Natural Gas Market Commodity

Commentary

Natural gas spot market prices averaged 8.9 ¢/m³ in the fourth quarter, a significant

increase of 5.6 ¢/m³ compared to the third quarter of 2019. The increase is mainly a

result of low Western Canadian natural gas inventories. With Western Canadian natural

gas storage ending injection season at 15-year lows and heading into winter, natural gas

prices have had nowhere to go but up. However, recently weather has been on our side,

as above-normal temperatures for this time of the year has limited heating demand and

kept the market relatively in check.

Supply & Demand

US natural gas production in 2019 increased by approximately 10% compared to 2018

levels. Heading into 2020, US natural gas production is expected to grow much less than

the levels seen this past year, mainly due to lower natural gas prices -- reducing natural

gas-directed drilling. North of the border, Canadian natural gas production declined by

approximately 2% compared to 2018 levels. As has been the theme over the past couple

of years, Western Canadian natural gas production has suffered from limited takeaway

capacity and competition from the US, thus forcing producers to scale back drilling

activities. However, we have started to see a turnaround in this market with recent

changes in pipeline operations and expanding capacity.

On the demand side, the expectation of stronger natural gas demand from the Alberta

oil sands looks likely to add upward pressure on natural gas commodity prices heading

into 2020. The production of oil from Alberta’s oil sands currently accounts for nearly

25% of Canadian natural gas demand, and this number looks to increase through 2020

as expansions in the province come online. Weather wise, the US National Weather

Service is now projecting above-average temperatures across much of the US this

winter, which could limit heating demand. Quite the turnaround from what winter

projections were showing early in 2019. Similarly, in Canada, projections from

Environment Canada are calling for a milder winter, contrasting earlier forecasts, which

suggested we would be in for a cold, harsh, snowy winter season. Whether or not this

comes to fruition is another story. Some climatologists believe that a potential polar

vortex in the Arctic could essentially make or break this winter if it moves south. When

polar vortexes weaken and move into Canada and the US, they bring with them cold

arctic air.

Summary

The LAS Natural Gas Program price is currently set at 9.4 ¢/m³ for the Nov 19-Oct 20

contract year, a decrease of 1.2 ¢/m³ compared to the program price for Nov 18-Oct 19.

Based on recent fixed layers added to the portfolio for future contract terms, the LAS

program price is expected to continue its decline in the coming years. Early projections

are showing a program price of approximately 9.2 ¢/m³ for Nov 20-Oct 21, and

approximately 8.8 ¢/m³ for Nov 21-Oct 22. These prices are subject to change based on

changing market conditions and additional fixed layers added to the portfolio.

Natural Gas Market Transportation

Commentary

For the Nov 20-Oct 21 contract year, LAS has secured 75% of its deregulated

transportation obligations. LAS was able to secure the transport at rates significantly

lower than the current contract year. In comparison, natural gas transportation rates for

program members are projected to decrease by roughly 25% to 30% for Nov 20-Oct 21,

depending on delivery obligation.

To: Council From: Karen Mealing – Cultural Development Coordinator Date: January 28, 2020 Subject: Rural Economic Development (RED) program Ontario’s Rural Economic Development (RED) program provides cost-share funding to support activities that create strong rural communities in Ontario. To support and off-set some costs associated with the 2020 King Street Reconstruction Project, staff will be seeking funding through the Strategic Economic Infrastructure Stream which provides up to 30% of eligible project costs to a maximum of $250,000 for main street minor capital improvements, including lighting, street furniture, public art and trees. The application deadline is February 24, 2020 and applicants will be notified of funding decisions approximately three months from the posted intake closure date.

surrounding business owners have expressed a lot of concerns

BIA’s have gone through in this circumstance. Scott: There’s some great

Over $10,000 was spent by participants at stores offering

$337.92 profit was made due to a large amount of sponsors

Midland Tree Lighting Extravaganza

Friday, November 15th

Happened from Hugel Avenue to Elizabeth Street from 5pm to

7:15pm

Tree lighting ceremony began at 7pm at Neezhoday Park beside

the Midland Public Library

The event ran in line with the GHE that happened that night from

5pm to 7pm

An issue occurred with Connexus Church where they were

requesting e-mails in order for people to go into the giant snow

globe photo booth. The BIA paid for ½ the cost at $500 and did

not agree to those terms. Connexus Church should not be

partnered with moving forward or a terms of agreement should be

signed

We Are The Villagers hosted a 50/50 draw for a massive Santa

chocolate and handed out free hot chocolate

Sainte Marie had a display for First Light

Wye Marsh did a Birds of Prey set up

Midland OSPCA set up a booth to provide information

Midland Public Library held free crafts and music

Connexus Church provided live music and brought a giant snow

globe photo booth (BIA paid for ½ cost at $500) for people to take

free photos

Cindy Mcquirter-Fairley was set up in the MCC at Café Roxy

hosting free crafts and hot chocolate

OPP Investigating Three Recent Break and Enters in Midland

(MIDLAND, ON) - Members of the Ontario Provincial Police (OPP) Southern Georgian Bay detachment are currently investigating three recent break and enters resulting in the theft of cash from all three area victims.

