The eemi-annual meeting of the Board of Trustees of the University of Wyo-

~ing was held his date at nine o'clock in the morning, pursuant to call, with the follow-

ing members p esent:- Mrs. Mary B. David in the chair, Mrs. Mary N. Brooks, JUdge J. M.

aian of the m ters in Dr. Nelson's report which required action.

Dr. Nelson first pre.ented the resignation of Henry G. Knight as Dean of

the College of Agriculture and Director of the Experiment Station, to take effect February

1st, 1918. In his letter, Deall Knight stated that he resigned to accept a simi19,r position

in the Agricul.ural and Mechanical College cf Okl~homa. He aleo th~~ked the members of

the Board for heir kininesses, mld expresaed keen regret at leaving the Universi ty after

his fourteen y are of service here.

Dr. Nelson aleo pre••nted the resignation of Mias Lulu A. Con'ron, to taka

effect J::mUary 1st, 1918. Miss Condron stated that she Was leaving the University to get

married. Upon motion of Mr, Ingham, seco~ded by Mrs. Brooks~ these resignations were ac-

cepted.

serving as Ac ing Dean and Director because of the frequent absences of Dean Knight inci­

dent to his p sition as state Chairman of the Council of National Defense, be made Dean of

the College 0 Agriculture and Director of the Experiment Station from February 1st, 1918,

at a ealary 0 $2,750.00 for the balal'lCe of the academic year. This recommendation Was

unanimously a proved.

Dr. Nelson stated that he was not as yet prepared to name a successor to

Miss Condron. Upon motion of Judge Carey, seconded by Mrs. Brooks> he was erorowered to

eelect a suit ble person at a salary not to exceed that paid at present.

President Neleon stated that Profeseor Lukken, the Director of the Depart­

ment of Mueic Mr. Frisbie, Instructor in Piano and Organ in the same Department, and Mr.

E. N. Hitcheo k, Instructor in Manual Training and Mathematics in the Junior High School,

would in all robability be leaving early in JanUary for the Thiri Training Camp. He

this manner, ere they to be succesaful in receiving appointmenta. Dr. Nelson recalled

to the mind. f the Board the fact th~t Profeseor Lukken had previou.ly been told that he

might have a eave of absence for the purpose of stuiying in New York City during the sec­

ond semegter. It had ~t that time been arranged that his brother) Mr. John LUkken) should

come to take ",arg5 of the work while h. l1a. gone. Dr. Nelson eaid that he wiehed that this

same arrangem t might be made for the remainder of the academic year~ ~~d therefore, upon

motion of Mr. ngham, .econied by Dr. ~amilton, it Was decided that Yr. Albert Lukken be

granted a lea e of ~bsence for the remainder of t~e academic 7sar, ~~d that his brother,

Yr. John Lukk ,be appointed to take the place thus made vac~~t, it being left to them to

arrange for a 'ivision of the silary att~ched to the position. Dr. Nelson stated th~t he

waa not prepa~ ed at this time to recommend successors to lir. Friabie and Yr. Hitchcock, and

it was, there are, upon motion of Judge Carey, seconded by Mr. Spalding, left to the Act-

ing President to bring in the names of suitable persons to the January meeting of the Execu-

tive Comr~tte for their approval.

Professor S. H. Knight Was then called in and made an informal report with

reference to he University lands in the Big Muddy Field. A summary of this report fol-

lows: -

In the report of April 18th, 1917, it Wae reported thatthe e were 4~760 acree of the Univereity's land in the Big Muddyfie d, of which 1,920 lie within the productive area. This hasbee increased to 2,000 acres, or about forty percent of the to­tal University holdings.

This 2,000 acres will be drainsd by 312 ~ells in eachhor zon, making "a total of 624 wells. Each one of the 312 in theSh non sand will produce 25 barrel. per day, or i tot.l productionof ,800 barrels per day. The other 312, in the Wall Crsek, willpro uce 100 barrel. each, or a total of 31,200 barrels per day,thu making a total production on University lands of 39,000 bar­rel per day. The University's royalty of 10% of the productionwil amount to $3,900 per day, or $117,000 per month. Thus, ina p riod of five years, the University should realize $7,020,000fro it. oil land.

