REPORT FOR THE YEAR ENDED 30TH JUNE, 1940, LAID BEFORE THE GOVERNOR AND BOTH HOUSES OF PARLIAMENT AS REQUIRED BY SECTION 123 OF ACT No. 3777.

NINETY-NINTH yEAR.

1. The net profit for the year, after making provision for doubtful debts and depreciation, is £290,594 17 s. 2d. This profit, added to the balance of Profit and Loss Account brought forward from· last year, amounts to £462,673 13s. 9d., from which £280,000 is transferred to Reserve Fund and the balance of £182,673 13s. 9d. is carried forward to next year.

2. The Reserve Fund is £4,045,000.

3. Bauk Premises.-This asset, consisting of 252 properties, stands in the balance-sheet at £750,000 after being written down by £85,200.

4. Liquid Assets (cash on hand and deposits with other Banks) are 32.13 per cent. of depositors' balances. (A sum equal to an additional 39 .13 per cent. of depositors' balances is invested for terms not exceeding five years in Government securities and those of Municipal and other public authorities.)

6. The Amount at Credit of Depositors is £67,360,623 4s. 5d., being £1,858,061 7s. less than depositors' balances at 30th June, 1939, as shown in the following statement:-

Withdrawals during the year include more than £1,900,000 known to have been invested by depositors in Commonwealth Loans and War &avings Certificates.

After deducting 425,354 inoperative accounts under £1, the average amount at credit of depositors is £63 13s. lOd., compared with £65 3s. 4d. the previous year.

(a) Pass-book accounts (on minimum monthly balance up to £1,000)-2 per cent. per annum.

(b) Deposit Stock (on daily balance up to £1,000)-2! per cent. per annum, free of State Income Tax (ordinary and special), but subject to State Unemployment Tax and Federal Income Taxes.

In addition to having a pass-book account, a depositor may invest in Deposit Stock, in multiples of £10. This Stock may be withdrawn on giving notice varying from one week for £10 to six months for £1,000.

In the event of the death of a registered proprietor, the whole of the Stock is payable at not more than one month's notice.

9. School Banks number 2,884, compared with 2,781 at 30th June, 1939; 424 are in the metropolitan area and 2,460 are in the country. Depositors number 208,012 and the amount at their credit is £286,964----an average of £1 7s. 7d. each.

Depositors' balances exceed £2,000 at each of two schools, and exceed £1,000 at each of 30 others.

In recognition of the voluntary services rendered by teachers the Bank gives two scholarships, each of £40 per annum, for competition by resident students doing the primary course at the Teachers' Training College.

10. The Service Department (inaugurated 1927). Eight hundred and twenty-seven Group Savings Clubs with a total membership of

64,027 are established in factories and business houses to enable employees to make deposits on their respective pay days without having to visit the Bank. During the year 1,369,807 deposits amounting to £554,709 16s. 4d. were made. The amount at credit of these depositors is £339,101 6s. 8d.

Pay envelopes numbering 8,489,650, conveying thrift messages, were supplied to 2,632 factories, firms, &c. The number of pay envelopes supplied since they were first distributed in October, 1915, is 146,969,280.

Safety money boxes numbering 55,852 were sold during the year at a cost of 6d. each. An approximate average of the contents of boxes opened at branches is £1 lls. lld. Since the date of the first issue in 1908, 1,545,594 have been sold.

11. Progress of the Bank during the 99 years of its existence is reflected in the statements presented with this Report, covering the operations of 220 branches and 387 agencies. At the principal metropolitan branch, in Elizabeth-street, the balances at credit of 187,481 depositors total £9,114,516. At seven other branches, depositors' balances exceed £1,000,000-

12. New Branches. During the year branches were established at-

BRUNSWICK WEST, corner Melville-road and Whitby-street, on 4th December, 1939.

PRESTON NORTH, corner High-street and Beauchamp-street, on 1st April, 1940.

13. Commonwealth Loans.-During the year 7,555 cash applications, amounting to £1,162,700, were lodged through the Bank by depositors for investment in the two loans floated by the Commonwealth Government. Since 1915 depositors have lodged cash applications through the Bank for £27,016,560.

