An end to‘bodge job’pothole fixes

COUNCILLORS and officers hopea new code of practice will meanthe end of ‘bodge job’ pothole re-pairs on major roads.

Cheshire East Council is set to adopta new code of practice for road main-tenance – called the Well ManagedHighway Infrastructure – in line withrecent Government guidelines.

It is designed to prioritise higherquality repairs on roads which posethe biggest risk, such as major A-roads – while it also strengthens thecouncil’s defence against any thirdparty claims on pothole damage.

At a meeting last week, Cllr TonyDean, Conservative member forKnutsford, said: “I was out canvass-ing on Saturday and, not surprisingly, highways was top of the list of peo-ple’s issues.

“The one that still seems to be top ofthe list after all these years is a belief– rightly or wrongly – that when theycome out to do a pothole they bodge it.There’s no other word for it.

“From the conversations I have had, people would be prepared to put upwith a pothole for a week or two long-er if the final repair means it is sortedfor five years and not just two weeks.”

CEC ran a public consultation on itsproposed code of practice in July andAugust, which found the majority ofrespondents supported the idea thathighways workers should prioritisemajor roads and take longer to com-plete repairs to a higher standard.

Paul Traynor, strategic commission-ing manager for CEC highways, said:“At the moment our current code ofpractice requires us to make safewithin 24 hours on main A-roads.

“That is an incredibly fast response,so can we plan permanent repairs in24 hours? Most of the time the answeris no, we can’t.

“I want to move away from that intolarger, more planned repairs, that willlast – and will last the winter, moreimportantly.”n knutsfordguardian.co.uk

Vulnerable manwas ‘preyed’ on

A DRUG addict who ‘preyed’ ona vulnerable man hours after be-ing released from prison has beenjailed.

Kelly Coad drove her victim to a cashmachine to withdraw money and stole asafe from his home in Mobberley.

On Friday, the 34-year-old was jailedfor two years at Chester Crown Court.

The court heard that Coad, of no fixedaddress, was released from a six-weekspell in HMP Styal on July 27. She hadbeen jailed for breaching a criminal be-haviour order handed down to her lastNovember, preventing her from enter-ing shops in Knutsford and cold callingat houses.

Upon leaving prison, she was ‘takento score drugs straight away’ by a manknown to the police before attending thevictim’s home on Springfield Road.

Coad asked the 59-year-old – who suf-fers from a brain injury and poor mobil-ity, and lives alone – for £2. The man saidhe did not have the money, and gave herhis bank card with a false PIN number.

She returned to the house the follow-ing day and drove the man to a cash ma-chine, before returning him home.

A member of the public then found asafe belonging to him in the Manchesterarea. CCTV footage showed that Coadhad visited his house a number of times, and was seen leaving the property car-rying the safe on one such occasion.

She had used his tools in an attempt toopen the safe, but took it from the housewhen she was unable to gain access.

Coad – who has 21 previous convic-tions for 39 offences over the past 20years including actual bodily harm, conveying an article into a prison, assault, harassment, battery, as-saulting a police officer and theft– was arrested on August 2, and has

been in custody since. The court heard that she was ‘embar-

rassed and ashamed’ of her actions, hav-ing admitted theft and three counts ofbreaching a criminal behaviour order.

Judge Patrick Thompson jailed Coad, who appeared in court via video link toHMP Styal, for two years.

She will serve half of this sentence be-fore being released on licence.

Coad was also given a restraining or-der, preventing her from contacting thevictim or entering Springfield Road in-definitely.

Judge Thompson also ordered her topay a victim surcharge.

Sentencing, he said: “You had justbeen released from prison when youwent straight to the address of this vul-nerable individual. You preyed on him,but you accept that you need time in cus-tody to sort out your problems.”

In a statement released onTuesday, Kath O’Dwyer, actingchief executive of CEC, confirmedthat the council has handed over amatter regarding ‘historical landtransactions’ to officers.

She said: “As a result of a targeted, forensic audit of historical landtransactions, I can confirm that wehave now referred a further matterto Cheshire Police who willconsider whether or not there aregrounds to investigate.

“It would not be appropriate forme to expand on this further and, therefore, there will be no furthercomment from the council at thistime.”

Police had already been lookinginto six matters regarding CEC.

They involved the awarding ofcontracts, manipulation of airquality data, a land purchaseagreement in Middlewich, grantfunding to improve car parkingarrangements at a primary schoolin Wistaston – plus two morematters that were passed to policein March.