OPP officers were dispatched at 12:56 pm January 28, 2020 to a residence on Yonge Street near Third Street in Midland after an the homeowner discovered an unknown person had forcibly entered the home through a basement window. As a result, a quantity of cash and jewelry was stolen from the home.

OPP officers were dispatched at 7:53 am January 28, 2020 to a report of an break and enter to a automotive servicing garage business on Simcoe County Road 93 near Yonge Street, Midland. Person(s) unknown forcibly entered the business through a locked bay door window and once inside removed a small quantity of cash from the open cash register.

At 10:16 am January 26, 2020 OPP officers were dispatched to another automotive servicing garage on Yonge Street near Fifth Street in Midland to a report of an break and enter through locked bay door window. The entry occurred between the hours of 4:00 pm saturday January 25 and 10:16 am sunday January 26, 2020 at which time the person(s) unknown removed a cash box containing a small quantity of cash.

OPP R.I.D.E. Checks in North Simcoe Remove Three Impaired Drivers from the Roadway

(MIDLAND, ON)- Members of the Southern Georgian Bay Detachment of the Ontario Provincial Police (OPP) conducted 25 R.I.D.E. program check stops between January 23-27, 2020 on area roads and trails here in North Simcoe. Officers checked 1214 vehicles and drivers on area roadways along with 54 snowmobiles checked at trailside in an effort to reduce the incidence of impaired driving mishaps. Thirty six drivers provided breath samples on the roadside screening device with a pass result, five drivers registered a "warn" result and their drivers licences were suspended (ADLS) for three days and three drivers failed the roadside screening device and were investigated further as follows at detachment for drinking and driving offences.

Officers on patrol were also busy issuing Provincial Offences notices to two drivers for driving with Cannabis readily available, two drivers for driving with a Hand Held Device and a stunt driving charge of 132 Km/h in an 80 Km/h zone on Highway 93 near Mertz's Corners in Tiny Township.

Drinking and Driving Investigations-

1) OPP officers were conducting a R.I.D.E. check stop on Highway 12 between Rumney Road and Talbot Street Tay Township on January 25, 2020 when they encountered a suspected drinking driver at 11:18pm. A roadside screening device test was administered resulting in a further investigation back at detachment for the driver. As a result of this investigation Michelle Diane VANDERHART 36 years of Penetanguishene has been charged with the following charges contrary to the Criminal Code of Canada.

• Operation while impaired - blood alcohol concentration (80 plus) • Operation while impaired - alcohol and drugs

and further served Provincial Offences notices for

• Novice driver - B.A.C. above zero • Driving motor vehicle with liquor readily available

The involved vehicle was towed and impounded for 7 days and the accused's driver's licence has been suspended for 90 days under the conditions of the Administrative Drivers Licence Suspension (ADLS) . The accused was released from police custody on a recognizance to appear before the Ontario Court of Justice in Midland on February 6, 2020.

2) OPP officers were conducting a R.I.D.E. check stop on Bay Street between Third and Fourth Streets in the Town of Midland also on January 25, 2020 when they encountered a suspected drinking driver at 8:13pm. A roadside screening device test was administered resulting in a further investigation back at detachment for the driver. As a result of this investigation Michael MARCHILDON 23 years of Midland has been charged with the following charges contrary to the Criminal Code of Canada.

As a result of this investigation Michael SHAW 50 years of Barrie has been charged with the following charges contrary to the Criminal Code of Canada.

• Operation while impaired - blood alcohol concentration (80 plus) • Operation while impaired - alcohol and drugs

The involved vehicle was towed and impounded for 7 days and the accused's driver's licence has been suspended for 90 days under the conditions of the Administrative Drivers Licence Suspension (ADLS) . The accused was released from police custody on a recognizance to appear before the Ontario Court of Justice in Midland on February 6, 2020.

Katlyn was last observed at 11:00 pm January 22, 2020 at The Maple Canadian Pub located at 282 King Street Midland.