On 18th March, 1940, the Commonwealth Government commenced the sale of War Savings Certificates with a currency of seven years. To 30th June depositors have invested £739,582, being the cash price of certificates for a face value of £924,477, which amount represents 51.4 per cent. of the total sales in Victoria.

The Bank has also co-operated in the collection and transmission of gifts and interest­free loans to the Commonwealth Government.

14. Facilities for Members of the Defence Forces stationed within Australia and overseas have been provided.

At large camps in Victoria suitable buildings have been erected for use as sub-offices at which ordinary banking business may be effected at convenient hours. At other camps officers of the Bank attend regularly to proyide similar services.

Members of the forces stationed in States other than Victoria may avail themselves of the inter-state facilities provided for the convenience of depositors.

Arrangements have· been made with Barclays Bank Limited, with which is associated Barclays Bank (Dominion Colonial and Overseas), enabling depositors who are memberS' of the Australian Defence Forces, the Red Cross Society, and kindred organizations, and who are serving overseas, to withdraw up to £10 sterling per month (£20 sterling in exceptional cases) by cable or mail at minimum cost. This facility is available at all branches of Barclays Bank which is widely represented throughout Great Britain, Palestine and the Near East.

For many members of the forces the Bank is collecting fortnightly allotment money for the credit of their accounts or of the accounts of their nominees. This service is appreciated by their dependants.

Valuable documents, securities, &c., are held for safe custody without charge during a depositor's period of service.

15. Banking by Post.-Depositors, residing in sparsely populated parts of the State some distance from a branch or agency of the Bank, may deposit or withdraw money through the post free of cost, postage stamps and stationery being provided; 1,446 depositors avail themselves of this system.

16. The Safe Deposit Department holds, free of charge, on behalf of depositors 44,294 lodgments of debentures, issued or guaranteed by the Commonwealth or Victorian State Governments, for a total face value of £10,975,610. In addition parcels and boxes containing deeds, &c., for which (with the exception noted in paragraph 14) a small charge is made, are held for 13,957 depositors.

17. The Insurance Trust Fund, established in March, 1921, amounts to £802,332 6s. 8d. There are 40,963 policies, amounting to £30,541,331.

18. Loans on Mortgage.-Following the outbreak of war, restrictions were placed on new advances; during the year the amount advanced was £350,606 and at 30th June there are 2,170 current loans for £2,600,571. The rate of interest has been 4i per cent. per annum throughout the year.

19. The Board of Commissioners.-Vacancies caused by the retirement of Sir Waiter Leitch, C.B.E. and Mr. A. E. Hocking were filled by the appointment of Prof. D. B. Copland, C.M.G. and Mr. Hector T. McKenzie.

20. The Staff.-The Bank has afforded eligible members of the staff every opportunity to enlist for active service in the navy, army or air force. At 30th June, 177 members have enlisted; of these 99 are on service in Australia or abroad and 78 are awaiting entry into camp.

THE CREDIT FONCIER DEPARTMENT.

REPORT FOR THE YEAR ENDED 30TH JUNE, 1940, LAID BEFORE THE GOVERNOR AND BOTH HOUSES OF PARLIAMENT AS REQUIRED BY SECTION 123 OF ACT No. 3777.

FoRTY-FOURTH YEAR.

1. The Credit Foncier Department was established in 1896, under Act No. 1481, for the purpose of granting long term loans to assist persons employed in agricultural, horticultural, viticultural, or pastoral pursuits. In 1910, under Act No. 2280, the authority to make advances was extended to include loans for the purchase or erection of dwellings and shops, and in 1920 was again extended, under Act No. 3088, to include loans to persons of small means for the erection or purchase of their dwellings. Acts No. 3098 in 1920 and No. 3145 in 1921 authorized the Bank to make advanc~s to country industries on the security of first mortgage· over land, buildings, machinery and uncalled capital.

2. (a) Credit Foncier Loans, secured by first mortgages, are granted on freehold land or land which can be made freehold. Following the outbreak of war, new advances have been temporarily curtailed. At present loans not exceeding £1,000 each are granted for the undermentioned purposes :-

Farms.-Up to two-thirds of the Bank's valuation. To improv~ or develop the land, to purchase stock or implements, and to carry on.

DweUing~ and. Shops.-Up to 70 per cent. of the Bank's valuation. dwellings and shops. Buildings must be erected under the supervision the Bank or an archite~t favourably known to the Bank.

