The UNEP/GEF
en.lighten initiative
1
Global strategic target
• By 2016* all countries in the world have:
– Phased-out inefficient incandescent lamps
– Are in the process of phasing-out
– Have policy/standards in place to phase-out
within an identified timeframe
* 31 December 2016
2
en.lighten and achieving the potential
• Gather and disseminate global best practices
• Promoting globally harmonized performance
standards
• Assisting countries in setting up adaptedpolicy and technical approaches to phase-out
• Establishing a global network of stakeholders – including private sector – committed to pushing efficient lighting
3
Key Components
• Over 50 international lighting experts from more than 30
developed and developing countries
• Representing governments, companies,
lighting associations, NGOs, technical institutions
• 4 global Taskforces:
– Policy , Regulation & Finance
– Consumer, Environmental Protection and
Recycling
– Country Lighting Assessments, Market Data & Analysis
– Off-grid lighting
Expertise and guidance
Center of Excellence members
6
• Best practice guidance providing policy and technical tools to
promote transition
• For government officials & energy agencies
• Details benefits and barriers to transition & gives
guidance on what route to follow:
o Policy/Standards
o Financing
o Product conformance
o Environmental concerns
o Communications and engaging the public
Energy Efficient Lighting Toolkit
Integrated Approach
• Estimates for 100 countries of energy savings, CO2 reduction
and financial savings by moving to efficient lighting
• Highlights the shift from incandescent lamps to CFLs
• Additional technologies and applications will significantly
increase these gains (commercial, street lighting)
• Second generation of CLAs currently underway to be released
by Rio +20 Conference, Rio de Janiero, Brazil in June 2012

• Regional governmental workshops
– Latin American & Caribbean, Middle East &
North Africa, Southeast Asia
• Comprehensive regional status reports
• 56 countries endorsing regional phase-out
declarations: mobilize action
• Future workshops:
sub-Saharan Africa, Saudi Arabia, India,
CIS/Eastern Europe countries
Global Outreach
• Voluntary initiative for countries (so far 45)
• Support national regulators/regional bodies in developing efficient
lighting policy
• en.lighten provides technical advice & guidance
• Countries move faster to the transition

What Is a National Efficient Lighting Strategy?
1. National policy document with objectives & roadmap to phase-
out inefficient lamps
2. Country-led process, following an
integrated policy approach
