SYSTEM READINESS FOR THE 2020 NOVEMBER EXAMINATION

Presentation to the Portfolio

and Exam System Readiness for

the 2020 NSC examination to the

Portfolio Committee Meeting for

discussion.

2.Part A: Learner Readiness

3.Part B: System Readiness

4.Conclusion

3

INTRODUCTION

4

INTRODUCTION a) The advent of Covid-19 has necessitated a need to change and adapt

to the limitations imposed by the pandemic.

b) Extended loss of teaching time, necessitated the development of a

recovery plan for Grade 12.

c) This entailed the shortening of the June vacation, the extension of the

4th quarter, the cancellation of the June exams and the limiting of the

Preparatory examination (3 weeks)

d) The state of readiness to write the 2020 examinations is predicated on a

number of factors beyond the normal indicators of system readiness.

e) The sector had to double its efforts to ensure that the Class of 2020,

despite the disruptions of the academic year are fully prepared for this

examination

5

LEARNER READINESS

6

INTRODUCTIONa) Systemic inequalities necessitate the offering of additional

learner support;

b) Unprecedented unique educational context for the Class of

2020;

c) Academic learner support in South African schools is

entrenched in the schooling sector.

d) Supplementary material, vacation classes, after-school

programmes, teacher content training, volunteer teachers, as

well as alternative (differentiated) ways of grouping and

teaching learners.

SUMMARY OF LEARNER SUPPORT

• Despite the negative impact of COVID19 on teaching and learning,

innovative measures have been developed and used to ensure the

readiness of the Class of 2020.

• Provinces, Partners, Educational Stakeholders, Parents and Civil Society

(NGOs) went beyond the call of duty to assist and support Grade 12

learners;

• It should be noted that despite the abnormal context the Class of 2020 will

be subjected to the same high quality of examination that previous

cohorts were subjected to.

• Whilst significant efforts have been made to recover the academic

year and provide extraordinary support to the learners, the total impact

of the abnormal educational context remains an unknown and

therefore a concern.

• Learners and teachers and SMTs are commended for the resilience

they have shown in braving the pandemic with a single goal of ensuring the Class of 2020 receives optimum support.

STAFF CAPACITY The province has adequate staff to enable the execution of all

examination functions.Province Rating Comments

Eastern Cape

KZN at provincial level only has one director acting as Chief Director

and one Deputy Director. At the district level, a number of DCESs

are acting as CES.

Free State at Provincial Office has only one director. The current

organogram needs to be updated to appropriately cater for the

examination function.

North West post of chief director is vacant, so one of the directors is

REGISTRATION OF CENTRES

Province Rating Comments

Eastern Cape All PEDs have evaluated the independent centres prior

to October 2019 in preparation for the 2020 NSC

examinations. PEDs have also categorised these

centres in terms of their risk profile and invigilation and

monitoring is organised accordingly.

Public centres are also categorised in terms of their

risk profile and monitoring and invigilation is organised

accordingly.

All centres have been audited for compliance to Covid

protocols and enough space to implement 1m (or 1.5m

social distancing if necessary)

PRINTING AND PACKING Question papers are accurately printed and packed

Province Comments

Eastern Cape Five of the nine PEDs have established efficient printing

facilities, with service providers that are located in-house.

Free State has established its own in house printing and is

printing the 2020 examination question papers in house for the

first time. The Eastern Cape outsources the printing, but this is done

under the direct management of the PED.

Limpopo and North West outsources to Government Printers,

and this is done in a designated area, under the monitoring

eye of the PED and DBE.Northern Cape outsourced to Gauteng department which has

its own in house printing.

Storage and Distribution of Question PapersQuestion papers are in secure storage and distributed in time to all schools and

candidates

Province Rating Comments

Eastern Cape All storage points have been audited for compliance to Norms and

Standards

All the question papers in the Western Cape are stored at schools

for at least 5 - 7 days. However, the PED has implemented a Smart

Locking Logic system, where the security bags are locked centrallyand can only be opened at a designated time, a few minutes prior to

the examination. Cannot be opened anytime earlier. This entire

process monitored centrally by the province.

In the case of all other PEDs, the limited number of storage pointswhere question papers are stored, have been audited and only

those that satisfy the security criteria are allowed to store question

papers.

Writing of the ExaminationsExaminations are written at secure venues under conditions compliant with policy/CI trained

Province Rating Comments

Eastern Cape All public and private centres have been verified by the PED in

terms of risk profile.

High risk centres are either taken over by the PED or a resident

monitor is placed at the centre for the duration of the exam.

Training of all invigilators is conducted based on a national

manual and training is conducted by a competent provincial and

district team. National training videos were developed and utilised by PEDS to ensure standardised training.

Invigilator training across PEDs was conducted mostly virtually

and in some cases face to face.

Province Rating Comments

Eastern Cape DBE and Umalusi will be conducting an audit of marker

appointments. Where there is non-compliance, this will be

corrected.

MP and WC has an on-line system for the application of

markersMarker shortages in a small number of subjects across most

PEDs. PEDs will extend the number of days needed for

marking to accommodate the marker shortages or use a

staggered marking approach.

Marking Organisation Marking process contributes to efficiency and high quality

Province Rating Comments

Eastern Cape Quality of marking has improved by the implementation of the

tolerance range, marker authorisation and stringent control

measures by senior markers, deputy chief markers, chief

markers and internal moderators – Pyramidal structure of quality

assurance.

Markers are trained using copies of “live scripts” to ensure

consistency across markers.

Monitoring Monitoring conducted at two tier level and covers key exam process

Province Rating Comments

Eastern Cape PEDS have completed the training of monitors. Eastern Cape

has appointed 48 part-time monitors to support the monitoring

process.

WCED has implemented a smart app that is used by theschool to report on the status of examinations on a daily basis

to head office and this data is consolidated electronically.

Gauteng and Northern Cape will have a 100% monitoring

coverage.Western Cape will have at least 80% monitoring coverage

Handling of irregularities Irregularities are identified and dealt with appropriately.

Province Rating Comments

Eastern Cape The PEICs are established in all PEDs and are fully

functional.

In terms of the DAICs and SAICs, these structures have

been established, but the functionality of the SAICS is in question. This does not impact on examinations but on

SBA.

Reduction of irregularities noted across all PEDs.

School Based Assessment (SBA)Rigorous moderation systems established at provincial, district and school

level.

Province Rating Comments

Eastern Cape There are systems in place for moderation at school and

district levels at all PEDs, but these are lacking in terms of

their rigour and coverage.

The Umalusi statistical moderation is nonetheless the safety net which ensures that SBA marks are adjusted to

within a specific margin of the examination marks.

A few PEDs have made significant strides in improving the

quality of SBA.

Due to the Covid 19 pandemic and amendments to the

ATP, the completion of SBA tasks by some learners has to

be closely monitored to avoid incomplete SBA