To erect of either

(b) Credit Foncier Housing Advances, secured by Contracts of Sale, are niade for the erection of houses for persons who do not own a dwelling house, and w~o are in receipt of an income of not more than £400 per annum. The principal co~ditions fo~ the erection of these dwelling houses are as follows :-

(i) The applicant must provide as deposit at least 15 per cent. of the estimated capital cost to the Commissioners ; and the balance of purchase money outstanding on completion of the dwelling house must not exceed 85 per cent. of the Bank's valuation of the property, with a maximum of £850 for a wooden dwelling, or £1,000 for a brick, stone, or concrete dwelling. In determining the amount of the advance, allowance will be made for the estimated cost of any anticipated liability for street construction, sewerage, &c.

(ii) The amount provided by the Bank is repayable by monthly instalments of principal and interest over 27 ll/12th years. The present rate of repayment (including interest at the rate of 4! per cent. per annum) is 10s. 6d. per. month for each £100, but, at the end of ten years and twenty years after the date of contract, the repayment and interest rates will be reviewed ; the interest rate will not, however, be increased beyond the Bank's then ruling rate.

(iii) Dweping houses ·must be erected under the supervisiOn of the Bank, and in accordance with either of the following methods :-

To a plan selected from lOO of the Bank's designs, and in accordance with the Bank's standard specifications. A fee of £8 is charged for plans, specifications and supervision.

To plans prepared by the Bank in accordance with the applicant's own design, and to the Bank's standard specifications. A fee of £20 is charged for the preliminary sketch designs, plans, specifications and supervision.

(iv) Any purchaser who is not in arrear may at any time deposit with the Bank any sum to be held for future payments, and interest will be credited on such deposit at the same rate as is payable on the balance of purchase money (now 4! per cent.).

(v) The purchaser must personally occupy the house and cannot therefore let, lease, sell or mortgage his interest in the property without the written consent of the Commissioners.

(vi) The purchaser may at any time after five years pay off the balance of his purchase· money with interest to date of payment, and will be given a transfer, the cost of which must be borne by him.

Since the inception of these advances in the year 1921, houses numbering 8,211 have been erected, and 4,280 have been purchased for applicants.

3. The Net Profit for the Year, after making provision for doubtful debts, is £32,615 4s. 3d. compared with £32,156 5s. 1d. for the previous year. As required by the Act, the profit has been carried to the Reserve Fund, increasing it to £659,878 lls. 10d., in addition to which there is a Depreciation Fund 'of £500,000.

4. Funds for the Purpose of Making Advances are obtained from the flotation of Credit Foncier debenture loans and from repayments made by borrowers. Debenture loans current at 30th June total £20,754,930-the same amount as at 30th June, 1939. Debenture Loan " J " of £2,000,000 which matured lst lVIay, 1940, was converted .by the issue of a new loan for the same amount at' 3£ per cent. per annum for ten years.. These debenture loans are guaranteed by the State Government and the interest is free from both ordinary and special State Income Tax, but is subject to Unemployment Relief Tax and 'FederaJ Income Taxes.

5.· Advances made during the year amounted to £1,574,357, compared with £1,974,722 in the previous year. ·

6. Various Classes of Loans.-The following statement shows, under each class of loan, the total sums advanced and repaid from the commencement of Credit Foncier loans in 1897 to date, the number of current loans and the balance of principal :-

11. The Rate of Interest for all loans has been 4i per cent. per annum throughout the year.

12. Repayments.-The instalments (including principal and interest) for new loans are as follows :-

Loans, with the exception of housing loans-see paragraph 2 (b)-are for· a period of ten years, but, provided the conditions of the mortgage have been fulfilled, the borrower will be entitled to a renewal on terms ruling at the time, subject to revaluation of the security if deemed necessary. If not in arrear, a borrower may pay portion of the debt into a fund for earljer redemption of the loan, and receive interest thereon at a rate corresponding. to the rate payable on the loan account ; after three years he may pay off the balance of the advance before the maturity date, without penalty.

13. Garden City, Port Melbourne.-At 30th June 238 houses have been completed and eight are in course of construction. The area will permit the erection of a further 76 houses.
