency, stand ready to be called to active duty service and to deploy to overseas missions in times of need. Whether called upon to provide manpower, logistics, communications, emergency medical treatment, or any other type of support to civil authorities, the National Guard has always responded. National Guard members serve for one-third the cost of their active duty counterparts. The Army National Guard is funded with 11% of the Army budget, but provides 32% of the Army’s total personnel and 40% of its operating forces. The Air National Guard is just 6% of the Air Force budget, yet provides 19% of the Air Force’s total personnel and 30-40% of the Air Force, fighter, tanker, and airlift capacity.

Congress and the Department of Defense should avoid the kind of shortsighted policy decisions made after past conflicts that left the military ill-prepared for the next conflict, and should instead focus on where the best value for the taxpayer can be achieved in an ever-tightening fiscal environment. Today’s current operational environment is volatile, uncertain, and complex. Traditional threats remain but new threats are being realized as well. These threats include traditional nation-state military threats; violent extremists who seek to attack U.S. soil; the proliferation of weapons of mass destruction – including such weapons being used by individuals to use them indiscriminately on civilians populations; and disasters in the homeland such as pandemics and other natural disasters. No other force is better trained, equipped, or positioned to respond to these threats than the National Guard. It is the 460,000 soldiers and airmen of the National Guard that offer this nation the greatest return on its investment.

Recommendation: The Enlisted Association of the National Guard of the United States urges Congress and the Department of Defense to recognize the importance of maintaining the Operational Reserve as a component of the Armed Services; to support making the Operational Reserve a permanent cornerstone of military manpower; and to affirm the growth of the Operational Reserve as circumstances warrant. The nation requires an operational reserve force and that force will only be feasible and sustainable if the nation commits to, invests in, and fully funds this increasingly import portion of our military forces.

Receipt of Retired Pay Upon 30th Anniversary of Service Background: Today’s non-disability retirement systems for both the active and reserve components were designed shortly after World War II for a Cold War-era force that relied on a draft. During that term very few remained in uniform past their initial term of service, and the retirement benefit was intended to meet the needs of the relatively small proportion of service members who served a full 20-year career.

The military offers very generous benefits immediately upon separation to career service members in the active component. Comparable benefits are received at age 60 by career service members in the reserve components. Despite the fact that the active and reserve components are increasingly being integrated, they continue to have two separate retirement systems.

One of the frequently given reasons for not offering reserve component members an annuity immediately upon retirement is that they already have established civilian careers. Though logical on the surface, this argument ignores the increasing amount of time that reservists are asked to spend away from their civilian jobs (often at the cost of career advancement). Recommendation: The Enlisted Association of the National Guard of the United States recommends that Congress should amend Title 10 USC to reduce the age at which a reserve component member is eligible to receive retirement pay. The legislation should reduce the age of which a retired member of the Reserve Component is eligible to receive military retirement pay by one year for every two years served after twenty good years of service.

Providing Fair Compensation for Completing Distance Learning Background: Currently, soldiers and airmen are being required to complete more educational requirements in order to advance their military rank, responsibility, and career within the National Guard. This structured self development has now become the standard for the Noncommissioned Officer Education System (NCOES). The majority of cases the soldier or airman must complete an extensive online course (approximately 80 hours) prior to attending other more advanced NCOES courses.

For traditional National Guardsmen who drill one weekend a month and participate in 15 days annual training (M-Day soldiers) these online courses usually must be completed during non-drilling hours from their personal computers due to the fact that there is not budgeted time during their drill weekends. Traditional National Guardsmen should be fairly compensated for completing distance learning requirements during their off-duty time.

Recommendation: The Enlisted Association of the National Guard of the United States urges Congress and the Department of Defense to provide full and adequate funding for traditional National Guardsmen to receive one day’s pay as compensation for every eight hours of completed distance learning coursework.

No Budget, No Pay Act of 2013 signed by the President on February 4, 2013. The bill suspends the debt limit through May 18 and it requires both the House and the Senate to produce and pass a budget resolution in the meantime, with a deadline of April 15. If by April 15, 2013, a House of Congress has not agreed to a concurrent resolution on the budget for fiscal year 2014 pursuant to section 301 of the Congressional Budget Act of 1974, during the period described in paragraph (2) the payroll administrator of that House of Congress shall deposit in an escrow account all payments otherwise required to be made during such period for the compensation of Members of Congress who serve in that House of Congress, and shall release such payments to such Members only upon the expiration of such period.

Honor America's Guard-Reserve Retirees Act The Call 13-01 - Veterans Status for Title 32 Service (issued 15 Feb 2013)

Introduction: Due to restrictions in Title 10, U.S. Code, National Guardsmen are not considered veterans unless they serve at least 180 consecutive days on Title 10 (Federal) active duty orders.