Big MUddy -- 65 in the Shannon and 10 in the Wall Creek -- ofwhi h 32 are on University land, showing that the University landsare getting 42.6% of the total production. There are aleo 70 welledri ling, of which 23 are on University lands, which shows that32. %of the development is on University lands.

Dr. Nelson brought up the matter of co-operation between the Ivinson Memer-

ial Hospital d the ~niversity in the ~~~ter of a Nurs~a' Training Course. He stated that

he recomm~nded there be appointed a cOlmnittee representing the Hospital, consisting of Dr.

Hamilton and M sa Dunlap, head nurae of the Hosrital, and that he Wished to appoint as a

The President again brought up the matter of the training of radio or buzzer

oper~tors whi h he had mentioned at the Hov~ffiber m~~ting of the Executive Committee. Upon

Dr. Nelson next went into the matter of the Smith-Hughes Law for Vocation­

al Training. He shted that this, for the s;tate of Wyoming, was being handled by the

State Departm nt of Education> and that that department h~d designated the College of Ed­

ucation of th University of Wyoming as the school for the training of teachere. Dr. Nel­

son explained to the Board ~th great Care th~t the only interest of the University in

this m.tter w s in the training of te ..chers to te..ch these vocationa~ eUbjects-- tha.t

vocational ec ools might be established in different parts of the .tate, but that all the

University Wa to do waS to train teachers to teach in those schools. With reference to

this Smith-Hu hes Law, Dr. Hamilton moved that the University carry out the provisions

of this law ar undertake the work in accordance with its terms. This motion was seconded

and carried.

Dr. Nelson said that the only thing needed to be done at the present Was to

Dr. Nelson called the attention of the Board to the fact that the travel

funde, had lar ely been depleted because of the ,nany meetings of the Board of Trueteea,

and. th:it ther for9 the amount appropriated might be insufficient. The Secretary stated

th'it other f ds were available which might be added to this, a.'ld it was decided that

if it were ne essary, to make a further appropriation for this expsnse.

Preaident of he University, Was brought up, and upon motion, the Secretary Was author-

rock Petroleu Company had baen granted their lea.e to Section 1, Township 33 Horth, Ra~ge

76 West, in t: e Big Muddy Region, on the representation that they had discovered oil there

on April 30th la~t, in commerc1~1 quantities. The Secret~ry atated th~t in a letter he

ha1 received from the Cormr:issioner of Public Lands, the Commiesi oner had enclosed a letter

froIt the Ohio bil Com~3-"!YJ in ;fhich thl3.t company admitted. that they hE'..d not found. eil at

The Secretary called to the a'ttentiol1 of the Board that certain prospector 'e

leases would xpire on January 16th, 1918, and he Was instructed to notify the lessors

un~er these 1 ~~F.13 th3..t all their rights under the leasea had ce':3sed at that date and that

the le~.ee Vi' e null and void. Upon motion of JUd;;;e Carey, aecor-ded by Dr. Hamilton, the

In accordance with the t~rms of this opinion: upon motion of Mrs. Brooks,

sec ended by Mr Sp9.1ding, the Secrets.ry was instructed to authorize the St3-te T"reatiurer

to invest all aneys noW included in the University Per~~ent Land Fund not alraady in-

vested?in Fede a1 Farm Loan Bonds.

Mr~. David appointed Mrs. Brockel Dr. Hamilton and Mr. Ingham a corr~ittee

to audit the S cret ary l a bocks.

Dr. Hamilton moved that in the future all monsys in the hands of the State

Treasurer be i vested -.vi thout further action in the proper securities. This motion Wt~S

seconded and. cried.

The Secretary reported that in response to his request to the State Treas-

Dr. Nelson stated that Mrs. Mary F. Kendrick had resigned as Home Demonstra-

tor in Platt County and that he wished to recommend in her place Mis. Marguerite Allen

at a .alary f $1,400. Mra. Brooks moved that both of these appointment. b. aFFroved, this