She is described as female white, 5' 2" tall, 115 lb in weight, long brown brown hair possibly in a high ponytail. Clothing descriptors- Black sweatshirt with a pink stripe, blue jeans and tan Timberland boots, see attached photos -(2)

UPDATE- Arrest Made in Area Armed Robbery

(SPRINGWATER TOWNSHIP, ON) - On Tuesday December 10, 2019 at 5:18 p.m. members of the Huronia West Detachment of the Ontario Provincial Police (OPP) were dispatched to a report of an armed robbery at The Old Corner Store in Hillsdale in the Township of Springwater. Police were informed that a white male approximately 6' tall mid-20 to early 30's had entered the store pulled out a knife demanded cash, then took off from the store on foot and was observed getting into a grey or silver Honda Civic with an unidentified persons.

On December 11, 2019 the same suspect entered Jug City in Wyevale in the Township of Springwater, pulled out a knife a stole cash and cigarettes from the store. The suspect was observed once again getting into a grey or silver Honda Civic with an unidentified persons.

As a result of an extensive investigation by the Huronia West OPP Crime Unit and Street Crime Unit an arrest has been made in this crime.

Stephen PATRIDGE (26 years) of Oro-Medonte TWP, was arrested and is charged with

• Adult Robbery with Theft CC 344(1)(b) (two counts) • Adult Disguise with Intent CC 351(2) (two counts) • Adult Possession of Weapon for Dangerous Purpose (two counts)

He was held for a bail hearing at the Ontario Court of Justice in Barrie

The schedule will start during the week of February 3 to 7 with garbage and green bin collection. The following week, February 10 to 14, residents will receive recycling and green bin collection. Collections will alternate on this schedule moving forward. Collection days are not changing; however, collection times will be adjusted. Residents are reminded to have materials out to their curb by 7 a.m. on their regular collection day. New schedule at a glance:

• Collections rotate on this alternating schedule moving forward Benefits to the environment and service levels: This change to collection frequency of some materials will support the environment by growing our green bin program, encourage a reduction in single-use materials, and help to lower emissions with fewer trucks on the road each day. It will also help restore consistency to our collection service by addressing past labour issues experienced by our contractor and allow the County to better manage long-term contractual costs, which are rising throughout the waste management industry. To provide convenience to residents, recycling materials can now be mixed together into bins, see-through plastic bags or cardboard boxes, and no longer need to be separated. This is called single-stream recycling, and sorting of materials will occur later in the process. This new alternating schedule, combined with the move to single-stream recycling, allows the County to run one truck to each household on collection days instead of two in the previous program. Each truck has two compartments, so the two streams of materials set out each week will remain separated and processed appropriately. How it works:

• Green bin collection will continue to occur every week

• Garbage and recycling collection will alternate every other week (one week garbage, the next week recycling)

• Residents can set out two bags/containers of garbage every other week (weight and size restrictions still apply)

• Recycling no longer needs to be separated into different bins. Materials will be sorted later in the process

• Excess recyclables can be placed in bins, cardboard boxes or see-through plastic bags

• One truck visits your household each week (instead of two in the previous program) and places items into two separate compartments

County launches 2020 Age-Friendly Seniors Housing Grant Program Midhurst/January 29, 2020 – The County of Simcoe is boosting the regional accessible housing market for seniors with the launch of the 2020 Age-Friendly Seniors Housing Grant Program. Five hundred thousand dollars in annual County funding supports eligible applicants to create age-friendly housing.

“As our population continues to age, the County is focused on key strategies to enhance regional

support services and resources that address our community’s needs, including affordable and

attainable housing,” said Warden George Cornell. “This grant program aligns with our Age-Friendly

strategy and helps us to increase our housing capacity so more seniors can continue to live

independently.” The grant program is included in the Simcoe County 2018-2023 Positive Aging Strategy, which

contains several recommendations for the County and its municipalities on meeting the needs of the

region’s aging population. The Age-Friendly Seniors Housing Grant Program funds projects that

incorporate accessible, adaptable and inclusive designs, which allow seniors to continue to thrive in

their communities for as long as possible. Grants will be awarded under three streams: accessible housing design for seniors; design for individuals with dementia; and the provision of support services for housing that incorporates enhanced aspects of accessibility over and above compliance with the Accessibility of Ontarians with Disabilities Act (AODA) and building code standards for residential units.

To qualify for this grant, applicants must be completing housing projects within the boundaries of the County’s 16 municipalities, which does not include the cities of Barrie and Orillia. Applicants can be homeowners of principal residences or developers, who wish to include accessible, adaptable and inclusive design modifications for occupants aged 60 or older. Grant amounts will be distributed based on the number of applications received and ability to meet funding criteria.

An Age-Friendly Grant Selection Sub-Committee will evaluate each grant submission in accordance

with established evaluation criteria and make recommendations to the Simcoe County Age-Friendly

Advisory Committee for endorsement. The committee has approved 88 applicants since its first year

in 2018.