Background: U.S. Representative Tim Walz (D-MN-1), a retired Army National Guard Command Sergeant Major, introduced legislation in 2010, and 2012 to correct this oversight, but it did not pass those years. On February 13, 2013 Congressman Tim Walz reintroduced the The Honor Guard-Reserve Retires Act (H.R. 679). Currently, there is not Senate companion legislation. H.R. 679 will amend Title 38, United States Code, to recognize the service in the reserve components of certain persons by honoring them with status as veterans under law.

EANGUS We Care for America Foundation

The EANGUS "We Care For America" Foundation provides Emergency Relief for National Guard Members and families who have experienced a catastrophic financial hardship and/or personal property loss. It is intended for Members of the National Guard, and applicants to the fund must be members of EANGUS for eligibility in this program. [Many EANGUS guard members have experienced hardship/loss during recent fires, blizzards and tornadoes.]

The emergency grant will be disbursed on a first

come, first served basis based on funds availability. Only one grant will be awarded to an eligible member or dual-service family household annually (12 month period after the date of previous awarded grant). A grant will not exceed $500 per award. Everyone is collecting pop tabs for the Auxiliary's philanthropic project. Just a quick reminder that the Auxiliary's project this year is the Fisher House. We will have more on this in future newsletters. At the conference in 2009, it was voted to discontinue bringing the actual pop tabs to conference but to recycle and bring proceeds to the National conference for the philanthropic project.

To access eBenefits, veterans and service members must obtain a DOD Self-Service Logon, which provides access to several benefits resources using a single username and password. RETIREE ID CARDS

All retiree ID cards issued since December has an expiration date (the day before your 65th birthday). Those ID cards issued before December 2012 have "indef" instead of expiration date. You do not need to get a new card because of this change. Retirees and their eligible spouses still have access to benefits and still be enrolled in DEERS. All retirees who turn 65, to be eligible for TriCare for Life, you must enroll in Medicare Parts A and B. Those retirees who have new card showing the expiration date will get a replacement card showing "inde" status once you turn 65, and spouses' cards will read "indef" once they turn 75. THE FISHER HOUSE PROGRAM (2013 EANGUS Auxiliary Philanthropic Project)

The Fisher House program is a unique private-public partnership that supports America's military in their time of need. The program recognizes the special sacrifices of our men and women in uniform and the hardships of military service by meeting a humanitarian need beyond that normally provided by the Departments of Defense and Veterans Affairs. [There are 58 Fisher Houses.] Because members of the military and their families are stationed worldwide and must often travel great distances for specialized medical care, Fisher House Foundation donates "comfort homes," built on the grounds of major military and VA medical centers. These homes enable family members to be close to a loved one at the most stressful times - during the hospitalization for an unexpected illness, disease, or injury. There is at least one Fisher House at every major military medical center to assist families in need and to ensure that they are provided with the comforts of home in a supportive environment.

Annually, the Fisher House program serves more than 17,000 families, and have made available over four million days of lodging to family members since the program originated in 1990. By law, there is no charge for any family to stay at a Fisher House operated by the Department of Veterans Affairs; and Fisher House Foundation uses donations to reimburse the individual Fisher Houses operated by the Army, Navy, and Air Force. No family pays to stay at any Fisher House! In addition to constructing new houses, Fisher House Foundation continues to support existing Fisher Houses and help individual military families in need. We are also proud to administer and sponsor Scholarships for Military Children, the Hero Miles program, and co-sponsor the Newman's Own Award. The Fisher House Foundation received an A+ rating again in December's 2012 Charity Watch report. Great work for a great cause!

About Space Camp The Space Camp is a six-day program that shows young men and women firsthand what it takes to be an astronaut. Activities include simulated Space Shuttle missions, training simulators, rocket building and launches, scientific experiments, and lectures of the past, present, and future of space exploration. Space Camp is offered in Huntsville, Alabama, and takes a unique, fun and hands-on approach to learning outside the classroom – and students leave with a greater appreciation for school and their studies. Each child learns about astronauts and space travel, but they also experience something even more important: developing bonds of friendship. Scholarship Information The Bernard Curtis Brown II Memorial Space Camp scholarship is funded by the Military Child Education Coalition (MCEC). The scholarship covers full tuition to include: • Round trip transportation (from student’s home

base to Space Camp) • Meals • Lodging • Program Materials Eligibility Requirements Student applicant must first meet the requirements below: • The child of a Military Member on Active Duty or

Mobilized Guard or Reserves; OR • The child of a Military Member who died while

serving on Active Duty or Mobilized Guard or Reserve Status; AND

• Enrolled in grades 6 through 9 To Apply Each student applicant [who meets the eligibility requirements above] must: • Submit a hand-written essay (written by the

student) which includes: he or she should be selected, evidence of patriotism, future goals, community service, and “after camp” intentions;
